    NEET PG 2023 has not been postponed, and it will be conducted as per schedule, the Ministry of Health clarified on Tuesday.

    Rural Development Ministry allays fear over budget cut in MGNREGA

    New Delhi: The Ministry of Rural Development said on Friday that the concern that lower allocation for the MGNREGA scheme for 2023-24 may affect the rural employment scheme is far from the truth.

    “A concern has been raised over the Union Budget allocating Rs 60,000 crore for the MGNREGA scheme for 2023-24, which is 18 per cent lower than the Rs 73,000 crore budget estimates of 2022-23. This may affect the rural employment scheme of MGNREGA to achieve its objective of providing wage employment against the demand from the rural households. This is far from thr truth,” the ministry said in a statement on Friday.

    MGNREGA is a demand-driven scheme. Any household demanding employment shall be provided at least 100 days of unskilled manual work in a financial year in accordance with the scheme. During FY 2022-23, a total of 99.81 per cent rural households have been offered wage employment against their demand for work. If an applicant for employment under the scheme is not provided such employment within 15 days of receipt, he shall be entitled to a daily unemployment allowance, the ministry said.

    “In FY 2019-20, the BE was Rs 60,000 crore which got revised to Rs 71,001 crore; for FY 2020-21, the BE was Rs 61,500 crore which increased in the RE to Rs 1,11,500 crore; and for FY 2021-22, the BE of Rs 73,000 crore was revised to Rs 98,000 crore. Therefore, it can be seen that the actual releases to the states have been much higher than that provided for at the BE level.

    “Even during the current financial year 2022-23, the BE was Rs 73,000 crore, which was revised to Rs 89,400 crore. From the perusal of the above, it is inferred that the previous release has no bearing on the requirement for funds for next year,” said the ministry.

    “Whenever additional fund is required, the Ministry of Finance is requested to provide the funds. The government of India is committed to release funds for wage and material payments for proper implementation of the scheme, as per the provisions of the act and guidelines applicable for Central government as well as the state governments,” it added.

    Culture Ministry gets more allocations in Union Budget

    New Delhi: With a focus on celebrations under the ‘Azadi ka Amrit Mahotsav’ programme commemorating 75 years of India’s Independence, the outlay for annual budget 2023-24 of the Ministry of Culture has been enhanced to Rs 3,399.65 crore as against an outlay of Rs 3,009.05 crore approved in the previous Budget plan of 2022-2023. The annual outlay in FY 2023-24 is 12.97 per cent higher than the annual outlay of FY 2022-23.

    Finance Minister Nirmala Sitharaman in her Budget speech on Wednesday made an announcement to set up Bharat Shared Repository of Inscriptions (BharatSHRI), a digital epigraphy museum, with the digitisation of one lakh ancient inscriptions in the first stage.

    The BharatSHRI will be set up by the Archaeological Survey of India (ASI) in Hyderabad.

    Out of the total outlay for Budget 2023-24, Rs 1,102.83 crore has been allocated to the ASI for protection, preservation and conservation of Centrally protected monuments/sites and excavations of ancient monuments and archaeological sites.

    There is an increase of 2.08 per cent of provisioned outlay for ASI in BE 2023-2024 (Rs 1,102.83 crore) as compared to BE 2022-23 of Rs 1,080.34 crore.

    The Finance Ministry has allocated Rs 1,046.22 crore to the central autonomous bodies, which include academies, museums, libraries and other cultural institutions across India to support their programmes and activities.

    This outlay includes provisions for two attached offices, six subordinate offices, 34 central autonomous bodies and schemes of the Ministry during the financial year 2023-24.

    In FY 2023-24, an enhanced amount of Rs 650.74 crore (22.19 per cent) has been allocated for the implementation of the Central sector schemes of the ministry.

    The Ministry of Culture being the nodal agency for ‘Azadi ka Amrit Mahotsav’, a special provision has been made under the centenary and anniversary celebration scheme of the ministry in the revised outlay of FY 2022-23 and in the Budget outlay of FY 2023-24 to undertake commemoration activities.

    As per the anticipated expenditure for ‘Azadi ka Amrit Mahotsav’ and other commemorations, the revised estimate has been increased to Rs 353.82 crore from the budget estimate of Rs 110.00 crore during the current year.

    For FY 2023-24, a provision of Rs 185.00 crore has been made to commemorate the centenaries/birth anniversaries of eminent persons. The provision for 2023-24 under this scheme marks a 68.18 per cent increase over BE 2022-23.

    New Delhi: The budgetary allocation for the Minority Affairs Ministry has been reduced by over 38 percent to Rs 3097.60 crore for 2023-24 as compared with the last fiscal, according to budget documents presented Wednesday.

    The budget allocation for 2022-23 was Rs 5020.50 for the ministry, however the revised estimate was Rs 2612.66, as per the documents.

    The budget estimate for the Ministry of Minority Affairs this year is Rs 3097.60.

    Of the proposed allocation to the ministry, Rs 1,689 crore is for education empowerment.

    Over 64.4 crore has been allocated for Skill Development and Livelihoods.

    The Budget estimate for umbrella programme for development of minorities is Rs 610 crore.

    Minority Affairs Minister Smriti Irani hailed the Union Budget saying, “Congratulations to PM @narendramodi Ji & FM @nsitharaman Ji for a truly ‘Amrit Kaal Budget’ epitomising inclusive development & reinforcing economic fundamentals.”

    “Emphasis given to infra, tech, green energy & other areas will institutionalise India’s growth for a stronger tomorrow,” she said.

    New Delhi: The defence budget was on Wednesday increased to Rs 5.94 lakh crore for 2023-24 in a modest hike of 13 percent from last year’s allocation of Rs 5.25 lakh crore amid India’s continuing border row with China in eastern Ladakh and concerns over rising Chinese forays into the Indian Ocean Region.

    In the Union Budget presented in Parliament by Finance Minister Nirmala Sitharaman, a total of Rs 1,62,600 crore was set aside to the military for capital expenditure that largely includes purchasing new weapons, aircraft, warships and other military hardware.

    For 2022-23, the budgetary allocation for capital outlay was Rs 1.52 lakh crore but the revised estimate showed the expenditure at Rs 1.50 lakh crore.

    The capital allocations of Rs 1,62,600 crore marked a hike of Rs 10,230 crore over last year’s outlay and it is a 6.7 per cent increase. The capital budget of the Border Roads Organisation (BRO) has been increased to Rs 5,000 crore as against Rs 3,500 crore in 2022-23 which is a hike of 43 per cent.

    “The Union Budget for the Financial Year 2023-24 envisages a total outlay of Rs. 45,03,097 crore. Of this, Ministry of Defence has been allocated a total Budget of Rs 5,93,537.64 crore, which is 13.18 per cent of the total GoI Budget,” Defence Minister Rajnath Singh tweeted.

    The total revenue expenditure has been pegged at Rs 4,22,162 crore that included Rs 1,38,205 crore for defence pensions, Rs 2,70,120 crore for defence services and Rs 13,837 crore for the Ministry of Defence (Civil).

    The capital outlay for the Indian Air Force was the highest at Rs 57,137.09 crore that included Rs 15,721 crore for procurement of aircraft and aero engines and Rs 36,223.13 crore for other equipment.

    An amount of Rs 52,804 crore was set aside as the capital outlay for the Indian Navy as against Rs 47,590 crore given to the force in 2022-23.

    The capital outlay for the Army has been pegged at Rs 37,241 crore which included Rs 5,500 crore for procurement of aircraft and aero-engines and Rs 21,300 for other equipment. The capital allocation to the force in last year’s budget was Rs 32,015 crore.

    Dr Laxman Kumar Behera, Associate Professor at Special Centre for National Security Studies at the Jawaharlal Nehru University, said the increase in the allocation has been satisfactory considering the economic headwinds in view of impact of various global developments.

    “The budget has given the armed forces a modest hike. The capital outlay for the Indian Navy has been on an upswing for the last few years because of China’s increasing presence in the Indian Ocean Region. This is a significant aspect in the defence budget for 2023-24 as well,” Behera told PTI.

    Former Deputy Chief of Army Staff Lt Gen (retd) Subrata Saha said the budget intends to boost manufacturing and build on India’s strength in the digital domain.

    “In defence, domestic manufacturing will get further impetus with efforts to also increase exports from India,” he said.

    Saha said the increase in the allocation for the Border Roads Organisation (BRO) will push the border connectivity infrastructure.

    The defence ministry said the increase in the capital budget since 2019-20 has been Rs 59,200 crore which it said is a 57 percent increase.

    “This increase is a reflection of the government’s commitment towards sustainable augmentation in the area of modernisation and infrastructure development of the defence services,” it said.

    The allocation to Defence Research Development Organisation (DRDO) has been put at Rs 23,264 crore.

    According to the budget documents, an allocation of Rs 2,70,120 crore has been made to the armed forces for revenue expenditure that includes expenses on payment of salaries and maintenance of establishments. The budgetary allocation of revenue expenditure in 2022-23 was Rs 2,33,000 crore.

    In the budget for 2023-24, the capital outlay for the Ministry of Defence (Civil) has been pegged at Rs 8774 crore. The total capital outlay considering Rs 1,62,600 crore for the armed forces and Rs 8,774 crore to defence ministry comes to Rs 1,71,374 crore.

    The revenue expenditure for the Army has been put at Rs 1,82,649 crore followed by Rs 44,345 crore for the IAF and Rs 32,284 crore for the Indian Navy.

    Under the revenue outlay, the Indian Navy has been allocated an amount of Rs 32,284.20 crore as against a budgetary allocation of Rs 25,406.42 crore and revised estimate of Rs 30,734.58 crore for 2022-23.

    The revenue expenditure of the Indian Air Force has been projected at Rs 44,345.58 crore as against budgetary outlay of Rs 32,873.46 crore and revised estimate of Rs 44,728.10 crore for 2022-23.

    The gross budgetary support under the central sector head was put at Rs 950 crore.

    New Delhi: The Sports Ministry on Saturday suspended Wrestling Federation of India’s (WFI) assistant secretary Vinod Tomar, a fallout of the grapplers’ allegations of sexual harassment and corruption against the sports body’s chief, Brij Bhushan Sharan Singh.

    It has decided to suspend Tomar, “with immediate effect, to ensure proper functioning of WFI”.

    The ministry said it has also directed the WFI to suspend “all ongoing activities with immediate effect”, including the Ranking Tournament in Gonda, UP, Sharan’s stronghold.

    This comes a day after Sports Minister Anurag Thakur announced the formation of an oversight committee to probe the charges levelled by some of the country’s top wrestlers, including Vinesh Phogat, Bajrang Punia, Sakshi Malik and Ravi Dahiya, against Sharan and his body.

    Regarding Tomar, the ministry said in a letter, which is in possession of the PTI, that his presence will be “detrimental to the development of this high-priority discipline”.

    “The Ministry has taken note of the reports about the functioning of the WFI, including the role of Shri Vinod Tomar and, has the reasons to believe that his continued presence will be detrimental to the development of this high-priority discipline,” the ministry said in the letter.

    The aggrieved wrestlers had alleged that Tomar took bribes from athletes and was involved in financial corruption, helping him to build property worth crores.

    According to sources, the ministry will announce the names of its oversight committee members on Sunday.

    In a press release, the ministry said it “has communicated to the Wrestling Federation of India on Saturday that in view of the Government’s decision to appoint an Oversight Committee to investigate the various allegations raised by athletes against the Federation, WFI will suspend all ongoing activities with immediate effect, unless the Oversight Committee is formally appointed and takes over the day to day functioning of WFI”.

    It added, “In view of the direction to suspend all activities immediately, the Sports Ministry has asked WFI to also cancel the ongoing Ranking Tournament in Gonda, UP.”

    In this regard, the ministry has also asked the WFI to return the entry fees charged to participants for the ongoing event.

    The oversight committee of the ministry will have the powers to take all decisions on matters concerning Indian wrestling while also overseeing the day-to-day affairs of the federation.

    Earlier in the day, the WFI had rejected all the allegations, including that of sexual harassment against its president, and claimed that the wrestlers’ protest was motivated by a “hidden agenda to dislodge the current management”.

    The WFI denied all the charges in its response to the government’s notice and asserted that “there is no scope for arbitrariness and mismanagement ” in the federation.

    The ministry had sought an explanation from WFI after the country’s top wrestlers sat on a dharna and alleged that the federation chief sexually harassed women wrestlers and acts like a “dictator”.

    Before the wrestlers agreed to end their protest, the Indian Olympic Association had on Friday formed a seven-member committee of its own, headed by M C Mary Kom, to investigate the charges against Sharan.

    The IOA panel was constituted even as the wrestlers’ sit-in protest entered the third day.

    Besides legendary boxer Mary Kom and wrestler Yogeshwar Dutt, the panel includes archer Dola Banerjee and Indian Weightlifting Federation (IWLF) president and IOA treasurer Sahdev Yadav.

    The IOA committee also has two advocates — Talish Ray and Shlok Chandra — besides former shuttler and IOA joint secretary Alaknanda Ashok, who is its vice chairperson.

    The decision was taken during the IOA’s emergency Executive Council meeting, which was attended by the likes of Olympic champion shooter Abhinav Bindra, Olympic bronze medallist Yogeshwar, along with IOA president PT Usha and joint secretary Kalyan Chaubey.
