    New Delhi: The Union Ministry of Information and Broadcasting on Tuesday highlighted the violation of provisions of promoting electronic cigarettes during a business summit here and asked the media to ensure that it does not happen again.

    In a notice to all media organisations, including print, electronic and digital, the Ministry said: “It has been brought to the notice by the Ministry of Health and Family Welfare that in a recently organised Business Summit in New Delhi by a prominent media house, the forum was apparently used to promote electronic cigarettes.”

    “Such an action was in violation of Section 4 of the Prohibition of Electronic Cigarettes (Production, Manufacture, Import, Export, Transport, Sale, Distribution, Storage and Advertisement) Act, 2019 which prohibits advertisements that directly or indirectly promote the use of electronic cigarettes,” it said.

    It said that the print, electronic, and digital media entities are “accordingly advised to ensure that the aforementioned statute is not contravened either by way of advertisement or any promotion or other campaigns etc”.

    New Delhi: In an effort to encourage female participation in various sectors, the government has decided that the Republic Day parade at Kartavya Path will see participation only by women in march pasts, tableaux and other performances.

    The Defence Ministry, in this regard, has written a letter to the armed forces and other government departments associated with the parade, stating that the marching contingents, military bands accompanying the marching contingents and tableaux will have only women participants.

    The letter comes as a surprise for several senior military officers and has also created confusion. Many believe that there aren’t enough women available in forces for this. The current situation is that some marching contingents consist of men only.

    Significantly, the armed forces have taken several measures, including assigning command roles to women, grooming them for future leadership roles and allowing them to join artillery regiments, to promote gender equality.

    According to information, the decision to encourage women’s participation in the parade was taken during a meeting held on February 7. The meeting, chaired by Defence Secretary Giridhar Aramane, was attended by senior representatives from the Army, Navy, Air Force, Ministry of Home Affairs, Ministry of Housing and Urban Affairs, Ministry of Culture, and Ministry of Education.

    About a month after the meeting, the Defence Ministry formally issued a letter to participating forces, ministries and departments on March 1.

    In the letter, emphasis was laid on the role of women in the parade to be held next year.

    The letter noted that after detailed deliberations, it has been decided that the contingents (marching and bands), tableaux and other displays during the parade on the Kartavya Path will have only women participants.

    All the participating ministries, departments and organisations have also been asked to initiate preparations for the same and share the progress made with the Defence Ministry from time to time.

    Some senior officials believe that the government will do what is practical, and for the time being it is difficult to have only female participants in all marching and band contingents.

    Significantly, the marching contingents of the infantry in the Republic Day parade constitute the largest number of personnel. Officials argue that women have not yet been included in the infantry. Officers who lead marching contingents consist of personnel below officer rank (PBOR) and the Army has the PBOR cadre women personnel only in the Military Police Corps, they assert.

    However, it is not that women have no representation in force or that women are marginalised. They are being assigned roles equivalent to men in all three services – they fly fighter aircraft, serve on warships, are inducted into the PBOR cadre, are eligible for permanent commission, are assigned command roles, and also women officers are undergoing training at the National Defence Academy. Despite this, infantry, tanks and combat positions still do not have that participation of women.

    According to the Indian Army, Colonel Geeta Rana has recently become the first woman army officer to command an independent unit in the sensitive Ladakh region bordering China. Apart from this, for the first time, the army has deployed a woman officer Captain Shiva Chauhan in the world’s highest and coldest battlefield Siachen this year itself. The army has also deployed its largest contingent of 27 women peacekeepers to the disputed region of Abyei in Sudan.

    New Delhi: A tweet posted by Ukraine’s defence ministry purportedly showing an image of Goddess Kali over a blast fume triggered online outrage following which the post was deleted.

    The Twitter handle @DefenceU posted the image with the caption “Work of Art”, triggering angry reactions from many Indian Twitter users who accused the Ukrainian defence ministry of insensitivity and hurting the sentiments of Indians. Some Indian Twitter users even sought External Affairs Minister S Jaishankar’s intervention.

    “Please take note of this defamatory post that shows Maa Kali in a bad light, @MEAIndia @DrSJaishankar,” tweeted one user.

    Hyderabad: Post the Centre’s proposal to wind up the Godavari River Management Board (GRMB) citing lack of funds, union Jal Shakti ministry secretary Pankaj Kumar on Friday wrote a letter to Telangana chief secretary Santhi Kumari, requesting that the required funds be released.\

    Pankaj Kumar said that the GRMB had approved a budget of Rs 10 crore for the financial year 2022-23 and Rs 16 crore for the current financial year 2023-24.

    On the other hand, the Godavari management board has reported that no fund has been released from the state governments with regard to the previous and as well as current financial year and the board is utilizing its reserve fund to meet all expenses required for the discharge of its functions.

    “The reserve funds are almost exhausted by now,” Pankaj Kumar wrote in his letter.

    He further mentioned Clause 1(m) of the Gazette Notification issued in July 2021 in his letter and recalled that Andhra Pradesh and Telangana are responsible for any unwanted consequences in projects as they are still delaying the release of funds.

    Requesting that funds may be released to GRMB immediately by the state, Pankaj Kumar said that the functioning of the board is being affected adversely.

    Additionally, the Krishna River Management Board (KRMB) also called out to the Centre on the state government’s delay in releasing funds.

    New Delhi: Aadhaar authentication transactions have climbed to 2.31 billion in March 2023, against 2.26 billion authentication transactions recorded in February 2023, according to IT Ministry data.

    Also, Aadhaar-enabled e-KYC rose by 16 per cent as 21.47 million Aadhaars were updated successfully in March 2023.

    While a majority of the authentications transaction numbers were carried out by using biometric fingerprint, it is followed by demographic and OTP authentications, official sources said.

    Adoption of e-KYC has also significantly reduced customer acquisition cost of entities like financial institutions, telecom service providers and others, they added.

    The cumulative number of Aadhaar e-KYC transactions so far has gone past 14.7 billion till the end of March 2023.

    During the month of March, more than 21.47 million Aadhaars were updated following requests from the residents as against 16.8 million such updates in February 2023.

    New Delhi: The NCERT consulted 25 external experts and 16 CBSE teachers to carry out its syllabus rationalisation exercise as part of which portions on the Mughals, Mahatma Gandhi, his assassin Nathuram Godse, reference to Hindu extremists and the 2002 Gujarat riots among others were dropped from school textbooks, according to the Education Ministry.

    Dropping several topics and portions from the NCERT textbooks has triggered a controversy with the Opposition blaming the Centre of “whitewashing with vengeance”.

    At the heart of the row is the fact that while the changes made as part of the rationalisation exercise were notified, some of these controversial deletions weren’t mentioned in them. This has led to allegations about a bid to delete these portions surreptitiously.

    The NCERT has described the omissions as a possible oversight but refused to undo the deletions, saying they were based on the recommendations of experts. It has also said the textbooks are anyway headed for revision in 2024 when the National Curriculum Framework kicks in.

    “Aside from NCERT in-house experts, NCERT sought the expertise of subject experts from Universities/Organisations and practising teachers in all its activities related to Research, Development, Training and Extension for wider consultation,” the ministry had said in response to a written question in Lok Sabha.

    Among the most contested deletions are from history and political science textbooks for which the NCERT consulted five and two external experts respectively.

    “One round of consultation each was held with the experts, ” the Ministry had said in its response.

    For History, the five experts who were consulted are Umesh Kadam, a professor of History at the Jawaharlal Nehru University and a member secretary at the Indian Council for Historical Research, Hind College associate professor (History) Dr Archana Verma, Delhi Public School (RK Puram) teachers (Head of Department of History) Shruti Mishra, and two Delhi-based Kendriya Vidyalaya teachers Krishna Ranjan and Sunil Kumar.

    For the political science textbook, the NCERT held two rounds of consultation with four experts. They were Vanthangpui Khobung, an assistant professor of political science at the NCERT’s Regional Institute of Education in Bhopal; Maneesha Pandey who teaches the subject at Hindu College and school teachers Kavita Jain and Sunita Kathuria.

    New Delhi: The government is not considering bringing a law or regulating the growth of artificial intelligence (AI) in the country, as generative AI-based chatbots become a rage across the industry.

    In a reply to a question in Lok Sabha, the Ministry of Electronics and Information Technology (MeitY) said it sees AI as a significant and strategic area for the country and technology sector.

    “AI will have a kinetic effect for the growth of entrepreneurship and business and the government is taking all necessary steps in policies and infrastructure to develop a robust AI sector in the country,” said the Ministry.

    The government published the National Strategy for Artificial Intelligence in June 2018 and proposes to develop an ecosystem for the research and adoption of AI.

    MeitY said it has established Centres of Excellence in various emerging technologies including AI to explore opportunities in these specialised fields.

    “These centres provide start-ups with premium plug-and-play co-working spaces and access to the ecosystem,” it added in its reply.

    India is also a founding member of Global Partnership on Artificial Intelligence (GPAI).

    In an earlier interview with IANS, Union Minister of State for Electronics and IT, Rajeev Chandrasekhar, had said that the government aims to make India a global powerhouse of AI which does not just stop on integrating foreign chatbots but building next-generation AI-based innovations to empower billions of citizens.

    “AI will certainly transform the digital economy and grow the business economy in the country. AI is a ‘kinetic enabler’ of the digital economy and we want to be the global leader in AI,” the Minister had told IANS.

    NITI Aayog has also published a series of papers on the subject of ‘Responsible AI for All’.

    More than 1,900 AI-focused startups are providing innovative solutions in the country, primarily in the areas of conversational AI, NLP, video analytics, disease detection, fraud prevention and deep fakes detection.

    SRINAGAR: According to the National Survey on Extent and Pattern of Substance Use in India carried out by the Ministry of Social Justice and Empowerment through the National Drug Dependence Treatment Centre (NDDTC) of the All India Institute of Medical Sciences (AIIMS) New Delhi, Jammu and Kashmir has almost one million drug addicts.

    The Ministry of Social Justice and Empowerment disclosed this information in response to a query by National Conference Member of Parliament Hasnain Masoodi in the Lok Sabha. The query had requested information on the total number of suspected drug addicts in Jammu and Kashmir and the total number of facilities for addiction treatment, de-addiction, and rehabilitation in the Union Territory.

    According to the Ministry’s response to National Conference MP Hasnain Masoodi’s inquiry about drug addiction in Jammu and Kashmir, the Ministry referred to a survey which revealed that around 108,000 males and 36,000 females were found to be using cannabis, 534,000 males and 8,000 females were using opioids, and 160,000 males and 8,000 females were using various sedatives. The Ministry also stated that a significant number of males and females were addicted to cocaine, Amphetamine-Type Stimulants (ATS), and Hallucinogens in the region.

    The Ministry’s figures on drug-addicts in Jammu and Kashmir may be underestimated as the survey was conducted several years ago and the drug problem has since become more widespread in the region. The Ministry informed the Parliament that it endorses the establishment of Addiction Treatment Facilities (ATFs) in government hospitals across the country, a program being implemented by AIIMS New Delhi. Out of the 46 ATFs established so far, 10 are operational in Jammu and Kashmir, according to the reply provided to the Member of Parliament.

    Additionally, the Ministry supports the establishment of Integrated Rehabilitation Centres for Addicts, which not only provide treatment to drug victims but also offer services such as preventive education, awareness generation, motivational counselling, detoxification/de-addiction, aftercare, and reintegration into mainstream society.

    The Ministry’s reply to the Member of Parliament stated that although 46 Addiction Treatment Facilities (ATFs) have been established across the country, only 10 are currently operational in the Union Territory of Jammu and Kashmir. Additionally, the Ministry supports the establishment of Integrated Rehabilitation Centres for Addicts, of which there are 340 in the country but only one in Jammu and Kashmir.

    Similarly, out of 40 Community-based Peer-led Intervention (CPLI) Centres established so far, only two are operating in Jammu and Kashmir. Furthermore, the Ministry has set up 71 Outreach and Drop-in Centres (ODICs) across the country, with three currently operating in the UT of J&K. The Ministry also supports the establishment of District De-addiction Centres (DDACs) in districts without IRCA, ODIC, and CPLI centres, of which there are currently five in Jammu and Kashmir out of a total of 15 supported by the Ministry.

    In response to a question about the menace of narcotics, the Ministry of Home Affairs informed the Lok Sabha that the Narcotics Control Bureau (NCB) had destroyed poppy on 288 acres of land in J&K in 2018, 1123 acres in 2019, 893 acres in 2020, 292 acres in 2021, and only 88 acres in 2022. However, given that poppy is grown on a significant portion of land in the Kashmir valley, the figures suggest that no significant progress has been made in its destruction.
    On the other hand, cannabis destruction has increased with 37 acres destroyed in 2018, 295 acres in 2020, 523 acres in 2021, and 443 acres in 2022, but the performance of NCB is still not satisfactory considering the large area of land used for growing cannabis in Kashmir valley.

    New Delhi: Incidents of fire accidents have been reported in electric two-wheelers manufactured by Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors, Minister of State for Heavy Industries, Krishan Pal Gurjar, said in a written reply submitted in the Lok Sabha on Tuesday.

    “As per information received from the Ministry of Road Transport and Highways (MoRTH), incidents of fire accidents have been reported in electric two-wheelers manufactured by Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors. The prototypes or components of electric vehicles are tested by the testing agencies notified under Rule 126 of the Central Motor Vehicles Rules, 1989, for compliance to standards notified by the MoRTH,” said the reply.

    The MoRTH had constituted an investigating team of independent experts from DRDO, Indian Institute of Science (IISC), Bengaluru, and Naval Science & Technological Laboratory (NSTL), Visakhapatnam, to investigate the root cause of fire in EVs and recommend remedial measures.

    As per the reply, the MoRTH had also constituted a committee of experts to suggest formulation of safety standards for the battery and its components, BMS and related systems in electric vehicles.

    Based on the recommendation of the committee, the ministry has brought amendments to the automotive industry standards (AIS). The said amendments are applicable from December 1, 2022 and some clauses of these AIS will be effective from March 31, 2023, said the reply.

    The MoRTH had issued the draft notification, dated August 25, 2022, for the requirements of conformity of production (COP) in respect of all categories of electric vehicles, including quadricycles, e-rickshaws, two-wheelers and four-wheelers.
