Rest of the classes will continue as per their schedule.

     

    More than 70 cases were registered

    According to media reports, 79 cases of H3N2 influenza have been registered in Puducherry. However, there has been no death in the state yet. The Health Department has alerted hospitals and primary health centers to keep an eye on the increasing number of cases.

    Islamabad: India has invited Pakistan Defence Minister Khawaja Asif to attend the meeting of the Shanghai Cooperation Organisation (SCO) to be held in New Delhi in April, according to a media report on Wednesday.

    India currently holds the presidency of the SCO, which comprises China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan.

    As President of the SCO, India is set to host a series of meetings.

    Diplomatic sources told The Express Tribune newspaper that the Indian government shared the formal invitation with the Pakistan Foreign Office on Tuesday.

    There was no immediate confirmation from New Delhi on the Pakistani media report.

    India earlier invited Chief Justice of Pakistan Umar Ata Bandial, as well as shared an invitation for the meeting of foreign ministers of SCO, the report said.

    The chief justice, however, skipped the meeting of the SCO chief justices and instead Justice Muneeb Akhtar attended the meeting through a video link recently, it said.

    The foreign ministers’ meeting is scheduled for May in Goa while the defence ministers’ huddle will be held in New Delhi in April.

    The Pakistani government has said that it has not yet taken a decision on whether Foreign Minister Bilawal Bhutto Zardari or Defence Minister Asif will attend the meetings in India.

    Bilawal and China’s Qin Gang are among the foreign ministers of the SCO member nations invited by India for the meeting it is scheduled to host in May.

    The Pakistan Foreign Office has said that the decision will be taken at an appropriate time.

    If the Pakistani foreign minister attends the meeting in person, it will be the first such visit from Islamabad to India since 2011. Then Pakistani foreign minister Hina Rabbani Khar visited India that year. Khar is currently serving as the minister of state for foreign affairs.

    In May 2014, then-Pakistan prime minister Nawaz Sharif visited India to attend Prime Minister Narendra Modi’s swearing-in ceremony.

    In December 2015, then external affairs minister Sushma Swaraj visited Pakistan and days later, Modi made a brief visit to the neighbouring country.

    The ties between India and Pakistan came under severe strain after India’s warplanes pounded a Jaish-e-Mohammed terrorist training camp in Pakistan’s Balakot in February 2019 in response to the Pulwama terror attack.

    The relations further deteriorated after India announced the withdrawal of Jammu and Kashmir’s special powers and the bifurcation of the erstwhile state into Union territories in August 2019.

    The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

    Over the years, it has emerged as one of the largest trans-regional international organisations. India and Pakistan became permanent members of the Beijing-based SCO in 2017.

    London: Britain’s Indian-origin Home Secretary Suella Braverman is facing increasing pressure over the government’s new plans to clamp down on illegal migration, with a former Home Office adviser branding the policy as “racist” and a former minister raising serious concerns in Parliament.

    Nimco Ali, a one-time campaigner for the governing Conservative Party who left her job as a government adviser in December last year, told the Guardian’ that Goan-origin Braverman was “the wrong person not just for the Conservative party but for the country” as she makes the Tories seem “cruel and heartless”.

    The child refugee from Somaliland was scathing in her criticism of the government’s failure to widen migration routes open to Ukrainians over the ongoing Russian conflict.

    “As a former refugee of colour, if we can provide generous help to Ukrainians escaping war then I think we need to look at ensuring that we also provide routes to anyone escaping conflicts,” Ali told the newspaper.

    “If we can find room for a white child but not a black child, who are coming here in similar circumstances, it is racist. It is really painful if we believe that people can seek refuge if they come from Europe but not elsewhere. If we can provide safe and legal routes for Ukrainians, we should do it for other people as well,” she said.

    Ali, who is supportive of British Prime Minister Rishi Sunak, warned that he would not win the next general election with Braverman as his Home Secretary as he is in danger of losing younger and floating voters.

    “Suella Braverman wants the government to look tough but it will instead make us look cruel and heartless, which I don’t think the PM is. I have a problem with her language. I believe that blaming lefty lawyers when they are challenging the law is dangerous. When she spoke about her dream of seeing a plane take off to Rwanda, it lacked compassion and understanding,” said Ali, with reference to the government’s migration pact with the African nation to house illegal migrants.

    Her criticism came as former Tory home secretary Theresa May raised several concerns in the House of Commons about the proposed new Illegal Migration Bill, which has been tabled in Parliament to tackle the issue of thousands of migrants arriving on UK shores illegally via small boats.

    “As it currently stands, we are shutting the door to victims who are being trafficked into (modern) slavery (in) the UK,” said May.

    “Whenever you close a route for migrants the migrants and the people smugglers find another way. Anybody who thinks that this bill will deal with the issue of illegal migration once and for all is wrong,” she said.

    During a debate in the Commons on Monday, Braverman referred to her predecessor in office, Indian-origin former home secretary Priti Patel, to claim all ethnic minority Home Office ministers have been subjected to “grotesque slurs” for simple truths about the impact of unlimited and illegal migration.

    “Accusations that this government’s policies, which are backed by the majority of the British people, are bigoted, xenophobic or a dog whistle to racists are irresponsible and frankly beneath the dignity of this place. Politicians of all stripes should know better, and they should choose their words carefully,” said Braverman.

    “Those who cast their criticism of the Bill in moral terms ignore certain truths. First, they ignore that we have a moral duty to stop the boats. People are dying in the channel. They are taking journeys that are unsafe, unnecessary and unlawful,” she said.

    The debate over the new bill has also spilled over outside the political arena, as England football legend and BBC personality Gary Lineker likened the policies to 1930s Nazi Germany in a tweet. It unleashed days of disruption for the taxpayer-funded broadcaster’s sports coverage and has forced the BBC to review its social media policy in order to resolve the crisis.

    New Delhi: Ministry of Information and Broadcasting has shared the revised share-holding pattern and the names of proposed new directors of NDTV for security clearance with the Union home ministry, the Lok Sabha was informed on Tuesday.

    Adani Group gained control of NDTV last year by acquiring 64.71 per cent stake in the company.

    Information and Broadcasting Minister Anurag Thakur, in a written reply in the Lok Sabha, said M/s New Delhi Television Ltd. (NDTV) has intimated the ministry regarding change of its shareholding pattern in compliance with Clause 29 of the Policy Guidelines for Uplinking and Downlinking of Television Channels in India, 2022.

    “This ministry has shared the revised shareholding pattern of the company with the Ministry of Home Affairs for security clearance,” he said, responding to a question from Congress member Manish Tewari.

    “Further, M/s NDTV has also submitted the details of its proposed new Directors to this Ministry. The list of the proposed new Directors as submitted by M/s NDTV has been sent for Security clearance from the Ministry of Home Affairs, which is awaited,” Thakur said.

    Riyadh: The Kingdom of Saudi Arabia’s foreign minister Faisal bin Farhan made it clear that the agreement to resume diplomatic relations with Iran does not mean “resolving all outstanding differences between the two countries,” Anadolu Agency reported.

    Saudi foreign minister said in remarks to Arabic daily Asharq Al-Awsat on Monday that the agreement came “under the auspices and mediation of China, after several rounds of talks over the past two years in both Iraq and the Sultanate of Oman.”

    However, he adds, “Our reaching this agreement, which will lead to the resumption of political relations, does not mean that we have reached a solution to all outstanding differences between our two countries, but rather it is evidence of our common desire to resolve them through dialogue.”

    Regarding his upcoming visit to Tehran, the minister said, “I look forward to meeting Iran’s foreign minister soon based on what was agreed upon, and we will prepare to resume diplomatic relations between our two countries during the next two months.”

    On Friday, Saudi Arabia and Iran announced the resumption of diplomatic relations between the two countries, and the reopening of embassies within two months, following Chinese-sponsored talks in Beijing according to a tripartite statement of the three countries.

    In January 2016, Saudi Arabia severed its relations with Iran, following attacks on the Riyadh embassy in Tehran and its consulate in Mashhad, in protest against the kingdom’s execution of Saudi Shiite cleric Nimr Baqir al-Nimr, on charges including terrorism.

    Srinagar, Mar 13 : Union Finance Minister Nirmala Sitharaman on Monday unveiled Rs 1,18,500 crore budget for Jammu & Kashmir Union Territory for the next financial year.

    As per documents laid in the Parliament today, the total budget estimates for the fiscal is Rs. 1,18,500 crore, of which developmental expenditure is of the order of Rs. 41,491 crore.

    “The capital component of the budget has increased substantially. The expected revenue receipts are Rs 1,06,061 crore whereas Revenue expenditure is expected to be Rs 77,009 crore, thereby making available revenue surplus for capital expenditure to the tune of Rs 29,052 crore,” reads the budget document.

    This was the fourth consecutive budget of Jammu and Kashmir to be presented in the Parliament. The budgets of 2020-21, 2021-22, and 2022-23 were also presented in the Parliament in absence of an elected government in the Union Territory—(KNO)

    New Delhi: The government has not set up any committee to probe allegations a US short seller labelled against the Adani Group, but stock market regulator SEBI is investigating market allegations against the group, the Lok Sabha was informed on Monday.

    A separate investigation into imports of Indonesian coal by the conglomerate hasn’t reached finality, Minister of State for Finance Pankaj Chaudhary said.

    Lok Sabha saw several questions being put by MPs to the government on the Adani issue, which were replied through written responses by the minister.

    To a question asking if the government had constituted any committee to investigate allegations made against the Adani group by Hindenburg Research, he said, “No”.

    In the January 24 report, US short seller Hindenburg Research alleged that the Adani group was “engaged in a brazen stock manipulation and accounting fraud”, and used offshore shell companies to inflate stock prices.

    The group has denied all Hindenburg allegations, calling them “malicious”, “baseless” and a “calculated attack on India”.

    To a separate question, Chaudhary said the nine listed companies forming part of Adani group saw a 60 per cent decline in market capitalisation from January 24, 2023 till March 1 subsequent to the publication of the Hindenburg report.

    On the allegations, he said the Securities and Exchange Board of India (SEBI), as the statutory regulator of securities markets, is mandated to put in place regulatory frameworks for effecting stable operations and development of the securities markets including protection of investors.

    “As per its mandate, it conducts investigations into any alleged violations of its Regulations by any market entity,” he said. “It is, accordingly, undertaking investigation into the market allegations against the Adani Group of companies.”

    He, however, did not give details.

    To a separate question on investigation by the Directorate of Revenue Intelligence (DRI) into import of power generation and transmission equipment by Adani, he said the probe has “concluded” and the “report has been submitted before the relevant judicial authorities”.

    He, however, did not reveal the findings.

    On the alleged irregularities in imports of Indonesia coal by the Adani group companies, he said, “investigations by DRI have not reached finality as information sought from exporting countries through execution of Letters Rogatory (LRs) is under litigation.”

    In January 2020, the Supreme Court paved the way for DRI to investigate allegations of overvaluation of coal imports from Indonesia by the Adani group. The apex court through the January 9, 2020, order stayed an October 17, 2019 judgment of the Bombay High Court which granted relief to Adani group by quashing LRs sent to various countries including Singapore, seeking details of the group’s coal imports from Indonesia.

    On the Hindenburg allegations, Chaudhary said SEBI had told the Supreme Court that it was “already enquiring into the allegations made in the Hindenburg report as well as the market activity immediately preceding and post the publication of the report, to identify violations of SEBI Regulations including but not limited to SEBI (Prohibition of Fraudulent and Unfair Trade Practices relating to Securities Market) Regulations, 2003, SEBI (Prohibition of Insider Trading) Regulations, 2015, SEBI (Foreign Portfolio Investors) Regulations, 2019, Offshore Derivative Instruments (ODI) norms, short selling norms, if any.”

    The apex court on March 2 directed SEBI to conclude the investigations within two months. It also constituted an expert committee for the assessment of the extant regulatory framework and for making recommendations to strengthen it.

    The minister said the government had suggested to the apex court that the expert committee should look into Hindenburg allegations as well as undisclosed short positions taken on Adani stocks.

    The nine Adani group companies, which lost 60 per cent market value after Hindenburg report, are part of BSE Sensex and have a combined weight of below 1 per cent in Nifty, he said.

    “The volatility in the stocks of these companies have not had any significant impact at the systemic level. Nifty 50 declined by around 2.9 per cent in the month of January 2023 and by around 4.9 per cent in the 2-month period of January and February 2023,” he said.

    The minister said the pricing of individual stocks and variations, over or undervaluation, and the price risks borne by investors are determined by the dynamics of demand and supply.

    “The regulatory framework provides for surveillance mechanisms which are triggered in instances of volatility in share prices of specific companies.”

    On exposure of state-owned Life Insurance Corporation of India (LIC) to the Adani group, he said the country’s largest insurance company had Rs 6,182.64 crore outstanding loans to the conglomerate as on March 5, 2023.

    “The five public sector general insurance companies have informed that these companies do not have loan/credit exposure to Adani Group of companies,” he said.

    “Public sector banks have informed that loans are sanctioned after assessing the viability of projects, prospective cash flows, risk factors and availability of adequate security and repayment of loans are ensured by the revenue generated by the project and not by the market capitalisation of the company.”

    He referred to LIC’s January 30 statement to answer questions over the company’s investments in Adani stocks.

    In that statement, LIC had said it had over the years purchased shares in Adani group companies for Rs 30,127 crore and its exposure to the conglomerate was 0.975 per cent of its total AUM at book value.

    Public sector general insurance companies – New India Assurance Company Ltd, United India Insurance Company Ltd, National Insurance Company Ltd, Oriental Insurance Company Ltd and General Insurance Corporation of India – had a total exposure of Rs 347.64 crore in Adani Group of companies as of January 31, 2023, which is 0.14 per cent of the total AUM of all the five companies, he added.

    New Delhi: Education Minister Atishi on Sunday launched a 36-episode video series on the Delhi government’s Happiness Curriculum and said it will enable educators across the world help their students learn to live a happy and purposeful life.

    Through this initiative, people will learn to serve humanity in the truest sense, she said.

    The Happiness Curriculum was launched in 2018 with a vision to strengthen the foundation of happiness and well-being of students through a 35-minute class conducted every day from kindergarten to Class 8 across 1,030 government schools in the national capital.

    Development of self-awareness, expression, empathy and understanding of relationships are the key objectives of the curriculum.

    “The video series is available with subtitles which will help the Delhi government spread the philosophy of the Happiness Curriculum to a larger public. This is a very significant initiative through which we can bring positive changes in our lives,” Atishi said.

    The series by the Delhi government’s Education Department is an initiative to share the “purpose of life” and the role of education in achieving that purpose, she said.

    The department will also share this video series with top universities and institutions across the world and incorporate their suggestions, the minister said.

    Kochi: The Kerala High Court (HC) on Friday quashed the case of an alleged ‘underwear’ evidence tampering against State Transport Minister Antony Raju.

    The court gave the verdict on a plea moved by Raju to quash the case against him.

    The case dates back to the year 1990 when Raju was a junior lawyer representing an Australian citizen Andrew Salvatore Cervelli, who was accused of smuggling hashish by concealing it in his underwear.

    When Cervelli approached the HC in appeal against his conviction by a trial court more than 30 years ago, the underwear in question was found to have mysteriously shrunk in size, leading the HC to acquit Cervelli of all charges.

    A few years later, the investigating officer in the smuggling case, approached the HC seeking a probe into the alleged evidence tampering.

    Later, an FIR was registered against Raju in 1994 on a complaint filed by an official of the Sessions Court, Thiruvananthapuram.

    After 12 years of investigation, in 2006, the Assistant Commissioner of Police filed a charge- sheet before the Additional Chief Judicial Magistrate Court, Thiruvananthapuram, alleging offences under charges of criminal conspiracy, cheating and dishonestly inducing delivery of property and causing disappearance of evidence of offence.

    It was Raju’s argument that the crucial piece of “underwear evidence” was in the custody of the trial court while it was allegedly tampered with and, therefore, it should have been the court in question that initiated the proceedings to look into the case.

    But in this case, the proceedings were initiated on the complaint of the police.

    His plea pointed out that the court took cognisance of the case upon a charge-sheet by the police and the police have no authority to conduct an investigation in such cases.

    The police also cannot file a charge-sheet before the court and the proceedings pending before the court is ‘non-est’ (one that can be ignored altogether) in the eye of law.

    Expressing happiness over the verdict, Raju said he was targeted politically by the then Chief Minister Oommen Chandy and a State Minister who was later defeated by him by going ahead with the case.

    “I knew I had done no wrong and now I am cleared and at this time I forgive those who worked against me,” said Raju.
