    SRINAGAR: The Ministry of Home Affairs (MHA) is convening a crucial meeting on Jammu and Kashmir in Delhi on Wednesday to discuss ongoing preparations on G-20 summit, security situation and the developmental pace in the UT.

    Quoting a top MHA official, KNO reported that the Ministry has invited officials from JK including LG Manoj Sinha, DGP Dilbagh Singh, Chief Secretary Arun Kumar, DG CID and Home Secretary for a meeting scheduled at 5 pm at North Block, New Delhi.

    “The meeting will be chaired by top officials of MHA. It will discuss preparations for G-20 summit meetings to be held in Srinagar in the month of May, security situation and the pace of various developmental projects going on in J&K,” the official said, wishing not to be named.

    He said that the MHA would discuss the status of preparations for hosting the G-20 dignitaries and the venues where the events would be held. The official said that the meeting will also discuss the status of militancy in J&K and the overall security scenario prevailing in J&K.

    The official said that the meeting would also deliberate on the status of militancy, law and order situation and the progress achieved “thereof in rooting out the terrorism from JK soil.”

    SRINAGAR: A team consisting of officials from the Union Ministry of Home Affairs (MHA) and Intelligence Bureau (IB) arrived in Srinagar today to inspect the arrangements for the upcoming G20 meeting in Jammu and Kashmir, as well as the security situation in the region. This visit will be followed by a two-day meeting in New Delhi on April 15 and 16, where the Jammu and Kashmir security scenario, with specific reference to the G20 meeting scheduled for May in Srinagar, will be discussed.

    According to official sources, the Ministries of External Affairs and Home, along with the Jammu and Kashmir Government, are working to ensure a peaceful G20 meeting in Srinagar. They have taken steps to make security arrangements well in advance to prevent any untoward incidents in the Valley.

    “In light of the security concerns, a team of senior officers from the MHA and IB arrived in Srinagar today and immediately held discussions with top police and intelligence officials to assess the security situation,” sources said, as per media reports.

    “The Intelligence agencies have received information that the militants and their handlers in Pakistan are frustrated due to the successful elimination of militants, particularly their top commanders, and are unable to carry out attacks in the Valley. However, there is a possibility that they may resort to attacking soft targets prior to the G20 meeting, which is a significant international event in the region,” they added.

    The MHA and IB team, as per sources, will meet with senior civil and police officials to comprehensively finalize security arrangements ahead of and during the G20 meeting in the entire Jammu and Kashmir region, particularly in the Valley. The summit venue and the locations visited by G20 delegates will be placed under a 24×7 security net almost a week before the scheduled summit date. Along with the Jammu and Kashmir Police, the Central Armed Police Forces (CAPFs) will provide security for the venue, places visited by delegates, and other vulnerable areas where militants could target. As per sources, all such areas will be fully secured.

     

    According to sources, both the Central and Jammu and Kashmir Governments are committed to ensuring foolproof security arrangements for the upcoming G20 meeting. The visiting team, comprising officials from the MHA and IB, will also assess the general security situation in Jammu and Kashmir. Intelligence agencies have expressed concerns about the possibility of militants striking in the lead-up to the summit, particularly in districts with little militant presence. The team is working to prevent any such incidents from occurring.

    After the team returns to New Delhi, the MHA is likely to review the security situation in Jammu and Kashmir on April 15 and 16,” sources said. “The meeting will cover topics such as the G20 summit and the upcoming annual pilgrimage to the Amarnath shrine.

    Despite the fact that the SASB has yet to announce dates for the pilgrimage, rumors suggest that the Yatra may last around 60 days this year. As a result, additional paramilitary forces may need to be deployed by the Union Home Ministry. Top civil and police officials from the Jammu and Kashmir Government are regularly reviewing all aspects of the G20 summit, including security, accommodation, and places to visit.

  • Govt Of India Provides Z+Security Cover To Altaf Bukhari

    SRINAGAR: Jammu and Kashmir Apni Party president (JKAP) has been provided ‘Z+’ category armed Central Reserve Police Force (CRPF) security cover by the government of India.

    ANI reported that the businessman-turned-politician and former Minister Altaf Bukhari (65) will be provided ‘Z+’ category security round the clock in Jammu and Kashmir, following a recent security review meeting based on an Intelligence Bureau threat analysis.

    The security was accorded to the Apni Party President by the Ministry of Home Affairs.

    Z+ security is the second highest level of security in India

    The Apni Party, comprising mainly legislators and former ministers, was founded in March 2020, eight months after the abrogation of Articles 370 and 35A. Since then, nearly two dozen legislators have joined it.

  • LAB Gets MHA Call To Submit Revised Proposal On Ladakh Dialogue

    SRINAGAR: After the widespread protests by the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), for the Sixth Schedule like status to the UT of Ladakh and fulfillment of other long pending demands, the Union Home Ministry has sought for a revised proposal from the two bodies thus initiating a fresh dialogue.

    As per media reports the development came after a 30-member delegation from LAB initially met the Lieutenant Governor B D Mishra in Leh and briefed him about the issues including four-point agenda of LAB and KDA which included Statehood for Ladakh, Constitutional safeguards under Sixth Schedule status, two Parliamentary seats for the UT (one each for Leh and Kargil) and employment opportunities for the local youth.

    The two bodies have also been demanding inclusion of some of its members in the High Power Committee (HPC).

    LG Mishra, as per media reports briefed the MHA in Delhi about the four point agenda of the two bodies and within 24 hours of the meeting the major breakthrough from the MHA came.

    Media reports said that a high level meeting in this regard is expected to take place in the next week of April. Home Ministry might revise HPC and issue fresh agenda and incorporate names given by LAB and KDA among others to initiate stalled dialogue with the two bodies.

    Pertinently,after reading down of article 370, the Leh Apex body was formed with the support of all religious, political, and social organisations. Then on the first anniversary of Article 370 abrogation Kargil decided to observe it as a black day. Subsequently after proper deliberations, the Kargil Democratic Alliance (KDA) was formed.

    In August 2020, the Leh LAB and KDA held a meeting at the Grand Dragon hotel Leh and came up with agreement on the four-point common agenda.

    Meanwhile, LAB has called meeting with KDA leaders shortly to draft the proposal before submission to the Union Home Ministry, media reports said.

    SRINAGAR: 5327 applications and investment proposals have been received so far in Jammu and Kashmir, Minister of State for Home Affairs, Nityanand Rai said on Thursday

    In a written reply to a question in the Rajya Sabha, Rai said that as per the information provided by the Government of J&K, a total of 5327 applications/investment proposals have been received so far since the announcement of the New Industrial Policy 2021. “The anticipated investment which was worth Rs. 64,058 crores in December 2022 has now touched Rs. 66,000 crore.”

    Out of 5327 proposals received, he said, land has been allotted in respect of 1854 units and 854 have paid the premium.  “560 units have signed the Lease deed and have taken over the possession of the land allotted,” he said in the reply, as per the news agency GNS, adding, “129 units have started work on the ground.”

    In addition, he said, 350 existing units have also come into production after the announcement of the New Industrial Policy, 2021.

    After the introduction of J&K Industrial Policy, 2021, an investment worth Rs. 1924.64 crores (Rs. 376.76 crore in 2021-22 and Rs. 1547.88 crores in 2022-23 (up to January 2023) have come on the ground, he said. “The investment during the current financial year is the highest ever compared to any other previous financial years.”

    The Government of Jammu and Kashmir, he said, has taken several steps such as Business Reforms Action Plan – Ease of Doing Business, development of new industrial estates, development of basic infrastructure including roads, power, water, drainage, sewerage treatment and handholding of investors to encourage investments and to create employment opportunities for the youth coupled with income generation.

    Among other steps, he said, the government has allowed the Business Reform Action Plan- Ease of Doing Business (BRAP-EoDB) to boost industrial growth.

    He said Government is strategically working on the Implementation of BRAP. “352 BRAP points have complied and 3188 burden compliances have been reduced under BRAP,” he said, adding, “167 services of 18 departments have been provided on single window portal. The BRAP score of J&K has improved from 0.30% to 79.67%.”

    Also, he said, Single Window Clearance System has been started to provide seamless services to prospective investors. He said all the Government to Business services have been brought on Single Window System for the convenience of both the Government departments and the investors.

    He said that there has been the development of new Industrial Estates and improvement of infrastructure. “Investor Facilitation Cell is in place for necessary facilitation/ awareness, intending to connect the industries with global markets and further inviting investors to promote J&K as an ideal investment destination.” (GNS)

    JAMMU, Mar 17: In a major decision aimed at creating second or third line of defence along the borders, the Union Ministry of Home Affairs (MHA) has approved creation of Police Border Posts in all border districts of Jammu and Kashmir with a view to ensure that arms, ammunition, explosives, currency and narcotics sent through infiltrators or drones by Pakistan don’t manage to cross the border areas.

    The Police Border Posts have been approved in Jammu, Samba, Kathua, Rajouri and Poonch districts of Jammu region and Baramulla and Kupwara districts in the Kashmir valley, official sources told the Excelsior.

    “The step is aimed at further strengthening the Border Grid. It will ensure that no adverse activities by the enemy succeed on the border. Be it infiltration, drone activities, illegal smuggling of weapons, pushing narcotics and currency besides arms, ammunition and explosives. All such activities have to be plugged at any cost,” sources said.

    They added that in most of the cases; Army and BSF, deployed on LoC and International Border succeed in curbing the illegal activities. However, if infiltrators or Over Ground Workers (OGWs) carrying consignments cross the first line of defence, it has to be ensured that they don’t manage to breach border pickets.

    Army is frontline force along the Line of control (LoC) in Rajouri, Poonch, Baramulla and Kupwara districts while the Border Security Force (BSF) mans the International Border in Jammu, Samba and Kathua districts.
    The Village Defence Committees (VDCs), now rechristened as Village Defence Groups (VDGs) have already been activated in the border areas and more such groups could also be set up by the police depending on requirement.

    However, the Police Border Posts will be manned by armed police personnel and will service as yet another line of defence in the border districts to ensure that militants or their OGWs don’t succeed in their designs.

    “Work on setting up of the Border Police Posts has started. The Posts are being established in vulnerable areas where police officers feel, the infiltration or smuggling can take place,” sources said.

    The MHA and Jammu and Kashmir Government have come up with new idea of setting up of the Border Police Posts following drone activities along the borders. However, the drone activities have come down in Jammu and Kashmir during past few months but have increased in neighbouring State of Punjab.

    In border areas of Punjab, drones are regularly being intercepted by the BSF and Punjab Police which carried narcotics and weaponry.

    A number of drones were earlier intercepted along the International Border in Jammu region. However, many consignments of arms, explosives, currency and narcotics recovered by police in the hinterland were found to have been dropped by drones on the borders and then picked up by the couriers for supplying them to the militants in different areas of Jammu and Kashmir.

    Several such modules have been busted by police.It may be mentioned here that following Dhangri carnage in Rajouri district, police have also started activating the Village Defence Groups in border areas which will carry out night patrolling and keep surveillance on every kind of adverse movement in the border villages.

    There have been a number of encounters between security personnel and militants on Jammu-Srinagar National Highway including Sidhra, Nagrota, Jhajjar Kotli etc where the militants after infiltration from the International Border were heading towards Kashmir in trucks along with arms and ammunition. All such militants were killed.

    Subsequent investigations revealed that the militants crossed through the International Border in Samba and Kathua districts.

    Srinagar, March 14 (GNS): The Ministry of Home Affairs, Government of India, on Tuesday said that during the year 2022-23, till January 2023, a record investment of Rs. 1547.87 crore has been received by the Jammu and Kashmir.

    “The investment during the current financial year is the highest ever compared to any of the previous financial years,” Minister of State for Home Nityanand Rai said in the Lok Sabha in a written reply

    “The Government expects investments to further increase in the next five years in various important sectors like manufacturing, service sector, healthcare and pharmaceuticals, agro based industry, tourism (including film & medical tourism) etc,” he said, as per the reply, a copy of which lies with GNS, adding, “In this connection, the Government of Jammu and Kashmir has already received investment proposals worth Rs. 64,058 crore.”

    Responding to question about the steps taken by the Government in encouraging investments in the J&K, Rai said, the Government of India has notified the New Central Sector Scheme for Industrial Development of Jammu & Kashmir on 19 February 2021.

    Various policy initiatives have been taken by the Government of Jammu and Kashmir, he said. several policies are notified for making the J&K an investor friendly destination and counted J&K Industrial Policy 2021-30 among them. Others include J&K Industrial Land Allotment Policy 2021-30, J&K Private Industrial Estate Development Policy 2021-30 and fourth one is J&K Wool Processing, Handicrafts and Handloom Policy 2020, he said.

    “In addition, various other measures have been taken to improve business environment through ease of doing business, economic package, operation of night flights from Jammu and Srinagar, etc,” he added. (GNS)

  • 200 out of 1164 human rights cases in J&K pending with NHRC: MHA

    Srinagar, Mar 14 (GNS): The Ministry of Home Affairs, Government of India, on Tuesday said 1164 human rights cases pertaining to Jammu and Kashmir have been registered with the National Human Rights Commission from 1st October 2019 to December last year and 200 cases are pending.

    Divulging the information in a written question by National Conference Parliamentarian from Anantnag, Hasnain Masoodi, Minister of State for MHA Nityanand Rai said that by virtue of the Jammu and Kashmir Reorganization Act, 2019, the Jammu and Kashmir Protection of Human Rights Act, 1997 has been repealed, and the application of corresponding Central Act i.e. The Protection of Human Rights Act, 1993 has come into force.

    Accordingly, he said, the erstwhile State Human Rights Commission in Jammu and Kashmir was wound up on 23 October 2019.

    As per the Jammu and Kashmir Reorganisation (Adaptation of Central Laws) Order, 2020, notified on 18 March 2020, the functions relating to human rights in Jammu and Kashmir shall be dealt with by the National Human Rights Commission (NHRC).

    “By virtue of the notification, the jurisdiction regarding Human Rights cases of Union Territory of Jammu and Kashmir vests in the NHRC,” he said as per the reply, a copy of which lies with GNS.

    The total complaints that were pending before the Commission at the time of its winding up were 765, he said.

    “National Human Rights Commission is a Statutory Body and Commission has autonomy in its functioning,” he said in reply to question whether any step is being taken by the Government to ensure early disposal of cases transferred from J&K Human Rights Commission to National Human Rights Commission after the bifurcation of the erstwhile State into Union Territory.

    “Total 1164 cases pertaining to the State of Jammu and Kashmir have been registered with the NHRC from 1st October, 2019 to December, 2022, as per the information provided by NHRC,” he said, adding, “Out of those, 111 have been considered and closed by the Commission, 368 have been disposed of with direction, 484 have been dismissed in limini, compensation has been recommended in one case and 200 cases are pending for consideration of the Commission.” (GNS)

    JAMMU, Feb 26: The Union Ministry of Home Affairs (MHA) with the assistance of Jammu and Kashmir Police (JKP) and Intelligence Agencies has prepared a list of local militants, who were operating from Pakistan and Pakistan occupied Jammu Kashmir (PoJK) and trying to fan terror in the Union Territory to declare them as “individual terrorists” leading to attachment of their assets and freezing of bank accounts besides initiating other legal action against them available under various Acts including Unlawful Activities Prevention Act (UAPA).

    Security agencies believed that Dhangri attack in Rajouri district on January 1 could also be the handiwork of the local militants sitting in Pakistan and PoJK especially in selecting the target as they are well versed with minority-dominated villages though it has been established that the killings were executed by the foreign terrorists.

    Official sources told the Excelsior that Doda district in Jammu region has highest numbers of 118 militants operating from Pakistan and PoJK and 10 of them are in the rank of commanders of Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) outfits.

    Of them, the Home Ministry has already declared two as individual terrorists including Irshad Ahmed Attu alias Adrees son of Ghulam Mohammad Attu R/o Domail Udhyanpur and Mohammad Amin alias Khubaib alias Haroon son of Dawood Butt of Nandna Phagsoo, Thathri. Abdul Rashid alias Jehangir son of Arsullah Khanday, a resident of Khanpur Phagsoo could fall in the same category shortly as dossier against him is ready.

    Seven other militant commanders from Doda operating in Pakistan and PoJK who are also likely to be declared as individual terrorists include Abdul Hai alias Tahir Bilal son of Ghulam Mohammad Bhat of Sazan Bhagwah, Mohammad Hussain Khateeb son of Abdul Hai Khateeb of Masjid Mohalla, Bhaderwah, Khalid Hussain alias Saifullah son of Abdul Qadoos of Hamdanpur, Majeed Hussain alias Abu Zeahed Mujahid son of Mangta Butt of Manoie Gandoh, Mohammad Shafi alias Nadeem son of Ghulam Mohammad of Trenkal Kahara, Naseer Ahmed alias Babloo son of Ghulam Hussain Thukur R/o Khai Mohalla Bhaderwah, Nazir Ahmed Gujjar alias Abu Manazir son of Lal din Gujjar of Bagla Bharath, Shabir Ahmed Naik alias Shera son of Ghulam Mohammad Naik of Dandal Kastigarh, Atta Mohammad son of Ghulam Nabi R/o Tanta Kahara, Zakir Hussain son of Abdul Rashid R/o Draina Bhalla in Bhaderwah and Abdul Rashid alias Jahangir son of Arsullah Khanday of Khanpura Phagsoo.

    “Rest seven active militants would also be declared as individual terrorists and police administration is engaged in preparing dossiers against them including the terror acts executed by the militants here at their behest. Role of these militants has been established with documentary evidence,” sources said.

    Police and Intelligence agencies have gathered all details about these terrorists including the places they were living in Pakistan and PoJK, the militants they have trained so far, their role in infiltrating militants and pushing arms, ammunition and explosives through drones and other means and luring local youth including their relatives into the militancy.

    However, no major terror act has been reported from Doda district, once hub of the militancy, last year, due to alertness and activeness shown by the district police and preemptive actions taken by them.
    Similarly, 36 youth from once militancy infested Kishtwar district have been identified as terrorists operating in Pakistan and PoJK including some of those who are active and inciting local youth through mobile phones, internet calls and other modes of communication to take to the arms. However, they have met with no or very little success as local youth were not taking to militancy now.

    Mohammad Rafiq of Nar Gursai and Shamsheer Hussain of Gounthal in Poonch district are also set to be declared as “individual terrorists” very soon as they were directly affiliated with Jammu and Kashmir Ghaznavi Force (JKGF) which was recently banned by the Union Ministry of Home Affairs.
    Both of them are operating from Pakistan and were instrumental earlier in guiding local youth to take to terror acts including planting of Improvised Explosive Devices (IEDs) and grenades in the twin border districts of Poonch and Rajouri.

    Fourteen youth from Rajouri and Poonch districts are also operating from Pakistan and police don’t rule out the possibility of some of them being behind Dhangri attack in Rajouri district on January 1 this year in which seven civilians from minorities including two minors were killed and over a dozen others were injured.

    Though it has almost been confirmed that the killings were executed by two foreign terrorists, sources said it remains to be seen how they selected the target like minority-dominated village, route taken to reach there and escape after the carnage etc.

    “The fact that the killers might have been guided by the terrorists from across the border is not ruled out,” sources said.

    They added that the Home Ministry has asked police to prepare dossiers against the militants who were operating from Pakistan and PoJK for declaring them as individual terrorists to facilitate seizure of their assets, mobile and immobile, and freeze the bank accounts which might have been used for transactions.

    “The action is expected to be taken very soon as this will help check terror activities,” sources said.
