States to mark digital attendance for works under MGNREGS

New Delhi: The Centre has decided that states/UTs will ensure capturing of attendance for all the works (except individual beneficiary scheme/project) through the National Mobile Monitoring System (NMMS) app under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
This digitally capturing of attendance for all worksites is in place from January 1, 2023.
As per information given by Union Minister of State for Rural Development, Sadhvi Niranjan Jyoti, in a written reply in the Lok Sabh on Tuesday, the ministry has been providing training to the states/UTs to ensure smooth transitioning to NMMS app as and when requested by the states/UTs.
The technical issues being faced are taken up with the NIC, Rural Development, on a real-time basis. The new provisions/suggestions requested by the states/UTs are being incorporated. All the issues concerning the NMMS application are reviewed and resolved from time to time.
The NMMS application has been modified to capture a second photograph just after four hours from the uploading of attendance and first photograph. It has eased out the specific time point requirement for capturing the attendance and photographs. The morning attendance along with the first photograph can be captured in offline mode and be uploaded once the device comes in network.
In case of exceptional circumstances due to which attendance cannot not be uploaded, the District Programme Coordinator (DPC) has been authorised to upload the manual attendance.
The reply said that all states/UTs are using the NMMS app for capturing the attendance for eligible worksites. So far, no specific issue related to non-use of NMMS App due to non-availability of smartphone has come to the notice of the ministry.
As per Section 19 of the Mahatma Gandhi National Rural Employment Guarantee Act, “the state government shall, by rules, determine appropriate grievance redressal mechanisms at the block level and the district level for dealing with any complaint by any person in respect of implementation of the scheme and lay down the procedure for disposal of such complaints”.

Odisha CM expresses concern on reduction of MGNREGS, food security in Union Budget

Bhubaneswar: Odisha Chief Minister Naveen Patnaik on Wednesday expressed concern over reduction of funds for MGNREGS and food security scheme in the Union Budget for 2023-24.
Patnaik said the budget has some good aspects which needs to be appreciated and there are some concerns which need to be looked into, and addressed.
“I have concerns regarding the drastic reduction of funds for MGNREGS. This will hit the poor people. The reduction in food security budget along with reduction in procurement will hit the poor people as well as farmers,” he said.
About Rs 80,000 crores was spent on procurement in 2021-22 while only about Rs 60,000 crores is kept in this budget. This will cause serious problems in selling crops at Minimum Support Price (MSP), he said.
While in 2021-22 an amount of Rs 2 lakh crores was spent under the National Food Security Act (NFSA), in this budget only Rs 1.37 lakh crore is kept for this purpose, pointed out the CM.
Patnaik also said that there has been a decrease or no growth in health and education sectors.
He further said that the budget provision for Ayushman Bharat scheme is Rs 7,200 crore for the entire country while Odisha spends almost about Rs 2,400 crore on Biju Swasthya Kalyan Yojana (BSKY) in private facilities alone.
“If we include government facilities, it would be around Rs 6,000 crores annually under the BSKY. Health is an important priority for our state and we believe in investing and in sincere efforts,” he said.

Slamming the Odisha BJP leaders, who are pressing hard for implementation of the Ayushman Bharat scheme in Odisha, Patnaik said he now hopes that the BJP state leadership will stop hoodwinking the people of Odisha.
Speaking about the good steps taken by the Centre in the Budget, he said the increased capital investment, support to drinking water initiatives, and increasing rural housing will accelerate growth as well as have social impact in rural areas.
He also welcomed the Prime Minister’s thrust on millets. Stating that Odisha Millet Mission is a pioneering initiative in the country, Patnaik said he feels happy that millets have been given importance in the budget.
“The focus on new world technologies like artificial intelligence, internet of things etc. is appreciable. These are some of the good aspects of the budget. The focus on primitive tribal groups is a welcome step,” he added.

MGNREGS work demand back to pre-pandemic level: Economic Survey

New Delhi: The work demand under the MGNREGS hovered around the pre-pandemic level between July to November 2022, the Economic Survey released on Tuesday said, attributing it to the “normalisation of the rural economy” and “swift recovery from Covid-induced slowdown”.
According to the Economic Survey, which was tabled in Parliament by Finance Minister Nirmala Sitharaman, in the current financial year, 6.49 crore households demanded employment under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) till January 24.
Of them, 6.48 crore households were offered employment and 5.7 crore of them availed it, it said.
“The number of persons demanding work under MGNREGS was seen to be trending around pre-pandemic levels from July to November 2022. This could be attributed to the normalisation of the rural economy due to strong agricultural growth and a swift recovery from Covid induced slowdown, culminating in better employment opportunities,” the Survey said.
According to the Survey, the number of works done under MGNREGS has steadily increased over the years, with 85 lakh completed works in financial year 2021-22 and 70.6 lakh completed works in the current financial year by January
The share of “works done on individual’s land” has increased from 16 percent of the total completed works in 2015-16, to 73 percent in 2022-23.
These works include creating household assets such as animal sheds, farm ponds, dug wells, horticulture plantations, vermicomposting pits etc., in which the beneficiary gets both labour and material costs as per standard rates, the Survey said.
“Empirically, within a short span of 2-3 years, these assets have been observed to have a significant positive impact on agricultural productivity, production-related
expenditure, and income per household, along with a negative association with migration and fall in indebtedness, especially from non-institutional sources,” the Survey said.

It added this will have long-term implications for aiding income diversification and infusing resilience into rural livelihoods.
In 2019-20, 265.4 crore person-days employment was generated under the MGNREGS, which increased to 389.1 crore in 2020-21, and 363.3 crore in 2021-22. In 2022-23, 225.8 crore person-days employment was generated by January 6, according to data provided by the Rural Development Ministry.
Almost 99 percent of wage-seekers are receiving their wages directly into their
bank accounts through Direct Benefit Transfers, it said.
Around 14 crore Aadhaar have been seeded in the Management Information System (MIS) which is 92.0 percent of the total active workers (15.3 crore). A total of 7.9 crore workers have been linked to Aadhaar Based Payment System, it added.
