Telangana: CS calls for inter-departmental coordination to curtail drug menace

Hyderabad: Telangana Chief Secretary Santhi Kumari, directed the law enforcement agencies to coordinate with the health, education, and other departments to evolve a multi-pronged strategy to curtail the drug menace.

At a meeting held on Thursday, she said that the state has set up an anti-narcotics bureau with a vision to make Telangana a drug-free state and to combat the menace of drug trafficking comprehensively. She underlined the need for a coordinated effort of all the departments to evolve a proper line of action to reduce the usage of drugs in the best possible manner.
“Monitoring of surface web and dark web is required. The focus should be on preventing the abuse of psychotropic substances and the diversion of precursor chemicals. There is a need to increase monitoring of pharma production units and chemical laboratories in city outskirts,” the Chief Secretary said following inputs provided by the departments concerned.

She stressed the need for having a proper policy by the union government for the deportation of foreigners who are overstaying in the country. The health department informed us that de-addiction and rehabilitation centers are working in all district hospitals.
Shanti Kumari directed the education department to set up anti-drug clubs in vulnerable colleges and take up awareness programs on the harmful effects of drugs.
Narcotics Control Bureau zonal director Aravindan gave a brief overview of the drug scenario in the country. He informed the meeting that during the years 2021, 2022, and 2023 the NCB Hyderabad had busted clandestine laboratories involving the seizure of substantial quantities of Alprazolam. There have been instances where chemical experts have been hired for such illicit projects, Arvindan said.
DGP Anjani Kumar, Commissioner of Police C V Anand, Rachakonda CP D S Chowhan, Principal Secretary Home Jitender, Principal Secretary Revenue Navin Mittal, Secretary Health Rizvi, Secretary School Education Karuna, Secretary SCD Rahul Bojja and other officials attended the meeting.

Hyderabad: GHMC to hire private vets to control dog menace

Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) is intensifying measures to control the dog menace in the city by amping up the Animal Birth Control operations and Anti Rabies Vaccinations (ABC and ARV).
The corporation on Wednesday has announced its decision to engage eight additional private veterinarians besides the existing 16 veterinarians.
The name of ‘Dog catching squad’ has been changed to ‘GHMC dog birth control unit’.

An Additional 20 dog-catching vehicles will be added to the existing fleet of 30. The GHMC workers will extend their operations to catch dogs into the evenings.
Distribution of pamphlets, serving notices to meat shop owners and hotels, and conducting awareness campaigns involving the Resident Welfare Associations (RWAs), slum and town-level federations as well as self-help groups are among other measure being taken to curd the incidents of dog-bites in the city.
To this effect, GHMC had served notices to about 4001 establishments including meat shops and hotels, instructing the managements not to dispose garbage in public places.
Awareness programs have been conducted for over 2.28 lakh students from 1066 schools along with 1111 RWAs, slums and town-level federations.

SRINAGAR: Apni Party President Syed Mohammad Altaf Bukhari on Thursday called on people from all walks of life to unite against the ongoing drug menace in the Kashmir and protect the young populationfrom falling prey to this grave evil. He emphasised that society can no longer afford to lose youngsters to drugs and urged everyone to play his/ her role in eradicating the menace.
While talking to reporters on the sidelines of an event, Syed Mohammad Altaf Bukhari said, “Apni Party has decided to take a range of initiatives, including skill development training for the youth, with the aim of empowering the youngsters and protecting them from the ongoing drug abuse in J&K.”
He said, “We are not taking these initiatives for political benefits or electoral gains; rather, this is a sincere effort to shoulder our responsibility towards society. Given the severity of the drug menace and its impact on society, I think every one of us ought to play his/her role in eradicating this destructive evil.”
Apni Party President made a promise that he would extend his assistance in rehabilitating the drug victims. He said that if anyone approaches him seeking help for the rehabilitation of an addict, he will provide support while ensuring the victim’s identity remains confidential.
Bukhari urged the administration to take serious measures to nab each and every person who is responsible for the smuggling and sale of drugs in society.
He said these criminals are playing with the lives of people, and they must face severe punishment.

Video: Bike racing menace on roads in Hyderabad strikes concern

Hyderabad: The menace of bike races and stunts is back on the Chanchalguda – Malakpet road striking fear in the common road commuters during morning hours.
On Sunday, a group of youngsters were spotted driving scooters and motorcycles at high speed and performing dangerous stunts like wheeling.
Some road users captured the acrobatics of the youngsters on their mobile phones and shared in social media terming it as an act of ‘stupidity in Ramzan’.

Sources said the youngsters from Yakutpura, Dabeerpura, Malakpet, Chaderghat, Edi Bazaar, Madannapet and Noor Khan Bazaar are gathering on the road and performing all dangerous stunts.
“It is very scary. A slight misjudgment or mistake could lead to harm for other motorists. Such mindless acts should not be allowed on the roads,” Abdul Shukhoor, a teacher from Chanchalguda appealed to the Hyderabad police.
The videos went viral on social media and some citizens tagged it to Hyderabad police who assured to take strict action.

Licenses Of Scores Of Medical Shops Suspended To Curb Drug Menace

SRINAGAR: In a bid to curb the drug menace and maintain a strict vigil, the Drug Control officers have suspended the licenses of dozens of medical shops involved in selling drugs without prescription in Kashmir valley.
Official sources said that it is an ongoing process and for the past six months owners of scores of medical shops have faced the music.
They said in South Kashmir’s Anantnag district alone, seven licenses were suspended of medical shops by the Drug Control officers for selling drugs without a prescription, especially to those habitual of taking drugs. ‘Same action has been initiated in other districts as well, officials said.
They said that the operation of Drug Control Officers against illegal medical shops and drug abuse will be carried further and no one will be spared for playing the lives of people. (KNT)

Hyderabad has 5.5 lakh stray dogs, officials move to check menace

Hyderabad: Hyderabad has 5.50 lakh stray dogs, officials revealed on Wednesday, a day after CCTV footage of a four-year-old boy being mauled to death emerged.
As the horrific visuals triggered public outrage, municipal authorities on Wednesday decided to take steps on war footing to check the menace of stray dogs.
Special Chief Secretary, Municipal Administration and Urban Development, Arvind Kumar directed the officials to pay special attention to the controlling of stray dogs menace in the limits of Greater Hyderabad Municipal Corporation (GHMC).
Holding a meeting with GHMC zonal Commissioners and veterinary officers, he asked officials to prepare an action plan on war footing in the limits of GHMC and other municipalities in the state.
GHMC officials briefed him that there are currently 5.50 lakh stray dogs in the GHMC area. They said that this figure was 8.50 lakh in 2011 but their population reduced with sterilisation operations conducted earlier.
Arvind Kumar instructed the GHMC officials that the ABC (Animal Birth Control) sterilisation operations should be carried out immediately.
The municipal authorities have been directed to restrict the hotels, restaurants, function halls, chicken and mutton centres within the GHMC limits from dumping waste on the streets. Due to the possible increase in the number of stray dogs in the city, it was ordered to take appropriate measures to prevent this dumping of waste immediately.
He suggested the awareness programmes also should be conducted for students in government and private schools in the city. Officials were ordered to prepare pamphlets and hoardings to create awareness.

The officials were advised to take control measures with the help of Slum Development Federations, Town Development Federations, and Resident Colony Welfare Associations within the limits of the city and neighbuoring municipalities. Control measures in other municipalities in the state will be taken up with the help of self-help groups.
Arvind Kumar also advised officials to prepare a separate mobile app for registration of pets in the city and surrounding municipalities. Identity cards will be issued to the owners concerned as per registration. He said steps should be taken to register complaints through My GHMC App No. 040 – 21111111.
He said that the areas where most of the cases are registered should be identified and immediate action should be taken there. The authorities have been directed to move veterinary teams in those areas and take appropriate measures to curb them and also to pay special attention to the areas which lack transportation.
A four-year-old boy was mauled to death by stray dogs in Bagh Amberpet area of Hyderabad on Sunday. The CCTV footage of the horrific incident emerged on Tuesday, triggering public outrage.
The boy, Pradeep, died before his father took him to a nearby hospital.
The heart-wrenching incident occurred in a car servicing centre where the boy’s father Gangadhar was working as watchman.
This is the second such incident in Hyderabad in less than a year. In April, 2022, stray dogs mauled to death a two-year-old boy in Bada Bazar area of Golconda.

Telangana Congress files complaint with Human Rights Commission over dog menace

Hyderabad: The Telangana Pradesh Congress Committee (TPCC) on Wednesday approached the State Human Rights Commission seeking immediate directions to the government for taking action against dog menace.
Following the gruesome incident of a pack of stray dogs attacking and killing a four-year-old boy in Amberpet on February 19, the Congress leaders demanded stringent action against Telangana government, the state’s Minister for Municipal Administration, Greater Hyderabad Municipal Corporation (GHMC) Commissioner and GHMC Mayor alleging human rights violations and sought immediate directions to the state administration to take measures.
In a complaint filed with the Telangana State Human Rights Commission (TSHRC), the TPCC leaders said stray dogs were attacking people in the twin cities of Hyderabad and Secunderabad, especially children and elderly, and mentioned the incident of the four-year-old boy, who was mauled to death by street dogs.
The incident sent shock waves after a video of it went viral on Tuesday.
The TPCC leaders accused the Telangana government representatives of responding in a most irresponsible manner by allegedly making statements disregarding the human rights of citizens of Hyderabad.
“Municipal Administration Minister K T Rama Rao claimed that dog population must be artificially controlled, which ridicules his own incompetency and inefficiency. It is the minister himself who is responsible for the control of dog menace in the state,” they said.
The Congress leaders further said GHMC Mayor Gadwal Vijayalakshmi blamed the dogs that were hungry for attacking the citizens. It is the job of the mayor to safeguard the lives of citizens and to control dog menace, they said and also urged financial assistance to be provided to the family of the deceased boy.
TPCC President and party MP A Revanth Reddy also attacked the BRS government over the incident and alleged that Rama Rao miserably failed in discharging his duties as a Municipal Administration minister.

“A four-year-old boy has been mauled to death by stray dogs in Hyderabad. You say sorry to the boy’s family while the Mayor maintains that the stray dogs (which attacked the dogs) were hungry. This is the most inhuman government. How could the minister justify about portraying Hyderabad as a global city when these kind of incidents are occurring,” Reddy said.
In another incident of street dogs attacking children reported from the city, a four-year-old boy playing outside his house in Chaitanyapuri on Wednesday was bitten by stray dogs, following which he suffered bleeding injuries, according to his mother.
The boy’s mother told media that four-five dogs chased three children and attacked her son resulting in scratches and bleeding injuries to him and he was taken to hospital for treatment.
She said her neighbours were feeding the stray dogs despite objections. “Earlier also, stray dogs attacked the locals and complaints were made to municipal authorities then and they caught the dogs. But the neighbours, who were feeding them got these dogs released and they are attacking the children,” the woman claimed.

Hyderabad: Mayor holds meeting on stray dog menace after minor’s death

Hyderabad: GHMC Mayor Gadwal Vijaya Laxmi on Tuesday expressed grief over the death of a five-year-old boy who was mauled to death by stray dogs in Amberpet. She held a meeting with the veterinary officials at the Greater Hyderabad Municipal Corporation (GHMC) headquarters regarding the incident.
Mayor Vijaya Lakshmi ordered the officials to immediately take up an inquiry into the incident. On behalf of the government, GHMC is providing assistance to the boy’s parents. GHMC Mayor Vijaya Laxmi said that animal birth control and anti-rabies injections have been allotted to each circle so that such incidents do not recur.
According to a press note from her office, the GHMC Mayor said that complaints about stray dogs are being monitored from time to time and appropriate action is being taken. Vijaya Laxmi added that two officers and one vehicle for each circle has been arranged for this purpose.
Necessary steps will be taken to take care of the dogs during the coming summer season, the Mayor stated according to the release. It added that there are 5.75 lakh stray dogs across Hyderabad and 75% of them have already been sterilized. Along with GHMC, five voluntary organizations are continuously conducting the sterilization process, the Mayor added.
GHMC intensifies sterilisation after incident
Veterinary officials from the GHMC informed Mayor Vijaya Laxmi that they have already identified 33 dogs in the wake of Amberpet incident and sent them to GHMC Animal Care Center Mahadevpur for observation and sterilization and anti-rabies vaccination. Out that, the GHMC sterilised 25 animals.
“Sterilization and anti-rabies vaccination are being done through five animal care centers of GHMC so that there is no danger to the public,” added the GHMC release. Veterinary officials in the meeting explained to the Mayor that 50,091 stray dogs were sterilized by GHMC in 2020-21, 73,601 in 2021-22 and 40,155 in 2022-23.
GHMC chief veterinary officer Dr. Abdul Vakil, central zone deputy director Chakrapani Reddy, and other officials participated in the meeting organized by Mayor Vijaya Laxmi.
In the unfortunate incident that transpired on Tuesday, the deceased minor was identified as Pradeep, who had accompanied his father to his workplace where the incident took place. The boy’s father, Gangadhar, works as a security guard. He took his son with him to work on Sunday and while he was strolling outside, a pack of stray dogs attacked him, sources said, adding that the CCTV footage of the incident has surfaced as well.
