    A car in former Pakistan Prime Minister Imran Khan’s escort was involved in an accident on his way to Islamabad for the hearing into the Toshakhana case.

    The hearing in Imran Khan’s Toshakhana case is slated to resume. Despite Pakistan government’s efforts, the former prime minister has escaped arrest thus far.

    Ahead of the hearing, Imran Khan tweeted, “It is now clear that, despite my having gotten bail in all my cases, the PDM govt intends to arrest me. Despite knowing their malafide intentions, I am proceeding to Islamabad & the court bec I believe in rule of law. But ill intent of this cabal of crooks shd be clear to all.”

    “It is also obvious now that the entire siege of Lahore was not about ensuring I appear before the court in a case but was intended to take me away to prison so that I am unable to lead our election campaign,” he said in another tweet.

    New Delhi: Veteran politician from Jammu and Kashmir and Lok Sabha member Farooq Abdullah led a delegation of leaders from Opposition parties to meet the Election Commission (EC) to press for early assembly polls in the Union Territory.

    Jammu and Kashmir is without a legislative assembly and an elected government for the last five years, the National Conference (NC) leader said after a meeting with Chief Election Commissioner (CEC) Rajiv Kumar here.

    “The CEC heard us and has assured that the commission would soon hold a meeting to discuss the issue,” Abdullah said.

    The delegation informed the CEC and other members of the commission that the government has been claiming of restoring normalcy in Jammu and Kashmir and that now the onus is on the EC (to hold assembly elections), he said.

    “So, we asked why was the commission not taking note of the plight of the people of Jammu and Kashmir,” Abdullah, a three-time chief minister of the erstwhile state, said.

    In 2019, the Centre abrogated Article 370, which granted special status to Jammu and Kashmir, and bifurcated the state into Union territories of Jammu and Kashmir and Ladakh.

    In a memorandum submitted to the poll panel, the leaders said “in disregard to the letter and spirit of the Constitution, an unrepresentative and unaccountable bureaucracy is allowed to run the government to the discomfort and inconvenience of the general public”.

    The memorandum signed by NCP leader Sharad Pawar, Congress president Mallikarjun Kharge, CPI(M) general secretary Sitaram Yechury, AAP leader Sanjay Singh and others, said the EC is under the Constitutional obligation to hold assembly polls in Jammu and Kashmir.

    The delegation said any further “delay in and denial of assembly elections would amount to denial of fundamental and democratic rights of the people of Jammu and Kashmir and a breach of Constitutional obligations”.

    The panchayat elections and elections to other public representative institutions cannot be a substitute to legislative assembly elections and the government and for that matter, the EC cannot avoid and delay assembly elections on that ground, the delegation said in the memorandum.

    “Had it been so, there would be no need to conduct assembly elections in states, as the EC is with due dispatch and punctuality, as is evident from recently held assembly elections in Meghalaya, Tripura and Nagaland and the elections scheduled to be held in Karnataka,” it said.

    The opposition leaders said in each case, the argument though, inherently specious, could have been that as panchayati raj institutions (PRIs) were in place there was no need to hold assembly elections.

    The Union home minister and other functionaries of the government of India have more than once stated that the government is ready to facilitate conduct of assembly elections and the final call is to be taken by the EC, the leaders claimed.

    They said the assembly elections would be the first and important step towards restoration of all the Constitutional rights guaranteed in the Constitution and fulfilment of political aspirations of the people of Jammu and Kashmir.

    The leaders urged the CEC to announce assembly elections in Jammu and Kashmir without any further delay and notify the election schedule so that the democratic rights of the people of Jammu and Kashmir and access to democratic institutions is restored.

    Jaipur: Rajasthan Chief Minister Ashok Gehlot on Saturday met a delegation of war widows from across the state who supported the current policies of his government for the families of the martyrs, amid a simmering protest by the widows of three CRPF jawans killed in the 2019 Pulwama terror attack.

    The Pulwama widows have been protesting since February 28, demanding a change in rules so that their relatives and not just children can get government jobs on compassionate grounds. Their other demands include construction of roads and installation of statues of the martyrs in their villages. Early Friday, they were removed by Rajasthan police from the protest site outside Congress leader Sachin Pilot’s residence in Jaipur.

    Without naming Gehlot, Pilot told reporters in Tonk that the issue should be heard keeping ego aside.

    “I believe we can fulfil demands like laying roads, erecting houses and installing statues. A message should not go out that we are not ready to listen to the demands of the widows of the martyrs,” he added.

    On Saturday, Gehlot met a group of war widows from across the state who supported the current policies of the Rajasthan government for them, an official statement said. It said this group of widows expressed the view that demonstrating on “unfair demands” affect the image of all war widows.

    “Salute to war widows. Salute to the sacrifice,” Gehlot tweeted after meeting the war widows at his residence.

    “Expressing their feelings, the widows of the martyrs gave their support to the current policies of the state government. It is not appropriate to give the jobs and rights of war widows and their children to someone else. The state government will always stand with the martyrs and their families,” the chief minister said.

    Gehlot said the state government has the highest honour for martyrs and war widows.

    “The dependents of the martyrs have been employed by the state government in government services as per the rules. The rules will be followed in future too. No injustice will be allowed to happen to the dependents of the martyrs,” he added.

    Gehlot said the Kargil package was implemented for the martyrs during his previous tenure.

    Under the package, Rs 25 lakh for the families of martyrs, 25 bighas of land, accommodation from the housing board and an additional Rs 25 lakh for those not taking the accommodation, and jobs for war widows or their children are provided, he said.

    “There is also a provision of fixed deposit of Rs 5 lakh for the parents of the martyr. In addition, provisions were also done to install statues of martyrs and to name any one public place after the name of martyrs,” he said.

    “There should be no politicisation of matters related to martyrs. There is no provision in the rules to give job to any other family member other than the war widows or children. This demand is unjustified and due to this the widows may have to face undue family and social pressure in future,” the chief minister said.

    The war widows expressed satisfaction over the package being given by the state government to the families of the martyrs. They said the job should be given only to the war widows or their children.

    The statement said martyr Havaldar Ramesh Kumar Dagar’s wife Kusum said the demand for giving compensatory government job to the brother-in-law is not according to the rules.

    “This demand of the (Pulwama) widows sitting on dharna is illegitimate. Other war widows also have to bear the consequences of demanding jobs for other family members instead of the martyr’s children. Demonstrations on unfair demands affect the image of all war widows,” she said.

    Another war widow, Krishna Jat, wife of martyr Havaldar Shyam Sunder Jat, said only the children of martyrs have the right to get jobs given as compensation by the state government.

    “It is wrong for war widows to agitate to get jobs for brother-in-law, or other family members. The stand of the state government in this matter is sensitive and correct,” she said.

    Priyanka Kanwar, wife of martyr Lance Naik Madan Singh, and Namita Ramawat, wife of martyr Havaldar Hoshiar Singh, also termed the demonstration wrong and against the rules, the statement said.

    In a tweet, the Finance Ministry said Sitharaman and Raimondo also appreciated the substantial and multi-faceted India-US relations which are centred on strong economic and financial engagements.

    Raimondo is here for the India-US Commercial Dialogue and India-US CEO Forum meet on March 10 to discuss cooperation in various sectors that could unlock new trade and investment opportunities between the two countries.

    The two leaders also discussed India’s G20 priorities and other issues of mutual interest.

    Healthcare proposals worth Rs 8481.73 lakh expects approval soon

    New Delhi, March 4 (GNS): Jammu and Kashmir National Health Mission team today called on Union Ministry of Health and Family Welfare (MoH&FW) and held detailed deliberation regarding healthcare projects during review of Mid Year Key Deliverables under National Health Mission at Nirman Bhawan, New Delhi.

    The team led by Mission Director, NHM, J&K, Ayushi Sudan, discussed with the officers of MoH&FW the future plans of augmenting healthcare scenario in the Union Territory for Financial Year 2023-24 under NHM.

    Additional Secretary and Mission Director, NHM, Union Ministry of Health and Family Welfare, Roli Singh, Joint Secretaries, Director NHM, MoHFW, Additional and Deputy Commissioners of various programmes from Union Ministry of Health attended the meeting.

    Addressing the meeting, Ayushi Sudan informed that various proposals to the tune of Rs 8481. 73 lakh have been submitted to MoH&FW, GoI, for approval for J&K. These proposed projects included establishment of State Health System Resource Centre in the UT that shall be responsible  for providing technical assistance to Health and Medical Education Department including National Health Mission, setting up of 10 Dialysis Units under Pradhan Mantri Dialysis Programme at Sub District Hospitals in J&K, establishment of District Early Intervention Centers at Kulgam, Doda and Handwara besides strengthening of various Health Interventions under Ayushman Bharat Health and Wellness Centres (AB-HWCs), Maternal, Child Health and Adolescent Health, Disease Control Programmes. She added that formal approval of these proposals is expected shortly.

    During the meeting, the NHM team also reviewed progress on key deliverables for 2022-23 in detail.

    The team from MoH&FW, GoI, appreciated efforts of UT administration towards achieving various goals especially related to establishment of AB- HWCs, maternal and child healthcare. (GNS)

    Mumbai: The newly-constituted 28-member Privileges Committee of the Maharashtra Assembly met for the first time on Friday under the chairmanship of Bharatiya Janata Party MLA Rahul Kul.

    The committee was set up by Assembly Speaker Rahul Narvekar on Wednesday under Kul amid uproar over Shiv Sena (Uddhav Balasaheb Thackeray) leader and Rajya Sabha member Sanjay Raut allegedly calling the Vidhimandal (state legislature) “chor-mandal” (council of thieves).

    However, Raut’s issue did not figure in the meeting, senior Congress MLA and committee member Nitin Raut told PTI.

    “The issue is not on the agenda of the committee as of now. Speaker Rahul Narvekar will announce on March 8 if the notice will be sent to the committee. The next meeting of the privileges committee will be on March 9,” he said.

    Mumbai: Renowned director and filmmaker Ram Gopal Varma or simply RGV won hearts after he visited the family of deceased Pradeep who was mauled to death by stray dogs in Hyderabad. RGV offered condolences to the family members of Pradeep and expressed his concern over the rising dog menace of stray dogs in the city.

    Informing about his visit to the family of deceased, RGV tweeted, “Here is the family of the 4 year old pradeep who was killed by the dogs ..The only thing good in this entire thing is that this broad daylight murder brought the issue of dog menace to the centre stage #JustifyPradeep.”

    His visit to the child’s family is being appreciated by the netizens. One of the Twitter users wrote, ”Because of u @RGVzoomin sir this has became an sensation and take seriously action on it.Hats off.” Another wrote, “Sir. Appreciate at last some celebrity showing spine in voicing against this menace ! These problems seems to have risen manifold only after the 2000’s due to the draconian ABC law designed to keep stray dog menace alive.”

    Relevant to mention here that Pradeep was mauled to death by street dogs near his father’s workplace at a housing society in Hyderabad on 19th of February. He was rushed to the nearby hospital after dogs attacked him but unfortunately, he was declared dead on arrival by the doctors. The video of the attack was recorded on a CCTV camera too.

    When asked about the rising dog menace in the city, state’s cabinet minister KT Rama Rao said, “We’ve been trying to tackle street dog menace in our municipalities. We’ve created animal care centres and animal birth control centres. My sincere condolences to the family and we’ll ensure that our best is done so that these incidents are not repeated”.

    “In our pursuit to address gasoline prices, we must ensure our actions that we take first [do] no harm to consumers,” Bradford said.

    It was the first public sign of trouble for a key Newsom initiative as he pursues a higher national profile and a possible future run for the presidency. He announced the proposal to cap industry profits and called a special session of the Legislature last summer as gas prices spiked and national anxiety about inflation overall was at a peak.

    But the idea of penalizing the industry is facing close scrutiny in a Legislature dominated by Democrats and Newsom allies.

    “There is clearly a belief out there among many people that oil companies were profiting off the backs of Californians,” said Sen. Dave Min (D-Irvine). “At the same time, we don’t really have a smoking gun as far as I can see, that shows intentional collusion.”

    Sen. Bill Dodd (D-Napa) put it most forcefully: “What I try to look for are what the hell are the unintended consequences, the possible unintended consequences that could hurt those people to a greater extent?”

    Several experts testifying before the Energy, Utilities and Communications Committee said the proposal may focus on the wrong part of the supply chain by targeting refineries because downstream market players, including gas stations, may play a larger role in prices.

    “Policies intended to affect refineries are not going to get at most of the reasons Californians are paying a higher price for gasoline,” said Severin Borenstein, a Newsom appointee on the state’s power grid operator and a UC Berkeley professor.

    Borenstein has characterized part of the gap between California gas prices and the national average as a “mystery gasoline surcharge.”

    The surcharge, according to the Energy Commission, is the extra profits oil companies earn in California above and beyond a margin that can be attributed to the state’s higher taxes and more stringent fuel standards. That margin increased after a 2015 refinery outage and grew during recent spikes.

    One thing Borenstein, other experts and even Republicans on the committee agreed on: California regulators need more information on how the complex markets work, including contracts between refiners and retailers, sales prices and other details, to understand how prices in California have soared so much higher than in other states.

    “There’s something going on downstream that I think this committee should get some answers to,” said Sen. Brian Dahle (R-Bieber).

    In the electricity and natural gas markets, many of those details are already available, experts noted.

    Newsom’s proposal, introduced by Sen. Nancy Skinner (D-Berkeley), would enable the state Energy Commission to obtain some of the additional information the experts said is needed.

    It would also place a to-be-determined cap on oil refiners’ profits, setting a penalty through which the state would collect some of the above-limits earnings and distribute the money to residents.

    The penalty is meant to act as a deterrent, said Nicolas Maduros, director of the California Department of Tax and Fee Administration.

    “This isn’t a tax, it’s not meant to raise revenue; it’s meant to change behavior,” Maduros said.

    Maduros said the proposal would be the first of its kind in the world, differing from windfall taxes in Europe and efforts of the past due to its structure as a penalty and its focus only on profits above a set cap, rather than all earnings.

    Industry representatives and some analysts have made much of the unintended consequences lawmakers asked about, saying a profit margin cap could reduce supply in the state by encouraging companies to transport more oil to markets in neighboring states and overseas rather than selling it in California, particularly as the state weans itself off oil under long-term state mandates.

    “We are concerned the fuel refineries will shutter before the transition is complete, leaving the market dependent,” said David Hackett, chair of the board of consultant Stillwater Associates.

    Skinner pushed back on that assertion, noting that many gas-powered vehicles will still be on the road in California even if the state meets a goal of expanding electric vehicle sales to 100 percent of new car sales by 2035.

    “I still can’t see where it wouldn’t be in refineries’ interest to stop selling gasoline or refining gasoline in California,” she said.

    New Delhi: Finance Minister Nirmala Sitharaman on Tuesday met Asian Development Bank (ADB) President Masatsugu Asakawa, and acknowledged the swift response and support provided by the institution to all its developing member countries, including India during the Covid-19 pandemic.

    She also appreciated the ADB’s support to India’s G20 Presidency priorities.

    Asakawa is on his maiden visit to India after taking over as ADB’s President in 2020.

    Sitharaman encouraged the ADB to complement India’s efforts towards infrastructure creation, livelihood generation, green and sustainable growth as well as boosting private investment, through its financial as well as knowledge resources.

    Asakawa congratulated the Finance Minister for Indian economy’s post pandemic recovery and stated that despite the disruptions caused by the pandemic, India remains the fastest growing major economy with expected 7 per cent growth in fiscal year 2022-23.

    Sitharaman suggested to Asakawa that the ADB may attune its priorities to government’s vision for initiatives like energy transition, PM GatiShakti, logistics policy, industrial corridors, climate change adaptation, circular economy, health, Mission Karmayogi, and Skill India programme.

    The ADB President complimented Sitharaman for India’s G20 presidency and conveyed ADB’s support for various initiatives India has taken under this.

    He welcomed Sitharaman’s prioritisation of green growth in the budget for 2023-2024.

    He also appreciated the government’s vision for mission LiFE connecting individuals to the cause of environment.

    The Finance Minister stressed on laying the foundation for India@100. In this light, the two leaders also discussed India-ADB Country Partnership Strategy 2023-2027, which is being finalised.
