    House GOP sets its expectations low for McCarthy-Biden debt meeting

    But the GOP is also entertaining hope that the president shows a shred of openness to taking its demands seriously, even as very few of its members specify what they want Biden to negotiate on. A rare Republican with a concrete proposal was Texas Rep. Chip Roy, who on Tuesday called directly for federal spending caps.

    “It’s a lot of work. We got to do it. We’re in a big hole because of irresponsibility on both sides of the aisle,” said Roy, who has also specified that the cuts shouldn’t touch the Pentagon’s budget or programs like Medicare or Social Security. “But there is a path, and we ought to sit down and figure it out.”

    That growing fiscal slash-and-burn pressure from the GOP’s right flank leaves both parties in a state of high-stakes uncertainty as Congress veers towards a summertime cliff that draws parallels to the Obama administration’s flirtation with debt calamity more than a decade ago. And this time around, Biden’s lead negotiating partner won’t be his generational counterpart Mitch McConnell but the younger speaker from California, who brings a more Trump-friendly conservatism and less predictable style to the table.

    McCarthy will also be speaking for a conference where fiscal hawks hold significant sway and spending caps are gaining momentum as a proposed solution. That outcome would be similar to the 2011 debt limit standoff, which ended with Congress enacting strict spending limits that technically lasted a decade, but were waived more times than not.

    “I think the first thing [Biden] should do, especially as president of the United States, is say he’s willing to sit down and find a common ground and negotiate together,” McCarthy told reporters Tuesday morning when asked what he would need to see from Biden to consider the meeting a success.

    House Freedom Caucus Chair Rep. Scott Perry (R-Pa.) put it more simply: “It would be awesome if the president would admit he is going to negotiate. That would be awesome.”

    But GOP members are still fiercely split over major issues like whether to slash the Pentagon’s budget or touch entitlement programs, and broad domestic spending cuts could prove problematic for more moderate, electorally vulnerable members.

    Rep. Andrew Clyde (R-Ga.), another conservative who supports limits on domestic spending, said of Biden: “He wants to do a free debt ceiling. And I don’t think that’s what the American people want.”

    The first step this time, as House Republicans see it, is for Biden to acknowledge to their leader that the U.S. needs to start chipping away at the nation’s rising borrowing bills. While GOP leaders have agreed to look at capping spending at fiscal 2022 levels in future spending bills, there’s been little open discussion about whether those demands would carry into the debt conversations.

    “We can’t even talk about it without the president and Democrats coming to the table,” said House Budget Committee Chair Jodey Arrington (R-Texas).

    Democrats, meanwhile, are looking for their own concessions. Biden plans to seek a commitment from McCarthy that the U.S. will never default on its financial obligations, according to a White House memo released earlier Tuesday. Administration officials also said they plan to unveil their proposed budget for the coming fiscal year on March 9, demanding that House GOP leaders reveal their own blueprint detailing their vision for spending cuts.

    Some Senate Democrats have said they’re willing to discuss government funding as part of the annual appropriations process, but not while using the nation’s borrowing limit as a bargaining chip.

    “There shouldn’t be a negotiation about whether or not we pay our bills,” said Sen. Debbie Stabenow of Michigan, a member of the chamber’s Democratic leadership. “If they want to talk about next year’s budget, certainly that’s a legitimate thing. But we don’t negotiate to pay our bills.”

    Centrist Sen. Joe Manchin (D-W.Va.), however, has said it would be a mistake for the White House not to negotiate with Republicans over the debt ceiling. Manchin met with McCarthy last week, after which he said the GOP leader agreed not to cut Medicare and Social Security.

    “I think those two can get something done,” Manchin said Monday night of the president and House GOP leader. “I really feel confident about that.”

    Unlike some House Republicans, though, Senate Minority Whip John Thune (R-S.D.) said he hopes Biden will entertain changes to ensure the long-term solvency of programs like Social Security and Medicare, which “are both headed for bankruptcy.”

    “That doesn’t mean you have to cut programs, but it does mean that you’ve got to make reforms … that will translate into making those programs more sustainable for the long term,” Thune said Tuesday. “If you take that off the table in these negotiations, it does obviously limit the amount of the budget that you can address.”

    More than a decade ago, then-Vice President Biden and Senate GOP leader McConnell successfully hashed out a spending caps deal to stave off a market-rattling default. But this time, McConnell has said McCarthy should take the lead, arguing that nothing would get through the Democratic-led Senate if it can’t pass the Republican-led House.

    McConnell said Tuesday that the 2011 deal was successful when it came to restricting spending in the short-term, but it squeezed defense funding too much.

    “We’re all behind Kevin and wishing him well in negotiations,” McConnell said.

    Rep. Chuck Fleischmann (R-Tenn.), a senior party appropriator, said Biden will ultimately have to negotiate with the GOP to stave off a debt default that — in Treasury Secretary Janet Yellen’s recent words — could result in a “global financial crisis.”

    “No one holds all the cards,” Fleischmann said.

    Bengaluru: A day after accusing Congress state president D K Shivakumar of being involved in a conspiracy behind the sex scandal that led to his resignation as minister in 2021, BJP leader Ramesh Jarkiholi on Tuesday held a lengthy discussion with Chief Minister Basavaraj Bommai, sources said.

    Jarkiholi had on Monday demanded that the sex scandal case should be handed over to the Central Bureau of Investigation as a “big racket” is involved in which politicians and bureaucrats are honey trapped and blackmailed.

    Calling for the arrest of the young woman in the case and her accomplices including two people from Mandya, the BJP MLA had charged that Shivakumar was behind the scandal.

    “Today, Ramesh Jarkiholi had a long meeting with the Chief Minister. He met him at his residence for 10 minutes, then travelled with him in the flight till Hubballi,” sources close to the Chief Minister told PTI.

    The sources also said the meeting revolved mainly around the sex scandal and the alleged role of Shivakumar and a few others from Belagavi district.

    Jarkiholi had insisted that the case should be handed over to the CBI for thorough investigation. It was not clear whether the Chief Minister heeded to the demand.

    In a press conference on Monday, Jarkiholi had claimed that there are at least 120 sleaze video clippings available involving various officers and politicians who are being blackmailed.

    He said the issue is very serious and the government should get it investigated by the premier investigation agency.

    Chandigarh: A two-day meeting of the G20 International Financial Architecture Working Group concluded here on Tuesday with participants discussing issues pertaining to strengthening multilateral development banks and how to address challenges associated with the debt.

    Around 100 delegates from the G20 countries, invitee countries and international organisations participated in the meeting, Anu P Mathai, adviser, the Ministry of Finance, said while addressing the media here.

    The discussions during the two-day meeting was jointly steered by the ministry of finance and the Reserve Bank of India along with France and Korea who are the co-chairs of the International Financial Architecture Working Group.

    Matahi said the meeting was conducted over two days and the aim was to seek views of the G20 member countries and the invitee countries on the agenda of this group under the Indian presidency.

    “The subjects that were discussed over the last two days were how to strengthen multilateral development banks and how to address challenges associated with this the G20 common framework for debt treatments which is a previous achievement of G20 for helping the very poor countries with the debt.

    “The focus of this group in 2023 is to support a global action for enhancing financing for development while at the same time, strengthening international financial institutions to support vulnerable countries,” she said.

    There will be more meetings of this group, she further said.

    India assumed the G20 presidency for one year on December 1, 2022. The G20, or Group of 20, is an intergovernmental forum of the world’s major developed and developing economies.

    It comprises Argentina, Australia, Brazil, Canada, China, France, Germany, India, Italy, Indonesia, Japan, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the UK, the US and the European Union (EU).

    New Delhi: The inception meeting of Startup20, a new engagement group initiated under India’s G20 presidency, was concluded in Hyderabad, an official statement said on Tuesday.

    G20 is a grouping of developed and developing nations. India is holding its presidency for this year.

    The aim of the Startup20 Engagement Group is to create a global narrative for supporting startups and enabling synergies between startups, corporates, investors, innovation agencies and other key ecosystem stakeholders.

    The engagement group comprises three task forces – Foundation and Alliance; Finance; and Inclusion and Sustainability, where delegates will come together to discuss efficient policy frameworks to promote scaling up of startups in G20 nations.

    “The primary objective is to harmonise the global startup ecosystem through a collaborative and forward-looking approach,” it said.

    The purpose of this group is to provide a common platform for startups from G20 member countries to come together to develop actionable guidance in the form of building of enabler’s capacities, identification of funding gaps, and enhancement of employment opportunities.

    Ministers and senior officials besides private sector have participated in the two-day meet which was started on January 28.

    Commerce and Industry Minister Piyush Goyal, Minister of Culture G Kishan Reddy, Minister of State for Commerce and Industry Som Parkash, G20 Sherpa Amitabh Kant, and CEO NITI Aayog Parameswaran Iyer addressed different sessions.

    Parkash spoke on startups being the drivers of the global economy, with a focus on creating a collaborative network among stakeholders, including accelerators, incubators, startups, and government agencies, to support startup growth and formulate actionable insights, it said.

    On the other hand, Kant focused on the importance of startups in proving solutions to global issues.

    Iyer in his address emphasised on India’s position as a key innovator.

    Secretary, Department of Promotion of Industry and Internal Trade, Anurag Jain mentioned India’s vision behind the G20 Presidency and the inception of Startup20.

    Moscow: Russian Foreign Minister Sergey Lavrov will participate in the meeting of G20 foreign ministers in New Delhi on March 1-2, his deputy said on Monday.

    India officially assumed the G20 presidency on December 1.

    “Our foreign minister will take part in the meeting of G20 foreign ministers in New Delhi on March 1-2,” Russian Deputy Foreign Minister Andrey Rudenko told reporters.

    As part of the group’s activities, India intends to hold more than 200 meetings in 55 different locations across the country to showcase its cultural heritage, culminating in the annual G20 summit scheduled for September 9-10 in the capital, New Delhi.

    Prime Minister Narendra Modi has previously said his country’s G20 presidency will be inclusive, ambitious, decisive and action-oriented.

    The G20 or Group of 20 is an intergovernmental forum of the world’s major developed and developing economies.

    It comprises Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the UK, the US, and the European Union (EU).

    Collectively, the G20 accounts for 85 per cent of the global GDP, 75 per cent of international trade, and two-thirds of the world population, making it the premier forum for international economic cooperation.

    Hyderabad: After the success of its first public meeting in Khammam recently, the Bharat Rashtra Samithi is all set to hold its second meeting in Nanded in Maharashtra, the first meeting of the party outside Telangana on February 5, BRS sources said on Monday.

    Telangana Minister for Endowments Indrakaran Reddy and some senior leaders of the party recently visited the neighbouring state to oversee the arrangements including crowd mobilisation plans.

    “This is the first meeting of BRS outside Telangana. KCR (Telangana Chief Minister K Chandrasekhar Rao) will address the gathering. Some of the important leaders of the Nanded region are expected to join the party,” the party sources told PTI.

    Rao is likely to visit a famous gurudwara in Nanded and offer prayers before the meeting, they further said. Nanded was chosen as the district has a sizeable population of Telugu-speaking people due to its proximity to Telangana.

    KCR had earlier told media persons that several villages in the neighbouring state want to merge with Telangana attracted by the welfare and developmental schemes being implemented by his government.

    Asserting that the BRS’ slogan in the run-up to 2024 general elections would be ‘Ab ki baar kisan sarkar’ (This time, a government for farmers), KCR recently said Maharashtra continues to witness the highest number of farmers’ suicides despite being one of the richest states.

    According to political analysts, the focus of Rao’s speech would be on farmers’ issues in the Nanded meeting.

    BRS will also be holding a public meeting at the Parade Ground in Secunderabad and Tamil Nadu Chief Minister M K Stalin, his Jharkhand counterpart Hemant Soren, Bihar Deputy CM Tejashwi Yadav, JD(U) National President Lalan Singh as representative of Bihar CM Nitish Kumar and Dr B R Ambedkar’s grandson Prakash Ambedkar among other dignitaries would attend it, Telangana Roads and Buildings Minister Vemula Prashant Reddy had said in a release last week.

    Before the public meeting, the leaders would also be attending the inaugural ceremony of the new secretariat complex of Telangana here on that day.

    The building named after B R Ambedkar will be inaugurated by KCR between 11.30 am and 12.30 pm on February 17, an auspicious time suggested by Vedic pundits, Reddy said.

    Chandigarh: A G20 International Financial Architecture Working Group meeting will start on Monday, where participants will discuss ways to enhance the stability and cohesion of the global financial architecture and how to make it fit to address global challenges of the 21st century.

    The two-day meeting will also focus on exploring ways to provide maximum support to poor and vulnerable countries, Anu P Mathai, economic advisor, department of economic affairs, told the media here on Sunday.

    Around 100 delegates from G20 countries, invitee countries and international organisations will participate in the meeting.

    Union Minister of Agriculture and Farmers Welfare Narendra Singh Tomar and Minister of Food Processing Industries Pashupati Kumar Paras will inaugurate it, she said.

    The discussions during the meeting will be jointly steered by the ministry of finance and the Reserve Bank of India along with France and Korea who are the co-chairs of the International Financial Architecture Working Group.

    “The meeting will discuss ways how to increase the stability and cohesion of the international financial architecture and how to make it fit to address the global challenges of the 21st century,” she said.

    Sharing details about the working group, she said it plays an important role in shaping and strengthening global financial architecture on major international economic issues.

    “This group originated in response to the Asian financial crisis. Initially, it was a grouping of the finance ministers and the central bank governors of these countries.

    “In 2008, when there was a global financial crisis, it was elevated to a summit level and it means that the heads of the states of these countries also begin to meet every year,” she said.

    This working group particularly deals with how to strengthen the crisis response at the times of crisis, she said.

    Replying to a question, she said the debt is a major item on the agenda of the International Financial Architecture Working Group.

    “Then how multilateral development banks and international financial institutions can be made stronger to meet the funding needs of the challenges of the 21st century like pandemic and climate change.

    “Then the global financial safety net which is a term used for the network of institutions and lending arrangements and regional financial arrangements for increasing liquidity and for providing resources both as preventive measures and in times of crisis. So how can this be made stronger and that is another area which is going to be discussed.

    “There is an issue like what are the implications, macroeconomic implications of the central bank digital currency that is another issue. Then the issue related to capital flows, volatility of the capital flows. So there are the broad areas of the International Financial Architecture Working Group,” she said.

    Under the Indian Presidency, there will be a comprehensive look at the global debt situation, she said in a response to a question.

    On the sidelines of the meeting on Monday, a G20 side event titled ‘Central Bank Digital Currencies (CBDCs): Opportunities and Challenges’ will also be held.

    The event is aimed at sharing countries’ experiences and developing a deeper understanding of the macro prudential implications of CBDCs, she further said.

    This working group will meet again in March, June, and September at other places to continue discussions on the priorities set under the Indian Presidency.

    Discussions from the International Financial Architecture Working Group meeting will further inform the G20 Finance Ministers and Central Bank Governors (FMCBG) on the key deliberations on related priorities under India’s G20 Finance Track, said an official release.

    The first meeting of the G20 Finance Ministers and Central Bank Governors is scheduled to be held on 24-25 February 2023 in Bengaluru.

    Baldeo Purushartha, joint secretary, department of economic affairs, said the foreign delegates will be apprised of the art and culture of North India through a cultural event.

    They will also be taken to famous sites like Sukhna Lake and Rock Garden in Chandigarh and on February 1, the delegates will be taken to Virasat-e-Khalsa in Anandpur Sahib in Punjab, he said.

    Meanwhile, Chandigarh city has been decked up with national flags of the G20 countries at various roundabouts.

    Guides well-versed in multiple languages will also accompany the delegates when they visit famous places in Chandigarh.

    Hyderabad: The Startup20 Engagement Group, initiated under India’s G20 Presidency in 2023, held its inception meeting in Hyderabad.

    The second day of the two-day inception meeting on Sunday was addressed by Paytm founder Vijay Shekhar Sharma, YourStory founder and CEO Shradha Sharma, and actor and active investor in the Indian startup ecosystem Suniel Shetty. The three addresses focused on personal stories and their journey through the startup ecosystem in India.

    The Startup20 Engagement Group aims to create a global narrative for supporting startups and enabling synergies between startups, corporates, investors, innovation agencies, and other key ecosystem stakeholders.

    The engagement group comprises three taskforces – Foundation & Alliance, Finance, and Inclusion & Sustainability, where delegates will come together to discuss efficient policy frameworks to promote scaling up of startups in the G20 nations.

    Startup20 Chair, Dr Chintan Vaishnav launched the Startup 20X, which has also been incorporated under the Startup20 Engagement Group.

    Startup20X has been launched to bring together leaders, entrepreneurs, innovators, visionaries, educators, incubation professionals, women, youth, artisans, artists, activists, and others, to discuss experiences and best practices. The conferences and series of talks will enable efficient policy formulation throughout Startup20 Engagement Group and task force discussions.

    Following the Startup20X launch, the delegates proceeded to round table discussions on the objectives and deliverables of each of the task forces where each participant recorded their opinions and discussion through an online form. This was followed by nominations for the international and national delegations to the three task forces. The session concluded with closing remarks from Vaishnav.

    Post the networking lunch, the country representatives proceeded to a closed-door session on Startup20. This was followed by a cultural excursion tour to Hussain Sagar Lake and Golkonda Fort for the Incredible India light and sound show.

    New Delhi: Ahead of the Union Budget, Prime Minister Narendra Modi on Sunday chaired a meeting of the Union Council of Ministers here.

    The Union Budget, which will be presented in Parliament on February 1, will be the last full-fledged budget of the Modi government before the 2024 general elections.

    The meeting, the first to be held for the Union Council of Ministers in 2023, started around 10 am and is expected to conclude in the evening.

    Sources said working of several ministries and policy initiatives taken by the Narendra Modi government will be reviewed and discussed.

    This comes amid a buzz of a cabinet reshuffle and also ahead of the assembly polls in nine states this year.
