    Aides to the four party leaders in each chamber of Congress and White House staff will continue talks during the week, McCarthy said, and the players will convene again on Friday. Democratic leaders said separately that party leaders would begin discussing a possible budget and spending deal as soon as Tuesday evening — a step closer to pairing the debt limit with another major headache for party leaders.

    Yet neither party’s leaders even edged away from their entrenched positions on the debt limit: Biden and Senate Majority Leader Chuck Schumer said there’s nothing to negotiate. And McCarthy dinged Biden for being unable to articulate any spending cut he might consider as part of a deal to increase the Treasury Department’s borrowing power.

    Instead, the speaker reiterated that the House is the only chamber that has passed a bill dealing with the topic — a measure packed with conservative priorities that Biden’s party has rejected.

    Biden actually went further after the meeting, saying he was “considering” the use of the 14th amendment as a means to circumvent the debt ceiling standoff. But he cast some doubt on whether it could work, saying it would “have to be litigated, and in the meantime without an extension it’d still end up in the same place.”

    Deal-making senators in both parties, however, appeared irked by the lack of progress. Sen. Joe Manchin (D-W.Va.), who met with McCarthy himself and pressed Biden to negotiate, said he expected more.

    “To have five of the political leaders for our country walk out of the meeting and not one of them say that we made progress?” Manchin said. “Ridiculous.”

    Sen. Bill Cassidy (R-La.) said that whether the country defaults or not depends largely on Biden saving the day: “If the president shows leadership, I don’t think we’re going to default. If the president just kind of sits there and, you know, repeats the same thing over and over again, we’ve got an issue.”

    Despite that bleak result, Tuesday’s meeting ended as positively as anyone could have hoped for with a possible debt ceiling breach potentially a month or less away. After near-total silence since February between Biden and McCarthy, the two main negotiating partners, the duo is now set to meet twice in one week.

    As McCarthy returned to the Capitol after a week-long recess on Tuesday, the California Republican declared that party leaders should nail down the outlines of a deal in the next two weeks to ensure the U.S. doesn’t go careening off a fiscal cliff.

    “We now have just two weeks to go,” McCarthy said, offering little clarity on that timeline. While the Treasury Department has predicted the country could breach the debt limit as soon as June 1, the Senate is scheduled to leave Washington in just 10 days, with the House going on a separate recess the week of Memorial Day.

    Schumer described Tuesday as a “bad news and good news” meeting, blasting McCarthy for refusing to rule out default.

    McCarthy dodged reporters’ attempts to get him to promise the nation would make good on its debt, though Senate Minority Leader Mitch McConnell said pointedly: “The United States of America is not going to default.”

    Despite McCarthy suggesting a firm deadline and both parties pooh-poohing the idea of a short-term hike, it remains unclear how seriously negotiators are taking Treasury’s projections of a default as soon as June 1. It took the White House and congressional leaders a week to sit down together after that estimate, and some in Congress are privately wondering whether the debt limit won’t get dealt with until after the Memorial Day holiday.

    “I believe the Treasury secretary when she names the X-date,” House Financial Services Committee Chair Patrick McHenry (R-N.C.) said, referring to the department’s June 1 warning. “I think we have to be prepared to move in anticipation of that date being earlier in the month [of June].”

    McHenry, like McCarthy, said a short-term increase was off the table. But it may be difficult to negotiate a budget deal in time to avoid a debt ceiling breach without more breathing room.

    McConnell essentially backed McCarthy’s position during the meeting and the press availability afterward. Rather than raise alarms, he said the back and forth is normal and Washington is merely “having a debate here” on federal spending “in conjunction with raising the debt ceiling.”

    In the run-up to the meeting, the GOP hardened its position: 43 Republican senators signed on to a letter pledging to filibuster any bill raising the debt ceiling “without substantive spending and budget reforms.” McConnell signed onto that letter and has rhetorically locked arms tightly with McCarthy.

    Biden also has refused to budge from his opposition to negotiations on the debt ceiling. Democrats cite the 2011 debt limit crisis, and the spending cuts and credit downgrades that resulted from that era’s talks with the GOP, as an episode they are unwilling to repeat.

    “People have asked: Will the president give Speaker McCarthy an off-ramp, an exit strategy?” White House press secretary Karine Jean-Pierre said on Tuesday. “The exit strategy is very clear: do your job, Congress must act, prevent a default.”

    House Republicans had generally set low expectations for the meeting, given Democrats’ repeated insistence that they won’t entertain the GOP’s demands. One of the best scenarios possible, as they saw it, was simply that negotiators would agree to a second meeting.

    Some, however, are leaving it to McCarthy to decide what constitutes a win.

    “I’ll let him define that,” Rep. Tom Cole (R-Okla.), chair of the House Rules Committee, said of the speaker after McCarthy departed for the meeting.

    In the meantime, House GOP leaders have no plans to tee up any additional debt measures on the floor. Many privately feel that Biden has more to lose than Republicans, as his approval ratings teeter around 40 percent compared with McCarthy, whose conference has been in lockstep behind him.

    The Senate has not yet voted on the House’s bill or a clean debt ceiling bill introduced by Schumer.

    While both sides prepare to meet again, the parties are expected to keep duking it out in a messaging battle over who would shoulder the blame for the painful effects of a drawn-out debt crisis. That finger-pointing will only grow more tense as financial markets begin to respond to the specter of a potential default.

    The 2011 debt ceiling debacle, which stemmed from Tea Party Republicans pushing the Obama administration for steep spending cuts, ultimately resulted in a downgrade in the country’s credit rating — even after an 11th-hour deal to avoid a default.

    At the time, McConnell swooped in to work with Democrats and then-Vice President Biden to secure a plan they could all swallow. But he has stated clearly that won’t be the case this year: McCarthy is leading the charge this round.

    New Delhi: Within hours of his arrival in New Delhi for a three-day visit, Israel’s Foreign Minister Eli Cohen has cut short his visit to return home owing to certain security-related developments in that country.

    Official sources said that Cohen is expected to return later on Tuesday after meeting Prime Minister Narendra Modi.

    Cohen informed about his change of plans in a tweet.

    Cohen had arrived earlier on Tuesday for a three-day day visit. His visit was being seen as preparing the groundwork for Israeli Prime Minister Benjamin Netanyahu’s scheduled visit to India later this year.

    “Foreign Minister Eli Cohen landed a short while ago in New Delhi, the capital of India, and as soon as he landed he received a security update,” the Israeli foreign ministry said in a statement.

    “In light of the events in Israel, Foreign Minister Cohen decided to cut short his diplomatic visit to India and return to Israel after the meeting with Indian Prime Minister Narendra Modi that will take place today,” it said further.

    According to reports from Tel Aviv, Israel has launched a major military offensive targetting some militants in Gaza Strip.

    New Delhi: With the G20 Tourism Working Group’s meeting which is scheduled to take place in Srinagar, less than two weeks away, the Prime Minister’s Office (PMO) on Tuesday is learnt to have held a high level meeting to review the preparations for it.

    Highly-placed sources said that though the meeting took stock of several deliberations taking place across the country under India’s G20 presidency, its main focus was learnt to be on the forthcoming meeting in Srinagar, especially in the light of Pakistan’s objections to India holding G20 deliberations in Jammu and Kashmir.

    According to sources, the Principal Secretary to the Prime Minister, P.K. Mishra chaired the review meeting, where senior officials from around 12 key ministries were present.

    Joint secretary level officials from some important ministries like Finance, Commerce, Environment, and Tourism among others were present in the meeting, sources said, adding that Mishra was briefed about the preparations being made for the forthcoming meeting in Srinagar.

    The Prime Minister, who has been busy with campaigning for Karnataka Assembly elections for the past one week, is likely to be briefed about the preparations underway for the Srinagar meeting, sources informed.

    The meeting mainly focussed on the preparations for the G20’s Tourism Working Group, which is taking place in Srinagar between May 22 and 24.

    Sources informed that though the meeting is just part of the several deliberations and interactions which are taking place under India’s G20 presidency in various parts of the country, it holds a lot of significance, mainly owing to the fact that last month, Pakistan’s foreign office had raised objections to India’s plans to hold the above mentioned meeting in Srinagar.

    Pakistan had claimed that such events were aimed at perpetuating India’s “illegal occupation” of Jammu and Kashmir.

    “The meetings and events of G20 are being held across India. They are being organised in every region of India and it is very natural to have these meetings in Jammu and Kashmir and Ladakh,” External Affairs Ministry spokesperson Arindam Bagchi had told the media last month following Pakistan’s objections.

    Bagchi had further said that “these places have always been an integral and inalienable part of India and they are ours. I will only say these meetings are being held in every region. This is our natural response”.

    In fact Pakistan had even protested last year, when details had started emerging that India plans to hold some G20 engagements in Jammu and Kashmir.

    Here’s how the four corners of Capitol Hill leadership, plus the president, will come into today’s White House meeting and what they’ll look to get out of it:

    President Joe Biden

    Biden is looking for Republicans to acquiesce to his demand that they raise the nation’s debt limit without conditions — a point that the White House has publicly and privately insisted the GOP will cave on.

    “He’s going to make it clear to Speaker McCarthy what’s at stake,” White House spokesperson Karine Jean-Pierre said. “The President is willing to have that conversation” about spending, but “they have to pass a clean debt ceiling.”

    The White House remains confident it’s winning the political battle over the debt ceiling, especially as Biden balances his demands on the debt limit with openness to a compromise on the federal budget later this year. And there’s little expectation that Biden or McCarthy will present a specific budget proposal during the meeting, or even that they’ll emerge with anything more than an agreement to keep talking.

    The Biden administration has already suggested that the talks won’t lead to any substantial movement. The president has already scheduled a trip to New York’s Hudson Valley on Wednesday to discuss why Congress should raise the debt limit.

    Speaker Kevin McCarthy

    While all four corners of congressional leadership will meet Tuesday to discuss the debt limit, it’s McCarthy who will be the key negotiator from Capitol Hill. The speaker heads to the White House satisfied that House Republicans have already done their part, passing a package of spending cuts coupled with a one-year debt ceiling increase. Many of his House GOP colleagues framed the bill as a negotiating position for these talks.

    There was broad expectation at the time of passage that the bill would be winnowed, through negotiations with the White House, to something that could win Democratic votes in the Senate and the president’s signature.

    But with a narrow majority and mounting frustration that Biden did not agree to sit down earlier, McCarthy could try to stick closer to his House-passed proposal, which he clocked as a victory in uniting his conference. Some on the right flank of the House GOP, including Rep. Ralph Norman (R-S.C.), will view McCarthy compromising or departing from their bill at all as failure to execute on his promise to rein in federal spending. Norman told POLITICO last month that McCarthy made promises to keep intact all of the red meat spending provisions that the House already approved.

    Senate Minority Leader Mitch McConnell

    Senate Minority Leader Mitch McConnell (R-Ky.), the other Republican at Tuesday’s table, has long insisted that he will not be the one to hammer out any deal, nor will he back any deal cooked up on the Senate side in a bipartisan “gang” by self-appointed negotiators. Legislation that could get 60 votes in the Senate can’t necessarily pass the House, where hard-line corners of McCarthy’s conference don’t want him to budge from what they’ve already passed while others only signed onto that bill with confidence that parts they didn’t like would be negotiated out.

    McConnell is letting McCarthy lead, knowing that the speaker needs to strike an agreement that he can take back to his fractious, four-seat-majority conference. There’s no way around the House here, a senior Senate GOP aide told Huddle on Monday evening.

    Senate Majority Leader Chuck Schumer

    Senate Majority Leader Chuck Schumer (D-N.Y.) heads into the meeting in alignment with Biden and House Minority Leader Hakeem Jeffries (D-N.Y.), intent on separating discussions on spending from a path forward to raise the debt limit. The Democratic mantra has been “take the threat of default off the table” to pave the way for talks about federal spending.

    Beyond that Democratic negotiating position, Schumer holds another card: the House-passed bill that marries significant spending cuts with a debt limit increase wouldn’t survive the Democratically controlled Senate and would likely lose some Senate GOP votes, too. The Senate majority leader, along with everyone else in the room, will be looking for McCarthy to articulate some sort of flexibility to move towards something that could potentially pass both chambers, a senior Senate Democratic aide told Huddle.

    House Minority Leader Hakeem Jeffries

    Jeffries arrives at the White House with a still-developing relationship with Biden. For years, former Speaker Nancy Pelosi (D-Calif.) led the relationship between House Democrats and the White House, but Jeffries, who does not have the former speaker’s long history of deal making, is still building his rapport and trust with the president.

    The minority leader described himself this weekend as being in “lockstep” with the president on the debt ceiling, but is expected to evaluate what role he needs to play in the meeting and ensuing negotiations based on where Biden and McCarthy take the conversation. Jeffries will be expected to deliver the Democratic votes needed in the House to move any kind of compromise that emerges in the coming weeks.

    New Delhi: Finance minister Nirmala Sitharaman will review the state of the economy amid global and domestic challenges at a meeting of the Financial Stability and Development Council (FSDC) on Monday.

    The 27th meeting of the high-level panel to be held here will be attended by all financial sector regulators, including RBI Governor Shaktikanta Das, sources said.

    This would be the first meeting of the FSDC after the passage of Rs 45 lakh crore Budget for 2023-24 with greater emphasis on capital expenditure with an outlay of Rs 10,00,961 crore.

    The FSDC is the apex body of sectoral regulators, headed by the Union finance minister.

    The meeting will review the current global and domestic economic situation and financial stability issues, including those concerning banking and NBFCs in view of failure of Silicon Valley Bank and Signature Bank and liquidity pressure faced by Credit Suisse, according to the sources.

    The council would review the progress of measures approved earlier for further development of the financial sector and to achieve inclusive economic growth with macroeconomic stability, they said.

    RBI in its latest bi-monthly policy marginally revised upward the economic growth projection for the current fiscal to 6.5 per cent, from its earlier estimate of 6.4 per cent.

    Unveiling the first bi-monthly monetary policy of 2023-24 fiscal in April, RBI Governor had said the GDP growth in the first quarter of 2023-24 is expected at 7.8 per cent.

    The growth for second, third and fourth quarter of the current fiscal has been projected at 6.2 per cent, 6.1 per cent and 5.9 per cent, respectively.

    The last meeting of the high level panel had taken place in Septmber, 2022.

    The Council during the last meeting deliberated on the early warning indicators for the economy and preparedness to deal with them, improving the efficiency of the existing Financial/Credit Information Systems and issues of governance and management in Systemically Important Financial Institutions including Financial Market Infrastructures, and strengthening cyber security framework in financial sector.

    Besides, common KYC for all financial services and related matters, update on account aggregator and next steps, issues relating to financing of power sector, strategic role of GIFT IFSC in New Aatmanirbhar Bharat, inter-regulatory issues of GIFT-IFSC, and need for utilisation of the services of registered valuers by all government departments were also discussed.

    The FSDC meeting will also review activities undertaken by the FSDC sub-committee chaired by the RBI governor and the action taken by members on the past decisions of FSDC.

    Besides RBI governor, Securities and Exchange Board of India chairperson Madhabi Puri Buch, Insurance Regulatory and Development Authority of India (IRDAI) chairman Debasish Panda, Insolvency and Bankruptcy Board of India (IBBI) chairman Ravi Mital and Pension Fund Regulatory and Development Authority’s newly appointed chairman Deepak Mohanty will attend the meeting.

    The sources said the FSDC meeting will also be attended by Minister of State for Finance Bhagwat Kishanrao Karad, Finance Secretary T V Somanathan, Economic Affairs Secretary Ajay Seth, Revenue Secretary Sanjay Malhotra, Financial Services Secretary Vivek Joshi and other top officials of the finance ministry.

    Regarding the back-to-back failures of deadlines, the Divisional Commissioner Kashmir VK Bidhuri said that due to bad weather, the ongoing developmental works were put on hold. “Initially, the government had fixed April 15 as the deadline for completion of works. We pressed our men and machinery day and night. The work continued uninterruptedly during Ramadan, but the works undergoing in the city were hampered for some time due to inclement weather,” he added.

    He also added that the painting exhibition event will display the beauty of Kashmir. “The beauty of Kashmir has been captured and displayed in the event. It is the best opportunity for artists to showcase their talent,” he added. (KNS)
