Woman dies in Rajasthan hospital, kin assault medical staff

    [ad_1]

Kota:The kin of a 40-year-old woman allegedly thrashed on-duty medical staff and damaged government property after she died during treatment at the district hospital in Rajasthan’s Bundi, officials said on Sunday.

Mumtaj, a resident of the city’s Mahaveer Colony, was admitted to the hospital’s medical ward late on Saturday. She died within an hour.

Claiming that the doctors and medical staff administered the wrong injection, her family members allegedly assaulted and misbehaved with on-duty doctors and nursing staff and damaged hospital property on the intervening night of Saturday and Sunday.

Sub-Divisional Magistrate Sohanlal Choudhary and Additional Superintendent of Police Kishori Lal rushed to the spot and a police force was called in to control the situation.

Following the alleged assault, the doctors at the hospital briefly boycotted work. A delegation also submitted a memorandum to the sub-divisional magistrate and demanded security deployment at the hospital.

They returned to work at 4 am on Sunday.

The woman’s body was handed over to her family members after a post-mortem during the night, Choudhary said.

He also assured the doctors that adequate home guards would be deployed till the hospital management makes arrangements.

At least seven people have been booked under various sections of the Indian Penal Code and the Rajasthan Medical Protection Act. One person has been arrested in this connection, the police said.

The other accused will be arrested soon as the woman’s last rites were performed on Sunday, Ramesh Chanda, an officer at Bundi city police station, said.

2K Ukraine-returned students get medical seats in Uzbekistan

    [ad_1]

Hyderabad: 2,000 Indian students who were forced to return from Ukraine last year, amid a war with Russia, were felicitated by the health ministry of Uzbekistan after being placed in different medical universities in the country for completing their MBBS.

The Bukhara Medical University admitted 1,000 Indian students while the Tashkent Medical Academy (TMA) absorbed 500 students and the remaining 500 students were provided admissions across other health institutions in Uzbekistan, said TMA rector and former health minister, Prof. Alisher Kayumovich Shadmanov in Hyderabad on Thursday.

Shadmanov advised the Indian students and their parents to not fall for middlemen offering seats while praising the courage of students affected by the war in Ukraine.

“Middlemen are cheating students. To avoid this, TMA with its strategic partner NEO Institute of Medical Sciences and Technology Ltd opened their South Asian regional head office in Himayatnagar,” added Shadmanov.

The TMA delegation along with the NEO group later met Telangana health minister T Harish Rao who enquired about the students and requested the delegation to allot scholarships to talented students.

the TMA in collaboration with the city-based Neo Institute of Medical Sciences and Technology launched the South Asian regional head office at Himayatnagar to engage with aspiring students from India and provide guidance to students in getting direct MBBS admissions in Uzbekistan.

  • Journalist held without trial in China said to need urgent medical attention

Journalist held without trial in China said to need urgent medical attention

    [ad_1]

Advocates for a Chinese journalist and activist who has been held in detention without trial for almost 18 months have said she needs urgent medical attention.

Huang Xueqin and Wang Jianbing, a labour rights activist, were detained in September 2021 and formally arrested a month later. They have been accused of inciting subversion of state power, and held in Guangzhou without access to family or lawyers.

Advocates and human rights groups have said the pair should never have been arrested. This week they said information had been brought to them that raised concerns about Huang’s health in particular. They said they were told she has lost a lot of weight, stopped menstruating, and is suffering from untreated long-term conditions and deficiencies.

“It is of great concern that these conditions, if not treated promptly and appropriately, have the potential to gradually cause permanent damage to the body,” they said.

The advocates also accused authorities of “trying to exert mental pressure and physical torture” of Huang, through repeatedly waking her at night for interrogation and depriving her of sleep.

“These circumstances are only the tip of the iceberg of what we can learn about Huang Xueqin’s detention situation,” the advocates said. “Due to the inability to learn more about Xueqin’s current appointment of official lawyers, it is difficult for us to obtain information on her physical and mental health and the progress of the case.”

The Guardian contacted the Guangzhou No 2 detention centre, but an employee said he was not aware of the case and declined to comment.

Huang is an independent journalist and was a prominent voice of the #MeToo movement in China. She and Wang were detained at Wang’s house shortly before Huang was scheduled to leave China for the UK to begin a master’s at the University of Sussex. Dozens of their friends and contacts were questioned by public security officials in subsequent weeks, in a manner the US-based Chinese Human Rights Defenders organisation described as harassment and interrogation.

“Those interrogated shared afterward that authorities downloaded the contents of their smartphones for investigation and pressured them to sign fabricated testimonies asserting that Huang and Wang had organised gatherings at Wang’s apartment to discuss politically sensitive topics,” the organisation said.

William Nee, a researcher at the organisation, said the latest news of Huang’s health was “alarming”. “She should never have been detained in the first place, but this now adds extra urgency for the Chinese government to release her,” Nee said.

He said Huang was a “victim of incommunicado detention, which is a gross human rights violation”.

Under an increasingly authoritarian environment in Xi Jinping-ruled China, human rights groups, activists, lawyers and protesters are increasingly targeted by authorities, with growing concerns about the number of detentions, arrests, interrogations and convictions.

Li Maizi, a veteran feminist activist in Beijing, said feminists were particularly targeted. “Once you are a feminist, you are a feminist activist. You are going to be stigmatised as a traitor, a Hong Kong movement supporter, [as] are trying to divide our country,” she said.

Li said Guangzhou used to be a “free space” for activism but had become “very hostile” in the last decade, prompting many to leave.

“I think Huang Xueqin’s case is under this background,” Li said.

Fire breaks out at under-construction building of Kottayam Medical College

    [ad_1]

Kottayam: A massive fire broke out at the under construction building of a state-run Medical College Hospital here on Monday but was brought under control within hours, officials said.

Fire tenders from Kottayam and neighbouring towns were rushed to the spot to douse the fire, they said.

There were no occupants in the building that caught fire.

There is no report of any casualty but the incident created panic among the patients and their attendants staying in the neighbouring block in which the psychiatric, medicine wards and Intensive Care for Dialysis patients were operating.

They were evacuated to safety as a precaution, officials added.

Many of them even had rushed out of the wards screaming and crying.

Officials said the incident was reported at 12 noon in the eight-storey building under construction for the general surgery ward of the Medical College hospital.

The workers who were sorting the garbage and bagging it were the first to see the smoke billowing from inside the building.

They informed the hospital authorities, who immediately alerted the fire brigade.

The construction workers ran out of the building. The first fire brigade from Kottayam reached the spot 45 minutes after the fire broke out.

  • ‘Will apply only prospectively’: SC on order to treat OCIs as NRIs in tests for medical courses

‘Will apply only prospectively’: SC on order to treat OCIs as NRIs in tests for medical courses

    [ad_1]

New Delhi: The Supreme Court on Friday declared that Centre’s March 2021 decision, stating Overseas Citizens of India (OCI) appearing for entrance tests to medical courses could not compete for seats reserved for Indian citizens would be applied with prospective effect only.

A bench of Justices A.S. Bopanna and C.T. Ravikumar said: “The notification suffers from the vice of non-application of mind and despite being prospective, is in fact ‘retroactive’ taking away the rights which were conferred also as a matter of policy of the sovereign state.”

It further added, “the notification being sustainable prospectively, we hereby declare that the impugned portion of the notification which provides for supersession of the notifications dated 11.04.2005, 05.01.2007, and 05.01.2009 and the clause 4(ii), its proviso and Explanation (1) thereto shall operate prospectively in respect of OCI cardholders who have secured the same subsequent to 04.03.2021”.

The Central government had argued that OCI cardholders were not eligible for admission against any seat reserved exclusively for Indian citizens.

Citing that notification is based on a policy, the bench said in the exercise of the statutory power of a sovereign state, it would apply prospectively only to persons who are born in a foreign country subsequent to March 4, 2021. “… the date of the notification and who seek for a registration as OCI cardholder from that date since at that juncture the parents would have a choice to either seek for citizenship by descent or to continue as a foreigner in the background of the subsisting policy of the sovereign state,” it added, in a 75-page judgment.

The government had stressed that the OCI cardholder is a foreign national holding a passport from a foreign country and is not a citizen of India.

The top court said: “It is held that the respondent No.1 (Centre) in furtherance of the policy of the sovereign state has the power to pass appropriate notifications as contemplated under Section 7B(1) of the Citizenship Act, 1955, to confer or alter the rights as provided for therein. However, when a conferred right is withdrawn, modified or altered, the process leading thereto should demonstrate application of mind, nexus to the object of such withdrawal or modification and any such decision should be free of arbitrariness.”

It added that petitioners in all cases before it and all other similarly placed OCI cardholders will be entitled to the rights and privileges which had been conferred on them prior to the notification and could be availed by them. The top court’s judgment came on a batch of petitions by OCI candidates.

A group of candidates led by Anushka Rengunthwar contended that the existing right of appearing for the entrance exams to compete with Indian citizens for the seat in NEET PG and Super Speciality courses was taken away.

The candidates had emphasized that they were restricted for the admission only against the seats reserved for the NRIs or for supernumerary seats.

Gujarat HC sets up panel to probe denial of medical care to pregnant women

    [ad_1]

Ahmedabad: A division bench of the Gujarat High Court has set up a committee to be headed by retired justice to look into two incidents where pregnant women were allegedly refused medical aid by hospitals.

The division bench comprising Chief Justice Arvind Kumar and Justice A.J. Shastri while hearing a PIL observed on Tuesday, “We will appoint an independent panel, as we are seeing too many such incidents where unless an amount is paid, hospitals don’t admit patients…We want an independent authority to examine the issue.”

The court has appointed a three-member committee, which will be led by retired Justice Harsha Devani of the High Court. The other two members are Dr. Lavina Sinha, Deputy Commissioner of Police for Ahmedabad, who is also a licenced physician, and IAS Ramya Mohan, Mission Director of the National Health Mission. To assist the court on the matter Asim Pandya has been appointed as amicus curiae.

The committee will look into the two incidents in detail, prepare a detailed report and suggest remedies to the court.

A pregnant woman who gave birth outside the hospital on the sidewalk in February 2022 was refused medical attention by L.G. Hospital, which is managed by the Ahmedabad Municipal Corporation. The newborn died soon after birth.

In another case, a pregnant woman was turned away by a private hospital in January 2022 because she was unable to pay the money. As a result, the woman gave birth on the hospital steps.
