    House GOP readies its first big agenda push: A massive energy bill

    “Everybody will have a little different perspective. But when you want to attack inflation in this country, it starts with an all-of-the-above energy policy, and I think that will be the more unifying thing,” said House Majority Whip Tom Emmer (R-Minn.).

    While each of the 20 or so bills getting united for the House package has broad support in committee, senior Republicans are still deciding how exactly to maneuver on the floor. While conservatives have demanded a kind of “open season” for amendments, GOP leaders sense that could be a risky strategy for such a high-stakes bill — one that’s likely to be a key plank in their 2024 platform. They’re still undecided on whether to allow a so-called “open rule,” according to multiple lawmakers and aides.

    “That’s the five-vote majority problem,” said Rep. Kelly Armstrong (R-N.D.), noting that the GOP has already seen energy issues like offshore drilling pit cause intra-party tension on the floor — most recently pitting drill-skeptical Florida Republicans against their colleagues. “If you have a delegation that has a problem, you have a bill problem.”

    The big energy package has long been atop the GOP’s agenda, not all of which has gone smoothly after a dragged-out speaker’s race and slow start to legislating. While House Majority Leader Steve Scalise (R-La.) had pledged to bring up bills on the southern border, criminal justice and abortion insurance restrictions within the first two weeks of the new majority, those bills have all stalled amid resistance within the conference.

    And there’s another big reason House Republicans are relishing the chance to bring this to the floor. It’s considered their opening bid on the wonky yet critical issue of energy permitting — a rare policy area that both parties believe could lead to a bipartisan deal that President Joe Biden’s willing to sign.

    They know that their package’s pro-fossil-fuel proposals and its targeting of Biden’s progressive climate policies are unlikely to garner bipartisan support, but GOP lawmakers hope the permitting plank in particular represents an aggressive starting point for negotiations with Senate Democrats. Perhaps their most politically vulnerable centrist, Sen. Joe Manchin (D-W.Va.), watched his permitting reform plan fall short last year even as his party controlled both the House and Senate.

    “The dynamics of the last Congress, with Manchin leading it, weren’t really conducive to getting something done. And this approach of doing something that originates in the House is a better start,” said Rep. Garret Graves (R-La.), a McCarthy ally and party leader on energy issues.

    Graves crafted the main permitting measure in the House GOP package, which would overhaul rules for reviews conducted under the National Environmental Policy Act — a bedrock environmental law adopted in 1970 — for energy infrastructure, be it pipelines or wind turbines.

    Manchin had demanded his party attempt to pass a similar effort but failed thanks in part to Republicans who were peeved by his support for Democrats’ party-line tax, health care and climate bill.

    From his perch atop the Energy Committee, Manchin is still joining with the White House to press for a congressional permitting modernization that would, they say, help companies take full advantage of the hundreds of billions of dollars in subsidies that the party-line deal devoted to expanding clean energy.

    “I wouldn’t expect their [Republicans’] first bill to be something the Democrats could support,” said Rep. Scott Peters (D-Calif.), a centrist who is talking to House Republicans about permitting. “It is true we have an interest, as climate action advocates, to move things along in a way I am not sure the current law accommodates.”

    Most of the rest of Republicans’ legislative package, though, is dead on arrival in the Senate. Instead, it serves mostly political purposes for a GOP that hammered the issue for months during the midterm campaign.

    The effort follows components of a broader energy strategy that McCarthy released last summer, calling for measures to stimulate oil and gas production, ease permitting regulations and reduce reliance on China for critical materials used in green energy technologies.

    McCarthy’s strategy stemmed from an “energy, climate, and conservation task force” he created ahead of the midterms, chaired by Graves, that incorporated legislative ideas from across the conference. That work drew support from leaders of key committees, including Reps. Cathy McMorris Rodgers (R-Wash.) of Energy & Commerce, Bruce Westerman (R-Ark.) of Natural Resources, Frank Lucas (R-Okla.) of Science, and Sam Graves (R-Mo.) of Transportation and Infrastructure.

    “It’s energy security, it’s domestic production, and it’s inflation,” Westerman said. “It’s all of the above energy.”

    The GOP effort, notably, started off at least partly with climate change in mind, as McCarthy recognized the political liability that his party faces on an issue which animates young voters on both sides of the aisle.

    But in the aftermath of Russia’s invasion of Ukraine, which spiked oil and natural gas prices, most Republicans are downplaying elements of their forthcoming package that could potentially boost clean energy and help address climate change. Instead, Republicans are arguing that Democratic climate policies have stoked inflation by slowing oil and gas production — even though output of both has climbed under Biden.

    “Their agenda is just all in for the polluters and Big Oil,” said Rep. Kathy Castor (D-Fla.), who led the Select Climate Crisis Committee last Congress alongside Graves (Republicans have since disbanded it). “There is such dissonance there. It’s confusing, to say the least.”

    Republicans counter that their agenda — promoting production and export of all forms of energy, including renewables and other carbon-free sources — makes more sense since Russia’s continental aggression underscored the importance of maintaining ample supplies of oil and gas even as the world transitions off fossil fuels.

    “It’s a really good time to merge energy and climate policy with rational approaches to being cleaner,” said Rep. John Curtis (R-Utah), who chairs the nearly 80-member Conservative Climate Caucus. “Before, maybe the whole conversation was on being clean. Now, it’s about being affordable, reliable, safe, and clean. That’s a good nexus for a lot of us.”

    New Delhi: A warehouse in north Delhi’s Roshanara Road collapsed like a house of cards after a massive fire broke out in it on Monday, officials said. However, no one was injured in the incident.

    The video of the incident was also doing rounds on social media. In the video, firemen can be seen standing near the three-storey structure before it suddenly collapses.

    It took just five seconds for the three-storeyed building to completely come down, releasing a thick plume of black smoke.

    According to Delhi Fire Service (DFS) Director Atul Garg, a call regarding the blaze in a factory at the premises of logistics firm Jaipur Golden Transport on Roshanara Road near Pul Bangash metro station was received around 11.50 a.m. and 18 fire tenders have been rushed to the site.

    The firefighters are still trying to douse the flames.

    Jinkalamitta: Production at the factory of Taiwan-based Foxlink, the cable supplier to technology giant Apple Inc, is likely to be hit as the company has declared a 30-day holiday for its employees, following the fire accident here.

    The company has declared a holiday for a month to around 1,600 workers of the Jinkalamitta plant in Tirupati district, and directed them to return to their respective hometowns, an official said on Tuesday.

    The accident occurred on Monday. However, there was no loss of life, police said.

    “They (Management) declared holidays for employees for 30 days,” said Renigunta deputy superintendent of police (DSP) A. Ramachandra, who is monitoring the situation at the plant.

    Examining the mishap, he indicated that 30 days may not be enough.

    The contract manufacturer is yet to lodge any complaint, even as officials from the state factories and labour departments, along with insurance company representatives have started visiting the plant to estimate the quantum of loss.

    Meanwhile, Foxlink is yet to lodge a complaint with the authorities over the blaze that completely destroyed the main manufacturing plant, one of the three sheds.

    “It takes time to estimate the loss as bills are verified and cross checked to arrive at a figure. It will take time to go through this exercise, it may take 10 15 days,” he observed, explaining why it may take longer to file the FIR.

    He also hinted that 30 days of holidays may not be enough, considering the total damage and collapse of the shed and noted that it may even need up to four months.

    Foxlink and the owner of the site housing the facility could not be reached for a comment.

    Established in 1986, Foxlink designs, makes and sells cable assemblies, connectors, power management devices and battery packs to several global tech behemoths.

    It is headquartered in Taipei with over 15 design, manufacturing and sales sites across the world.

    Tirupati: Foxlink, cable supplier to global tech giant Apple, halted production after a massive fire broke out at one of its manufacturing facilities here on Monday.

    However, there was no loss of life in the incident. Nearly 750 people working at the facility in Jinkalamitta village managed to get out soon after the fire broke out, police said.

    Due to fibre, sheets and sponge stocked at the facility, the fire spread swiftly, engulfing the entire facility. The cause of the fire is yet to be ascertained, they said.

    At around 1:15 pm, a fire broke out at a Foxlink facility where cables are manufactured, said Deputy Superintendent of Police (DSP), Renigunta, A Ramachandra

    The timely arrival of fire brigades at the spot ensured that the fire remained confined to one shed and did not spread to the other two that house the dining area and kitchens, Ramachandra said.

    “The largest shed among the three was charred, while the other two were safe. The largest shed is where all the production takes place,” he said.

    The company is yet to lodge an official complaint as it is still estimating the loss in coordination with the fire and electricity departments, he added.

    Pictures of the manufacturing facility shared by police showed thick plumes of smoke billowing from the shed.

    Established in 1986, Foxlink designs, makes and sells cable assemblies, connectors, power management devices and battery packs to several global tech behemoths.

    It is headquartered in Taipei with over 15 design, manufacturing and sales sites across the world.

    SRINAGAR: Chief Secretary, Dr Arun Kumar Mehta Monday had a whirlwind tour of Srinagar City. He took on-spot assessment of different developmental works taken up under  Smart City and by other executing agencies around the city and also fixed the timeline for completion of each.

    Chief Secretary was accompanied by Divisional Commissioner, Kashmir; Deputy Commissioner, Srinagar; Commissioner, SMC, VC, LCMA, and many other concerned officers of Police and Civil administration.

    Dr Mehta observed that the city is going to change for better by mid April this year. He said that the city is going to change its outlook altogether with the completion of these projects at different stages of execution presently. He further added that these works would give a massive facelift to the city thereby enhancing its appeal for all the residents and tourists.

    The Chief Secretary visited different project sites under Smart City Mission. He took stock of the progress of work on each of them and passed on several directions for their early completion. He stressed on timely completion of all these works in the wake upcoming tourist session.

    While taking on-spot assessment of the Jhelum River front development the Chief Secretary enjoined upon the officers to complete the work by 15th of April. He asked them to develop the footpath including its finishing, cycle track, green spaces, landscaping and undergrounding of electrical cables etc forthwith. The project is to be completed at a cost of Rs 32.50 Cr.

    At Polo View, the Chief Secretary emphasized on making the entire area aesthetically appealing adopting an integrated approach. He asked for facade improvement of adjoining buildings and carry out other beautification works simultaneously. The work also includes laying of PQC along polo view tube, macadamisation of new Polo View Road, Construction of office cum toilet block, fencing by iron grill panels, rationalization of utilities, laying of quality tiles and stones and creating seating arrangement around chinar trees besides landscaping of the area.

    On visit to Dal Lake, Dr Mehta inspected the work of lake front development along Northern Foreshore Road of the Lake from Nishat to Naseem Bagh including pedestrian walkway and  urged the authorities to ensure its completion by 15th of April this year. He also instructed for completing the lighting of Western Fore Shore Road by 15th of March itself.

    The Chief Secretary highlighted the need for connecting all the houseboats with the STPs. He directed for utilizing the 36 MLD capacity of Sewage Treatment optimally and connect all the 900 houseboats in the lake with the Sewage lines. He asked them to divert the residual to oxidation ponds out of the 48 MLD produced daily.

    He exhorted upon the concerned to start the motorboats to commence their cruise and initiate water sports activities in the lake by 15th of March. He asked them to repair all the Jetties and segregate them from the ones for motor boats. He told the Culture Department to start their activities full throttle at 5-Chinar by 15th of March and turn Pratap Park in the heart of the civil lines of the city into a culture centre.

    The Chief Secretary also examined the works for upgradation and redevelopment of Nishat Bagh precinct including allied road works, pathways, plaza, wooden deck and landscaping of its surroundings. He also reviewed redevelopment of Residency Road including construction of underground utilities and improvement and upgradation of Maulana Azad Road. He made out that all these road stretches are very vital as these lead to city centre. He underscored the need for completing all these developmental works by April.

    Regarding other works he instructed for ornamental plantations on road medians, painting of grills/kerbs, improvement of Dal Gate and Gupkar junctions, erection of around 1500 lights in the lanes and bye-lanes, erection of view cutter on all fly overs, sprucing-up of Iqbal Park, Boundary wall of Hazratbal shrine, Macdamization of city roads and the parking lot near Lal-Ded Hospital before April.

    He also urged all the departments to carryout improvement, distempering, painting, focus lighting etc. of their buildings and sprucing up of green areas within their jurisdiction by the scheduled time. He further directed for making functional all the billboards in and around the city with banners relating to 38 new tourist & trekking destinations, heritage sites, Sufi shrines by the end of March.

    The National Geophysical Research Institute (NGRI) on Tuesday predicted massive earthquakes in the Himalayan region with the potential to affect Uttarakhand and Nepal in the near future. It, however, added that strong building structures can prevent loss of property as well as life.

    While speaking to media, NGRI’s chief scientist Dr N Purnachandra Rao said that Earth’s surface comprises various plates that are constantly in motion and the Indian plate is moving about 5 cm per year, leading to accumulation of stress along the Himalayas.

    The accumulated stress increases the possibility of a greater earthquake, he said.

    We have a strong network of 18 seismograph stations in Uttarakhand. The region referred to as the seismic gap between Himachal and western part of Nepal including Uttarakhand is prone to earthquakes that might occur at any time,” added Dr N Purnachandra Rao.

    The NGRI scientist stressed that the earthquakes can hit with magnitude as strong as 8 on the Richter Scale.

    Talking about the deadly earthquakes in Turkey recently, he said that the damage was more in the country because of the poor quality of buildings.

    We can’t stop earthquakes but we can prevent loss. There are guidelines issued by the Government of India for construction of buildings in these earthquake prone areas, so public should follow those guidelines,” he advised. (Times Now)

    Hyderabad: A major fire broke out in a godown in the Puranapul area creating panic among the public. As many as six fire tenders were rushed to the spot.

    The godown is located in the Ziaguda area under Kulsumpura police station limits. Locals observed the smoke billowing from the premises of the godown following which the police control room was alerted.

    6 fire tenders were used to douse the flames.

    The local police along with the firefighters took up fire extinguishing operations at the godown which is believed to be used for storing decorative items.

    The reason behind the fire accident is yet to be ascertained. However, no casualties have been reported so far.

    SRINAGAR: Taking cognizance of poor revenue realization despite providing a reliable power supply amid harsh winters, the Sub Divisions of KPDCL launched a fresh massive disconnection drive of chronic defaulters.

    In the first place, connections of only 1329 consumers were disconnected to sensitize the masses to clear their liabilities on account of electricity bills and develop habits of paying electricity bills in time.

    Presently, KPDCL is overburdened with huge arrears on account of domestic electricity dues of around 804 Cr and this sample base of 1329 defaulters had accumulated arrears to the tune of Rs 12.67Cr. The Disconnection drive has successfully realized substantial arrears as on date and is expected to be cleared soon.

    Time and again, the general public is informed of the Amnesty Scheme launched by the Govt of JK (UT) for its domestic electricity consumers with large outstanding dues, wherein a consumer can pay his outstanding bill in maximum 12 easy monthly installments.

    It is impressed upon all the consumers of KPDCL with huge electricity bill outstanding dues that this successful disconnection drive shall be continued with greater force.

    Important to mention that KPDCL has come out with large infrastructure additions for providing better, more efficient and reliable power supply while keeping extremely low tariff rates to its consumers.

    Although the Department has played an active role in motivating and facilitating revenue realization by way of social awareness of judicious electricity use and timely payment of electricity bills, still a large percentage of KPDCL consumers are hesitant in clearing their long outstanding electricity dues.

    All consumers in general and defaulters, in particular, are advised to clear their electricity outstanding dues or avail Amnesty Scheme without further delay and help KPDCL to avoid the inconvenience to consumers by the act of disconnection of their power supply.
