    Jammu, Mar 03: Lieutenant Governor Manoj Sinha on Friday said that his doors remained open for common citizens to address their genuine grievances but there is no space for trouble mongers, who are spreading misinformation about property tax.

    “The doors of Raj Bhawan are 24X7 open for common citizen of Jammu and Kashmir, be it farmers, traders, scientist, cops or youth, if they have any valid grievance administration is there to listen it round the clock,” the LG said, as per news agency— Kashmir News Observer (KNO), addressing the passing out parade of police at Kathua, adding, “However, some influential try to manipulate common citizens by spreading misinformation on property tax to save their own wealth, which administration would not be tolerate at any cost.”

    The LG further said that by misusing positions and law, some people make huge wealth for their next generations and friends but their time has gone.

    “The administration of Jammu and Kashmir will work for the welfare of 1.30 crore people and not 1000-2000 ‘special’ citizens,” the governor said.

    The Lt Governor was speaking at the attestation-cum-passing out parade of recruit constables of 29th Basic Recruitment Training Course (BRTC) at S Prithinandan Singh Police Training School here.

    Earlier, the LG maintained that the proposed property tax in Jammu and Kashmir is lowest in the country.

    “The total households in municipal areas of Jammu and Kashmir is around 5 lakh 20 thousand out of which 2 lakh six thousand household are exempted from all taxes as it is below 1000 Sq Ft, another 2 lakh three thousand household are between 1000 to 1500 Sq ft and its maximum tax in Jammu and Srinagar cities is not above Rs 1000”.

    He further added that when it comes to commercial complexes and shops, Jammu has 1 lakh 1000 buildings and 46000 is below 100 Sq ft, which invites just Rs 600 tax in a year.

    He maintained that around 40 percent of households in municipalities are exempted from any tax while the remaining 40 have to pay very nominal tax.

    The Government said that how the system works if owners take lakhs of rent for commercial property and not give 5000 to corporation.

    On land eviction drive, the LG ensured that no poor will be affected during the anti-encroachment drive, adding, “All the land taken away from encroachers will be utilized for development and creating facilities for the citizens.

    The LG also lauded the role of Jammu and Kashmir Police in its fight against terrorism and highlighted the need to neutralise the ecosystem providing ‘ideological and financial’ support to terrorists in the Union Territory.

    “I am confident that you will discharge your responsibility towards the nation with utmost sensitivity, commitment and dedication,” added the Lt Governor.

    “The integrity, dedication and professionalism of J&K Police are pivotal in the fight against terrorism, ” he said, and stressed upon the future-ready policing strategies to tackle the new forms of internal security challenges.

    “These are challenging times for our police forces as the world today is facing conventional & non-conventional threats. We need to be vigilant & determined to neutralise the ecosystem providing ideological and financial support to terrorists,” the Lt Governor said.

    “We believe in ‘Vasudhaiva Kutumbakam’ and peaceful coexistence. There is no place for subversive elements in a civilized society,” observed the Lt Governor. Narco-Terrorism has become one of the biggest threats to society.

    J&K UT is on the march and is being transformed. It is our sacred duty to provide a safe, secure and right environment to fulfill the aspirations of the common man, he said.

    Noting that the top positions in the batch have been secured by women constables, the Lt Governor said that these achievements show that our women are no less than anyone. The Lt Governor further asked the DGP, Dilbag Singh to consider increasing the quota of reservation for women in the police force.

    An oath was administered to the passing out cadets for performing their duties with dedication and honesty.

    The Lt Governor took the Rashtriya Salute and witnessed the spectacular parade and martial art demonstration. He also felicitated the cadets who excelled during their training course.

    R/Ct. Sunali Bhagat emerged as the best all-rounder. Recruit Constables Sarleen Kour, Sapna Saini, Heena Choudhary and Nitika Rajput were also felicitated by the Lt Governor for their excellent performances.

    A total of 480 new recruits, including 49 women recruit Constables have completed their rigorous training today at the PTS Kathua. Out of 480, as many as 330 constables have already served as SPOs, 32 as followers, and 85 have been appointed under SRO—(KNO)

    “Srinagar will host G-20 summit in which participation of over 150 delegates is expected. All delegates will stay in Srinagar so I am hopeful about better mobile connectivity and internet services during the summit,” LG said after launching the Jio 5-G services in Srinagar, as per news agency—Kashmir News Observer (KNO).

    Speaking on the occasion, the LG said that the 5G technology for the common man will realize the Prime Minister’s vision of Digital India and give a boost to growth opportunities in tourism, e-governance, agriculture, education, healthcare, information technology & small & micro enterprises.

    “The latest 5G technology and enhanced connectivity will bridge the rural urban divide, improve productivity, generate more employment and it will ensure growth of grassroot enterprises, self help groups and knowledge connectivity for rural schools,” he said.

    Pertinently, the Jio has made an investment of Rs 6529 Cr in the UT to give fillip to the vision of Digital J&K and has created 36000 direct and indirect employment. More than 1230 Cr investment is in progress and by December end, Jio will connect every block and tehsil of J&K—(KNO)

    Pulwama/Srinagar, Feb 28: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha on Monday said that the government along with the security agencies is working on a 360 degree approach to eliminate militancy and the killers of slain Sanjay Sharma won’t go scot free.

    “Killing of Kashmiri Pandit Bank Security Guard (at Pulwama) is very unfortunate. Such acts create a sense of insecurity among people. Administration along with the security agencies are working on a 360 degree approach to eliminate militancy,” the LG told reporters on the side-lines of a function at SKICC here, in reply to a query as per news agency—Kashmir News Observer (KNO). He said that security agencies are working on leads and the killers of Kashmiri Pandit Sanjay Sharma won’t go scot free.

    Meanwhile, several political Leaders on Monday visited Achan village in Pulwama to offer condolences with Sanjay Sharma’s family who was killed by gunmen on Sunday outside his residence.

    The leaders who visited to offer condolences include former CM Mehbooba Mufti, BJP President for J&K, Ravindra Raina, BJP leader Sofi Yousuf, Altaf Thakur, PDP leader and DDC Chairman Pulwama Syed Bari Andrabi and others.

    While talking to reporters at Achan, PDP President Mehbooba Mufti while targeting BJP said that if they claim militancy has ended then they must answer who has killed Sanjay Sharma.

    On the killing of Sanjay, she said: “we all feel ashamed as Kashmiri Muslims are those who in 1947 have staked their lives for the safety of people of other religions.”

    People here this time are caught themselves as one side on name of wiping out militancy- hundreds of people have been languishing in jails , properties are being sealed, ED and NIA raids on name of terror funding and even four houses were attached today, she said, adding that if militancy has been wiped out then who has killed Sanjay.

    She while urging government to provide job and other help to bereaved family requested muslim community despite that they themselves are facing problems at hands of BJP must ensure the safety of minority community members as they are the symbol of kashmiriyat.

    Ravindra Raina while talking to media said that all political parties must get united to fight militancy.

    He said that government must frame a policy for all Pandits working or living here so that their safety can be ensured.

    He said killing of Sharma isn’t any act of bravery but it is big sin what his killers have committed.

    He said that the gun isn’t seeing whether it is BJP or any other, Hindu or Muslim but it is killing human whosoever and political parties must get together to fight militancy.

    He praised local Muslim community for remaining shoulder to shoulder with Sanjay’s family and taking part in his last rites

    He assured the family of all possible help they need in this tragic hour.

    Srinagar, Feb 27: Jammu and Kashmir Lieutenant Governor Manoj Sinha said that 40 per cent of the J&K population will have to pay no property tax and the remaining 60 per cent have to pay nominal amount between Rs 600 to Rs 1000 maximum amount per annum. He said that tax amount fixed is one-tenth of the tax being paid by Shimla, Ambala and Dehradun.

    Talking to reporters on the sidelines of a function at SKICC here, the LG as per news agency—Kashmir News Observer (KNO), said in J&K, 2, 0, 3,680 households are less than 1500 Sq feet.

    “Fourty per cent people won’t have to pay the tax. Eighty percent of the 2,0,3680 households will have to pay nominal amount of Rs 600 only while rest will have to pay a nominal amount of Rs 1000 as property tax per annum. This amount is one-tenth of the tax amount being paid by Shimla, Ambala and Dehradun,” the LG Sinha said.

    About the commercial including shops, the LG said that 1,01000 shops are in J&K of which 42 per cent shops are less than 100 sq feet. “These shops will have to pay less than Rs 700 per anum. 76 per cent of the total shops of 1,1000 shops will have to pay very minimum amount as the property tax,” he said, adding that the amount collected will directly go into the accounts of Municipal Corporations and utilized for the development of the areas where tax will be collected.

    “I urge the common people of J&K to come forward and help build a better J&K,” the LG said.

    Pertinently, the J&K government announced imposition of property tax in the UT from April 1. The move evoked sharp criticism from the cross section of the society and the political parties, who demanded immediate rollback of the order.

He was quick to add that the money collected from property tax will be used to development and welfare of the people.

    Addressing a function at Jammu where LG extended Pradhan Mantri Fasal Bima Yojana ( PMFBY) to the farmers of all 20 districts of J&K, the LG as per news agency—Kashmir News Observer (KNO), said that the administration hardly gets the power tariff and water bills paid by the people. “In J&K, people pay to use internet data, buy I-phones and play videos, I wonder why there is hue and cry over imposition of property tax,” the LG said, adding that there will be a push to the GDP in J&K once property tax will be collected.

    The LG said that SAKUST-Kashmir and Jammu will be made of international standards while food security will comprise proteins as well. On February 22, Jammu and Kashmir administration ordered the imposition of property tax from April 1. In exercise of the power conferred by section 71A of the Jammu and Kashmir Municipal Act, 2000, the government hereby notifies the rules for levy, assessment and collection of property tax in the municipalities and municipal councils of the UT, housing and urban development department principal secretary H Rajesh Prasad had said in a notification. The tax rates will be 5% of taxable annual value (TAV) for residential properties and 6% for commercial properties, it stated. In another announcement, the government said that small houses were exempted from the tax and the amount fixed for commercial buildings was nominal.     Jammu, Jan 26: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha Thursday said that security agencies have launched final assault on militancy and its eco-system to ensure everlasting peace in the Union Territory.

    Addressing the Republic Day gathering at Moulana Azad Stadium Jammu, LG Sinha, as per news agency—Kashmir News Observer (KNO) said that the morale of security forces is high in J&K and all efforts to destabilize the peace is being given a befitting reply.

    “Sustained efforts of our security agencies have resulted in a marked decrease in terrorist incidents in Jammu and Kashmir. The security grid has been strengthened and anti-terror operations have been intensified through direct attacks on the ecosystem that supports and finances terror,” he said during address.

    Last year, 180 terrorists were neutralized, or there has been a corresponding reduction of 55% in civilian killings and 58% in the martyrdom of security forces,” the LG said adding, “Befitting reply is being given to narco-terrorists and seizures and arrests in Narco-terror cases have increased”.

    “Security agencies are busy in the last assault on the terror, its ecosystem and its supporters to ensure everlasting peace in the UT,” Sinha said.

    The LG said that the administration and the Centre has taken a series of steps for the welfare of security agencies operating in J&K.

    Lieutenant Governor Manoj Sinha further said that upcoming G-20 meeting in Jammu and Kashmir is a “message to the enemies of humanity” and urged people of the Union territory to come forward and make it an “inclusive” event.

    “The G-20 meeting being held in Jammu and Kashmir in May this year is a message to the enemies of humanity who were attacking the interests of our citizens through cowardly acts of terrorism for decades,” Sinha said.

    He said that Jammu and Kashmir, which is an integral part of India, is the “life blood” of the country. Sinha said it is the guiding lamp of the civilization and “eternal sound of our social consciousness”.

    “Jammu and Kashmir today stands tall with self-confidence, encompassing the great heritage and cultural values of the world’s largest republic. Today, J&K is marching forward on the path to progress,” he said.

    “I urge every section of the society to come forward and make the G-20 an inclusive event,” the LG said.

    He said that Jammu and Kashmir is not just a geographical entity but a vibrant and radiant ecosystem, where different faiths are the guiding force of inclusive culture.

    “Jammu and Kashmir is a rhythmic dialogue of social, cultural values, plurality and tolerance. It is the aura of self-confident India. Harmukh, Amarnath, Pir Panjal and Trikuta Hills are the highest peaks of our spiritual heritage.

    “The waves of Jhelum, Chenab and Tawi rivers reflect the essence of our intellectual and spiritual experiences. Since times immemorial the spiritual energy and blessings of Mata Vaishno Devi, Sudh Mahadev, Budha Amarnath have guided our society,” he said.

    Sinha said that for decades, the development and aspirations of common people were held hostage by “exploitative and anti-developmental” land laws.

    “Over the last two years, land owners have been empowered through a series of land reforms. Legal action is being taken against influential people who had illegally encroached upon the government land,” he said.

    The LG said the people are at the centre of governance. “We have ensured that the interests of common citizens are protected and that they are not impacted by the campaign to remove illegal encroachments. We have been successful to a great extent in curbing corruption by issuing land passbooks in three languages.”

    He said that so far, 28 lakh such passbooks have been distributed, and revenue records are being demystified for eliminating the possibility of manipulation.

    Similarly, the new land-use laws have ensured that people get a reasonable and fair price for their land and the interest of farmers are protected, he said.

    On Kashmir migirants, he said that the administration received 8400 applications from Kashmiri Pandits, whose land and property was grabbed forcibly in 1990. “Administration is working to ensure such properties are retrieved and handed over to KPs,” he said.

    “The Kashmir Migrant Portal, which was launched in September last year for registering grievances for illegally encroached properties during the 1990s, has registered 8408 applications and action has been taken on 6336 applications, resulting in removal of encroachment on 2608 kanals of land,” he informed.

    On Package and reserved category employees, “The administration is trying to solve the problems of Kashmiri Pandit brothers and sisters with utmost sensitivity. Their safety is our topmost priority. All PM package and minority employees working in the Kashmir valley have been deployed at safe places. A nodal officer has been appointed in the Raj Bhavan and in every district to resolve issues related to their security and other problems,” he said and further added that long-standing issue of availability of land for their accommodations has been resolved, and construction of 3000 accommodations for our Kashmiri Pandit brothers and sisters shall be completed this year.

    Although, recruitment under the Prime Minister’s Package and reserved categories is on the strength Kashmir Division cadre, the issue of their transfer is being examined by an empowered committee.

    He said a series of developmental initiatives are going on in J&K to push the UT to new heights of achievements. “Srinagar and Jammu will soon have metros, the tubes on the Srinagar-Jammu highway are also being set up on war footing,” the LG said as per KNO.

    He said that for the first time, J&K will have a Women Industrial Estate while promotions of almost 2000 officers that didn’t take place since 2001 are being cleared. The LG said that the special focus of the administration is on the youth as J&K’s 70 per cent economy is dependent on agriculture.

    On digital reforms, the LG said, in just two years, we have laid the foundation of a new digital society and bridged the digital divide to a great extent.

    “In the last one year, Jammu and Kashmir recorded 11 lakh e-transactions per day, which is about 48,000 e-transactions per hour. All applications for Government services have been made online from January 15th and 400 services have been integrated into the feedback mechanism for monitoring the quality of service. Further, 250 online services have been brought under the Public Service Guarantee Act to ensure delivery of these services within stipulated time frame and easy redressal of grievances through integration with the auto appeal system,” he said.

    The Jammu and Kashmir also said that government has achieved something remarkable in terms of education.

    “After three decades of stagnation, schools were operational for 200 days last year, which is a statement of an emerging vibrant society that has broken free from shackles of the past,” he said during his speech adding, “In the realm of school education, emphasis is being laid on increasing enrolment, access to quality education, retention and introduction of an educational framework that sparks curiosity in children, focuses on value based education and makes them passionate about studies.”

    70,000 children have been taken to classrooms through the “Aao School Chalein” campaign. We recorded a 17.87% increase in enrollment in the year 2022 through special focus on early child care and education.

    On Tourism

    “A record 1.88 crore tourists visited Jammu and Kashmir last year, which is the highest since independence. Infrastructure are being strengthened at Mata Vaishno Devi, Construction work of Mantalai Wellness Center has been completed at a cost of Rs. 80 crore and the design of Katra Multi Modal Station has been finalized.

    He added that after the launch of the New Film Policy in 2021, Jammu and Kashmir has emerged as the favourite shooting destination for film industry and permission has been granted for shooting of 150 films and web series in less than two years.

    Industry

    The LG said that for the first time in the last seven decades of independence, Jammu and Kashmir is witnessing an Industrial Revolution.

    “It has opened up doors of immense possibilities for the new generation. Private investment proposals worth Rs. 66,000 crore have been received within a period of around one year, during which 1455 industrial units started their operations,” he said.

    “The foundation stone of Emaar Group Shopping Mall and IT Tower shall be laid in March, 2023 and 52 other industrial units will also start their operations during the same month. Further, land has been allotted to 1711 industrial units which is also a new record in the industrial history of Jammu and Kashmir.

    “Another 77 industrial units are being developed on private land and in the last three years, 500 start ups have come up which have ushered in a new social revolution. Sincere efforts are being made to revive the handloom and handicraft sector,” the LG said, adding, “We are committed to provide training, design, technology inputs like GI tag and such other infrastructural support as are required for quality, branding and boosting global demand for our handicraft products”—(KNO)

    Safety of KP employees is our top most priority: LG Manoj Sinha

    Jammu: Facing criticism for his handling of the issue of Kashmiri Pandit employees, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday said their safety is his administration’s topmost priority.

    The LG is under fire over protests by Kashmiri Pandits who were employed under a prime minister’s package, and are seeking relocation from Kashmir in the wake of targeted killings.

    Congress leader Rahul Gandhi on Monday alleged that Kashmir Pandits are facing injustice at the hands of the government and asked the LG to apologise to the community for telling the PM’s package employees that they should not seek “alms”.

    Gandhi made the statement shortly after a KP delegation called on him during his Bharat Jodo Yatra in Samba district.

    Addressing a republic day function here on Thursday, he said “The administration is trying to solve the problems of Kashmiri Pandit brothers and sisters with utmost sensitivity. Their safety is our topmost priority.”

    He said all PM package and minority employees working in the Kashmir valley have been deployed at safe places. “A nodal officer has been appointed in the Raj Bhavan and in every district to resolve issues related to their security and other problems.”

    The LG also said the longstanding issue of availability of land for them has been resolved and the construction of 3,000 accommodations for KPs will be completed this year.

    On January 20th, the foundation stone for another residential colony was laid in Zevan, Srinagar, which will resolve the problem of accommodation for employees posted in Srinagar, he added.

    “All pending promotions of employees appointed under the PM package have been cleared and the issue of promotions from non-gazetted to gazetted category has been forwarded to the Public Service Commission,” he added.

    The Kashmir Migrant Portal, launched in September last year for registering grievances related to illegal encroached on properties during the 1990s, has got 8,408 applications and action has been taken on 6336 of them, resulting in the removal of encroachment from 2608 kanals of land, he said.

    The LG said 2022 was a year of achievements for Jammu and Kashmir.

    “However, we have higher aspirations and bigger goals for the future. We have to capitalise on the present opportunity and take a pledge to build a competitive Jammu and Kashmir which will be prosperous, safe and peaceful where daughters are given equal rights and opportunities for development; and where the rural and urban divide is diminished,” he added.
