    Jalandhar: SAD chief Sukhbir Singh Badal on Sunday alleged a “scam” in the Punjab government’s excise policy, seeking that Chief Minister Bhagwant Mann be questioned in the matter like his counterpart in Delhi.

    He alleged that the Punjab excise policy had been “patterned” on the Delhi excise policy.

    “Just like in the Delhi policy, the AAP government in Punjab created a monopoly in the liquor trade by handing over the entire business to a few contractors,” Badal said.

    “While the scam had been exposed in Delhi, the AAP continued to loot the public exchequer in Punjab as it had extended the excise policy by another year,” he further alleged in a statement issued here.

    Badal said only a CBI inquiry and a thorough questioning of the Punjab chief minister can “unmask this scam”.

    Delhi Chief Minister Arvind Kejriwal was questioned by the CBI on Sunday in the excise policy case, amid protests by his party as the AAP chief accused the agency of acting at the behest of the BJP.

    In a five-minute video message on Twitter before arriving at the heavily fortified headquarters of the Central Bureau of Investigation at around 11 am, Kejriwal claimed that the BJP might have ordered the agency to arrest him.

    AAP leader Manish Sisodia was arrested on February 26 after nearly eight hours of questioning in the case.

    New Delhi: Delhi Chief Minister Arvind Kejriwal, who is scheduled to appear before the CBI on Sunday in connection with the excise policy case, will be accompanied to the federal agency’s office by his Punjab counterpart Bhagwant Mann and cabinet colleagues, sources said.

    They said besides Mann, Aam Aadmi Party (AAP) MPs and Delhi ministers will accompany the party supremo to the Central Bureau of Investigation’s (CBI) headquarters here.

    Earlier in the day, Kejriwal said he will appear before the CBI in connection with the excise policy case and asserted that if he is “corrupt”, then no one in the world is “honest”.

    Addressing a press conference here over the CBI summons against him, the Delhi chief minister claimed that Bharatiya Janata Party (BJP) leaders are demanding his arrest and said if the saffron party has “ordered” the agency to arrest him, it cannot refuse to do so.

    The CBI has summoned Kejriwal in connection with the excise policy case. He has been asked to be present at the agency’s headquarters at 11 am on Sunday to answer queries of the investigating team, officials said.

    The central agency has already arrested former Delhi deputy chief minister Manish Sisodia in connection with the case.

    It is alleged that the Delhi government’s excise policy for 2021-22 to grant licences to liquor traders favoured certain dealers who had paid bribes for it, a charge strongly refuted by the AAP. The policy was subsequently scrapped.

    Kejriwal is likely to visit Rajghat before reaching the CBI headquarters, the sources said. The AAP is planning to stage a protest against the CBI summons to Kejriwal on Sunday.

    Patiala: Punjab Chief Minister Bhagwant Mann Wednesday said his government will open 10 centres for providing training to youngsters free of cost for competitive exams of the Union Public Service Commission (UPSC).

    He was addressing a gathering after the launch of the ‘CM di yogshala’ programme with Delhi Chief Minister Arvind Kejriwal.

    “We will start a new programme whereby we will open 10 centres for providing training to youth for UPSC tests free of cost. Become IPS and IAS officers, and take decisions,” Mann said.

    He said the target of his government was to ensure that the youth of the state sit in high offices.

    Mann said the ‘CM di Yogshala’ initiative of his government will act as a stepping stone for carving out a healthy, vibrant, prosperous and progressive Punjab.

    This citizen-centric project is the brainchild of the Delhi chief minister and attained a lot of popularity among people, he said.

    Mann also said a large number of people in the national capital benefited from this initiative.

    People can dial toll free number 7669 400 500 for free yoga training, said Mann, adding that it is a path-breaking initiative aimed at creating a mass movement to carve out a healthy and prosperous Punjab.

    The chief minister said the state government is giving major fillip to sports for channelising the unbounded energy of the youth in a positive direction.

    He said the sports event ‘Kheda Watan Punjab dian’ was a step forward towards this direction only.

    The state government has dedicated more than 500 ‘Aam Aadmi’ clinics across the state to impart quality health services in the state, Mann said.

    So far 21.21 lakh patients have benefited from these clinics, he said, adding that lakhs of patients have undergone free tests in merely a few months.

    In a relief to the farmers of the state, the government has announced 25 per cent upward revision in the compensation for the crop loss due to inclement weather, he said.

    Speaking on this occasion, Kejriwal said for the first time, a compensation of Rs 15,000 per acre will be given to affected growers in Punjab.

    Kejriwal said when crops got damaged during the previous regimes, only announcements of compensation were made and farmers used to complain of not getting cheques of compensation.

    Chandigarh: Congress leader Navjot Singh Sidhu on Monday called Punjab Chief Minister Bhagwant Mann the “most protected CM” while slamming his AAP government for pruning slain singer Sidhu Moosewala’s security last year and his own security detail now.

    Sidhu visited the Punjabi singer’s parents in Mansa district, expressing grief over the death of Shubhdeep Singh Sidhu, popularly known as Sidhu Moosewala. He was shot dead on May 29 last year, after the Punjab Police temporarily pruned the security being given then to about 400 people.

    The Congress leader came out of the Patiala Central Jail on Saturday after serving nearly 10 months in a 1988 road rage case.

    Addressing the media here, with the singer’s parents beside him, the cricketer-turned-politician slammed the Aam Aadmi Party government over law and order.

    Referring to Moosewala, Sidhu said, “He was global star. Why was his security pruned? Does it ever happen that you reduce security and make it public?”

    “What happened with him, the same thing is happening with another Sidhu today,” he added, claiming that the Z Plus security he earlier got is now down to 13 personnel.

    “I want to say that I am not afraid of death,” he added.

    Sidhu claimed that Mann used to say there was no need for any security for him.”Today you are the most protected CM,” he said, adding that vehicles cannot be seen in the dust raised by his cavalcade.

    He also raised questions over security in jail premises, referring to a purported TV interview of gangster Lawrence Bishnoi while in prison. The state government has 2G mobile jammers while the gangsters have 5G phones, he claimed.

    He said jails have turned into ‘suvidha centres’ or convenience points for crime because politicians use youths who have gone astray. Gangsters are being used “political pawns” now, he charged.

    Moosewala joined the Congress in December 2021 when Sidhu was the chief of the party’s Punjab unit. He contested next year for the Mansa seat on a Congress ticket, but lost.

    The singer’s parents recently sat on a protest outside the Punjab Assembly complex, saying that the masterminds behind his murder were still on the run.

    Sidhu, who was sentenced to a year in jail by the Supreme Court last year in a 1988 road rage case, targeted the BJP-led Centre on Saturday, saying that democracy is in fetters.

    He also claimed that a conspiracy is being hatched to impose President’s Rule in Punjab.

    Chandigarh: Punjab Chief Minister Bhagwant Mann Tuesday hit out at Akal Takht Jathedar Giani Harpreet Singh for “provoking” people through an ultimatum to the AAP government to release all Sikh youths in a police action against radical preacher Amritpal Singh and his aides.

    Mann accused the Jathedar of favouring the Badals and also told him that the Badals had “used” several Jathedars for their “vested interests”.

    The CM told the Jathedar of Akal Takht, the highest temporal seat of Sikhs, that it would have been better had he issued the ultimatum in the sacrilege and missing ‘saroops’ of Guru Granth Sahib.

    Mann’s reaction came a day after the Akal Takht Jathedar Giani Harpeet Singh had given a 24-hour ultimatum to the AAP government to release all Sikh youths who were held during the police crackdown against radical preacher Amritpal Singh and his aides.

    The Jathedar also condemned the state government for invoking the National Security Act against a few people during the police crackdown.

    The Jathedar of Akal Takht in Amritsar had convened a special gathering of Sikh organizations, including intellectuals, Sikh lawyers, journalists, religious and social leaders to discuss the current situation in Punjab following the March 18 action against elements of ‘Waris Punjab De’ headed by Amritpal Singh.

    Lambasting the Jathedar over his ultimatum, Mann in a tweet in Punjabi said, “Jathedar Sri Akal Takht Sahib ji. Everyone knows you and SGPC have been favouring the Badals.

    Look at the history, many Jathedars were used by the Badals for their own interests. It would have been better had you given the ultimatum for the sacrilege and missing ‘saroops’ of Sri Guru Granth Sahib Ji instead of provoking happily living people.”

    The incidents related to the theft of a ‘bir’ (copy) of the Guru Granth Sahib, putting up handwritten sacrilegious posters, and torn pages of the holy book being found scattered at Bargari had taken place in Faridkot in 2015.

    In another case, 328 ‘saroops’ (copies) of Guru Granth Sahib had gone missing from the records of the publication house of the Shiromani Gurdwara Parbandhak Committee.

    Lucknow: With an eye on the 2024 general election, the BJP will distribute a compilation of Prime Minister Narendra Modi’s monthly radio address ‘Mann ki Baat’ translated into Urdu among madrasas and Islamic scholars in Uttar Pradesh in a bid to woo Muslims.

    Uttar Pradesh BJP Minority Morcha President Kunwar Basit Ali has compiled 12 episodes of the prime minister’s radio programme for the year 2022.

    “Twelve episodes of Prime Minister Modi’s ‘Mann Ki Baat’ programme have been translated into Urdu and will be published as a book. Episodes from January to December 2022 have been included in this. It has been compiled by me and translated by Tabish Farid of Meerut,” Ali told PTI.

    “It is expected that the book will be ready and printed during Ramzan. The target is to take this book to one lakh people,” he added.

    The book is also set to include congratulatory messages from heads of Islamic educational institutions such as Darul Uloom Deoband and Nadwatul Ulema.

    “The book will not be available for sale. It will be distributed as a gift in Muslim-dominated areas of Uttar Pradesh. Workers of the BJP’s state minority cell take this book as a gift to prominent madrasas, Islamic scholars, Urdu teachers and ulemas,” he said.

    Ali said the purpose of the exercise is to spread the prime minister’s messages among the Muslim community.

    “At many times it happens that the people of the Muslim community are unable to listen to the prime minister’s ‘Mann Ki Baat’ which always has a deep message hidden for the betterment of the society,” he said.

    In the radio programme, the prime minister often mentions various schemes and initiatives of the government as well as people who have made outstanding contributions in the social sector, Ali said.

    “The purpose of publishing this book is that the Muslim community should also be benefitted and be inspired by the messages of the prime minister.”

    After organizing conferences to connect Pasmanda Muslims, the BJP is preparing for ‘Sneh Milan – One Country, One DNA’ conferences in the Muslim-dominated Lok Sabha constituencies of western Uttar Pradesh in April.

    Chandigarh: Punjab Chief Minister Bhagwant Mann on Thursday listed out the achievements of the AAP government on its first anniversary and promised to accelerate the state’s progress to turn it into ‘Rangla Punjab’.

    He spoke about his government fulfilling the AAP’s guarantees of giving 300 units of free electricity per month, government jobs for the youth, and opening of mohalla clinics, among others.

    “The AAP government, which was elected with expectations and big hopes, completed one year in office. Punjabis created history by giving a huge mandate to the AAP one year ago,” he said.

    In the 2022 Punjab Assembly election, the Aam Aadmi Party won 92 of 117 seats.

    “Within one year, we gave 26,797 government jobs,” Mann said, adding that 87 per cent of households in the state got zero electricity bills.

    The chief minister also said that a decision to regularise the services of 14,000 temporary employees in the education department and 14,000 in other departments has been taken.

    Services of outsourced employees will also be regularised after removing “legal hurdles”, he said.

    On the agriculture front, Mann said his government gave MSP on ‘moong’ crop and Rs 1,500 per acre for promoting direct seeding of rice and also cleared sugarcane dues of Rs 392 crore.

    More than 500 mohalla clinics have been opened in Punjab and 12 to 15 lakh people have availed healthcare services at these facilities, he said and termed it his government’s “big achievement”.

    He further said the AAP government in Punjab will start Schools of Eminence for students.

    Mann also spoke about the sacrilege and accused the previous governments of doing nothing to ensure justice in the matter. He said that his party had promised to deliver justice in cases related to the desecration of the Guru Granth Sahib.

    Referring to the 2015 Kotkapura police firing incident, he said a 7,000-page chargesheet and there was no “political interference” in the probe carried out by the Punjab Police special investigation team.

    “Since we did so much work in the first year, we will now shift to the second gear of progress. Big industrialists are keen to invest in Punjab, they will set up their units and it will create jobs,” the chief minister said.

    “Our motive is not (to form) the next government… Generally, parties start looking at how their next government will be formed… we are saying people have made the government. Our priority is to take our next generation forward and raise the standard of living of the poor,” he said.

    Asserting that his government was working towards turning the state into a ‘Rangla (vibrant) Punjab’, Mann said, “If you have shown faith in me and then keep the faith. I will never break your faith.”

    The chief minister said that his government will start a “very big campaign” against drugs.

    Asserting that his government has zero tolerance towards corruption, claimed that his government took strict action in graft cases. Many former ministers are in jail and action has been taken not only against influential people but also against those who belonged to the ruling AAP, Mann added.

    The AAP was born out of an anti-corruption movement, he said.

    Raipur: Delhi Chief Minister and Aam Aadmi Party national convener Arvind Kejriwal will be on a one-day visit to Chhattisgarh capital Raipur on Sunday to boost AAP’s preparations for the assembly elections in the state scheduled later this year, a party leader said.

    Kejriwal will be accompanied by Punjab CM Bhagwant Mann and the duo will address a party workers’ convention here.

    The AAP had tried its luck for the first time in Chhattisgarh assembly polls in 2018 and fielded candidates in 85 of 90 seats but failed to achieve success. However, a landslide win in Punjab last year turbocharged its national ambitions.

    Even though it won in just five constituencies despite running a high-decibel campaign in Gujarat, where the Bharatiya Janata Party won a record 156 seats, the party garnered about 13 per cent vote share. On Saturday, AAP also announced its plans to contest all 230 seats in Madhya Pradesh, which too goes to polls this year.

    The visit of the AAP top leadership and their interaction with party workers will further strengthen the preparations for the assembly elections in Chhattisgarh, Delhi minister and the party’s state election in-charge Gopal Rai told reporters here.

    The two leaders will address the party workers’ convention in Jora ground in front of the Agriculture university around 3 pm on Sunday, he said.

    Rai accused the Congress and Bharatiya Janata Party that have governed the state since it was carved out of Madhya Pradesh in 2000. The present Bhupesh Baghel-led Congress government has completely failed on the law and order front, he claimed.

    Highlighting several schemes of the Kejriwal government in New Delhi in just few years of its rule, Rai demanded to know why Chhattisgarh has failed to register such achievements in so many years.

    He said the BJP and Congress have been seeking votes through false promises and populist announcements.

    Chandigarh: Ruling Aam Aadmi Party, opposition Congress, and Shiromani Akali Dal on Wednesday slammed the Union Budget, with Chief Minister Bhagwant Mann and State Finance Minister Harpal Singh Cheema saying the state has been completely ignored in it.

    Mann said that first, on Republic Day, the state’s tableau “was kept out of the parade,” now Punjab has been “completely ignored” in the Union Budget, as he criticised the Centre for presenting a budget that was “anti-Punjab, anti-people, anti-farmers and directionless.”

    “Don’t understand what revenge they are taking from Punjabis,” he said.

    Cheema also said, “I think Punjab has been completely ignored in this budget.”

    Punjab’s farmers and youths have been left disappointed and there is nothing in the budget for the common masses, Cheema told reporters here.

    Punjab Congress chief Amrinder Singh Raja Warring dubbed the budget “anti-poor” and “anti-people” while Shiromani Akali Dal president Sukhbir Singh Badal said it had failed farmers, ruralites, poor, and the youth.

    Mann said the Centre in its budget shortchanged the sacrifices made by hardworking people of the state.

    “It is shameful that going by its myopic mindset the Union government has completely ignored the state thereby bringing a huge disrespect to countless sacrifices made by the brave and hardworking Punjabis in pre- and post-independent era,” an official statement quoted Mann as saying.

    He said that all “genuine demands of Punjab have been blatantly ignored and state figures nowhere in the Union budget.”

    He said that being a border state, they had demanded Rs 1,000 crore for the modernisation of the BSF and state Police from Centre, which, he said, was necessary to combat the smuggling of drugs and weapons from across the border especially through the hi-tech drones.

    The Union government, instead, gave the cold shoulder to this demand, he said.

    He said that during the pre-budget meetings the state had flagged the need to start Vande Bharat trains from Amritsar and Bathinda to Delhi, but this demand too was completely ignored, along with another demand of connecting all five ‘Takhts’ of the Sikhs through rail route.

    Mann alleged that the budget has exposed the “anti-farmers stance of the Modi government” and added the government has run away from giving remunerative MSP on crops to farmers which, he said, was very unfortunate.

    The Chief Minister said that his government had been pursuing the Centre to extend Rs 1,500 crore financial assistance for the farmers, but that too failed to materialise.

    He said that though the Scheduled Tribes have been offered various facilities in budgets, the Scheduled Castes and Backward classes “have been completely ignored.”

    He cautioned the Union government “to stop playing with fire by ignoring the state on key issues.”

    “India cannot be imagined without Punjab and the BJP-led Union government’s attempt to ignore the contribution of Punjab and Punjabis will not be tolerated,” he said, as he called Punjab the grain bowl of the country.

    Warring said the budget has actually turned out to be a “classic jumla” of the BJP government at the Centre.

    He also alleged it was “an anti-poor and anti-people budget with key focus on increasing income of corporations only.”

    Senior Congress leader and Punjab’s Leader of Opposition Partap Singh Bajwa said there is nothing in the budget for the farmers and also “no legal guarantee for the MSP as expected by the farmers all across India.”

    SAD chief Sukhbir Singh Badal said farmers were promised that their agriculture income would be doubled, “but far from doing anything to realise this goal, the government has not been able to ensure procurement of all food grains on minimum support price.”

    Speaking about the government thrust on millets, Badal said this would succeed only if all millet crops were procured as per remunerative MSP.

    Amritsar: AAP chief Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann on Friday launched 400 more ‘Aam Aadmi’ clinics in the state, calling the event here the fulfilment of another ‘Kejriwal ki guarantee’.

    The 400 new ‘Aam Aadmi’ clinics take the total number of these neighbourhood health centres in the state to 500.

    Kejriwal, the AAP convenor and Delhi chief minister, said he was happy to note that the Punjab government opened 500 mohalla clinics in just 10 months.

    “I am happy to say that Bhagwant Mann has fulfilled one more ‘Kejriwal ki guarantee (Kejriwal’s guarantee)’,” the AAP chief said while referring to the party’s promises made to the people of Punjab in the run up to the 2022 assembly elections.

    Five hundred mohalla clinics have been set up in Punjab and, in the time to come, more such facilities will come up, Kejriwal said.

    Punjab Health Minister Balbir Singh and AAP MP Raghav Chadha were also present at the event.

    Kejriwal said all the party’s “guarantees” would be fulfilled and asked the people of Punjab to “have patience” as he targeted the previous dispensations for “destroying” the system.

    The AAP has already fulfilled its poll promise of 300 units of free electricity per month, the Delhi chief minister said.

    The Mann government is taking action against corruption and will not spare anyone found to be involved in corrupt practices, he added.

    Heaping praise on the Mann regime, Kejriwal said 26,000 government jobs had been provided in just the past 10 months and called it a “big thing”.

    Jobs here are being provided on the basis of merit, he asserted.

    Contractual employees are also being regularised, Kejriwal said.

    On the education front, the Mann dispensation is sending 36 government school principals to Singapore for training, the Delhi chief minister added.

    Punjab will also begin doorstep delivery of government services along the lines of Delhi, Kejriwal said, adding that this move would create around 6,000 jobs.

    On law and order, Kejriwal said police had been given a free hand. Strict action is being taken against gangsters, he added while hitting out at the previous regimes for allegedly giving political patronage to criminals.

    Kejriwal said Tata Steel would set up a plant in Ludhiana and more companies had shown interest in setting up their units in Punjab, for which he credited the efforts of Mann.
