    New Delhi; Cloud major Oracle on Monday introduced new AI and automation capabilities across its Fusion Cloud Supply and Manufacturing (SCM) applications to help customers accelerate supply chain planning, increase operational efficiency and improve financial accuracy.

    Supply chain disruptions have become a business reality, amplified by global and domestic socio-economic dynamics, trade restrictions, compliance issues.

    Hyderabad: The National Environmental Engineering Research Institute (NEERI) in partnership with Re Sustainability Limited, on Friday hosted a seminar on ‘Invest in Our Planet’ to commemorate World Earth Day, which falls on 22nd April at the Engineering Staff College of India.

    Experts and stakeholders from across the country discussed the pressing issue of hazardous waste management and shared their insights and experiences on the latest advancements in waste management practices, including hazardous waste management, resource recovery, circular economy initiatives, and more.

    The event comprised three technical and information-intensive sessions on current practices in hazardous waste management, circular economy opportunities in hazardous waste management, and new developments in hazardous waste management- towards sustainable growth, said a press release.

    One of the major needs identified was the facilitation of resource waste recovery and transformation of the market by promoting substantial utilization and supplementary use of fuels.

    The challenges discussed during the seminar included funding deficiency, lack of focus on waste minimization, and the need for corrective actions to measure performance. The importance of waste minimization was emphasized, and industries were urged to start taking it seriously.

    Another significant issue addressed was the prevention of groundwater contamination through sustainable treatment and aquifer remediation. The role of technology in remediation, such as soil retorting and mercury-contaminated site treatment, was also highlighted.

    Proper enforcement of waste management regulations was stressed as a critical need to ensure effective and sustainable waste management practices.

    Re Sustainability managing director Goutham Reddy said, “India recognized hazardous waste management early on, but progress was slow due to the lack of infrastructure and regulation. The definition of hazardous waste has always been a matter of debate worldwide, starting from the very definition of waste itself. We must work together to find innovative solutions that are sustainable, cost-effective, and environmentally responsible.”

    Gandhinagar: The Comptroller and Auditor General of India (CAG) has pointed out several flaws in the financial practices of the Gujarat government and said there was a need to formulate a realistic budget based on the needs of the departments.

    The “State Finance Audit Report of the CAG for the year ended March 31, 2022” was tabled on the floor of the Gujarat Assembly on Wednesday, the last day of the month-long budget session.

    Pointing out that financial accounts of 2021-22 were “affected” as capital expenditure was overstated and revenue expenditure understated, the CAG said, “The state government needs to formulate a realistic budget based on the needs of the departments and their capacity to utilise the allocated resources.”

    “An appropriate control mechanism may be instituted by the government to enforce proper implementation and monitoring of budget so that large savings within the grant or appropriation are controlled, and anticipated savings are identified and surrendered within the specified timeframe,” it added.

    The national auditor observed that though departments demand additional funds for different schemes and activities; they “finally end up spending less than the original budget provision and the supplementary provision or parts thereof. As a result, the unutilised funds cannot be made use of”.

    The CAG noted that some departments could not utilise more than 50 per cent of the original provision (Rs 50 crore or more), leading to savings of Rs 3,528.83 crore at the end of the year in 21 schemes.

    As per the Gujarat Budget Manual-1983, rush of expenditure, particularly in the closing months of the financial year, is a breach of financial propriety, the CAG said.

    However, the CAG report revealed that expenditures in March were significantly higher than that of other months during the financial year 2021-22.

    In some cases, CAG noted that 50 per cent of the total expenditure for a particular work was spent in March, while nominal funds were spent in the three previous quarters.

    The CAG also noted that under 124 sub-heads, 100 per cent expenditure (Rs 4,747.17 crore) was incurred in March 2022.

    “Thus, contrary to the spirit of financial regulation, substantial expenditure was incurred by the state government at the end of the financial year, indicating inadequate control over expenditure and poor budgetary management,” it added.

    The CAG found a major flaw in the allocation of funds by the Health and Family Welfare Department in running “HLT 29 Epidemics Diseases Programme” in the state.

    Though non-communicable diseases (NCD) do not come under epidemics, a provision of Rs 50 lakh was made under HLT 29 for NCD in 2019-20, 2020-21 and in 2021-22.

    “Similarly, a budget provision of Rs 20 lakh was made under HLT 29 for Thalassemia every year during 2019-20, 2020-21 and 2021-22 though it is not an epidemics/communicable disease. Provision for NCD and Thalassemia could have been made under the general planning instead of under HLT 29 epidemics,” said the CAG.

    The CAG also pulled up the Finance Department over the issue of “non-submission of information as well as accounts regarding grants and loans paid to various institutions”.

    “Non-submission of 4,563 Utilisation Certificates amounting to Rs 10,309.47 crore within the specified period not only weaken the financial accountability mechanism but also indicate failure of the departmental officers to comply with the rules and procedures to ensure timely utilisation of grant for the intended purpose,” it said.

    Non-submission of accounts by autonomous bodies and authorities violated the prescribed financial rules and directives. These point to inadequate internal controls and deficient monitoring mechanisms of the state government, the report said.

    The CAG further suggested that the “state government needs to institute a rigorous monitoring mechanism to ensure that the Departments comply with the prescribed rules and procedures regarding submission of utilisation certificates”.

    According to the CAG, Article 205 of the Constitution of India states that no money shall be drawn from the Consolidated Fund except under appropriation made by law by the state legislature.

    However, “excess expenditure of Rs 14,367 crore pertaining to the period from 2007-08 to 2011-12 and 2013-14 to 2021-22 had escaped legislative oversight, as it was pending regularisation as per Article 205”, the auditor noted, adding that excess expenditure over provision vitiates the system of budgetary and financial control.

    SRINAGAR: The National Health Mission in Jammu and Kashmir has announced the release of the February 2023 rankings of public health facilities on the Hospital Management Information System (JK e Sahaj).

    The initiative has covered 578 facilities in the first phase of implementation and will gradually extend to other facilities in a phased manner.

    In the category of Associated Hospitals of Government Medical Colleges, the first rank has been clinched by Chest Disease Hospital Jammu followed by Psychiatric Disease Hospital, Jammu, GMC Baramulla, AH GMC Rajouri, and GMC Doda. The bottom five in this category included SMHS GMC Srinagar, Kashmir Nursing Home, Srinagar, Children Hospital Bemina, Srinagar, Psychiatric Disease Hospital, Srinagar and GMC Kathua.

    In the category of District Hospitals, first rank has been secured by DH Shopian followed by DH Reasi, Government Hospital Gandhi Nagar, Jammu; DH Samba and DH JLNM, Srinagar. The bottom five in this category included DH Kishtwar, DH Handwara, DH Pulwama, DH Ramban and DH Ganderbal.

    In the category of Community Health Centres (CHCs), CHC Ramgarh bagged first rank followed by CHC Zainpora, CHC Dooru  EH Vijaypur and CHC Seer. The bottom five in this category included CHC Darhal, CHC Magam, CHC Zachaldara, CHC Thatri and CHC Tral.

    In the category of Primary Health Centres (PHCs) and UPHCs, first rank has been clinched by PHC Achabal  followed by PHC Mattan, PHC Kakapora, PHC Srigfwara and PHC Aishmuqam. The bottom five in this category included UPHC Sangam, PHC Thakrakote, PHC Teetwal, PHC Massu and PHC Machil.

    JK e-sahaj (Electronic System for Automation of Hospital Administration J&K)  initiative was formally launched in November 2022 as part of Jashn-e-Sehat, by the Lieutenant Governor, J&K, for different types of facilities i.e. Tertiary care, District Hospitals, Community Health Centres, Primary Health Centres and some New Type PHCs. JK E -Sahaj has been integrated with Rapid Assessment System (RAS), 104 Centralised Health Helpline for outbound calling and RCH portal of MoHFW, Government of India.

    The ranking has been done on the basis of registration, conversion of EMR (Electronic Medical Record) and Patient feedback uploaded on the portal of JK e Sahaj for the month of February 2023, on real time basis. The detailed list of facilities has been shared on NHM website. (GNS)

    Bengaluru: Chief Election Commissioner Rajiv Kumar has flagged “flawed” reports of some agencies and organisations, saying they cause more damage to the credibility of election management bodies as the pioneering work done by them finds no place in such surveys.

    Kumar urged the EMBs to come up with essential parameters and standards which should guide such surveys and rankings.

    He was addressing the 3rd International Conference on the theme ‘Inclusive Elections and Elections Integrity’ on Thursday in a virtual format.

    The CEC along with fellow election commissioners were in Bengaluru where they also assessed the poll preparedness of poll-bound Karnataka.

    He lamented that countries with low inclusivity are ranked high.
    “The flawed report causes more damage to the credibility of EMBs,” he added.
    The CEC urged the participating EMBs to come up with essential parameters and standards which should guide such surveys…countries with low inclusivity are ranked high,” the poll panel said in a statement.

    Talking about inclusivity, the CEC pointed out that India has 460 million women voters, which is almost equal to the number of men voters.

    In the 2019 Lok Sabha polls, more women than men voted. “This is the level of inclusion that India has been able to achieve,” he said.

    In his address, Election Commissioner Anup Chandra Pandey said the Election Commission of India has been working for inclusive elections under the premise of ‘No Voter to be Left Behind’.

    “Our flagship voter education programme SVEEP connects with over 950 million voters spread over more than one million polling stations across the country,” he said.

    Election Commissioner Arun Goel said inclusive elections are a critical building block of ‘Elections Integrity’.

    A total of 59 participants from 31 countries/ EMBs including Angola, Armenia, Australia, Canada, Chile Costa Rica, Croatia, Denmark, Dominica, Georgia, Guyana, Kenya, Rep. of Korea, Mauritius, Moldova, Norway, the Philippines, Portugal, Romania, St Lucia, Suriname, Sweden, Switzerland and Zambia, as well as representatives of two International organisations, participated in the Conference.
