    Lebanon’s real estate sector sees major slowdown as financial crisis deepens

    Beirut: The development of Lebanon’s real estate sector is slowing down, with demand for properties falling by around 80 per cent in 2022 and 2023 compared to the years before the ongoing financial crisis which first erupted in 2019, according to economists.

    Nassib Ghobril, head of the economic research department at Byblos Bank, told Xinhua news agency that demand for properties has dropped by at least 80 per cent in the four years after the crisis, due to the lack of market liquidity.

    In 2020 and 2021, buyers could still pay for their properties through cheques, which were needed by the real estate developers to settle their bank loans, said Ghobril.

    However, after paying off most of their bank debts, the developers only accepted cash, making it very difficult for Lebanese buyers to afford properties as the bankrupt banks froze tens of billions of dollars saved in their accounts, he noted.

    Adnan Rammal, a real estate developer and representative of the trade sector in the Economic and Social Council, attributed the decline in demand to Lebanese buyers’ reduced purchasing power following the devaluation of their currency as a result of the severe financial crisis.

    Before the crisis, according to Rammal, around 60 to 70 per cent of properties sold were small apartments priced at approximately $150,000.

    However, buyers of these apartments, mostly employees paid on wages, saw their purchasing power decreased a great deal during the crisis.

    Making matters worse, the collapse of the banking sector made those employees who relied significantly on loans no longer had access to them.

    According to developers, the sharp decrease in property demand in Lebanon led to a price drop of around 50 per cent from pre-crisis levels.

    Developers have stressed the necessity for the government to take urgent measures to revive the real estate market and some other sectors of the economy.

    Rammal said that the banking sector must be restructured in order for it to provide loans to buyers as before.

    The economic and financial crisis that started in October 2019 has been further exacerbated by the dual economic impact of the Covid-19 pandemic, and the massive Port of Beirut explosion in August 2020, according to the World Bank.

    Of the three, the economic crisis has had by far the largest (and most persistent) negative impact.

    In July last year, Lebanon was reclassified by the World Bank as a lower-middle income country, down from upper middle-income status.

    Unemployment has also increased from 11.4 per cent in 2018-19 to 29.6 per cent in 2022.

    Earlier this month, the Lebanese currency collapsed to 100,000 LBP per US dollar for the first time in history.

    Lebanon’s economists have been calling on authorities to elect a new president and form a new cabinet to end the political deadlock and allow the country to implement necessary reforms and stop the collapse.

    SRINAGAR: An infiltrator was killed as the army on Sunday claimed to have foiled a major infiltration bid along the Line of Control in Poonch sector.

    “On the intervening night of 8/9 April 2023, alert troops of Indian Army on the LoC in the Poonch Sector(JK), detected some suspicious movement of a group of individuals,” a spokesperson of defence ministry based in Jammu said in a statement .

    “The individuals were challenged by  Army  on own side of LoC, close to the fence,” he said, adding, “On being intercepted, in the ensuing operations, one dead body has been seen and the other intruders ran into the forest area.”

    He said a cordon of the area has been established and search operation is in progress. “Update will follow,” he added. (GNS)

    Congratulating the stakeholders, the Lt Governor said the initiatives will strengthen the cooperative spirit in the UT and transform the lives of the tribal community.

    “Prime Minister’s vision of ‘Sahkar Se Samriddhi’ will guide the social and economic transformation and provide vital support for growth of agriculture sector. The new initiatives also aimed at improving cooperatives efficiency and to meet the requirements of rural economy,” observed the Lt Governor.

    Emphasizing on promoting cooperative education and training, the Lt Governor said the introduction of Diploma in Cooperative Management will provide opportunities to Junior Officers, members of Cooperative Societies, FPOs and officials of other allied departments to acquire requisite skills to manage cooperative business and facilitate the process of human resource development in J&K.

    Manoj Sinha also highlighted the positive impact of convergence of schemes of Cooperative Department & Tribal Affairs Department to achieve the twin objectives of equitable and sustainable rural development.

    “The Memorandum of Understanding between Department of Cooperatives and Department of Tribal Affairs will ensure that tribal cooperatives, Van Dhan Vikas Kendras avail benefits of different schemes and enable economic development and prosperity of tribal population,” said the Lt Governor.

    The Lt Governor shared the Union Territory administration’s efforts to strengthen the cooperative sector to accelerate the grassroot development and capacity building.

    “We have taken several steps to ensure effective on-ground implementation of rural development schemes and to empower the targeted sections. Resource availability for growth of cooperatives is another area where steps have been taken to ensure credit access to people and support services for equitable distribution of benefits,” observed the Lt Governor.

    More than 1000 cooperatives have been established in various sectors. An amount of Rs 366 crore was allocated for the revival of Jammu, Baramulla and Anantnag Central Cooperative Banks, besides Apex Level Dairy Federation has been established in Jammu Kashmir after 27 years, he added.

    He further stressed on expansion of the cooperative sector and connecting more farmers with Primary Agriculture Cooperative Society. Establishment of PACS in every panchayat should be our prime objective, he added.

    The Lt Governor appraised the action plans and the awareness programmes at various levels, besides measures initiated for computerization of PACS.

    The Lt Governor also enquired about the training modules of the diploma course. It was informed that 50 candidates have been enrolled for the 40 weeks Diploma course in Cooperative Management through the Centre for Cooperative Management Jammu.

    Head of Departments and senior officers were present on the occasion.

    That was an animating factor for Protasiewicz’s campaign, whose advertising regularly spoke about abortion rights. On the trail, she has repeatedly said “my personal value is that a woman has a right to choose,” while stressing that she is merely speaking about her values and not prejudging any particular court case.

    The race court could have a significant impact on election laws in the state, which has regularly ruled on contentious election issues since the 2020 election.

    Perhaps most notably, the state Supreme Court turned away then-President Donald Trump’s attempts to throw out the 2020 election results in the state.

    Its 4-to-3 vote came only after Justice Brian Hagedorn, a conservative who sometimes served as a swing vote, joined the liberal bloc to reject the case.

    Protasiewicz’s win also makes Democrats much more likely to bring challenges to the state’s congressional and legislative lines.

    Republicans have near-supermajorities in both legislative chambers and a 6-2 split of the congressional delegation in a state that routinely votes close to 50-50 on a statewide level.

    Similarly to her comments about values on abortion, Protasiewicz has said that it is clear the maps in the state are unfair.“

    Wisconsin has probably the most gerrymandered maps in the entire country,” she said in an interview with POLITICO in February. “I anticipate that it’s possible that some type of litigation in regard to fair maps could come before the Supreme Court.”

    New York: Fast food giant McDonald’s has temporarily shut its offices in the US this week as it gears up to lay off several employees as part of the restructuring plan amid the global economic meltdown, the media reported.

    According to Wall Street Journal, the Chicago-based burger major told US employees, and some international staff, “that they should work from home from Monday through Wednesday so it can deliver staffing decisions virtually”.

    “During the week of April 3, we will communicate key decisions related to roles and staffing levels across the organization,” the company said in an internal email.

    “We want to ensure the comfort and confidentiality of our people during the notification period,” the company added.

    McDonald’s was yet to comment on the development or on the number of employees being laid off.

    In January, the company said it planned to make “difficult” decisions about changes to its corporate staffing levels by April.

    CEO Chris Kempczinski had said at the time that he expected to save money as part of the workforce assessment.

    McDonald’s employs more than 1,50,000 people globally in corporate roles and its owned restaurants with 70 percent of them located outside of the US.

    The company has conducted several rounds of layoffs in recent years.

    In 2018, McDonald’s said that the company was cutting its management to be “more dynamic, nimble and competitive”.

    New Delhi: NGOs based in Delhi received the highest amount of foreign funds, followed by those based in Karnataka, Maharashtra and Tamil Nadu out of the over Rs 55,600 crore contribution sent to India from abroad in the last three years, Rajya Sabha was informed on Wednesday.

    Union Minister of State for Home Nityanand Rai said as per the Foreign Contribution (Regulation) Act 2010, every Non-governmental organisation which receives foreign contributions has to submit an annual return along with the income and expenditure statement, receipt and payment account and balance sheet for every financial year.

    Rai said during 2019-20, 2020-21 and 2021-22, a total of Rs 55,645.08 crore was received by Indian NGOs as foreign contributions.

    Among these, Delhi has received Rs 14,062.77 crore in the said three financial years, Karnataka received Rs 7,241.32 crore, Maharashtra received Rs 5,606.01 crore and Tamil Nadu received Rs 6,804.07 crore, he said in response to a written question.

    All NGOs in the country received Rs 16,359.48 crore in 2019-20, Rs 17,166.34 crore in 2020-21 and Rs 22,119.26 crore in 2021-22.

    The minister said between 2020 and 2022 and the current year, the FCRA registration certificate of 1,828 NGOs has been cancelled for violation of the provisions of the act.

    As on March 10, 2023, there were 16,383 FCRA-registered organisations in the country, officials said.

    Easy address change process in Aadhaar major cause of cyber fraud: Police

    Delhi: Police officers engaged in probing cyber-related offences believe that the simple process of upgrading the addresses of individuals in the Aadhaar data has emerged as one of the biggest causes of cyber fraud.

    An Aadhaar card holder can get his or her address changed with the Unique Identification Authority of India (UIDAI), which issues Aadhaar cards, in multiple ways.

    One of those is to download an address-change certificate from the UIDAI’s website and upload it after getting it signed by any of the various public authorities, such as an MP, an MLA, a municipal councillor, a gazetted officer of Group “A” and Group “B” and MBBS doctors, among others.

    In several solved cybercrime cases, the investigators have found that fraudsters used fake rubber stamps and forged signatures of pubic authorities to upgrade their personal details in the Aadhaar database.

    In some cases, even public authorities put their stamps and signature carelessly, without verifying the credentials of individuals.

    “In a cyber fraud case, we found that an MLA had signed the certificate for a change in the address of the accused, on the basis of which he got his address changed in the Aadhaar database. On further investigation, we found that the MLA had authorised his office boy to put stamps and his signature on such certificates,” an investigator said.

    In March 2022, a probe team from the Cyber Police Station of Central district of the Delhi Police, led by Inspector Khemendra Pal Singh, cracked a case in which six people, including two Nigerian citizens, used to dupe young women by posing as non-resident Indian (NRI) grooms.

    During the investigation, the team found that the accused had got their addresses changed in the Aadhaar database with the help of a doctor who had signed on their certificates for upgrading the addresses by charging merely Rs 500.

    “Cybercriminals change their addresses, in some cases multiple times, in their Aadhaar database and get multiple accounts opened with different banks to transfer money from the victims’ accounts,” Prashant Gautam, Deputy Commissioner, Intelligence Fusion and Strategic Operations (IFSO), Delhi Police, said.

    “Since police do not have access to the Aadhaar data, we need to approach the Delhi High Court in each case to find out the original details of the accused, which causes a delay and makes our job challenging,” the officer added.

    Investigators say there seems to be no way of cross-verifying the changed credentials of individuals uploaded on the UIDAI website.

    They feel the need to have some mechanism in place where the process of upgrading the address can be made more secure and forged stamps and signatures of public authorities can be avoided.

    Gautam said besides address change, which is a bigger cause of concern, cyber cheats are using other innovative ways to manipulate their personal details. In a recent case, the IFSO arrested a mastermind and two accused who used to obtain loans from banks by exploiting the vulnerability of the Aadhaar system.

    “During interrogation, the accused claimed that they manipulated the system of updating details in Aadhaar by replacing the fingerprints of the left hand with the fingerprints of the right hand and by putting coloured contact lenses in the eyes to dupe the biometric process of recognising the retina,” Gautam said.

    A section of cyber experts feels that at present, cybercrime is a very minuscule part of the use of technology in the financial world and making the address-change process cumbersome will cause more hardship to people as compared to its benefits.

    “Despite that, it is crucial for policymakers to plug in the shortcomings, without making the process complicated,” a cyber expert, who did not wish to be quoted, said.
