    Ukrainian President Volodymyr Zelenskyy denied the accusation, and U.S. officials said they had no advanced knowledge of the attacks. Secretary of State Antony Blinken said that he’d take any claims coming from the Kremlin with a “large shaker of salt.”

    “We don’t attack Putin or Moscow,” Zelenskyy told the Nordic broadcaster TV2 during a trip to Finland on Wednesday. “We fight on our territory. We’re defending our villages and cities. We don’t have enough weapons for these.”

    Peskov reportedly said during a press conference earlier Thursday that “attempts to disown this, both in Kyiv and in Washington, are, of course, absolutely ridiculous. We know very well that decisions about such actions, about such terrorist attacks, are made not in Kyiv but in Washington.

    “Kyiv only does what it is told to do,” Peskov said.

    Kirby said on MSNBC that the U.S. doesn’t encourage or enable Ukraine to strike within Russian borders, saying that “we certainly don’t dictate the terms by which they defend themselves or the operations they conduct.”

    Senior administration officials told POLITICO Wednesday they are working to confirm whether the suspected strike was ordered by Kyiv, conducted by a rogue pro-Ukraine group, or a false flag operation by Russia.

    During a surprise trip to the Netherlands on Thursday, Zelenskyy reiterated his plea for a special tribunal to hold Putin accountable for war crimes.

    “We all want to see a different Vladimir here in The Hague,” Zelenskyy said. “The one who deserves to be sentenced for these criminal actions right here, in the capital of international law.”

    The International Criminal Court, which is based in the Hague, in March issued an international arrest warrant against Putin over the forced deportation of Ukrainian children to Russia since the war began. While the court doesn’t have the authority to prosecute the crime of aggression, Zelenskyy said the rules need to change.

    “If we want true justice, we should not look for excuses and should not refer to the shortcomings of the current international law but make bold decisions that will correct that shortcomings that unfortunately exist in international law,” Zelenskyy said in a speech.

    “We are grateful for the court’s ruling,” said Lieber’s attorney, Marc Mukasey. “We think it was the appropriate decision so that Charlie can keep up his fight against his severe health issues.”

    Prosecutors had recommended three months in prison, a year of probation, a $150,000 fine and restitution to the IRS of $33,600.

    Prosecutors said Lieber knowingly lied to Harvard and government agencies about his involvement in China’s Thousand Talents Plan, a program designed to recruit people with knowledge of foreign technology and intellectual property to China, to enhance his career — including the pursuit of a Nobel Prize — and benefit financially.

    Lieber denied his involvement during questioning from U.S. authorities, including the National Institutes of Health, which had provided him with millions of dollars in research funding, prosecutors said.

    Lieber also concealed his income from the Chinese program on his U.S. tax returns, including $50,000 a month from the Wuhan University of Technology, some of which was paid to him in $100 bills in brown paper packaging, according to prosecutors.

    In exchange, they say, Lieber agreed to publish articles, organize international conferences and apply for patents on behalf of the Chinese university.

    Lieber’s case was one of the most notable to come out of the U.S. Department of Justice’s China Initiative, started during the Trump administration in 2018 to curb economic espionage from China.

    But in February 2022 under the current administration, a decision was made to revamp the program and impose a higher bar for prosecutions after a review based on complaints that it compromised the nation’s competitiveness in research and technology and disproportionally targeted researchers of Asian descent.

    Assistant Attorney General Matthew Olsen said at the time the department will still “be relentless in defending our country from China,” but would not use the China Initiative label, in part out of recognition of threats from other nations including Russia, Iran and North Korea.

    The federal government ended up dismissing multiple cases against researchers or had them thrown out by judges.

    Mukasey asked that his client, who retired after his conviction and has a form of incurable blood cancer along with a “destroyed immune system,” be spared prison time because of the dangers of getting sick behind bars, the extraordinary research he as done and the positive effect he has had on countless lives.

    “In prison he will be a sitting duck for disease, and will not get the daily medical care that he needs,” he said.

    Mukasey read from some of the more than 100 letters of support submitted to the court by Lieber’s family, friends, colleagues, and former students he has mentored. More than two dozen of his supporters crowded the courtroom, some of whom flew in from as far away as California to attend the hearing.

    Anqi Zhang, one of Lieber’s former doctoral students who is now doing post-doctoral work in chemical engineering at Stanford University, thinks her mentor’s motives have been misrepresented by the government.

    “He’s the best scientist and the best mentor in the world,” she said. “He’s a pure scientist, he worked very hard, and was focused completely on the science.”

    Lieber, in a statement read to the court, accepted responsibility and said the last three years of his life have been “horrific.”

    “I would like to express my sincere apologies and remorse for my actions,” he said.

    Mukasey also stressed that Lieber was never charged with espionage-related offenses; was never accused of misusing grant money; there was no theft or trade of trade secrets or intellectual property; and he did not disclose any proprietary research to the Chinese government or university.

    But prosecutor Jason Casey said in court that Lieber “was someone willing to lie and deceive to protect what mattered to him most — and that was his career.” His behavior was not an aberration, but occurred over a period of several years.

    As a person of “extraordinary intellect and extraordinary education,” he had the capacity to understand the wrongfulness of his actions, Casey said.

    Casey said a three-month period of prison time was appropriate despite Lieber’s health issues because he is in remission and can get proper treatment in a federal prison.

    Mukasey called the government’s contentions “callous, misleading, naive and dangerous to (Lieber’s) health” and said his client has been punished enough because of his damaged reputation.

    “Please don’t put him in prison where he can’t control his health,” Mukasey told the judge.

    Delhi: Delhi chief minister Arvind Kejriwal on Saturday alleged that he knew he would be next in line to be summoned by the Central Bureau of Investigation (CBI) since the day he spoke against corruption in Delhi assembly.

    Kejriwal was addressing a press conference in the national capital a day after he was summoned by the CBI on Sunday for questioning in the Delhi excise police case.

    While talking to media persons, he said, “Central agencies are lying to courts against us in the liquor policy probe. Arrested people are being tortured, pressure is being created on them to nail us.”

    He added, “The CBI has falsely accused Manish Sisodia in the liquor policy case. People were beaten to obtain false statements. The agencies are torturing people for evidence. This was a great policy to eradicate corruption.”

    The CBI has summoned Delhi Chief Minister Arvind Kejriwal on April 16.

    AAP leaders said that Kejriwal will appear before CBI for questioning.

    Former Delhi Deputy Chief Minister Manish Sisodia, a key aide of Kejriwal, is in jail over alleged irregularities in the excise policy case.

    Sisodia was arrested by ED and CBI in the ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy in Delhi.

    The CBI arrested Sisodia on February 26, 2023. Later on March 9, the ED arrested him, after hours of questioning at Tihar Jail.

    The ED and the CBI had alleged that irregularities were committed while modifying the excise policy, undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval.

    The beneficiaries diverted “illegal” gains to the accused officials and made false entries in their books of account to evade detection, the probe agencies said.

    New Delhi: Senior AAP leader Sanjay Singh on Friday accused the Enforcement Directorate of “lying” before the court and claimed that no mobile phones were destroyed by former deputy chief minister Manish Sisodia.

    In March, the ED had claimed before a Delhi court that Sisodia was involved in “large scale destruction of digital evidence to impede investigation” in the Delhi excise policy case and had changed and destroyed
    14 phones.

    Sisodia was arrested in a money laundering case related to the alleged excise case.

    “The Enforcement Directorate has been lying before the court all this while. They said 14 mobile phones were destroyed by Sisodia but the reality is, no mobile phones were destroyed by the former deputy chief minister,” Singh claimed.

    “In fact, five out of those 14 phone are in ED and CBI custody,” the senior AAP leader added.

    However, ED sources said the charge sheets in this case are based on “credible evidence” and that, the court “has taken cognisance of them.”

    “According to an ED report, all the phones are functioning and five out of the 14 phones have already been seized by the ED and CBI,” AAP’s Rajya Sabha member claimed.

    Lashing out at the probe agency, Singh alleged that the phone numbers listed by the ED included the ones that belonged to Sisodia’s househelp, driver and other staff.

    “They have made a mockery of an investigation. Those BJP leaders who have been alleging that Manish Sisodia destroyed 14 mobile phones and ED officers who defamed the best education minister of Delhi, should apologise publicly,” Singh said.

    The Senior AAP leader also read out the International Mobile Equipment Identity (IMEI) numbers of the mobile phones allegedly listed by the ED.

    Hyderabad: Posts of more than 2,000 professors and assistant professors in 11 universities of the state are lying vacant, affecting the education of students. At present, there is no possibility of starting the process of appointment for these posts immediately.

    Seven months ago, the government approved a common recruitment board in the Assembly, which was pending with the governor for a long time. After the government approached the Supreme Court, Governor T Soundararajan approved three bills, returned two bills to the government and two bills were referred to the President, including the Common Recruitment Board Bill for the promotion of universities.

    Until a decision is taken by the President, the process of appointment on the vacancies of professors and assistant professors in the state’s universities will not begin. More than 2,000 professors and assistant professors’ posts are lying vacant in eleven universities in Telangana. Teaching work is being done using the services of contract staff.

    In the year 2017, it was decided to appoint 1061 professors and assistant professors on vacant posts by issuing GO 34, but the appointments have not been made yet. For the appointment of professors, the UGC has issued some guidelines in the year 2018. In light of these guidelines, the state government has considered amending the Universities Act for appointments on the vacancies of assistant professors.

    It has been decided to conduct the common entrance test for the appointment of assistant professors. In this regard, the formation of the Common Board amended the Universities Act and sent a special bill to the Raj Bhavan by approving it in the Assembly. The governor kept the bill pending for seven months and has now referred it to the President.

    The stalemate over the pending bills and the petition filed by the BRS government last month in the Supreme Court has given an unprecedented turn to the rift between the government and the Governor.

    The BRS leaders are targeting the Governor for what they call running a parallel system, undermining the people’s elected government.
