    SRINAGAR: Lieutenant Governor Manoj Sinha addressed the National Seminar on Anti Human Trafficking Awareness organized by National Commission for Women, in collaboration with Social Welfare Department and J&K Police on Thursday.

    In his address, the Lt Governor shared valuable suggestions to effectively deal with the challenges of Human Trafficking in a comprehensive manner.

    “Trafficking in persons is the most heinous form of organized crime which requires holistic and coordinated action by all the stakeholders at all levels,” said the Lt Governor.

    “Law enforcement agencies, civil society groups, youth and every section of the society must unite to raise awareness of this issue, safeguards people from exploitation, effectively combat this violent crime and to dismantle the criminal network,” he added.

    The Lt Governor asked the Anti-human trafficking cells to forge partnership with youth clubs and civil society groups.

    “Anti-Human trafficking cell in the districts require a comprehensive approach and partnership with civil society and youth to prevent trafficking and assist the law enforcement agencies to punish the traffickers. Our small effort can save many innocent people from exploitation,” he said.

    The Lt Governor stressed upon the Law enforcement agencies to analyze three important aspects – origin, transit & destination and prepare a Priority Action Plan to strike at the root of Human Trafficking Network.

    “In order to eradicate this crime, our coordinate response must focus on vulnerable groups such as children, women, labourers, displaced persons and it should be ensured they are identified & sufficiently protected,” the Lt Governor said.

    The Lt Governor said the Government has adopted a policy of zero tolerance for crime against women and committed to punish the criminal networks or individuals behind this heinous crime.

    J&K UT has lowest number of cases of human trafficking. Rescue and rehabilitation is the priority. We are also fully committed to setting up Anti-Human Trafficking Cells in all the districts of J&K. Moreover, 202 women’s help desks have been set up in all the police stations of the UT, he further added.

    The Lt Governor also highlighted the significant role of security forces in establishing peace in J&K and ensuring safety of the people.

    On the occasion, the Lt Governor announced recruitment for the posts of Anganwadi’s Sangini and Sahayika. More than 4000 appointments will be made in a transparent manner soon. District Commissioners have been directed to complete the recruitment process within one month, he added.

    Justice N. Kotiswar Singh, Chief Justice of J&K and Ladakh High Court said, the human trafficking mainly affects women and children. We should focus on the prevention part and the judiciary has a role to play where perpetrators are taken to task, he added.

    Rekha Sharma, Chairperson, National Commission for Women stressed upon awareness in the society. Dr Arun Kumar Mehta, Chief Secretary reiterated the UT Administration’s commitment to eradicate Human Trafficking.

    Members of National Commission for Women, senior officials from civil administration, police & other law enforcement agencies, and civil society members were present.

    London: US annual inflation reduced to 5 per cent last month, official figures revealed, the slowest pace for price increases since 2021 they first began to climb, according to a media report.

    March’s monthly consumer price index (CPI), which measures the price of a basket of goods and services, showed the rate easing off over the last year, The Guardian reported.

    In February, the annual inflation figures stood at 6 per cent, already a steep decline from its peak of 9.1 per cent in June, the report said.

March’s core inflation rate over the last year was 5.6 per cent, compared to February’s 5.5 per cent.

    Despite the overall cooling, the closely-watched inflation report will probably not sway officials at the Federal Reserve, who have been eyeing further interest rate hikes in their aggressive campaign to lower inflation, The Guardian reported.

    Even as the overall inflation rate is on a downward trend, economists are expecting the Fed to continue raising interest rates, despite the volatility increased rates could bring to the economy, The Guardian reported.

    In March, the Fed increased rates by a quarter point to a range of 4.75 per cent to 5 per cent, a move largely seen as both assertive and conciliatory in the direct aftermath of the collapse of Silicon Valley Bank (SVB). The Fed has increased interest rates nine consecutive times over the last year, raising rates by a quarter point up to three-quarter points at a time.

    In March, the Fed chair, Jerome Powell, said that the central bank was closely monitoring the impact of SVB’s collapse but was still adamant on getting inflation down to a target goal of 2 per cent.

    London: The Russian rouble has fallen to its lowest value for a year, since shortly after Russia invaded Ukraine, according to a media report.

    The currency slid to 82 roubles against the US dollar on the Moscow Stock Exchange (MOEX), BBC reported.

    Russia has been hit with massive economic sanctions since it began an offensive in Ukraine in February 2022. Earlier this year, Russia had said its economy shrank by 2.1 per cent, far less than the 15 per cent fall that had been predicted, BBC reported.

    The rouble also slid by 2 per cent to 90.06 against the euro on Friday morning.

    Traders said the fall was linked to several factors, including lower oil prices in March cutting Russian revenue, and the sale of Western businesses in Russia in the wake of the invasion, BBC reported.

    The rouble’s value has not slumped to this level since April 2022, though it was even lower in the immediate aftermath of the invasion, when it fell to 113 roubles per US dollar. The currency stabilised in July to reach 50 roubles – but it has weakened again since then.

    President Vladimir Putin had insisted that the economy was standing strong against economic sanctions, but last week he admitted that the penalties could have a negative effect on Russia, BBC reported.

    Russia’s Finance Minister Anton Siluanov said the latest fall was linked to changes to imports and exports to the country.

    He added that the exchange rate fluctuated with “the conditions of changing foreign economic conditions”.

    Asked if people in the country should be concerned, he said the rouble is likely to strengthen thanks to the continued sales of Russian energy on the global market, BBC reported.

    New Delhi: Bihar has the lowest literacy rate in the country followed by Arunachal Pradesh and Rajasthan, according to Ministry of Education.

    The literacy rate in rural India is 67.77 per cent as compared to 84.11 per cent in urban India, it said.

    The information was shared by Union Minister of State for Education, Annapurna Devi in response to a written question in Lok Sabha.

    “Samagra Shiksha scheme envisages the school as a continuum from pre-school, primary, upper primary, secondary to senior secondary levels.

    “The states and UTs are assisted by the central government to implement the Samagra Shiksha as a programme for providing universal access and retention, bridging the gender and social category gaps in education and enhancement of learning level of children at all levels of school education,” Devi said.

    According to the data shared by the Ministry of Education, Bihar (61.8 pc) has the lowest literacy, followed by Arunachal Pradesh (65.3 pc) and Rajasthan (66.1 pc).

    Kerala has the highest literacy rate (94 pc) followed by Lakshadweep (91.85) and Mizoram (91.33 pc), it said.

    The ministry said to improve the literacy rate among adults in the country, a centrally sponsored scheme of Adult Education Saakshar Bharat.

    It said the scheme was implemented in the rural areas of 404 districts in 26 states and one Union Territory, that had adult female literacy rate of 50 per cent and below as per Census 2001, including left wing extremism affected districts…, the ministry informed the House.

    “The target was to raise the overall literacy rate of the country to 80 per cent and reduce gender gap to 10 per cent point by the end of XII five year plan.

    “The scheme was extended up to March 31, 2018. During the implementation of Saakshar Bharat scheme, against the overall target of making 7.00 crore adult non-literates as literates, around 7.64 crore learners who passed the biannual Basic Literacy Assessment Tests conducted by National Institute of Open Schooling (NIOS) between August, 2010 to March, 2018, were certified as literates,” said Devi.

    New Delhi: This winter saw the cleanest air in the Delhi-NCR region since large-scale monitoring started in 2018, according to the latest analysis of air pollution levels by the Centre for Science and Environment (CSE).

    The concentration of air pollutants in Delhi stood at 160 micrograms per cubic meter for the October-January period, which is the lowest level recorded since wide-scale monitoring started in 2018-19, the leading think tank said in its report.

    “The PM2.5 level, computed by averaging monitoring data from 36 Continuous Ambient Air Quality Monitoring Stations (CAAQMS) stations located in the city was 17 percent lower compared to the seasonal average of 2018-19 winter. Based on the subset of the 10 oldest stations, there is an improvement of almost 20 percent,” the CSE report said.

    It also said that the number of days with severe or severe-plus air quality was the lowest in the last five years.

    “This winter, around 10 days had a city-wide average in ‘severe’ or worse AQI category, which is much lower compared to 24 such days in the previous winter and 33 in the 2018-19 winter,” the report said.

    According to CSE, the city also recorded five days of good air this year which is an improvement over the last winter which had recorded one “good” AQI day, whereas, earlier winters did not record any “good” air quality days.

    Farm stubble fires this winter were about half of the last winter as the total count of stubble fires reported this year from Punjab, Haryana and Delhi in October and November stood at 55,846 (according to NASA’s VIIRS satellite) and 12,158 (according to MODIS satellite) respectively.

    “These are respectively 36 per cent and 40 per cent lower than the figures for October-January in 2021-22. If the FRP (fire radiative power which is the measure of the intensity of fire) is taken into account in addition to the number of fires, it becomes clear that not only were the fires lesser in count, but also lower in intensity compared to the previous two years,” the CSE report said.

    It also said that fires have been lower between October 2022 and January 2023, both in count and intensity, compared to the previous two seasons, but are marginally higher compared to the 2019-20 season.

    “The spike seen in the fires since the beginning of the pandemic has ended and the situation has reverted to a pre-pandemic scenario. This is a relatively better scenario, but we are still far from attaining our clean air objectives,” the report said.

    The quantity of smoke from farm stubble fires affecting Delhi is dependent upon two major factors – quantity and intensity of farm stubble fires and meteorological conditions conducive for transportation of the smoke to Delhi.

    This winter, not only the quantity and intensity of farm stubble fires have been low, but also the meteorological conditions have been less conducive for the transport of the smoke and as a result, the total smoke that fell upon Delhi in the form of PM2.5 has been considerably less.

    The CSE estimates that about 4.1 tonnes of PM2.5 affected Delhi this winter in the form of smoke, which is 37 per cent less than the 6.4 tonnes last year and almost half of the 2020-21 winter figure.

    However, the report also mentioned that even though there has been a significant decline in peak pollution levels, air in NCR continues to remain toxic.

    “In comparison to the other NCR cities, Delhi was the most polluted city followed by Greater Noida this winter.

    “Among the five big NCR cities, Ghaziabad registered the highest improvement in its winter PM2.5 level with a reduction of 23 per cent compared to the previous winter average. Noida (17 per cent), Faridabad (12 per cent) and Gurugram (6 per cent) also registered improvements in air quality, but it worsened for Greater Noida (-3 per cent),” the CSE analysis report said.

    About the way forward, the CSE said clean fuels and emissions control systems are needed in the industries. It also said that massive electrification of the vehicle fleet and scaling up of integrated public transport options with vehicle restraint measures are also needed.

    “The only way to prevent the high peaks and smog episodes during winter is to ensure sustained improvement in air quality to meet the national ambient air quality standard across the region.

    “This requires region-wide implementation of urban greening and dust control, waste management based on 100 per cent segregation, material recovery and zero landfill policy,” the report said.

    Clean construction and recycling of construction and demolition waste, and replacement of solid fuels in households are some other measures that the CSE suggested to prevent the high peaks of pollution in NCR.

    SRINAGAR: Urging citizens not to fall prey to the misinformation spread on Property Tax, Lt Governor Manoj Sinha on Wednesday said that that nearly 80 percent of the population will be exempted from the tax and those who would be covered under it, would pay it at nominal rates.

    “Nearly 75 to 80 percent of the population of JK will be exempted from the Property Tax. Those who are falling under the purview of Property Tax are trying to create chaos and confusion among the common masses”, the Lieutenant Governor said.

    LG was speaking to the reporters after inaugurating the GST symposium and tax awareness initiative ‘Kar-Tavya’  at the convention centre Jammu.

    Sinha said the citizens across the country are paying Property Tax. Property Tax proposed for Jammu and Kashmir is one-tenth of Shimla-the capital of neighbouring Himachal Pradesh”, he said and pointed out that on an average Rs 900 to Rs 1000 to be paid annually as Property Tax.

    Lieutenant Governor said that aim of proposing this Tax is to develop the cities of Jammu and Kashmir as “Engines of Growth”.

    “Every year government grants funds worth Rs 900 crores to the urban local bodies of JK. Property Tax will be directly deposited to the concerned urban local bodies for the overall growth and development of the area,” he added.

    The Lieutenant Governor appealed to the people to support government’s initiative to develop the towns and cities of Jammu and Kashmir and urged the people not to fall prey to certain vested interests spreading false information and creating misconceptions around anti-encroachment drives, power generation, and property tax.

    “No poor will be touched during anti-encroachment drives but no influential encroacher will be spared. The encroached land retrieved by the government will be utilized for the welfare of the common man and schools, colleges, hospitals, and sports facilities will be developed on the retrieved land,” said the Lt Governor.

    Maintaining that property tax in Jammu and Kashmir is the lowest as compared to other states, Manoj Sinha said “there are around 5,20,000 houses in the cities of JK and out of these, 2,06,000 houses are less than 1000 sq ft and no tax is being imposed on them.”

    There is no tax on 40% of the people living in cities, in rural and religious places. 2,03,600 houses are less than 1500 sq ft and 80% of these households will have to pay less than Rs 600 per annum. This amount is one-tenth of the tax amount being paid in Shimla, Ambala, and Dehradun, the Lt Governor said.

    “46,000 out of 1,01,000 shops in city areas are less than 100 sq ft and will have to pay up to Rs 700 per annum. Out of these 46,000 shops, 80% will have to pay a meager Rs 600 per annum/ Rs 50 per month, “he added.

    The revenue generated  will directly go to the accounts of municipalities and corporations. This step has been taken to make our cities an engine of growth, he added.

    Jerusalem: The value of Israel’s currency shekel has fell to its lowest record against the US dollar in nearly three years, according to exchange rates issued by Israel’s central bank.

    The shekel’s exchange rate against the dollar was set at 3.649 shekels per dollar, compared to the rate of 3.658 recorded on March 24, 2020.

    On January 25, 2023, the exchange rate was set at 3.37 shekels per dollar. Since then, the shekel has been devalued by 7.6 per cent in less than a month, Xinhua news agency reported.

    “The shekel’s devaluation is probably related to the approval of the first part of the juridical reform in the Israeli parliament on Monday night,” Sonia Gorodeisky, chief financial editor at Israel Hayom daily newspaper, told Xinhua.

    “The reform and the political uncertainty surrounding it cloud the general sentiment in the market which prefers certainty and broad consensus,” she added.

    Another reason for the strengthening of the dollar is the expectation of continued interest rate hikes in the US to levels of 5.25 to 5.5 per cent, said Gorodeisky.

    Hyderabad: The income tax collection cost that the Income Tax (IT) department incurs in India is the lowest in the world, said Shishir Agarwal, chief commissioner of IT (Hyderabad) here on Thursday. He added that India spends 57 paise per Rs 100 of tax collected.

    The IT commissioner added that the United Kingdom spends spends 73 paise, Japan 174 paise, Germany 135 paise, Canada 150 paise, and France 111 paise for every Rs 100 IT collected respectively. “The USA is the only country that spends less than us,” stated Mr Agarwal, while addressing a Seminar hosted by the FTCCI  on ‘Post Union Budget 2023-2024—Implication for Trade and Industries’ in Hyderabad.

    “I come from a department which people love to hate.  No one wants us to visit them in our official capacity.  But, we are doing really well.  The numbers reflect our performance.  For the year 2021-2022, we have collected an all time record tax. The net direct tax collections (income tax and corporate tax) reached an all time high of Rs 14.09 lakh,” he said, according to a press release from FTCII.

    The IT commissioner in Hyderabad also added that 65% of IT returns in India filed were processed and refunds were made within 24 hours of filing. “We have moved to a faceless tax process, which is the first in the world.  We understand tax payers’ aspirations and bring tailor-made initiatives for the benefit of tax payers for a better tomorrow. India’s time has come now,” Shishir Agarwal opined.

    Speaking about the Union Budget released a day earlier, the Chief Commissioner of IT in Hyderabad called it ‘progressive’. Mr. Anil Agarwal, FTCCI president, said that union finance minister Nirmala Sitharaman came out with a “people centric budget”. Over 200 professionals, experts from different walks of life attended the seminar.

    Abu Dhabi: The National Centre of Meteorology (NCM) on Sunday morning recorded a winter season lowest temperature of 1.9 degrees Celsius in Jebel Jais mountain in Ras Al Khaimah, United Arab Emirates (UAE).

    The chilly temperature was recorded at 4:15 am UAE time.

    “The lowest temperature recorded over the country this morning was 1.9 degrees Celsius in Jebel Jais (Ras Al Khaimah) at 04:15 UAE local time. ‎#The_lowest_temperature recorded over the country today morning is 1.9°C in Jais Mountain (Ras Al Khaimah) at 04:15 UAE Local time,” NCM tweeted.

    The UAE has been hit by heavy rainfall the last three days, with warnings issued to motorists, events cancelled and schools closed due to the safety of students and staff.

    On Saturday evening, the UAE Ministry of Interior said in an official statement that the weather conditions in the UAE are now stable.

    In a statement on Twitter it said, “The MOI in coordination with the National Emergency Crisis and Disasters Management Authority, and according to the reports of the National Centre of meteorology and after follow-up operations, announces the stability of the weather conditions in the country, and confirms that police general directorates and concerned authorities dealt with proactivity and high flexibility to ensure the safety of society and the preservation of lives and property.”

    On Sunday, Storm Center posted images that show a Ghalilah valley in Ras Al Khaimah blooming green after it rains.
