    Aligarh: Uttar Pradesh Chief Minister Yogi Adityanath on Sunday said the double-engine government of the BJP has “put an Aligarh lock” on riots in the state.

    Campaigning for the second phase of urban local body polls in Aligarh, which is famous for its locks, Adityanath hit out at opposition parties for promoting “tamancha (countrymade pistol) culture” in the state.

    The chief minister also held public meetings in Budaun, Shahjahanpur and Bareilly, and talked about law and order and development in his speeches in these districts.

    “The double-engine government of the BJP has put an Aligarh lock over riots in the state and made UP riot-free,” Adityanath said in Aligarh.

    “Double-engine” is a term often used by BJP leaders to refer to the party ruling at the Centre and in a state.

    In an apparent reference to the Samajwadi Party and the Bahujan Samaj Party, the CM said people with ‘parivarvadi’ (dynastic) and ‘jaativadi’ (casteist) mindset gave ‘tamanchas’ to the youth after coming to power.

    “We changed this tamancha culture and provided tablets to two crore youths,” he said.

    Adityanath said Aligarh is known all over the world for its locks and the BJP government is working towards its revival.

    “The lock industry (of Aligarh) will be given a global platform with the help of one district one product initiative,” he said.

    “Taala (locks), taaleem (education) and tehzeeb (culture) of Aligarh were once its identity. But the casteist mindset of the dynastic parties has shut down the lock industry of Aligarh, and created obstructions,” he said.

    “These casteist and dynastic parties have nothing to do with education and culture. They adopted the policy of divide and rule and used it to divide society on the basis of appeasement. They made an effort to increase the gulf in society. As a result of this, there was an atmosphere of fear among the people even during festivals,” Adityanath said.

    Aligarh will vote in the second phase of the urban local body polls on May 11. The counting of votes will take place on May 13.

    Adityanath said people of the state were forced to face curfews for a long time.

    “But today, you are seeing Aligarh, Uttar Pradesh and India transforming. Under the leadership of Prime Minister Narendra Modi, the perception about India has changed, and Indians are seen with respect wherever they go,” he said.

    “What could not be achieved in the last 60-65 years has been done in nine years. The government has worked hard to put an end to terrorism, Naxalism and separatism in the country,” he said.

    Referring to the Ram Temple in Ayodhya, Adityanath credited the efforts of the BJP’s double-engine government to resolve a 500-year-old dispute.

    “Today, Kashi Vishwanath Dhaam is being constructed in Kashi, whereas Mathura and Vrindavan are being decorated. Along with this, beautification of Naimisharanya, Vindhyavasini Dham, Lalapur of (sage) Valmiki and Rajapur of Tulsidas (both in Chitrakoot) is also underway,” he said.

    The CM also said that a memorandum of understanding has been signed with the Airports Authority of India for the building of an airport in Aligarh.

    “We are going to connect it with air service and for the extension of the airport, Rs 700 crore has already been released,” he said.

    “In addition, construction of the four-lane highway from Ghaziabad to Kanpur via Aligarh is going on at a fast pace,” Adityanath said, adding that a power plant is being set up at Harduaganj which will make Aligarh the centre of energy production.

    The chief minister also said that the BJP’s double-engine government has named a university after Maharaja Mahendra Pratap Singh, who fought for the country’s independence and also donated land for the Aligarh Muslim University, although there is no “shilapat (nameplate) of his in the AMU”.

    Addressing a rally in Badaun, Adityanath said till six years ago, dynastic parties used to give pistols to the youth.

    “The youth are becoming self-reliant as we are combining talent of Uttar Pradesh with technology and training. As a result of this, UP is rapidly becoming the growth engine of India’s development,” the CM said.

    In Shahjahanpur, he said that festivals have replaced nuisance and disorder in the state of today. “The atmosphere of fear and panic is over now. People celebrate festivals peacefully and with joy. Now there is no curfew, instead Kanwar yatras are taken out peacefully,” he added.

    In Bareilly, the CM said the city earlier known as a garbage dump has turned into a smart city. “Bareilly has an airport. Four-lane and six-lane roads are being constructed,” he said.

    Addressing an election rally here in Vijayanagara district, Modi said: “I have come to the land of Hanuman. I am fortunate that I got the opportunity to pay obeisance to the land of Hanuman but see the misfortune that when I have come to pay my respect to Hanuman’s land, at the same time Congress in its manifesto has decided to lock up Lord Hanuman.”

    Modi said, “First they (Congress) locked up Lord Rama and now they have vowed to lock up those who chant ‘Jai Bajrang Bali’.”

    “It is the misfortune of the country that the Congress had a problem with Lord Rama and now it has difficulty with those who say ‘Jai Bajrang Bali’,” he added.

    The Prime Minister told the crowd that the BJP was committed to making Karnataka the number one state. “I pray for the accomplishment of this vow by bowing my head at the feet of Lord Hanuman.”

    “BJP will never let anyone damage the honour and culture of Karnataka,” Modi vowed.

    He said the Vijayanagara dynasty and its history were the pride of India. Invoking the name of the glorious ruler of Vijayanagara dynasty, he said Sri Krishnadevaraya with his resources had immortalised this region. He had strengthened business ties with various countries and had made the culture of Karnataka famous worldwide.

    “This week, we will pass” the debt bill, McCarthy declared to reporters after a full day of meetings.

    “We’re done negotiating,” added Rep. Mike Johnson (R-La.), a member of GOP leadership, while projecting confidence that “the whole Republican conference is going to get on board.”

    The GOP plan, which includes across-the-board spending cuts, stricter rules for social safety net programs and energy production incentives, has largely earned cheers across the conference despite zero expectations that it will become law. Republicans have nonetheless insisted that this week’s debt bill is their best chance to restart stagnant talks with President Joe Biden ahead of a deadline that could come as soon as June.

    But with a small margin of error, and potential absences among the GOP ranks, they’ll need near-unanimity among his conference to avoid an embarrassing setback that would undercut Republican efforts to force Biden to come to the negotiating table.

    Already, two Republicans went on record Tuesday night saying they’ll oppose the bill: Rep. Nancy Mace (R-S.C.) and Tim Burchett (R-Tenn.). And Rep. Andy Biggs (R-Ariz.) said he is a “lean no.“

    Burchett, for his part, praised McCarthy but said that he hadn’t heard from the California Republican. Instead, he heard from his team who scheduled a meeting with the Tennessee Republican — but then skipped it.

    “I’m not going flip a vote because of my ego, but … just don’t take me for granted dude,” Burchett said.

    Underscoring the fluidity, Freedom Caucus Chair Scott Perry (R-Pa.) declined to say, after meeting with McCarthy, if he would support the GOP debt bill or how many of his members might defect.

    “I don’t know what might change. I don’t know right now what might change and so I’m waiting to see,” he said.

    Perry is amongst a group of conservatives who want to boost work requirements up to 30 hours per week — up from 20 hours in the current plan. Members of the Freedom Caucus are expected to discuss the debt plan during a meeting on Tuesday night.

    Other conservatives, including Reps. Eli Crane (Ariz.), Thomas Massie (Ky.) and Biggs, have also urged McCarthy to go further in his opening bid, according to people familiar with their thinking and public statements.

    Still, the largest contingent of Republicans rebelling against their leaders’ plan is pushing to roll back certain tax incentives — specifically for biodiesel — that threatens to hurt their home states’ bottom line. A group of those members, mostly from the Midwest, have demanded changes to the bill, with many telling leadership they remain undecided.

    McCarthy met with two of those fence-sitters, Iowa Reps. Ashley Hinson and Randy Feenstra, early Tuesday afternoon and plans to meet with others later in the day. Both Feenstra and Hinson declined to say after their meetings if they would back the bill.

    Additionally, two of the holdouts, Reps. Derrick Van Orden (R-Wis.) and Michelle Fischbach (R-Minn.), submitted amendments to strike the parts of the bill that would repeal tax credits for biodiesel and other renewable energy sources. Some members debated internally with their teams into Tuesday evening as to whether they could support either amendment and then vote yes on the final bill — even if the amendment were to fail, which it’s likely to do, according to two people familiar with the discussions. Several members appeared to be open to the option.

    The most dug-in members on the ethanol issue include the entire Iowa House delegation — Feenstra, Hinson and Reps. Mariannette Miller-Meeks and Zach Nunn — along with Reps. Brad Finstad and Fischbach of Minnesota, Van Orden and Mark Alford of Missouri, according to three Republicans involved in the talks. Some members from Illinois, Nebraska and Indiana have also raised concerns, but they’re not considered major threats by GOP leaders at this point.

    On the centrist side, Rep. Don Bacon (R-Neb.) said Tuesday he’s a yes on the bill, but added: “There are some areas where we’re going to have to hold our nose. But we also know what we got to get something across the net.”

    When asked about a potential Wednesday vote, Rep. Dusty Johnson (R-S.D.), a leadership ally, said: “Hard to tell when the stew gets done cooking,” but predicted the conference is in a “good spot” to vote this week. The House is scheduled to recess next week.

    GOP leaders have continually projected confidence in their ability to keep their conference together, avoiding a repeat of January’s floor drama as McCarthy toiled through 15 ballots to win the top gavel.

    “We’re gonna be good, we’re gonna pass it tomorrow,” House Majority Whip Tom Emmer (R-Minn.) told reporters Tuesday afternoon.

    Leadership is taking the position that it’s this bill or nothing. One senior House Republican, familiar with the discussions, said Tuesday: “We got to present this as a binary choice, either you’re voting with Kevin or you’re voting against Kevin.”

    On the other side of the Capitol, Senate Budget Chair Sheldon Whitehouse (D-R.I.) said he wouldn’t be surprised if Minority Leader Mitch McConnell is forced to break the debt-limit stalemate between McCarthy and Biden. Whitehouse predicted that the minority leader might get involved once pressure intensifies from Republican donors over relieving the economic pain of a potential default.

    “At the end of the day, something will occur in the Senate. I just don’t think the conditions for that have yet been set,” he said. “Mitch McConnell has brokered deadlocks before, and I think that remains a possibility.”

    SACRAMENTO, Calif. — Legislators and their staff huddled inside offices for several hours Thursday after police warned of a “credible threat” against the California Capitol from a man police said had fired on a nearby hospital the night before.

    The California Highway Patrol said they were searching for the man suspected of firing on a Kaiser Permanente hospital building in the Sacramento suburb of Roseville and had made threats that prompted the lockdown of the Capitol and the postponement of a legislative floor session. No injuries were reported from the shooting, officials said.

    Police did not provide details about the threat to the Capitol, which also resulted in the cancelation of two committee hearings.

    This alignment could create headaches for McCarthy, because he can only lose four members of his own party during any given floor vote in the closely divided House. And while the Senate has already passed its own bipartisan reversal of the Iraq war authorizations, most of the House GOP is not yet bought in on that issue, and there’s no consensus in the party about cutting Pentagon funding.

    So if McCarthy’s right flank teams up with liberals in earnest — after nearly costing the California Republican the speakership — it could chip at his hold over his slim majority. It remains to be seen whether a concrete break with the speaker will materialize, but lawmakers on both sides of the aisle are paying attention to the dynamic.

    As Rep. Jamaal Bowman (D-N.Y.) put it: “Sometimes you have interesting bedfellows in Washington.”

    The best-case scenario outcome for McCarthy, who’s been noncommittal on a quick floor vote to repeal Iraq war powers, is House Foreign Affairs Committee Chair Michael McCaul’s (R-Texas) proposal to replace those war authorizations as well as a third authorization passed after the Sept. 11 attacks. That approach would likely be a no-go for liberals who are currently on the same page as many conservatives.

    Ending Iraq war powers “should come to the floor as soon as possible,” said Rep. Barbara Lee (D-Calif.), a former Progressive Caucus co-chair who’s spearheaded a decades-long push on the matter. “And our Republican colleagues are also working to try to ensure that this comes to the floor as soon as possible. It’s way past time to get this done.”

    Rebelling against leadership is hardly a new mode for Lee, who endured harsh criticism during the George W. Bush administration as the sole House lawmaker to vote against the post-Sept. 11 authorization. And other members of the Freedom and Progressive Caucuses are gadflies in their own right; Roy, for one, regularly upends the GOP conference’s plans.

    “It’s a question of institutional power,” said Rep. Tom Cole (R-Okla.), the House Rules Committee chair whom Lee cited as one of her top Republican allies on repealing war authorizations. “And I think there’s a sense around here, on both the left and the right, that we’ve abdicated too much of that — and not just in recent Congresses, but honestly probably going back decades.”

    President Joe Biden has promised to sign the Senate-passed pair of war authorization repeals if they reach his desk.

    It’s not just the war powers effort that’s bringing together the House’s opposing factions. They’ve also united to push for pumping the brakes on a potential ban of TikTok, airing fears of government overreach while more establishment colleagues share national security worries.

    In addition, Progressive Caucus chief Rep. Pramila Jayapal (D-Wash.) and Freedom Caucus member Rep. Warren Davidson (R-Ohio) are jointly raising concerns about government surveillance laws ahead of a reauthorization deadline at the end of the year.

    The left and right frequently align “on issues of war, civil liberties and privacy,” Jayapal said. “We do have things that we see eye to eye on, and I think we’re always going to look for those opportunities.”

    It’s not clear yet how the war powers repeal might come to the House floor, whether as a stand-alone or attached to another must-pass vehicle. But Roy said that if it’s not brought up before the end of the year’s annual defense policy bill, he “can promise” it would “become an issue” during debate on that plan.

    “We’re gonna have to deal with that at some point. And so this will be just another step along the way. I’ve been happy to work with Congresswoman Lee towards that end,” Roy said.

    While McCaul may be able to find a war powers compromise that would satisfy a majority of House Republicans — according to longstanding conference tradition, the speaker needs majority-GOP support in order to bring legislation to the floor — the party probably can’t count on many Democratic votes for that plan.

    Right now, liberals are pushing solely for a full repeal of the 2002 and 1991 Iraq authorizations.

    “There’s nothing to replace it with,” said Lee. “That argument and strategy is muddying the water.”

    Meanwhile, McCaul’s Democratic counterpart atop the Foreign Affairs panel is looking to help break the logjam on post-Sept. 11 war powers. Rep. Gregory Meeks (D-N.Y.) signaled an interest in introducing his own replacement for that measure. But Meeks aligned with progressives on the Senate-passed measures repealing the 2002 and 1991 war powers authorizations, calling for a “straight repeal.”

    If all else fails in the war powers debate, there’s always the wonky procedural gambit known as a discharge petition — which allows a majority of House members from either party to band together and force a bill onto the floor, regardless of leadership’s wishes.

    Some liberals, like Rep. Ro Khanna (D-Calif.), have indicated they’re open to that option. But other progressive leaders have said that’s off the table for now, concerned it could blow up the fragile bipartisan consensus on war powers.

    “The discharge petition is not the way to get bipartisan support,” Lee said. “We have the votes. So this should come to the floor as soon as possible.”
