Yet another army helicopter crashed after a “hard landing” on the banks of Marua River in Marwa’s Machna Village killing the flying machine’s technician, Pabballa Anil, as the two pilots survived injured. The Dhruv was in operational mode and the crew had conveyed the chopper has developed some snag. As the residents saw the chopper crashing, they mounted a quick rescue operation, which was later joined by police and the army. Anil, 30, hailed from Telangana. The Army has ordered a court of inquiry into the helicopter crash incident. Earlier, a Dhruv crashed in Lakhanpur on January 25, 2021, and killed its pilot. On August 3, 2021, Rudra helicopter crashed into Ranjit Sagar dam on the Kathua-Pathankot border, killing both pilots. On September 21, 2021, Army’s Cheetah helicopter crash-landed in dense forests near Patnitop in Udhampur district, killing both pilots. LONDON

Jay Mala, the widow of Panthers Party’s founder, Bhim Singh, was finally cremated nine days after her death. The cremation followed days of drama and an apology by their son, Ankit Love, 39, who lives in the UK. Apparently, Love had conveyed that his mother should not be cremated in his absence. However, he could not fly home to Jammu because the Government of India did not process his visa because he was amongst the blacklisted people who had protested outside Indian High Commission in London. “I Ankit Love, son of late Prof. Bhim Singh and late Adv. Jay Mala, resident of the UK hereby sincerely apologise for my mistake of pelting eggs and stones at the Indian High Commission in the UK which I deeply and sincerely regret,” Ankit wrote a day later in an open letter to Prime Minister Narendra Modi.

Mala, an erstwhile advocate, lived with her niece Mrignayani Slathia at Domana in Jammu, fell from the stairs at her home on April 25, and died the next day at the Government Medical College Hospital in Jammu. Her body was preserved by GMC Jammu at the request of her son.

Her corpse, however, became yet another issue for the squabbling Singh clan, who have been battling over the party leadership. After Mala died, it was Vilakshan Singh who took her body to Sidhra as another of Singh’s relatives, Harsh Dev Singh, a former minister, demanded an autopsy. Going by the media reports, it was a tussle over control of the party, with Slathia’s brother Vilakshan Singh on one side and Harsh Dev Singh on the other. Within minutes after Harsh Dev sought a post-mortem, Slthia and her brother returned the body to GMC where it was preserved. After the government permitted Ankit to fly in, the body was cremated at Devika in Udhampur. Bhim Singh died on May 31, 2022.

After Singh’s death, Panthers Party split into two groups. Vilakshan was elected president at a meeting chaired by Jay Mala, but a separate faction that claimed to include all executive members of the party elected P K Ganjoo as its president. Both factions approached the Election Commission to stake claim to the party symbol, but later came together again, with Vilakshan continuing as president and Ganjoo taking over as working president. The problem started when Harsh Dev, who had resigned from the JKNPP and joined the Aam Aadmi Party, claimed to have returned to the JKNPP after Bhim Singh’s death, and said he had been elected party president. Both Vilakshan and Ganjoo contested this claim.

Jammu’s 21 state-run schools will get have 286 ICT-enabled classrooms by the end of August.

  • Reviving A Route

    [ad_1]

On two sides of the Pir Panchal mountains in Budgam live a community that shares ethos, language and heritage. For centuries, they have been marrying their wards and reaching each other by foot using the same route that traders and conquerors used in early medieval Kashmir. Now, they want a 10-km road that will end their centuries of crisis, reports Abul Aala Bukhari

Dumdum The lost watchtower of Tosamaidan. Till last century several such watch towers were seen and most of them are either in ruins and disappeared.
Dumdum The lost watchtower of Tosamaidan. Till last century several such watch towers were seen and most of them are either in ruins or disappeared.

Raja Begum was born in Loran’s Barichaid belt, which is nestled in the Poonch peaks in the Pir Panchal range. Now in her old age, she is settled and married in Budgam’s Drung area for many decades. Interestingly, her son and daughter are both married in Loran.

The two villages inhabit the foothills of the same mountain range on two sides and the residents trek the distance within hours. Throughout history, they have been together in every crisis, a relationship that they have retained even today.

= The erstwhile Poonch principality, now a district, is a huge mountain territory. It literally surrounds most of Kashmir and is accessible from Uri, Tangmarg Budgam and Shopian.

Writing in 1897, De Bourbel detailed various treks that people could use in reaching Kashmir from Poonch. One was Poonch Baramulla through the 9135-ft Gajjan Pass, which was challenging and passed through Bitarh and Sakarala valleys and camps at Kahuta, Palan, Hillun, Gujan, Gaggerhil, and Bhunniar.

From Poonch, Gulmarg is accessible through Nilkant Pass, which almost takes the same trek but moves away from Hillun towards Dangar Allan, Pharpat Marg and then to Gulmarg.

Parallel to this trek, runs another route that connects Srinagar with Ferozpur Pass. It takes off from Mandi (Koondah) , moves to Gurgi Upper, reaches Banabali Nag, and then to Magam via Gerozpur pass. From Gurgi Lower, another route takes off for Srinagar that touches Shinamani, Dunwas, Aripanthan, Soibug and Srinagar.

The closest to Srinagar continues to be the Tosa Maidan access. This trek used to take off from Mandi in Poonch, cross Sultan Patri and land in Tosa Maidan. Running parallel to it is another trek that passes through Doodh Pathri.

There are two formal roads between the two areas – one through Uri, which is defunct because Haji Pir pass is inaccessible to the two sides, and the Mughal Road, which is operational for many years now. Laid in the early forties, the 46 km road connecting Uri with Poonch through the strategic 9000-feet Haji Pir Pass was operational till late 1947 and later for a few months after the 1965 war as well. After India wrested the strategic Haji Pir Pass from Pakistan in 1965, the road was used by Mrs Indira Gandhi and convoys would use it from Uri to Poonch. But Tashkent restored the status quo ante and the road was closed again.

Besides, Poonch is easily accessible from Tangmarg and Tosa Maidan. This accessibility has helped the people living on either side to have relations with each other. Begum is only one of the many hundred women who are settled in Kashmir.

All these tracks were always guarded for any entry or exit. These were the border checkposts. These were called Dumdums in medieval Kashmir and in certain cases were multistory towers. Though most of them have crumbled and disappeared, the ruins of a few are slightly intact. Trekker and mountaineer Mehmood Shah, who is also a brilliant photographer, has captured at least two such Dumdums -one in Hirpora (Shopan) and another at Danwas (Tangmarg). The Danwas watchtower was undone by time but the one at Hirpora had still a perfect base.

There are scores of women from Poonch who are married in Drung and other adjoining Kashmir areas and vice versa. The familial relations connecting many villages in north and central Kashmir with Pir Panchal’s villages comes even when the proposals of successive governments to revive traditional routes could see the light of day.

In summer, Begum said she goes to her parent’s home via China Mar Gali in Tosamaidan, an access that takes barely five hours on foot. In winter, however, if she requires going, it takes her a long time to use the Mughal Road and if it is closed, it requires three days to reach Poonch via Jammu.

Begum said the marriages are solemnised across the villages on both sides as people of the same castes live on both sides. “Due to our social norms, we don’t marry outside our community and that is why we marry among our people across the mountains,” she said.

These marriages have been taking place in a vast belt on either side. Brides from Poonch can be seen in Khag, Zubjan, Brass, Satrun, Beerwah, Arizal, Raithan, and various Khan Sahab areas. Girls from these villages also settle on the other side of the mountain range.  These relations have made the administrative division unimportant. Poonch falls in the Jammu division and Budgam is a Kashmir region district.

“My father was a contractor and was working in Poonch where he married my mother in Sonpha,” Maqbool Ahmad, Raja Begum’s son said. “Later he came with his wife and settled in Kashmir; Now I am married in Poonch and so is my sister.” He said marriages take place because people share the same caste and the same culture. “They also speak the Kashmiri language.”

For Maqbool and many others, the preference is the Poonch side bride rather than Kashmir. “There are only two factors responsible for this,” Farooq said, “one is our shared cultural heritage and another is simple marriage.” He said the marriages are taking place from both sides. “It is not a one-way affair and it is not linked to resources,” he added.

= Athamsham Butt said that three areas of Poonch – Loran, Sawjikm, and Mandi – have more than half of the population having Kashmir origins. Their elders migrated to Poonch for trade and business and settled there.  All these areas speak Kashmiri.

Ethnic Kashmiris marry in Kashmir. In their weddings, they have almost everything that happens in Kashmir but these marriage ceremonies are less expensive, simple and devoid of mouth-watering Wazwaan.

Most of the weddings, however, avoid moving on foot. These baraats choose Mughal Road instead. For most of their life later, they usually move on foot because it is cheap and a huge time-saving.

Off late, the people living on the two sides of the mountain range have been seeking s road link that would connect Loran and Budgam via Tosamaidan.

In 2015, the Mufti Sayeed-led BJPDP government started work on a road in the Tangmarg area of Baramulla which would connect with Loran in Poonch. However, the work on the road couldn’t be completed. The responsibility of constructing this road was given to the Border Road Organisation (BRO). The work was started with much fanfare but to date, only 12 kilometres were completed out of a total of 38 kms.

Shah Mohammad Tantray, a former PDP lawmaker from the area said that in 2018 he enquired about the progress of the project which led to his “disappointment” when he was informed that the work has been stopped.

“The men and machinery of the construction company also fled away.”

Tantray alleged that post August 5, the union government has stopped construction works undertaken by the previous coalition government across Jammu and Kashmir.

The previous government, Tantray said, had conducted an aerial survey for a cable car project aimed to connect Loran with Tosamaidan. “The Tosamaidan and Loran are just 2.5 kilometres away as per the aerial survey.  It just takes five hours to walk on foot. It is just a mountain separating Loran from Tangmarg.”

Poonch resident, Ahtesham Butt said that the work on Loran to Tangmarg road and adjacent areas of Tosamaidan was started but was suddenly stopped due to reasons unknown.

“Locals thought that this road would provide employment opportunities to young educated people along with boosting tourism,” Butt said. “If this road comes up, people wouldn’t opt for the Mughal Road.”

    DSC 0181
In its vicinity lies the alpine meadow of Tosa Maidan.

Shabir Ahmad, a local resident of Sutran Budgam said a road from Tosamaidan to Loran is shorter than the one being laid to connect Loran via Tangmarg. “This road is barely 10 kms from Tosamaidan to Loran and its stations in between are Damdam, Kadlabal, Habas, Gartar, Damsar, Bandarsar, and Sultanpathari areas,” Ahmad said.

There has not been any spade work on the link connecting Budgam with Loran. In September 2007, when the Mughal Road was being implemented, the then Chief Minister Ghulam Nabi Azad said there is a much shorter road that must be taken up. Talking to a huge gathering in Poonch’s Loran, Azad said he has asked his Roads and Buildings department to go for a quick survey of the 42-km Loran (Poonch) Arizal (Budgam). “It is the shortest road link between Kashmir and Poonch,” he said.

    7
Returning Home: Tosa Maidan pasture is visited mostly by locals from Beerwah, Khag and some adjoining areas of Central Kashmir’s Budgam district. People from these villages spend nine months in a year in meadow rearing their cattle, apart from getting firewood.

This road that the people are so keen to have properly laid and developed is not a new route between Poonch and Kashmir. It is actually one of the oldest that conquerors and traders used for centuries. This route was used by Mehmood Gaznavi more than once to capture Kashmir. He failed every time.

During the Shah Miri rule, Sultan Fathe Shah ran for life to Poonch using this route. Later in the 15th century, Yousef Shah Check returned home from Delhi using this trek.

It was a trade route too. It was a formal entry point into Kashmir. Till the1960s Salt was transported into Kashmir from this route. Some people still know this trek as the Nun Wath, the Salt Road.

Javid Ahmad Farash, a resident of Lassipora Drung said that there is a structure erected at Tosa Maidan whose ruins can still be found there. That, he said, was the custom post having a seven-story building. All the entries and exits used to be recorded there and taxes were also paid, he said.

In 1964, the Tosa Maidan meadow was leased to the Army on a 50-year lease for use as an artillery firing range. Before the lease came up for renewal on April 18, 2014, the lease was terminated, and the Tosa Maidan meadow is open to visitors since May 30, 2016. Now, it is a busy picnic spot for most of the summer.

    WASHINGTON

A number of Kashmiris are making news while being offshore apparently engaged in diplomacy. A news report said six separatist loyalists were forcibly removed from the National Press club in Washington when they repeatedly disrupted a panel discussion Kashmir: From Turmoil to Transformation. Moderated by columnist Se Hoon Kim, it was addressed by Mir Junaid, and Touseef Raina. Reports appearing in the media said the separatist-loyalists disrupted the discussion when Junaid was responding to a question on the reasons why the Kashmiri Hurriyat leaders were in jail. They had gone to the US at the invitation of the International Centre for Peace Studies.

In Geneva, two Kashmiri women – Tasleema Akhter and Bushra Mahajabeen spoke at the UNHRC. Akhter has praised the development that is happening in Jammu and Kashmir after the abrogation of article 370. She has said developmental projects worth US $700 million are under implementation right now. Reports said Tasleema works for women’s empowerment and rehabilitation of terror victims, whereas Bushra Majajabeen is a terror attack survivor. The latter has lost her sister in a 2003 militant attack and lost her hand in an attempt to snatch the killer’s gun. Former lawmaker Shuaib Lone also spoke to the UN Body.

In their last of the five-year term, the Panchayats and Urban Local Bodies (ULBs) including Municipal Corporations, Councils and Committees are expected to get Rs 1550 crore in 2023-24.

    Sharda Peth at Teetwal1
A brand new Sharda Peth temple is coming up at Teetwal (Karnah0 on the banks of Kishanganga river, barely at a stone’s throw from the Line of Control.

In 2023 Navreh, the idol of goddess Sharda was installed in the new Shrada Devi Temple that was constructed on the Line of Control. The spot had a temple that was devastated in 1947. The idol was installed amid chanting of Vedic hymns by more than 100 Pandits from Shingeri Math in Karnataka where the murti was brought. The temple existed till 1947 and it was the base camp for undertaking a journey to Sharda path, located on the other side of the LoC. A gurdwara also existed there on the banks of the Neelum river. Save Sharda Committee’s Ravinder Pandita was the main person who led the reconstruction of the temple. Pandita said Swami Nand Lal Ji was the last Kashmiri Pandit Saint who used to worship at this temple prior to partition. The foundation stone for the temple and Gurdwara was laid at Teetwal on December 2, 2021. Home Minister, speaking on the occasion said his government will make efforts to open a corridor in Pakistan-occupied Kashmir (PoK) for Sharda Peeth pilgrimage on the lines of the Kartarpur corridor in Punjab. He addressed the occasion virtually. PDP chief Mehbooba Mufti Wednesday welcomed the opening of the Sharda Devi Temple near the Line of Control (LoC). “This is very good. We have always been saying that we need to engage, reconcile and resolve things. The opening of Sharda temple is a very good thing. It is something that the Kashmiri Pandits were looking forward to, they really wanted it to be opened,” Mehbooba told reporters. “I also hope that the business which was conducted on Muzaffarabad Road and Rawalakot road, also is resumed.”

National Commission for Women (NCW) has received 412 complaints of atrocities against women in last three years – 79 in 2020, 157 in 2021, 144 in 2022 and 32 till March 2023.

Finally, the arrest of Conman, Kiran Patel in Srinagar has started impacting the ground. Gujarat police have booked the Ghodasar (Ahmedabad) resident for posing as a top official of the Prime Minister’s Office (PMO), on cheating and criminal conspiracy charges for trying to usurp a senior citizen’s bungalow here using the same tactic. In the Gujarat case, Malini Patel, his wife, is a co-accused. Patel has four cases against him registered in Gujarat and all of them are of the same nature. The latest case accuses him of attempting to grab a bungalow in a posh Shilaj locality in Ahmadabad by winning the trust of its owner, Jagdish Chavda, 63, through false claims of being a “Class 1 officer in the PMO” and having close relations with politicians. Under intense pressure from Delhi, the two other Gujarat residents – Amit Pandya and Jai Sitapara, who were with Patel the day he was arrested but were freed by police, were summoned to Srinagar for interrogation. Pandya is the son of an additional public relation officer of the Gujarat Chief Minister’s office. The PR man in Gujarat CMO has finally given up his position after serving the institution for a very long time.

Residents of Malanu village in Thathri (Doda) have accused the village sarpanch of allowing the construction of a volleyball ground on the sole helipad meant for medical emergencies. Evacuations of critically ill patients were done from this spot thrice since 2007 when it was constructed. Now, the district administration has asked the Jammu, and Kashmir Sports Council and the PWD to provide information about it. Sarpanch Zafarullah Magray is holding Sports officials responsible. “I showed them two places but they said machines wouldn’t be able to reach those sites. They asked me to allow construction on the helipad. I asked them to get a no-objection certificate before starting the work,” he said. “The helipad has been used twice or thrice since its construction in 2007. The construction of the volleyball ground started in December last year. No one spoke at that time, but they are now accusing me of scam.”

    Mehbooba Mufti voting for president
Mehbooba Mufti (PDP) cast her vote for Ram Noth Kovind as the president of India on July 17, 2017.

Mehbooba Mufti has said she won’t contest the Assembly election till Article 370 is restored. “I am never going to fight Assembly elections as long as Article 370 is restored. It’s more of an emotional issue for me,” she said. ““Whenever I took an oath, it was under two Constitutions- the Constitution of India and the Constitution of J&K – with two flags at the same time. It’s more of an emotional issue for me.” Her counterpart, Omar Abdullah feels the elections are being deferred because BJP was “not brave enough to face voters’’. He said: “They are not ready to face people but are escaping from (Assembly) elections on one pretext or the other. They used the pretext of delimitation of constituencies and revision of electoral rolls which stands completed long back. They talked about the weather not being conducive but have no justification to further delay the polls.”

    BEJBEHARA

A team of doctors at Sub District Hospital (SDH) Bijbehara is being praised by all for their unwavering commitment to their patients as they performed an emergency LSCS (Lower Segment Caesarean Section) during the intense tremors. It was incidentally recorded on phone and went viral. The team was led by Dr Shabeena Shah, the gynaecologist. “Alhamdulillah, it was a team effort. At the moment, my whole team was there for the patient. Patients are our first priority, we stood despite the earthquake and thankfully we successfully performed the LSCS,” later said. “While the memory of the recent earthquake in Turkey lingered in the back of our minds, the team pushed forward, ultimately delivering a healthy baby and ensuring the patient’s well-being.”

Kashmir Borders Peaceful As India Pakistan Renewed Ceasefire Enters Third Year

    [ad_1]

SRINAGAR: Jammu and Kashmir’s borderland continues to be peaceful and tension free as the ceasefire between the rival armies entered the third year. There is no shelling from either side and life is near normal. Unlike past, people straddling the Line of Control are throwing big feasts on marriages, which are visible and noisy.

A sweets exchange between the two army officers from India and Pakistan on the bridge over Kishanganga in Teetwal. The sweets were exchanged on the the occasion of Eid on July 21, 2021.

The ceasefire is holding despite Islamabad and Delhi not seeing eye to eye and the diplomatic relationship continues to remain at the lowest ebb, ever. The two countries, however, continue to hit at each other in international forums, mostly on and around Kashmir. The security grid continues to maintain a strong counter-infiltration mechanism in place.

In the last two years, there were only three instances of breach of ceasefire and the officials insist they were of minor nature.

While the infiltration is by and large very difficult, the security grid is facing two different challenges. One is the use of drones in supplying arms and ammunition and another is the consistent supply of drugs. While the patches of the International Border falling in the Kathua and Jammu sector is usually in news for drone infiltrations, it is the Karnah (Tangdhar) sector of the LoC that is usually been as major source of drugs entry into Kashmir.

With the guns silent along the Line of Control (LoC), the residents who were earlier demanding bunkers and shelters to save from raining shells are now seeking better road and other basic infrastructure.

“The road stretches at Dardkote in Uri are dotted with potholes which speaks volumes about the tall claims of the government of improving road connectivity,” Faisal Khan, a Sarpanch in Uri, were quoted saying by a local news gatherer, KNO. “The road is dotted with huge potholes and has not been repaired for the last several years and the authorities concerned are least bothered about the sufferings of people. The road acts as an important link which connects several areas and thousands of commuters, transporters pass through potholes every day.”

The residents expressed concern over the condition of government schools. “Four classes are functioning in a single room at Dardkote,” they said, adding that similar conditions are in maximum government-based schools”.

Authorities, however, are not taking the bunker construction far granted. By the end of fiscal 2022-23, almost all the bunkers are expected to be ready. MHA is funding the construction of 14460 bunkers which includes 13029 Individual and 1431 community bunkers.

The bunker construction was not impacted by the February 25, 2021 ceasefire when the Director Generals of Military Operations of India and Pakistan announced the ceasefire after discussing it on hotline. The ceasefire was outcome of back-channel diplomacy between the two countries and took many months to happen. AK Doval, India’s  National Security Adviser and Pakistan’s Inter Services Intelligence (ISI) chief Lt Gen Faiz Hameed are reported to have held a secret meeting in the United Arab Emirates in 2020, which led to the February 25 joint statement from the rival armies agreeing to strict adherence to the 2003 ceasefire understanding. This actually was revival and renewal of the ceasefire that came into force on November 26, 2003.

Both sides maintained a ceasefire for the first three years. However, in 2006, the breaches started and continued expanded with the hot talks in Delhi and Islamabad.

In 2017, 12 civilians and 19 security personnel were killed in border shelling incidents. 2018 saw 2140 instances of ceasefire violations, which peaked to 3479 in 2019. In 2020, 46 people lost their lives in 5133 incidents of ceasefire violations.

On February 3, 2021, MHA told the parliament that in three years – 2018, 2019 and 2020, 72 security personnel and 70 civilians were killed in 10,752 cases of ceasefire violations in Jammu and Kashmir on LoC and IB. In these incidents, 364 security personnel and 341 civilians survived with injuries.
