    SRINAGAR: Lieutenant Governor Manoj Sinha Wednesday launched three significant initiatives, ‘Kisan Sampark Abhiyan’, Daksh Kisan (Skilling of farmers) & Kisan Sathi (IT Dashboard for digitisation of services for farmers) for effective and efficient implementation of projects under Holistic Development of Agriculture and Allied Sectors.

    The Lt Governor said the four month long ‘Kisan Sampark Abhiyan’ with help of PRIs focusing on farmers’ orientation, skilling courses for all interventions, will ensure that the meticulous plan reaches the fields and prepare our farmers to meet new challenges, explore new possibilities and make the farming accessible & profitable.

    10,695 training sessions between April to August 2023 in all 20 districts will bring together entire farming community and the collective resolve will not only make the scheme an unprecedented success but also provide a new direction to young farmers, he added.

    “Holistic development of agriculture and allied sectors have three important dimensions, economic development, social inclusion and environmental protection and this campaign would pay special attention on these for the progress and lasting prosperity of farmers,” said the Lt Governor.

    Earlier, the UT-level training & orientation program of officers for effective implementation of 29 projects under holistic agriculture development plan was conducted during Phase-I.

    The Lt Governor reiterated the UT Government’s commitment to empower the farmers of J&K and providing them easy access to productive resources, financial, technical support and the extension services.

    “Empowering smallholder farmers is our top priority. Under the guidance of Prime Minister Narendra Modi, various steps have been taken to strengthen rural infrastructure, to increase productivity and diversification to higher value crops,” he said.

    The Lt Governor called upon all the stakeholders to come together to ensure effective implementation of Holistic Agriculture Development Plan.

    The collaborative efforts of UT administration, PRIs, Progressive farmers, Cooperative Societies, Self-Help Groups, FPOs and other stakeholders will be the central pillar of the efforts to realize the goal of atmanirbhar Jammu Kashmir in agriculture sector, he added.

    The Lt Governor asked the banking institutions and government departments to bridge the gap in financial assistance to the farmers.

    Sinha also highlighted the efforts to attract investment in agriculture, developing a rural-urban market network and enabling small farmers to play a big role in the value chain.

    Keeping in view the agro-climatic condition, we have mapped such areas where there is no irrigation facility but there is a possibility of growing millet crops, which can ensure good price to the farmers for their produce. This will also contribute to the millet revolution in Jammu Kashmir, said the Lt Governor.

    New Delhi: The US-based customer retention platform CleverTap on Monday launched an OpenAI integrated content creator assistant ‘Scribe’.

    The feature will be rolled out to customers in April.

    The AI content feature can generate campaign creatives, analyse emotions, and rewrite them with a specific emotion that resonates with the brands’ users, according to the company.

    Moreover, the company said that Scribe can interpret messages’ emotion and suggest the best alternative that users are more likely to engage with.

    The technology enables brands to automatically determine the tone of their messages.

    With Scribe, marketers can leverage user engagement data based on emotion analysis to develop hyper-personalised content that is consistent with the brand, and also resonates with the user, the company said.

    Scribe is currently available to CleverTap Enterprise Customers on an invite basis.

    Riyadh: As part of efforts to preserve the visual identity of the Prophet’s Mosque in Madinah, a government agency has unveiled a gilded copper barrier surrounding the Prophet’s chamber, the Saudi Press Agency (SPA) reported.

    The new barrier, launched by the General Presidency of the Prophet’s Mosque, replaces the wooden barrier.

    “The idea of changing the wooden barrier with a brass barrier is in sync with the visual identity and architectural pattern of the Prophet’s Mosque,” said the deputy chief of the presidency for operational and maintenance affairs, Abdullah bin Dukhail.

    The design of the barrier was inspired by the front facade of the Prophet’s Chamber Rawda Al-Sherifa and the compartments containing copies of the Holy Quran in the old mosque.

    It is a barrier made of pure copper and is 87 linear meters long and one meter high.

    More than a million Muslims are expected to visit Al-Rawda Al-Sherifa during the month of Ramzan.

    Over 21 million Muslims performed prayers in the Prophet’s Mosque in the first twenty days of Ramzan, an increase of 49 per cent over the same period last year.

    What it will look like if China launches cyberattacks in the U.S.

    Top lawmakers, the U.S. intelligence community and cybersecurity officials have warned in recent weeks that if an invasion happens, China would likely try to hobble critical U.S. systems with cyberattacks on military transport systems like ports and railroads, or against key civilian services like water and electricity.

    “If Xi Jinping moves on Taiwan, we should assume he’ll launch cyberattacks against the United States as part of the operation,” Rep. Mike Gallagher (R-Wis.), chair of the House Select Committee on China, said in an emailed statement. “This would likely include attacks on our electrical grid, water systems and communications infrastructure — especially near key military installations.”

    Chinese hackers could also attack the networks of companies that provide services to the military or to critical infrastructure operators, holding their systems hostage for ransom payments.

    “If you get the right supply chain, it can have a lot of effects against a lot of targets,” said John Hultquist, head of Mandiant Intelligence Analysis at Google Cloud.

    China is viewed as one of the most dangerous nations in cyberspace, and its cyber espionage operations are among some of the U.S. government’s top cyber-related investigations. FBI Director Christopher Wray said in 2020 that his agency opens a new investigation into a Chinese counterintelligence effort every 10 hours, and half of the FBI’s counterintelligence investigations are related to China. And the intelligence community’s threats assessments have long warned that China is “almost certainly capable” of launching disruptive and destructive cyberattacks.

    But China hasn’t fully demonstrated its destructive cyber capabilities to the world when compared with Russia or Iran. That makes knowing exactly how they’d go about it more difficult.

    “Those will be resilience tests for us,” Mark Montgomery, director of the Cyberspace Solarium Commission’s succeeding group CSC 2.0, said of the range of potential cyberstrikes from China.

    Here are what a few of the most likely scenarios could look like.

    Military and transportation networks

    Military systems and transportation methods for troops and supplies to come to Taiwan’s aid are likely to be at the top of the list for Chinese hackers.

    President Joe Biden has committed multiple times to sending U.S. troops to Taiwan in the event of a Chinese invasion, something China would want to stop. This could include targeting the networks of ports on the West Coast, airfields, and other transportation networks that move troops.

    “If Beijing feared that a major conflict with the United States were imminent, it almost certainly would consider undertaking aggressive cyber operations against U.S. homeland critical infrastructure and military assets worldwide,” the U.S. intelligence community’s annual threats assessment, released in February, warned.

    The report stressed that “such a strike would be designed to deter U.S. military action by impeding U.S. decision making, inducing societal panic and interfering with the deployment of U.S. forces.”

    Interrupting operations at ports would be a top priority. Gallagher and Rep. Carlos Giménez (R-Fla.) recently visited the Port of Miami to highlight Chinese investment in U.S. ports infrastructure. This included noting that the vast majority of cargo cranes at ports come from one Chinese company.

    The lawmakers alleged that China could shut down the cranes to delay aid to Taiwan. Republican leaders of the House Homeland Security Committee subsequently sent a letter to DHS asking about cyber vulnerabilities at maritime ports.

    “If an adversary exploits the operational technology (OT) system of these cranes, port operations could completely shut down,” the lawmakers wrote.

    When House Republicans ran through a Chinese invasion of Taiwan scenario at their policy retreat in Florida last month, cybersecurity quickly came up as an issue. One member, playing the role of the secretary of Homeland Security, was forced to pick between three options on how to best use limited U.S. cyber defense resources: Defend networks critical to military deployment, focus on protecting networks used for day-to-day life or fight a widespread Chinese disinformation campaign online. The member chose the military networks.

    Montgomery, who helped run the program, said the scenario made clear that while the member’s decision to defend military networks helped the U.S. win the fight, “we have insufficient cyber and physical critical infrastructure protection capacity in the United States.”

    Energy

    Chinese hackers also would be likely to zero in on U.S. critical infrastructure in order to undermine Americans’ support for Taiwan.

    This could include going after electricity operators and fuel suppliers. A 2021 ransomware attack on a major East Coast gasoline supplier temporarily caused widespread gas shortages and led to long lines at the pump, illustrating the societal disruption that a cyberattack can cause.

    Cybersecurity and Infrastructure Security Agency Director Jen Easterly predicted in February that Chinese hackers could go after systems like gas pipelines, warning that this type of attack would try to divide Americans. Easterly, whose agency is charged with protecting U.S. critical infrastructure against cyber threats, said China would use cyberattacks against the U.S. to sow “panic and chaos.”

    “I think they, in the event that they go after Taiwan, are going to want to make sure they affect the unity that has been forged between the U.S. and our international partners, the unity that has been forged within the U.S.,” Easterly said of Chinese hacking threats.

    Water

    The water sector, widely viewed as one of the most vulnerable areas for attack, could also come under threat from China. The potentially disastrous effects of a cyberattack on this sector were demonstrated in 2021, when an unidentified hacker gained access to networks at a water treatment center in Oldsmar, Fla., and tried — but failed — to poison the water supply.

    The Biden administration has begun to address security vulnerabilities in the sector, but it may not be enough to counter threats from China, which has shown interest in hacking the water sector in recent years. This has included alleged targeting of a water district in Southern California, the nation’s largest water agency, through a widely-used vulnerability.

    Making things worse is how under-resourced many water sector organizations are, with many smaller groups having neither the funding or personnel to respond to cyber threats. This is making the crucial sector a sitting duck for attacks.

    Businesses and Financial Markets

    In China’s history of hacking U.S. companies, it has often prioritized financial gain and stealing intellectual property. China will likely continue to pursue these goals in an invasion of Taiwan, and try to hit U.S. financial markets, both in a bid to undermine U.S. support for Taiwan, and to cause chaos.

    In the scenario run through by House Republicans last month, the finance sector was the main casualty of focusing cyber warfighting capabilities on military mobilization instead of protecting civilian networks.

    “A side effect will be that it impacts the resilience of your financial services,” Montgomery said.

    Hits to the financial sector, along with any companies critical to getting troops mobilized, could also play into China’s bid to slow down military operations.

    “The Department of Defense, for military mobilization purposes, relies on the national critical infrastructure, power, water, transportation, even financial services, so to the degree that the national critical infrastructure is not ready, the military will be hampered,” Montgomery said.

    Preparations on the home front

    Should China pursue any of these avenues for crippling the U.S., it may not have an easy fight.

    While experts warn that the U.S. has more vulnerabilities than most nations due to the highly interconnected and online nature of most organizations, this does not mean that the U.S. is defenseless.

    The U.S. is seen as one of the most advanced nations in cyberspace, though specifics of these abilities are closely guarded intelligence secrets. The U.S. military blocked the internet access of Russia’s top troll farm on the day of the 2018 midterm elections to stop the spread of disinformation. And more than a decade ago, U.S. and Israeli intelligence likely carried out a joint cyberattack on an Iranian nuclear enrichment site that set the Iranian nuclear program back.

    “China has to worry about our capabilities, and they have to put it as part of their equation,” Senate Foreign Relations Chair Bob Menendez (D-N.J.) said. “Every action has a reaction.”

    Congress has its eyes firmly on China this year, in particular Chinese cyber threats. Gallagher told reporters in February that the new House Select Committee on China will make identifying Chinese cyber threats linked to an invasion of Taiwan a high priority. He said that the House Armed Services Committee’s Subcommittee on Cyber, Innovative Technologies and Information Systems, which he chairs, will also look into this.

    “Part of CITI’s role,” Gallagher said, “is to ensure the Department of Defense and the private sector are moving with a sense of urgency to harden this critical infrastructure before it’s too late.”

    New Delhi: The National Commission for Scheduled Tribes (NCST) has launched an inquiry into allegations that some Trinamool Congress (TMC) leaders in West Bengal forced tribal women to perform “dandavat parikrama” (circumambulation in a prostrate position) as punishment for joining the BJP.

    The NCST has also issued a notice to the West Bengal Police, asking them to submit facts and an action taken report.

    State BJP president Sukanta Majumdar had written to the commission on Monday, demanding an inquiry into the matter and strict action against those responsible.

    The NCST on Wednesday wrote to West Bengal Police chief Manoj Malaviya that the commission has decided to investigate the matter and that he submit “facts and information on the action taken on the allegations within three days”.

    The NCST also said it will issue summons for personal appearance if the West Bengal Police chief failed to respond in stipulated time.

    Majumdar alleged that around 200 people from tribal families in his Balurghat Lok Sabha constituency joined the BJP on April 6, which did not go down well with a section of the TMC leadership.

    He claimed that TMC “goons” pressured those families and forced some of them to join the TMC.

    In an example of “inhuman medieval period autocracy”, four poor tribal women were forced to do “dandavat parikrama” for about a kilometre as punishment for joining the BJP. They were later given the TMC flag in the district party office, Majumdar claimed.

    A video of the purported incident is doing the rounds on social media, triggering outrage.

    The state BJP chief said TMC leaders had earlier also made comments against President Droupadi Murmu.

    Majumdar said such incidents cannot be tolerated particularly when Prime Minister Narendra Modi is doing everything to uplift the downtrodden and the President is a woman belonging to the tribal community.

    Hyderabad: The launch of multiple developmental works in Cheerlavancha Village of Rajanna Sircilla was uptaken by the Telangana municipal administration and urban development minister KT Rama Rao on Monday.

    To begin with, a 33/11 KV electricity sub-station at Cheerlavancha village in Tangallapally Mandal was first launched followed by the unveiling of the statue of Dr BR Ambedkar and Chakali Ailamma in the district by the minister.

    Launching a series of developmental programmes held in different villages of Rajanna-Sircilla on Monday, KTR promised to provide jobs to local youth from Cheerlavancha and other surrounding villages in the AquaHub which would be developed in the Mid Manair reservoir.

    Taking a dig at the central government, KTR said that despite non-cooperation from the Union government, welfare activities in Telangana continued.

    Stating that the people would decide in the elections as to who was Lord Rama and who was the demon king Ravana, KTR asked opposition parties to join hands with the Telangana government for speed deveopment.

    “Telangana became a role model to the entire country by introducing innovative schemes during the last eight years and it was the only state providing Rs 65,000 crore to 65 lakh farmers under the Rythu Bandhu scheme,” lauded KTR.

    KTR further held that while Telangana was supplying round-the-clock free power supply to the agriculture sector, the Centre mounted pressure on the state to fix meters to agricultural motors.

    “In the united Andhra Pradesh, the peak power demand was 13,117 MW. However, this was 16,000 MW in Telangana.

    “The state government was spending Rs 10,000 crore to supply quality power to the people, he said, adding that it was the Telangana government that enhanced the ST reservation quota to 10 percent from 6 percent,” KTR added.

    Hyderabad: AIMIM president and Lok Sabha MP Asaduddin Owaisi on Monday launched the 2023 Telangana Urdu Working Journalists’ Federation (TUWJF) diary. He promised to address the challenges faced by Urdu journalists, including the provision of double-bedroom housing initiatives.

    During the event, TUWJF president MA Masjid, general secretary Syed Ghouse Mohiuddin, federation advisors, vice presidents, and other representatives submitted a memorandum to the Hyderabad MP.

    The memorandum called for the restoration of the Mandal Level Accreditation Card Facility for Urdu journalists, the inclusion of an Urdu journalist in SMAC and DMAC, and the creation of a separate Urdu Journalist Category.

    Additionally, it requested a relaxation of the 12-page rule for Urdu major and medium newspapers, reducing it to 8 pages for the sanction of 2 state-level accreditation cards in districts.

    Other demands included the allocation of housing sites to Urdu working journalists within Greater Hyderabad Municipal Corporation (GHMC) limits, the nomination of an Urdu member to the Telangana Media Academy, and the allotment of 2,000 square yards of land to construct an Urdu journalists bhavan in or around Hyderabad.

    In response to these demands, Owaisi said that he will bring the matters to the government’s attention to ensure their resolution.

    He said that Urdu media, which is the largest after Telugu media, in delivering government programs and schemes to the Urdu-speaking population.

    Owaisi said, “GO 239 creates a disparity between journalists based on language. Until June 2016, all governments had treated Urdu journalists equally with their Telugu counterparts in various schemes”.
