    Intensive operation to clean Yamuna floodplains to be launched on Thursday

    New Delhi: An intensive operation to clean the Yamuna floodplains, involving territorial army personnel, will be launched by Delhi Lieutenant Governor VK Saxena on Thursday, the Raj Niwas said in a statement.

    Saxena has directed the agencies concerned with the cleaning to ensure “drastic change” in the quality of river water within the next six months, it said.

    A 94-member company of the territorial army will be drafted to ensure ground level enforcement and monitoring of all untrapped drains and sub-drains that pollute the river, it said.

    The Lt Governor heads a high-level committee constituted by the National Green Tribunal (NGT) in January to oversee implementation of its orders with regard to cleaning of the Yamuna.

    The cleaning and rejuvenation work in the Yamuna and its floodplains has picked up within last one month, said the statement.

    In a meeting of the committee on Tuesday, the LG was informed by officials that 13 sub-drains of Najafgarh Drain were fully trapped and 3.03 km of trunk/peripheral sewer lines were completely desilted since January 20 when the panel met for the first time.

    In an inspection of 88 industrial units during the period, water and power connection of 12 polluting units were cut and a penalty of Rs 53 lakh was imposed.

    The officials informed the LG that so far, a 17-km stretch of Najafgarh Drain has been cleaned. Trapping of three untrapped major drains – Barapullah Drain, Maharani Bagh Drain, Mori Gate Drain – will be completed by September 2023. This will check the flow of 48.14 MGD of sewage into the Yamuna, officials informed.

    Under the Interceptor Sewer Projects (ISP), 76 untrapped sub-drains — 44 sub-drains of Najafgarh Drain, two falling into Shahdara Drain and 30 sub-drains of Supplementary Drains — will be completely trapped by September 2023, the officials assured the LG.

    Of the 76 sub-drains, 52 will be completely trapped by June 2023, they claimed further.

    Also, the faecal sludge (septage) management committee impounded 46 vehicles for unauthorised discharge of septage into the drains. A fine of Rs 12.77 lakh has been imposed, they said.

    The officials informed the LG that laying of sewer lines in 573 colonies is underway out of which, work in 264 colonies will be completed by June 2023 and in another 70 colonies by September 2023.

    Similarly, connection of drains in 639 JJ colonies with the sewer system is underway out of which 558 JJ colonies have been connected with the sewer system. Work in the remaining clusters will be completed by June 2023.

    During the meeting, the LG asked drain owning agencies – the PWD, the MCD, the DDA, the DJB, the DSIIDC – to physically inspect and submit within 15 days a report on all illegal sub-drains that are not in the official records of the agencies but are falling into the main drains, added the statement.

    Amaravati: Various tourism facilities were inaugurated by Union Minister for Tourism and Culture G. Kishan Reddy at Dhyana Buddha Vanam in Amaravati on Tuesday.

    Accompanied by Andhra Pradesh Tourism Minister R.K. Roja and top officials, Kishan Reddy inaugurated a tourist facilitation centre, meditation hall, open air theatre, restaurant, interpretation centre and landscaped garden.

    These facilities have been developed under the theme ‘Buddhist Circuit’ of the Swadesh Darshan Scheme of the Ministry of Tourism of the Central government.

    The project is aimed at leveraging and rejuvenating the Buddhist sites to attract more international tourists by enhancing the tourist experience and increasing employment opportunities in the region.

    The Central minister also handed over a valuable antiquity (Railing Pillar) to the Archaeological Survey of India (ASI) museum.

    Kishan Reddy said this was brought back from Britain by the ministry of culture in 2020 and may belong to the famous Buddhist site in Amravati.

    The Central minister told reporters that the government is trying to bring back the antiquities taken out from the country since independence till 2014.

    “We have already brought back 13 antiquities and efforts are on to retrieve 269 antiquities,” he said.

    The minister revealed that Rs 141 crore has been given to Andhra Pradesh under Swadesh Darshan Scheme.

    Kishan Reddy said Kakinada Wildlife Sanctuary, Budameru, Mypadu Beach, Buddhist Circuit, Amaravati region will be developed. Plans are also being made to develop Nagarjunakonda.

    Amaravati: In a move aimed at ensuring safety of tourists, the Andhra Pradesh government on Tuesday launched 20 tourist police stations.

    Chief Minister Y. S. Jagan Mohan Reddy inaugurated the police stations at 20 important religious and tourist places in various districts.

    Launching the police stations virtually from his official residence here, he said the security kiosks would work as additional police stations and attend to complaints from tourists.

    The newly launched tourist police stations would now start functioning at the RK Beach at Visakhapatnam, Sri Kodanda Rama Swamy temple at Vontimitta in YSR district, Kukkuteswara Swamy temple at Pithapuram in Kakinada district, Pushkar Ghat at Rajahmundry, Sri Venkateswara Swamy temple at Dwaraka Tirumala in Eluru district, Manginapudi Beach and Mopidevi Temple in Krishna district, Indrakeeladri Temple and Bhavani Island in NTR district, Mypadu Beach and Sri Penusila Lakshmi Narasimha Swami temple at Penchalakona in SPSR Nellore district, Mahanandi and Ahobilam temples in Nandyal district, Raghavendra Swamy temple at Mantralayam in Kurnool district, Horsley Hills in Annamayya district and Lepakshi temple in Satya Sai district.

    The chief minister revealed that the tourist police stations would be run by specially trained police personnel and headed by a Sub-Inspector or Assistant Sub-Inspector rank officer. Linked with local police stations, each tourist police station would have six police personnel including women constables.

    Interacting with the police officials virtually on the occasion, he suggested that the contact phone number of the responsible police officials should be prominently displayed at all tourist police Stations. He hoped that the enhanced tourism security would help boost up the traffic of tourists in the state.

    He said several reforms were introduced in the police department after YSRCP came to power and the downloading of Disha App by about 1.20 crore women indicates the extent of support being extended to womenfolk in the state by the police.

    Unlike in the TDP rule, police services are now available to people through village and ward secretariats and the government has also introduced zero-FIR system in police stations where receptionists would talk to the complainants first.

    Home Minister Taneti Vanita, DGP K.V. Rajendranath Reddy, Special CS (Tourism) Rajat Bhargava and senior police officials were present.

    New Delhi: India has launched 353 foreign satellites since 2014, earning the country foreign exchange, Union Minister Jitendra Singh said on Wednesday.

    He said India earned 187 million euros from European countries and 39 million dollars from the US by launching satellites since the Modi government came to power in 2014.

    Earlier, in reply to a question in Lok Sabha, Singh said in order to promote and encourage public-private-participation projects and start-ups, a central PSU called “NewSpace India Limited (NSIL)” has been established.

    He said a single-window nodal agency “Indian National Space Promotion and Authorization Centre (IN-SPACe)” has been established to promote non-government entities and to create an ecosystem for private companies in the space sector.

    Singh said 135 applications have been received by IN-SPACe from non-governmental entities and start-ups in the space sector.

    Responding to a question on start-ups in the sector, Singh said a new seed fund scheme has been approved by the IN-SPACe Board to provide initial financial assistance to Indian space start-ups.

    Singh said a revised FDI policy in the space sector to facilitate overseas investment in non-government enterprises and a national space policy are in the process of final approval.

    Jammu, Jan 26: Jammu and Kashmir’s Lieutenant Governor Manoj Sinha Thursday said that security agencies have launched final assault on militancy and its eco-system to ensure everlasting peace in the Union Territory.

    Addressing the Republic Day gathering at Moulana Azad Stadium Jammu, LG Sinha, as per news agency—Kashmir News Observer (KNO) said that the morale of security forces is high in J&K and all efforts to destabilize the peace is being given a befitting reply.

    “Sustained efforts of our security agencies have resulted in a marked decrease in terrorist incidents in Jammu and Kashmir. The security grid has been strengthened and anti-terror operations have been intensified through direct attacks on the ecosystem that supports and finances terror,” he said during address.

    Last year, 180 terrorists were neutralized, or there has been a corresponding reduction of 55% in civilian killings and 58% in the martyrdom of security forces,” the LG said adding, “Befitting reply is being given to narco-terrorists and seizures and arrests in Narco-terror cases have increased”.

    “Security agencies are busy in the last assault on the terror, its ecosystem and its supporters to ensure everlasting peace in the UT,” Sinha said.

    The LG said that the administration and the Centre has taken a series of steps for the welfare of security agencies operating in J&K.

    Lieutenant Governor Manoj Sinha further said that upcoming G-20 meeting in Jammu and Kashmir is a “message to the enemies of humanity” and urged people of the Union territory to come forward and make it an “inclusive” event.

    “The G-20 meeting being held in Jammu and Kashmir in May this year is a message to the enemies of humanity who were attacking the interests of our citizens through cowardly acts of terrorism for decades,” Sinha said.

    He said that Jammu and Kashmir, which is an integral part of India, is the “life blood” of the country. Sinha said it is the guiding lamp of the civilization and “eternal sound of our social consciousness”.

    “Jammu and Kashmir today stands tall with self-confidence, encompassing the great heritage and cultural values of the world’s largest republic. Today, J&K is marching forward on the path to progress,” he said.

    “I urge every section of the society to come forward and make the G-20 an inclusive event,” the LG said.

    He said that Jammu and Kashmir is not just a geographical entity but a vibrant and radiant ecosystem, where different faiths are the guiding force of inclusive culture.

    “Jammu and Kashmir is a rhythmic dialogue of social, cultural values, plurality and tolerance. It is the aura of self-confident India. Harmukh, Amarnath, Pir Panjal and Trikuta Hills are the highest peaks of our spiritual heritage.

    “The waves of Jhelum, Chenab and Tawi rivers reflect the essence of our intellectual and spiritual experiences. Since times immemorial the spiritual energy and blessings of Mata Vaishno Devi, Sudh Mahadev, Budha Amarnath have guided our society,” he said.

    Sinha said that for decades, the development and aspirations of common people were held hostage by “exploitative and anti-developmental” land laws.

    “Over the last two years, land owners have been empowered through a series of land reforms. Legal action is being taken against influential people who had illegally encroached upon the government land,” he said.

    The LG said the people are at the centre of governance. “We have ensured that the interests of common citizens are protected and that they are not impacted by the campaign to remove illegal encroachments. We have been successful to a great extent in curbing corruption by issuing land passbooks in three languages.”

    He said that so far, 28 lakh such passbooks have been distributed, and revenue records are being demystified for eliminating the possibility of manipulation.

    Similarly, the new land-use laws have ensured that people get a reasonable and fair price for their land and the interest of farmers are protected, he said.

    On Kashmir migirants, he said that the administration received 8400 applications from Kashmiri Pandits, whose land and property was grabbed forcibly in 1990. “Administration is working to ensure such properties are retrieved and handed over to KPs,” he said.

    “The Kashmir Migrant Portal, which was launched in September last year for registering grievances for illegally encroached properties during the 1990s, has registered 8408 applications and action has been taken on 6336 applications, resulting in removal of encroachment on 2608 kanals of land,” he informed.

    On Package and reserved category employees, “The administration is trying to solve the problems of Kashmiri Pandit brothers and sisters with utmost sensitivity. Their safety is our topmost priority. All PM package and minority employees working in the Kashmir valley have been deployed at safe places. A nodal officer has been appointed in the Raj Bhavan and in every district to resolve issues related to their security and other problems,” he said and further added that long-standing issue of availability of land for their accommodations has been resolved, and construction of 3000 accommodations for our Kashmiri Pandit brothers and sisters shall be completed this year.

    Although, recruitment under the Prime Minister’s Package and reserved categories is on the strength Kashmir Division cadre, the issue of their transfer is being examined by an empowered committee.

    He said a series of developmental initiatives are going on in J&K to push the UT to new heights of achievements. “Srinagar and Jammu will soon have metros, the tubes on the Srinagar-Jammu highway are also being set up on war footing,” the LG said as per KNO.

    He said that for the first time, J&K will have a Women Industrial Estate while promotions of almost 2000 officers that didn’t take place since 2001 are being cleared. The LG said that the special focus of the administration is on the youth as J&K’s 70 per cent economy is dependent on agriculture.

    On digital reforms, the LG said, in just two years, we have laid the foundation of a new digital society and bridged the digital divide to a great extent.

    “In the last one year, Jammu and Kashmir recorded 11 lakh e-transactions per day, which is about 48,000 e-transactions per hour. All applications for Government services have been made online from January 15th and 400 services have been integrated into the feedback mechanism for monitoring the quality of service. Further, 250 online services have been brought under the Public Service Guarantee Act to ensure delivery of these services within stipulated time frame and easy redressal of grievances through integration with the auto appeal system,” he said.

    The Jammu and Kashmir also said that government has achieved something remarkable in terms of education.

    “After three decades of stagnation, schools were operational for 200 days last year, which is a statement of an emerging vibrant society that has broken free from shackles of the past,” he said during his speech adding, “In the realm of school education, emphasis is being laid on increasing enrolment, access to quality education, retention and introduction of an educational framework that sparks curiosity in children, focuses on value based education and makes them passionate about studies.”

    70,000 children have been taken to classrooms through the “Aao School Chalein” campaign. We recorded a 17.87% increase in enrollment in the year 2022 through special focus on early child care and education.

    On Tourism

    “A record 1.88 crore tourists visited Jammu and Kashmir last year, which is the highest since independence. Infrastructure are being strengthened at Mata Vaishno Devi, Construction work of Mantalai Wellness Center has been completed at a cost of Rs. 80 crore and the design of Katra Multi Modal Station has been finalized.

    He added that after the launch of the New Film Policy in 2021, Jammu and Kashmir has emerged as the favourite shooting destination for film industry and permission has been granted for shooting of 150 films and web series in less than two years.

    Industry

    The LG said that for the first time in the last seven decades of independence, Jammu and Kashmir is witnessing an Industrial Revolution.

    “It has opened up doors of immense possibilities for the new generation. Private investment proposals worth Rs. 66,000 crore have been received within a period of around one year, during which 1455 industrial units started their operations,” he said.

    “The foundation stone of Emaar Group Shopping Mall and IT Tower shall be laid in March, 2023 and 52 other industrial units will also start their operations during the same month. Further, land has been allotted to 1711 industrial units which is also a new record in the industrial history of Jammu and Kashmir.

    “Another 77 industrial units are being developed on private land and in the last three years, 500 start ups have come up which have ushered in a new social revolution. Sincere efforts are being made to revive the handloom and handicraft sector,” the LG said, adding, “We are committed to provide training, design, technology inputs like GI tag and such other infrastructural support as are required for quality, branding and boosting global demand for our handicraft products”—(KNO)

    New Delhi: Union Health Minister Mansukh Mandaviya on Thursday unveiled the COVID-19 vaccine, iNNCOVACC in the presence of Union Minister of State (IC) for Science and Technology, Jitendra Singh.

    iNNCOVACC is the world’s first intranasal Covid-19 vaccine to receive approval for the primary 2-dose schedule, and as a heterologous booster dose. It is developed by Bharat Biotech International Limited (BBIL) in collaboration with Biotechnology Industry Research Assistance Council (BIRAC), a PSU under the Department of Biotechnology, Ministry of Science and Technology.

    Expressing his elation at the event, Mandaviya said that over 65 per cent of vaccines supplied in the world are from India.

    Congratulating the BBIL team and the Department of Biotech for bringing about the world’s first nasal vaccine, he stated that “being the world’s first intra-nasal Covid-19 vaccine, this marks a glorious tribute to the call for Atmanirbhar Bharat.”

    The Union Health Minister added that India’s vaccine manufacturing and innovation capability is appreciated all over the world as it has made a mark in producing quality and affordable medicines.

    Congratulating BBIL for innovating another vaccine in collaboration with BIRAC, Jitendra Singh said that “India has taken a lead in developing vaccines and medicines for diseases common in the developing world.”

    He also stated that ZyCoV-D, the world’s first and India’s indigenously developed DNA based vaccine for Covid-19 to be administered in humans including children and adults 12 years and above, was also developed in partnership with the Department of Biotechnology in the Ministry of Science & Technology under ‘Mission Covid Suraksha’ through BIRAC.

    iNCOVACC is a cost effective Covid-19 vaccine which does not require syringes, needles, alcohol wipes, bandage, etc, saving costs related to procurement, distribution, storage, and biomedical waste disposal, that is routinely required for injectable vaccines.

    It utilises a vector-based platform, which can be easily updated with emerging variants leading to large scale production, within a few months. These rapid response timelines combined with the ability of cost effective and easy intranasal delivery, makes it an ideal vaccine to address future infectious diseases.

    A rollout of iNCOVACC is expected to begin in private hospitals that have placed advance orders. Initial manufacturing capacity of several million doses per annum has been established, this can be scaled up to a billion doses as required. iNCOVACC is priced at Rs 325 per dose for large volume procurement by State Governments and Government of India.

    The LG said that the administration and the Centre has taken a series of steps for the welfare of security agencies operating in J&K. He said that the administration received 8400 applications from Kashmiri Pandits, whose land and property was grabbed forcibly in 1990. “Administration is working to ensure such properties are retrieved and handed over to KPs,” he said.

    He said the J & K situation was returning to normalcy and the evil designs of the enemy is being foiled. The LG said that this year, the year 2022 saw 55 per cent decrease in the civilian killings and the there is a significant dip in the killing of security forces personnel as well.

    He said a series of developmental initiatives are going on in J&K to push the UT to new heights of achievements. “Srinagar and Jammu will soon have metros, the tubes on the Srinagar-Jammu highway are also being set up on war footing,” the LG said as per KNO.

    He said that for the first time, J&K will have a Women Industrial Estate while promotions of almost 2000 officers that didn’t take place since 2001 are being cleared. The LG said that the special focus of the administration is on the youth as J&K’s 70 per cent economy is dependent on agriculture—(KNO)
