    Debris blast from SpaceX rocket launch faces environmental scrutiny

    While the spectacle of SpaceX’s new Starship rocket blowing up over the Gulf of Mexico riveted the public’s attention, it was the explosive nature of the launch at ground level that was drawing heightened scrutiny from the government this week.

    The shattering force of last Thursday’s launch in south Texas sent a cloud of pulverized concrete raining over a small town nearby, federal regulators said, raising fresh questions about the environmental impact of ramped-up launch operations at the site.

    The blastoff from the SpaceX facility, adjacent to a national wildlife refuge near Boca Chica Beach, also hurled large chunks of concrete and metal thousands of feet away and ignited a 3.5-acre (1.4-hectare) fire on nearby grounds, according to the US Fish and Wildlife Service.

    Damage to the launchpad, the floor of which was largely demolished during liftoff, was visible in photos of the aftermath. No one was hurt, and no dead birds or wildlife were found on lands owned or managed by the refuge, the agency said.

    The rocket itself tumbled out of control and blew up in midair a few minutes into its flight.

    Environmentalists seized on the report as evidence that a more in-depth study of potential hazards to public safety and wildlife should be conducted before further Starship launches are conducted at Boca Chica.

    “They contemplated debris from these launches, but not part of the launchpad itself being blown out miles away and scattered across the landscape,” said Jared Margolis, a senior attorney for the Center for Biological Diversity. “What happened is not what they anticipated.”

    Nasa is counting on Starship as a major component of its Artemis program, aimed at returning astronauts to the moon in the next few years as a stepping stone to eventual human exploration of Mars.

    SpaceX did not immediately respond to a request for comment on the Fish and Wildlife Service findings.

    The 20 April launch was days after the Federal Aviation Administration (FAA) granted SpaceX a license to launch the Starship via its Super Heavy rocket booster. The uncrewed test flight was the first for the combined two-stage vehicle.

    Despite the outcome, SpaceX hailed the aborted mission as a qualified success. The company said it was satisfied in getting Starship off the ground in its maiden test flight, the launch a valuable source of data for further development of the spacecraft.

    The report by the Fish and Wildlife Service, part of the US interior department, was the first account from government regulators on the extent of collateral damage from the launch, apart from the aerial explosion of the Starship itself.

    Elon Musk, the billionaire founder and CEO of SpaceX, said on Friday that the California-based company now plans to install a water-cooling system and steel foundation for the next launch of the rocket, the most powerful ever built.

    The Federal Aviation Administration (FAA) last week said it had opened a “mishap” investigation, as required by law, effectively grounding the rocket ship until SpaceX determines a root cause for any failures and takes corrective action.

    Concrete dust cloud

    On the ground, the force of roughly 30 rocket engines firing at full power pummeled the launchpad at liftoff, carving a crater several feet deep into the ground.

    A resulting plume of concrete dust drifted as far as 6.5 miles (10.5km) to the north-west, according to the Fish and Wildlife Service. Pulverized material fell over tidal flats in the area and on Port Isabel, a town near the state’s far south-eastern tip, said agency spokesperson Aubry Buzek.

    An environmental assessment that the agency approved last year for the recently expanded Starbase facility envisions blastoff debris remaining within a 700-acre (approximately 1 sq mile or 283 hectares) zone around the launchpad.

    Concrete chunks and metal shrapnel flung thousands of feet from the launchpad would likely have landed in critical habitat for the piping plover, a shorebird on the endangered species list, Margolis said.

    Before the FAA granted the license, environmentalists had pressed for a more extensive environmental impact study. Margolis said the launch mishap proved the original environmental analysis was inadequate.

    Reopening the SpaceX facility to a full-scale environmental review would set back Starship development, complicating Nasa’s Artemis timeline, as well as the anticipated use of the spacecraft for Pentagon and commercial missions.

    Musk suggested last week that SpaceX could have planned upgrades to the launch site ready for installation before the next launch attempt in one to two months.

    New Delhi: The Delhi University (DU) will release a ‘Panchang’ (religious almanac) prepared by it on April 28, which will be shared among the students across the country with an aim to connect the youth to the rich ancient Indian knowledge system and tradition.

    The Panchang will be released by DU Vice Chancellor Yogesh Singh in the presence of several personalities from the fields of literature and culture, including the varsity’s department heads, teachers, students, and researchers, among others.

    The chief guest at the programme will be Ramlal, the all-India Sampark Pramukh of the Rashtriya Swayamsevak Sangh (RSS).

    The varsity will release the Panchang with a focus on the theme ‘Indian Knowledge Tradition’ on the occasion of its centenary year.

    The Panchang has been prepared by the varsity’s Value Addition Courses Committee.

    “Our Panchang is more advanced than the Western calendar. It is more scientific and informative. Delhi University’s Value Addition Courses Committee is all set to script a new history on this,” the committee’s president, Niranjan Kumar, told IANS.

    “It is quite unfortunate that Panchang has disappeared from our homes as well as from the minds of the youth. Through this Panchang, DU is trying to connect the students to the Indian knowledge system.

    “The Western calendar only provides dates and holiday-related information. But the Indian Panchang contains dates, days of the week, ‘nakshatra’, ‘karan’, ‘yog’ etc., along with all our festivals and other important dates,” Kumar added.

    The Panchang will be provided for everyone free of cost during the programme at the varsity.

    According to DU, it would also tell students about the importance of ‘Indian Panchang’ and the accuracy of mathematical calculations of Panchang in the Indian knowledge tradition.

    Describing the launch of the almanac as a historic event, Kumar said that this is happening for the first time in the history of DU when the varsity is releasing a Panchang for the dissemination of ancient Indian knowledge.

    “The Panchang will be a useful step in introducing students to the rich and ancient Indian knowledge tradition,” he said.

    Srinagar, April 26 (GNS): In a significant achievement towards providing quality mental healthcare for all, the UT level Tele Mental Health Assistance and Networking Across States (Tele -MANAS) cell, established at the Institute of Mental Health and Neurosciences (IMHANS) Srinagar, has received more than 10,000 calls since its inception in Jammu and Kashmir.

    The first-of-its-kind mental health helpline, launched on November 4, 2022, is a three-tier system that has mental health counselors, clinical psychologists and psychiatrists available for patients’ calls.

    Doctors at IMHANS informed that since its launch, they have received 10,000 calls including related to stress, drug addiction, suicidal tendencies and anxiety.

    Secretary, Health and Medical Education (H&ME), Bhupinder Kumar, while elaborating on the significance of Tele –MANAS cell in the UT, said that telemedicine is a broader concept and tele consultation is part of it. “People can call on toll-free number and seek advice on mental health issues. Since its launch, the number of calls have increased and the quality of calls also. People who took first consultation are calling for follow-ups also with psychologists and psychiatrists,” he said.

    Secretary added that Tele MANAS would also be linked to e-Sehaj portal where doctor can prescribe the medicine. “We want people to use this facility and tele MANAS is the way forward. It is more important for remote and far-off places where there is a shortage of doctors and specialists,” he added.

    Mission Director, NHM J&K, Ayushi Sudan, said there is a lot of stigma attached to mental health issues adding that with Tele-MANAS, people are coming forward with these issues. “The individual calls reach to one or two hours and it is 24/7. A lot of mental health issues occur during night time. We have been able to cover a lot of people. It is accessible and free. We want to expand it in future at the district level as well,” she said.

    Ayushi Sudan said the NHM J&K is also planning to expand mental health coverage across the districts to cover mental health issues, however, the approach may be different from Tele- MANAS. “We will be having district mental health plans. Tele MANAS is beginning in our initiative. We are also planning to integrate the suicide helpline,” she said.

    As an extension to service delivery framework of the existing Tele MANAS Helpline we have developed Tele MANAS Chat bot, first of its kind in the entire country. It will enable the users to chat directly about their basic mental health problems for solution and subsequently patients can be referred to tele manas cell.

    Dr Qazi Haroon, State Program Manager Mental Health J&K, said Tele MANAS is being linked to District Mental health program across all the districts of JK UT. A comprehensive communication strategy/IEC formulated has actually helped us to reach so extensively to common people in such short period of time, he added. He said that in near future more and more people suffering with mental health will find refuge in Tele MANAS.

    Pertinently, J&K stands at rank 2 in whole country as far as daily calls received by Tele MANAS Cells are concerned.

    Biden’s announcement came on a day when the leading Republican contender to challenge him, former President Donald Trump, began a trial where he is accused of rape. Another GOP hopeful, Nikki Haley, delivered a speech reaffirming the party’s commitment to restricting access to abortion, an issue that continues to galvanize voters on both sides perhaps more than any other.

    The most powerful Republican on Capitol Hill, House Speaker Kevin McCarthy, is fighting to wrangle his unruly caucus to get behind a proposal to tie major spending cuts to any debt ceiling increase, setting up another dramatic vote on the House floor as early as Wednesday. And the smoke is still just clearing from the sudden firings Monday of two outsized media personalities, Tucker Carlson by Fox and Don Lemon by CNN.

    The chaotic tableau was not just a revealing snapshot of a particularly frenetic American moment — it may foreshadow the campaign to come, too. Biden, as he was at times during last year’s midterms, could find himself relegated to the background, as more extreme characters dominate the news and the nation’s collective consciousness. Rather than fret their second-fiddle fate, the president’s advisers find it advantageous.

    “I go back to the first election, where he presented himself as… someone who is steady, someone who is thoughtful, someone who keeps his eyes on the prize,” said Rep. Lisa Blunt Rochester (D-Del.), one of the Biden campaign’s co-chairs. It is not, she added, about “the antics of the moment.”

    For an incumbent eager to frame the next election, as he did last year’s, as a choice and not a referendum on his own record, being somewhat out of the spotlight’s glare has its benefits. Biden’s team wants to present him as a trusted, experienced politician; the drama-free alternative to extremism on the right. The media’s focus on louder, more strident voices — and his own innate unobtrusiveness — are not just an outgrowth of circumstances but also a key part of his campaign’s strategy.

    “None of this backdrop to Biden’s announcement is a coincidence. It’s all part of the same reckoning that the country is going through,” said Jennifer Palmieri, who served as communications director on Hillary Clinton’s 2016 campaign. “When Biden ran the first time, he was talking about being a transitional president. He’s talking about ‘finishing the job’ because we have not completed this transition. We are still in this epic fight where big questions about democracy and fundamental rights are at stake.”

    Biden’s 2020 victory over Trump and Democrats’ ability to defy historical headwinds last November and far surpass the party’s midterm expectations, Palmieri added, showed that “Biden and Democrats don’t have to be top of the news to win. They just have to make sure voters understand what’s at stake.”

    Executing such a strategy is a bit easier when running against a sitting president rather than running as one. And, over the coming months, Biden world’s efforts to run as the drama-free, more competent alternative to what the Republican Party is offering will be tested by that Republican Party’s attempts to create drama and frame him as inept.

    In his campaign launch video, Biden took the first step towards trying to set the contours of the debate. The video focused on Republican extremism in setting up the rationale for his campaign. It highlighted the Jan. 6, 2021, insurrection, the conservative Supreme Court’s decision striking down federal protections for abortion and GOP efforts at the state level to ban books, limit early voting and restrict transgender rights, as well as Republicans’ inaction on gun safety amid a surge of mass shootings. “MAGA extremists,” Biden says in the video, are “lining up to take away those bedrock freedoms.”

    That’s a shift from last year’s focus on Democrats’ legislative accomplishments over Biden’s first two years in office. The White House has launched a major publicity blitz to tout the benefits of new laws — the Bipartisan Infrastructure Law, the Chips Act boosting America’s tech sector and the Inflation Reduction Act, which has led to $200 billion in new investments in renewable energy projects. But none of those laws were referenced in the president’s three-minute launch video.

    Instead, Biden focused on those accomplishments during a lunchtime speech at the annual meeting of the North America’s Building Trades Unions, a gathering that represents a critical piece of the president’s political base. The speech was an official address, with the only flourish from the just-launched campaign effort being Biden’s new “finish the job” catchphrase.

    “Under my predecessor, Infrastructure Week was a punchline. On my watch, we’re making Infrastructure Decade a headline,” Biden said, addressing the audience directly. “Union workers will build roads and bridges, lay internet cable, install electric vehicle chargers. Union workers are going to transform America. And union workers are going to finish the job!”

    Those remarks occurred, however, shortly after CNN cut away from live coverage of the speech, which was a familiar rehash of the president’s well worn economic message.

    Biden world has long scoffed at the notion that they should gear their approach around the whims of cable or Twitter at that. And the campaign’s strategy with its launch day, which also featured Vice President Kamala Harris speaking about reproductive rights at an event in Maryland, appeared to reflect a broader awareness about how Americans consume their news now. With the initial video push, followed by two events featuring Biden and Harris that could practically be turned into videos themselves, the campaign will be able to reach a number of constituencies with multiple messages. Creating banner headlines on cable TV, it seems, was not the point.

    Biden’s former communications director Kate Bedingfield, who CNN opted to interview from a Washington studio rather than carrying Biden’s remarks, made it clear that the president isn’t especially reliant on the mainstream media. His team often prefers to engage with content creators with large followings or to package the president’s comments themselves for distribution via social media platforms and email lists.

    “We’re living in an incredibly fractured media environment, and so the president and his team have to think about how do we reach people where they’re actually getting their news,” Bedingfield said.

    With polls showing a majority of Americans preferring that Biden not seek a second term, the campaign team has its work cut out for them. The task being to gin up support from your own base while keeping yourself off of center stage can, at times, be in conflict. But there is one way to do both: focusing attention on the Republican alternative.

    “Republicans nominating Trump again plays right into Biden’s message,” GOP pollster Whit Ayres conceded. “Biden only won in 2020 by a hair in the Electoral College, and he has significant problems now. But his unobtrusiveness is not one of them. In part, that’s what he ran on: not being in your face every day.”

    Afi Ahmed, managing director of UAE-based Smart Travels, is currently exploring different strategies to turn the Air Kerala project into a reality.

    In March 2023, Afi Ahmed paid local company 1 million Dirhams (Rs 2,23,26,532) for the airkerala.com domain name.

    Air Kerala had been a project that was announced by the Kerala government in 2005 and was registered as a wholly-owned subsidiary of Cochin International Airport Limited (CIAL) in 2006.

    As per a report by Khaleej Times, it aims to provide a relief to Keralites living in the UAE against skyrocketing ticket prices and shortage of airline seats.

    Air Kerala project has been suspended several times, despite being a hotly debated topic for years.

    The domain name airkerala.com was initially purchased in 2000 by domain sales portal Executive Bachelors.com, a subsidiary of UAE-based investment company 1971.

    In 2005, the site’s estimated value was around 2.5 million Dirhams. Although numerous parties have expressed interest in the domain since then, this is the first time Executive Bachelors.com has sold the coveted domain name.

    “I was looking for a domain for my B2C project,” Afi Ahmed told Khaleej Times.

    Since announcing his intention to revive the airline, Aafi said, he has seen an outpouring of support from the Malayali community in the UAE.

    “Several businessmen have approached me and pledged to contribute money to get the project running,” he added.

    How should we install it?

    Disassembly

    Her formal entry jumpstarts the race and puts pressure on other would-be contenders to announce gubernatorial bids of their own, perhaps sooner than they otherwise planned. California statewide campaigns are among the most expensive in the country, with TV ads in major markets costing millions each week and politicians taking years and even decades to establish their brands. Republicans don’t pose a serious threat in top-of-the-ticket races, so the scramble for early money and endorsements will take place primarily among Democrats.

    Kounalakis has been acting governor more than a dozen times. When Gov. Gavin Newsom was away on holiday last spring, she became the first woman in the state’s 171-year history to sign a bill into law. Last fall, she was a prominent voice for Proposition 1, the voter-approved measure that guaranteed access to abortions after the U.S. Supreme Court overturned federal protections. Yet Kounalakis remains far from a household name across the state. She compared the race to a marathon, adding, “You really have to start early. I’m committed to this. I’m ready to run it.”

    The timing of her launch is reminiscent of Newsom’s first successful run for governor. In February 2015, Newsom opened a committee to begin raising money for his marathon 2018 governor’s race just a few months after Jerry Brown was sworn in for his final term. Like Newsom did before her, Kounalakis expects to lean into her two terms as the understudy as well as the financial and ballot title advantages that can come with the role. Two of the state’s last four governors immediately preceded their time in the office as lieutenant governors.

    Kounalakis has about $4.4 million in her campaign committee, which she will ultimately shift into the governor’s race. She informed Newsom of her plans to run for the office.

    In her current role, Kounalakis, 57, presented herself as a seasoned operator focused on the cost of higher education and efforts to combat climate change. She pushed back on tuition and fee hikes at universities and state institutions and fought to add more slots for resident students as a member on governing boards of the UC and CSU systems. As the state’s representative for international affairs and trade, she represented California abroad at the United Nations Climate Summit. Kounalakis also talked up her experience opposing the Trump administration to halt offshore drilling and developing policies to help deliver three major offshore wind projects.

    But the lieutenant governor’s office — largely regarded as a stepping-stone post for which candidates in California campaign independent of the governor — offers little in the way of built-in responsibilities. Kounalakis has made no secret of her ambitions and about wanting a bigger role. And she’s spoken openly about the need for a state of nearly 40 million people and the world’s fifth largest economy to have a woman governor.

    Despite its reputation as a progressive policy laboratory, California has been led only by men. Sen. Dianne Feinstein and former state Treasurer Kathleen Brown, the daughter of one California governor and sister of another, lost governor’s races to a male rival. More recently, Jerry Brown defeated Republican Meg Whitman, the billionaire former eBay chief executive, in 2010.

    Kounalakis referenced her immigrant family’s roots and connected her work for their housing development company with the need to build more dwellings in the state. She also touched on the historic implications of her run.

    “We’re in a time where women’s rights are being attacked in ways that were inconceivable before Donald Trump won,” she said. “I am the first woman elected lieutenant governor of California, and God willing, I will be the first woman elected governor.”

    EMILY’s List President Laphonza Butler, a strategist and former labor leader with deep roots in California, expects Kounalakis to be the first of several women to join the race.

    “It is not only strategic for them, but it is essential for women who are running for statewide office to really get their campaigns moving and get them moving early,” Butler said in an interview. “It is how they are able to elevate their campaigns and spark fundraising. And as the data notes, women have always had to prove more relative to fundraising and competitiveness.”

    Butler said it was too early to say whether EMILY’s List would endorse in the governor’s race, but added, “it’s an opportunity to continue to shatter glass ceilings and we definitely have to look at it very carefully.”

    Long before Kounalakis ascended to elected office, she emerged as a political player by navigating an insider’s lane. She donated and raised millions for Democrats and served as a delegate to several national conventions. Along the way Kounalakis and her family forged close ties with the Clintons, and she later spearheaded an effort of Greek American donors to Hillary Clinton’s 2008 campaign. She turned her focus to Barack Obama when he won the primary. The next year, when Kounalakis was 43, Obama named her as his ambassador to Hungary, and she served in the post from 2010 to 2013 as one of the administration’s youngest representatives abroad.

    Kounalakis anticipated returning to the federal government in a Clinton administration, but after Democrats were upset in 2016, she felt compelled to make a run of her own.

    “I knew immediately California would be important in the fight against Donald Trump,” she said in an interview. “And when I looked at my options and I heard Hillary Clinton calling for women to stand up and run, that was completely the impetus for me making that decision.”

    In the 2020 campaign, she staked out a role as a fierce ally of Kamala Harris, helping organize a group of Californians who advocated to advisers of Joe Biden for her place on the 2020 ticket just as Harris’ vice presidential rivals were getting serious looks.

    Kounalakis’ rise inside California political circles is owed not just to her prolific networking but also to her lineage. She is the daughter of builder and philanthropist Angelo Tsakopoulos, a Greek immigrant whose story is part of Sacramento lore. As a young man, he labored as a field worker, sold melons on the street and was a waiter in the Governor’s Mansion before building his family real estate business into a development empire. Tsakopoulos, a mega-donor even by modern standards, established himself as a benefactor for Greek candidates like Michael Dukakis, Paul Tsongas and Paul Sarbanes. Former California Treasurer Phil Angelides, the Democratic nominee for governor in 2006, was an investment partner for Tsakopoulos, who donated millions to his political campaigns.

    In 2018, Tsakopoulos helped seed a campaign committee to support his daughter, who had spent nearly 20 years at the family’s company and rose to be its president. Kounalakis’ mid-career first run for office has drawn some comparisons to former House Speaker Nancy Pelosi, another longtime San Franciscan who ran in monied circles before translating her fundraising prowess into a seat in Congress.

    “She is not a cookie-cutter politician,” said former California Sen. Barbara Boxer, who has known Tsakopoulos’ family for decades and met Kounalakis as an intern on her 1992 campaign. “I hate to say it’s kind of rare in politics — it’s the old fashioned way. If somebody gave you their word, it was their word. She’s like that. She’s authentic.”

    Boxer said when Kounalakis first approached her about running for governor, she encouraged her to do so — and also to do it early.

    “I think it’s very smart. You can’t do it in 15 minutes,” Boxer said. “But again, she’s not like the usual politician who is going to run and you ask them and they say, ‘I haven’t made up my mind, I’m talking it over with my family, yada, yada, yada.’ She’s very clear. She doesn’t give you a word salad.”

    Kounalakis’ gubernatorial campaign team includes many of the state’s top operatives who have worked closely with Sen. Alex Padilla, Newsom, Harris and Brown. Kristin Bertolina Faust, who helmed Padilla’s political operation, is her general consultant, along with Bearstar Strategies on media and strategy, Tim Tagaris’ Aisle 518 on digital and pollster David Binder. Peter Ragone and Stefanie Roumeliotes are senior advisers, and the fundraising operation includes Angie Georgoulias and Stephanie Daily Smith.

    Californians are expected to have no shortage of Democratic candidates for governor in three years, potentially including state Senate President Pro Tem Toni Atkins and state Attorney General Rob Bonta, among others. Depending on how the Senate race to succeed Feinstein shakes out, the field could grow to include the likes of Democratic Reps. Adam Schiff and Katie Porter, should they turn their attention stateward.
