    EC issues notification for Feb 16 polls to 60-member Tripura Assembly

    Agartala: The Election Commission (EC) has issued a statutory notification for the February 16 elections to the 60-member Tripura Assembly inviting the candidates to submit their nomination papers from Saturday, officials said.

    Election officials said that with the issuance of the notification, candidates can submit their nomination papers to the returning officers across the state.

    According to the notification, the last date for filing of nomination papers in Tripura is January 30 and the scrutiny of papers and relevant documents would be done the next day.

    The last date for withdrawal of the candidatures is February 2.

    Officials said that for the convenience of the candidates and the political parties, unlike the previous elections, the poll panel has appointed 60 returning officers and 180 Assistant Returning Officers (AROs).

    In the previous Assembly polls in Tripura, one returning officer was appointed for two or three constituencies.

    Even though the official process of filing of nominations has begun, no political party is yet to announce the names of candidates even though the selection process has been going on both in Agartala and New Delhi.

    However, some candidates from different political parties, including Tripura Chief Minister Manik Saha who would be the ruling BJP’s Chief Ministerial face, have already started door-to-door campaigns in his Bordowali Assembly constituency in Agartala.

    Election officials said that it is proposed to work in mission mode to conduct the elections with an aim of “Zero Poll Violence”.

    To hold the election violence-free, a series of administrative and awareness steps were taken.

    The steps, which would continue until the poll process is over, include sensitization workshops to be held in all the 60 constituencies involving political parties, workers, and eminent citizens highlighting the negative effects of violence on the persons, families, society, and overall image of the state.

    Following the request of the state authorities, the Union Home Ministry has agreed to provide 400 companies of Central Armed Police Forces (CAPF), comprising Assam Rifles, Border Security Force, Central Reserve Police Force, and Central Industrial Security Force.

    The majority of the CAPF has already been deployed in different parts of Tripura.

    “The flag marches by the CAPF have already started since last week to ensure confidence building among the political workers for campaigning and among the citizens to cast their votes freely without any fear. The security forces are deployed well before the poll process so that they get familiar with the locality. Local police should extend necessary cooperation to the CAPF,” said an EC statement.

    It said that the state police shall ensure all miscreants, trouble mongers, and history sheeters are either kept in a constant watch or bound under relevant sections of the CrPC.

    The counting of votes will be held in Tripura on March 2.

    Kolkata: As the country is all set to celebrate the 126th birth anniversary of Netaji Subhash Chandra Bose, politics over the issue is heating up in West Bengal where the great Indian freedom fighter has his roots. The ruling Trinamool Congress and the principal opposition BJP have their own political cards to play in the matter.

    The Trinamool Congress-led state government has recently announced the decision to set up a ‘Jai Hind Vahini’ on the lines of the National Cadet Corps (NCC).

    This announcement has led to a political slugfest in the state where the opposition parties have denounced it as a blatant attempt to politicize the Netaji issue. This is especially so in the backdrop of the recent development in which the office of the additional director general, West Bengal & Sikkim Directorate, NCC, had pointed out how the careers of over one lakh NCC cadets have been affected because of the non-payment of its share of expenditure by the state government.

    According to CPI(M) central committee member Sujan Chakraborty, the Trinamool Congress reportedly has a branch organization whose name is also Jai Hind Vahini.

    “So, is this yet another attempt to politicize the school education sphere through this move under the garb of paying homage to Netaji? What is the justification of this move, when the NCC is there?” he questioned.

    Somewhat on the same lines, the BJP’s state spokesman Samik Bhattacharya too has criticized the move.

    He said: “The entire school education system in West Bengal is going through a deep crisis because of the massive teachers’ recruitment irregularity scam. In such a situation this move on Jai Hind Vahini is nothing but a joke in the name of Netaji. First, the state government should try to revive the education system by cleaning it up.”

    Trinamool Congress senior legislator Tapas Roy rubbished the opposition criticism by describing it as an unnecessary attempt to politicize each and every issue.

    Roy said: “No one is saying that the Jai Hind Vahini will be set up, sacrificing the existing NCC scheme. This is just to pay homage to Netaji on the occasion of his birth anniversary. The opposition in reality does not have any respect for the great souls of the nation and hence they unnecessarily politicize the entire issue.”

    Meanwhile, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat’s scheduled program to pay homage to Netaji in front of Shahid Minar in Kolkata on January 23 has stirred controversy in West Bengal.

    Although the RSS cannot be strictly defined as a political force, major political parties in West Bengal and even some analysts feel that the saffron camp will surely try to gain political mileage by this move of Bhagwat before the West Bengal panchayat polls in 2023 and more importantly the 2024 Lok Sabha elections.

    According to Trinamool Congress’s state vice-president Jai Prakash Majumdar, it is intriguing why the RSS chief for the first time chose to pay tribute to Netaji and more especially why he chose Kolkata as the venue.

    “It is clear that the move is to give BJP some oxygen in the state before the panchayat polls. The RSS has never shown any respect for Netaji before. Even Netaji refused to meet Vinayak Damodar Savarkar,” Majumdar said.

    The CPI(M)’s central committee member Robin Deb feels that the RSS and the Trinamool Congress have always operated on a mutual admiration basis, where Mamata Banerjee describes RSS as the true warriors against the communists and the latter equates her with Goddess Durga.

    “This same tradition of mutual admiration is continuing where Netaji’s birth anniversary celebration has just become a medium,” Deb added.

    Historian AK Das too cannot recollect the RSS celebrating the birth anniversary of Netaji so elaborately and that too in West Bengal with the Sangh chief himself being present.

    “At least history does not speak of any connection or synergy of thoughts between Netaji and RSS. But that cannot stop anyone from paying homage to this great freedom fighter. But considering the timing with two major elections coming up, the coinciding of the event with any political motive cannot be totally ruled out,” Das said.

    Netaji’s grandnephew Chandra Kumar Bose, who is himself a face of the BJP in West Bengal, said that this hypocrisy over the great Indian freedom fighter should come to an end now. “Either one should oppose Netaji or accept and practice his ideology of secularism and inclusivity true to its spirit,” he said.

    Vijayapura: Ahead of the assembly polls, ruling BJP is gearing up for nine-day Vijaya Sankalp Abhiyan in Karnataka which will be inaugurated by BJP President J.P. Nadda on Saturday in Sidhagi of Vijayapura in the state.

    Sindhagi is decked up for the mega event and BJP wants to kick-start campaigning in north Karnataka region, considered as a strong BJP hold. More than one lakh people are expected to attend the programme.

    The Vijay Sankalp Abhiyan will be carried out from January 21 to January 29. The state leaders will also inaugurate the abhiyan at various locations across the state.

    Former Chief Minister B.S. Yediyurappa will take part in the inauguration programme at Sindhagi. Karnataka BJP President Nalin Kumar Kateel will kick off the campaign in Bengaluru, Chief Minister Basavaraj Bommai in Tumakuru, Union Minister for Parliamentary Affairs, Mine and Coal Pralhad Joshi in Davanagere, BJP Karnataka In-Change Arun Singh in Chikkaballapur.

    The ministers and MPs of Karnataka will inaugurate the campaign in their respective districts. The BJP workers would reach out to the voters with achievements, policies and programmes of BJP.

    The party plans to establish contact with more than 1 crore beneficiaries of various programmes of the ruling BJP government.

    Three crore stickers will be distributed to be pasted on vehicles. The stickers will have info-graphics of BJP’s signature programmes such as ‘Kisan Samman’, ‘Mudra’. The party has also planned a missed call campaign and registered more than 1 crore members.

    Joshimath: Cracks of one to two metre long have devloped on the Badrinath National Highway in Joshimath, which is the only road that leads to Badrinath, a place of faith for millions of Hindus.

    Disaster Management Secretary Ranjit Sinha said that the administration has been keeping a close watch on the land subsidence of the highway.

    Sinha stated that the concerned agencies have been instructed to repair the road. He said it would be completely repaired before the Char Dham yatra.

    Repairing the road before the yatra would pose as a big challenge for the government.

    Significantly, the number of structures that have developed cracks in the holy city has increased to 863.

    In view of the cracks, along with the obstruction of the road to Badrinath Dham, the contact of the Indian Army with the China border may also be cut off.

    Geologist Prof M.P.S. Bisht, after visiting the area, said that the pattern of the cracks is parallel.

    Apart from this, sinking of the huge stones on the side of the road is also becoming a casue of concern for the government.

    Hyderabad: An accident took place in the Warangal district on Friday leaving at least six people injured after a newly bought car ran over devotees.

    The accident took place around 8 am near Annaram Dargah Sharif in Parvathagiri, said the police.

    A man after performing Vahana Pooja near the temple reportedly drove his car into the middle of the crowd. Instead of applying brakes he applied the accelerator and injured several people also hitting an autorickshaw.

    A woman named Nandini was critically injured in the incident.

    Meanwhile, police booked a case under section 337 (Causing hurt by an act endangering the life or personal safety of others) of the Indian Penal Code (IPC), reported, India Today. Further investigation is underway.

    Vahana Puja is conducted to bless new vehicles and pray for harmony to avoid mishaps and accidents in the future.

    Canberra: More than 17,000 weapons were surrendered in the first year of Australia’s permanent national firearms amnesty, the government revealed on Saturday.

    The government released the first annual report on the amnesty program, which allows Australians to hand in unregistered, illegal or unwanted weapons without facing punishment, revealing 17,543 weapons were surrendered in the first 12 months, reports Xinhua news agency.

    The permanent amnesty was set up in mid-2021 following temporary programs in the wake of the Port Arthur massacre in 1996 and again in 2017.

    According to the Australian Criminal Intelligence Commission, there are approximately 260,000 illicit firearms in circulation in Australia.

    Among the weapons handed in between July 2021 and June 2022 were 8,140 rifles, 2,896 shotguns and 789 pistols.

    “It is an important measure to reduce the number of firearms circulating in our community, and keep Australians safe,” the country’s Attorney-General Mark Dreyfus said on Saturday.

    Hyderabad: Telangana’s Animal Husbandry Minister Talasani Srinivas Yadav on Friday, said that the state government was planning to extend loans to 2,500 to 3,000 dairy farmers.

    This will be done for farmers to buy buffalos and contribute to increased production of Vijaya Dairy and would provide a livelihood to one lakh people.

    During the board meeting of Telangana State Dairy Development Co-operative Federation Limited (Vijaya Dairy) held in Masab Tank on Friday, Yadav asked officials to hold a special drive to register new members to the societies delivering milk to Vijaya Dairy and omit those who have discontinued.

    He also instructed officials to prepare plans for establishing four more feed mixing plants for preparing subsidized fodder, in addition to the already existing one in Gadwal. The launch of a mobile check van to inspect the quality of Vijaya Dairy products was also announced.

    Hyderabad: Prime Minister Narendra Modi will visit Hyderabad on February 13 to inaugurate or lay the foundation stone for various projects and address a public meeting.

    He was scheduled to visit the city on January 19 but the visit was postponed.

    The Prime Minister was to flag off the Secunderabad-Visakhapatnam Vande Bharat train and dedicate it to the nation and lay the foundation stone for several projects worth more than Rs 7,000 crore. While the visit was postponed, the Prime Minister virtually flagged off the train on January 15.

    He will launch the other projects during his visit on February 13.

    He will lay the foundation stone for the modernization of Secunderabad Railway Station at a cost of Rs 699 crore and the railway periodic overhauling workshop at Kazipet at a cost of Rs 521 crore.

    The Prime Minister will also dedicate to the nation Secunderabad-Mahabubnagar Railway doubling line of 85 kilometers. The cost of the project is Rs 1,410 crore.

    He will also launch work on widening and strengthening to 2/4 lane 60 km of the Mahabubnagar-Chincholi section of National Highway 167N. The work is to be taken up at an estimated cost of Rs 704 crore.

    Foundation stone will also be laid for widening and strengthening to 4 lane/2 lane of 42.57 km of the existing Mahabubnagar-Chincholi section. The estimated cost of the project is Rs 632 crore.

    Modi will also lay the foundation stone for Rs 513 crore project to widen two lanes 45.95 km of the Nizampet-Narayankhed-Bidar section of NH-161B.

    The Prime Minister is also likely to unveil projects worth Rs 2,597 crore at the Indian Institute of Technology (IIT), Hyderabad. The projects include academic buildings, hostel buildings, faculty and staff towers, a technology research park, a convention center, a knowledge center, a guest house, a lecture hall complex, and a healthcare facility.

    After attending various programs, he will address a public meeting at Parade Grounds in Secunderabad.

    New Delhi: An NGO has moved the Supreme Court opposing the criminalisation of marital rape, saying it would destabilise the institution of marriage.

    The petition filed by NGO Purush Aayog Trust through its president Barkha Trehan has sought the court’s intervention in a batch of petitions pertaining to the criminalisation of marital rape and the Indian Penal Code (IPC) provision that provides protection to a husband against prosecution for forcible sexual intercourse if the wife is an adult.

    The plea contended that the doctrine of separation of powers is a part of the basic structure of the Constitution and the power to create an offence solely vests with the legislature.

    “A marriage can end without any sufficient evidence pertaining to a case of marital rape. If there is any evidence of forcible intercourse, then there cannot be any other primary evidence other than the testimony of the wife. This can easily destabilise the institution of marriage,” the plea said.

    The petition, filed through advocate Vivek Narayan Sharma, said over the years, numerous incidents have been reported across the country where men committed suicide due to false accusations made by women.

    “There have been uncountable cases wherein married women have misused such provisions. Such cases include sexual harassment, 498A and domestic violence. If exception II of section 375, IPC is struck down, then it can become an ‘easy tool’ for wives to harass and puppet husbands, especially considering that the quantum of punishment in rape cases is much higher and the burden of proof is upon the accused.

    “Any allegations of rape by the wife be treated as gospel truth on the word of the wife and the husband would be most likely incapable to lead any contra evidence, owing to the nature of the personal and married relationship,” it said.

    The top court had, on January 16, sought the Centre’s response to a batch of petitions pertaining to the criminalisation of marital rape and the IPC provision that provides protection to a husband against prosecution for forcible sexual intercourse if the wife is an adult.

    The Centre, represented by Solicitor General Tushar Mehta, had told the bench headed by Chief Justice DY Chandrachud that the issue has legal as well as “social implications” and the government would like to file its response to the petitions.

    The top court, which appointed lawyers Pooja Dhar and Jaikriti Jadeja as the nodal counsel, had said the parties will have to file their written submissions by March 3 for a smooth hearing of the petitions.
