    Hyderabad: OU students demand overhaul of TSPSC, Rs 1 lakh compensation

    Hyderabad: Tensions broke out near the main library building of Osmania University (OU) as hundreds of students protested demanding the overhaul of the Telangana State Public Service Commission (TSPSC) over the paper leakage row.

    The rally was conducted from the library building to the Arts college. Various student parties and unemployed youth demanded an investigation by a sitting judge of the Telangana High Court as well as a compensation of Rs 1 lakh to each unemployed candidate of the TSPSC exams.

    OU student Ramana shaved his head on the road to show his dissatisfaction with the cancellation of the Group 1 exam that was announced by the commission on Friday.

    “The fact that the paper leakage gives one candidate undue advantage over another is in itself a violation of my Fundamental Rights,” said Pottepaka Sandeep, a Group 1 qualified candidate and political science research scholar.

    He said that examinations conducted by state public commissions are prone to paper leakages due to the presence of political patronage.

    Speaking to Siasat.com, state vice-president of Progressive Democratic Students Union (PDSU) Gaddam Shyam said that it is hard to believe the commission was not aware of the leak done by its own employee.

    Holding the entire board responsible for the mishap, Shyam demanded the formation of a new commission.

    The All India Students’ Federation (AISF) general secretary Nelli Satya spoke about the hardship a candidate goes through while preparing for the examinations.

    “The government scrapped the Group 1 prelims exam conducted in December 2022 and conveniently decides to re-conduct in June. They are blissfully unaware of the mental stress a candidate goes through, the preparation time and months of hard work and dedication invested,” he said.

    He said that chief minister K Chandrashekar Rao must respond and demanded an unemployment allowance of Rs 3,016. “The government should compensate give Rs 1 lakh to all unemployed candidates,” Satya added.

    On Saturday, members of the Bharatiya Janata Party (BJP) led by former minister Eatala Rajender presented a letter to Governor Tamilisai Soundararajan demanding CM KCR’s resignation.

    However, students feel that with the onset of Assembly elections later this year, political parties are taking advantage.

    “The opposition parties approaching the Governor to take action would only open a window for the Centre to culminate it into a political issue. We believe this is a state issue and should be dealt with by the state government. This threatens the federal spirit of the nation,” said OU student Sandeep.

    Background

    The TSPSC conducted the examination on March 5 for 833 vacancies for the post of Assistant Engineer, Municipal Assistant Engineer, Technical Officer, and Junior Technical Officer in various engineering departments. A total of 55,000 candidates had written the exam.

    However, the Commission suspected leakage of the question paper and lodged a complaint with the police.

    On March 13, police arrested nine people including two employees of the TSPSC.

    Following the arrest of the accused the Commission cancelled the exam and also postponed other exams scheduled to be held later this month.

    Amid doubts that the accused may have leaked question papers of some other exams, the Commission on Friday decided to cancel three other exams including Group I Prelims.

    Nearly 2.86 lakh aspirants of Group I posts appeared in the Group-I exam conducted on October 16, 2022.

    Telangana IT minister KT Rama Rao on Saturday said that the four Telangana State Public Service Commission (TSPSC) exams cancelled due to a paper leak will be re-held without fee as the students have already paid for the cancelled exams.

    Speaking to the media at BRBK Bhavan on Saturday he said that the government will ensure that all the coaching material for the four exams will be uploaded online. He said that the government will strengthen the study circles across the state and keep the study rooms open round the clock through the day.

    Hyderabad: When he pressed the doorbell of an apartment, Mohammed Rizwan was hoping to successfully complete another food delivery but he was unaware of the lurking danger.

    As soon as the bell rang, a ferocious pet dog of the house owner came charging at him. Frightened over this, the delivery boy ran and when the German Shepherd continued chasing him, he jumped off the third floor to save himself.

    The 23-year-old suffered critical injuries and succumbed at a hospital three days later.

    The horrific incident, that took place on January 11 at an apartment in upscale Banjara Hills in Hyderabad, highlights the risks faced by delivery boys. The tragic death of the young man plunged his family into a crisis. With no financial assistance from the food delivery app, Rizwan’s family stares at an uncertain future.

    Rizwan was the sole breadwinner of the family which lives in a rented house at Sriramnagar in the Yousufguda locality.

    After B.Com first year, he had discontinued the education to take care of his ailing father and mitigate the family’s financial stress. Working from noon to night, he used to earn about Rs 500 to Rs 700 a day.

    Police booked the dog owner N. Shobana under Indian Penal Code (IPC) sections 304-A (causing death by negligence), 289 (negligent conduct concerning animals) and 336 (endangering life or personal safety of others).

    As Rizwan was filling in for his elder brother Mohammed Khaja on the fateful day, the family feared that it may not receive any compensation from the food delivery aggregator. The family opted for an out-of-court settlement with the dog owner for Rs 5 lakh. Under the settlement, Rizwan’s family withdrew the police case against the pet owner.

    Rizwan, who had lost his mother five years ago, was taking care of his father, who had stopped working as a waiter at functions due to ill-health. The youngster discontinued his education and started delivering food for Swiggy as well as Zomato about three years ago.

    Youngest of the four brothers, Rizwan was working 8-10 hours daily to make ends meet. According to Khaja, Rizwan’s ID with Swiggy was blocked for some reasons and he was sometimes filling in for him.

    Rizwan’s family and friends remember him as a jovial boy. “He was passionate about cricket and had won several medals in various tournaments in the area,” said Khaja. Since Rizwan was not a registered delivery partner with Swiggy, his family is not likely to receive any assistance. Had he been a registered delivery partner, the food aggregator would have paid his family Rs 10 lakh.

    Shaik Salauddin, the founder-president of Telangana Gig and Platform Workers’ Union (TGPWU), said the family deserved to be paid about Rs 22 lakh by the company as per the Workmen Compensation Act. He said the company should pay the compensation as Rizwan was delivering its orders.

    Salauddin has long been raising his voice for the rights of delivery executives. He has been demanding better wages and improvement in working conditions.

    The TGPWU leader has been calling up on food aggregators to do away with the time limit for delivery. “This is putting pressure on delivery boys as not completing the delivery within the deadline will result in a drop in their ratings. The companies are even deactivating the app-based IDs of delivery boys,” he said.

    Salauddin pointed out that in order to meet the deadline the delivery boys are resorting to rash driving of their bikes resulting in accidents. Delivery boys are also facing challans from traffic police for violating traffic rules.

    Bengaluru: The Narendra Modi government’s target is to increase electronics manufacturing capability to Rs 24 lakh crore by 2025-26, which will also help create over 10 lakh jobs, Union Minister of State for Electronics and IT, Rajeev Chandrasekhar, said on Friday.

    Addressing a gathering of students here as part of the ‘New India for Young India Initiative’, the minister said that young Indians are driving the country’s progress in India’s ‘Techade’.

    “There are more than 90,000 startups, including 110 unicorns, in which Young Indians are playing a big part. They have achieved their success due to their hard work and efforts and not because of any connections or famous last name, ” he told a packed audience.

    Chandrasekhar had an interactive session with students in which, he answered their queries ranging from skilling, R&D and innovation ecosystem, entrepreneurship opportunities and Microsoft co-founder Bill Gates’ recent meeting with him.

    On a query about the Silicon Valley Bank (SVB) crisis and Indian government’s role to mitigate the woes of the startups, the minister said, the country’s banking system is much more resilient and stronger in comparison to any other country’s banking system.

    “The startups should, therefore, opt for Indian banks as their preferred banking partners,” he added.

    The minister had earlier said that over a billion dollar worth of capital “attributable to Indian startups” was stuck in deposits at SVB when it collapsed.

    Chandrasekhar also informed that over $250 million have been transferred from SVB to GIFT City banks in the last few days.

    SRINAGAR: The Union Territory of Ladakh plans to declare a field firing range in the Drass area of Kargil district, covering 5.69 lakh Kanals of land. The UT administration has issued a notification inviting objections from the general public.

    The notification, issued by Umang Narula, advisor to LG Ladakh and administrative secretary, Home of the Union Territory, stated that objections must be communicated to the Deputy Commissioner of Kargil within two months from the date of issuance.

    The Ladakh administration plans to allow field firing and artillery practice on a 5,69,911 Kanals and 17 Marlas area in village Matayen Kharu, district Kargil for five years, according to a proposal issued under sub-section (3) of section 9 of the Maneuvers, Field Firing and Artillery Practice Act, 1938.

    The law requires that the State/UT administration issue an intention notice before designating an area as a field firing range for use by the forces. In 2017, the government of the former state of Jammu & Kashmir designated an area of 4,80,000 Kanals (60,000 acres) located at Mandalthang, Shayok in Durbuk sub-division, Leh district as a field firing range for five years.     Guwahati: Over 1.50 lakh illegal immigrants have been identified according to the Assam Accord so far and more than 30,000 of them have been deported from the state, the Assembly was informed on Wednesday.

    In a written reply to a query by AGP MLA Ramendra Narayan Kalita, Implementation of Assam Accord Minister Atul Bora said a total of 1,53,129 immigrants staying illegally in Assam have been detected so far through the Foreigners Tribunal (FT).

    “Out of them, 32,193 came before 1971 and 1,20,936 came after 1971,” he added.

    The government has so far deported 30,067 illegal foreigners from Assam, the minister said without sharing details of their country of origin.

    According to the Assam Accord, names of all foreigners coming to Assam on or after March 25, 1971 would be detected, deleted from electoral rolls and steps would be taken to deport them.

    Regarding barbed fencing along India-Bangladesh border, Bora said that 98.5 percent work has been completed.

    “Due to objections by the Border Guard Bangladesh (BGB), fencing work for 4.35 km of border in Cachar-Karimganj area is remaining,” he added.

    Besides, the fence could not be erected along 6.11 km of the border in Dhubri-Mankachar as it passes through low-lying areas, the minister said.

    Srinagar, Mar 14: Mission Director, Jammu and Kashmir Rural Livelihood Mission (JKRLM), Indu Kanwal Chib on Tuesday said that 40,000 women in Jammu & Kashmir are ‘lakhpati’ as they earn over Rs one lakh a year and that under the supervision of Lieutenant Governor Manoj Sinha, a big e-commerce platform will soon be started for the women entrepreneurs in the Union Territory.

    Talking to the reporters, Chib, as per the news agency—Kashmir News Observer (KNO) said that the J&KRLM is going to organize an 11-day National level fair SARAS (Sale of Articles and Rural Artisan Society) from tomorrow on the banks of world famous Dal Lake Near Ghat No- 8 Boulevard Road.

    She said that such events are being organized frequently outside J&K, but in the UT, the frequency was too low. However, we have started organizing such events and after Jammu, the event will be organized from tomorrow in Kashmir as well. SARAS is a marketing strategy for the rural artisans to sell their products,” she said.

    Under the UMEED scheme, she said that there are many platforms where the women are being skilled in both farm and non-farm skills.

    At present, Self help groups of 78000 people have been engaged, she said that there are many entrepreneurs in J&K. “For me, those selling milk at home are also entrepreneurs. 40,000 women are lakhati as they are earning more than one lakh a year and 65 per cent among them are entrepreneurs,” she said.

    “The time has changed as the women are not behind the men. From drivers to carpenters, women can do everything. But, it is not a race,” she said while replying to a query.

    She further said that under UMEED scheme, a big e-commerce platform is being made available under the supervision of Lieutenant Governor and that the work is already going on with ‘Meesho’—(KNO)

    SRINAGAR: The next of kin (NoK) of the Central Armed Paramilitary Forces (CAPF) personnel hailing from the union territory of Jammu and Kashmir, who get killed in line of their duties will now get an ex-gratia relief of Rs 25 lakh from the UT administration.Earlier, the J&K government used to pay the amount of Rs 5 lakh.

    This decision was taken during a meeting of Administrative Council chaired by Lt Governor Manoj Sinha and attended by Chief Secretary Dr Arun Kumar Mehta, and LG’s Principal Secretary Mandeep Kumar Bhandari.

    “As per the decision, the NoKs of martyred CAPF personnel will now receive Rs 25 lakh as ex-gratia relief, a substantial increase from the previous amount of Rs 5 lakh.’’ An official statement read.

    SRINAGAR: As the government has taken slew of measures to decrease the percentage of tobacco consumption in the UT, authorities have produced over 20,000 challans and collected over Rs 15 lakh from violators for smoking in public places in Kashmir division.

    As per the data accessed by news agency KNO,around 20,002 challans were produced and Rs 152 1552 were collected from violators in the valley in the last four years.

    Data reveals that in year 2019-20, 791 challans were produced under section 4 and Rs 85,390 were collected, Rs 250 collected from 5 challans under section 6(a), Rs 5600 collected from 25 challans under section 6 (B) , Rs 750 collected from 9 violators under section 5 and 200 collected from 2 violators under section 7.

    It reveals that in year 2020-21, 5,944 challans were produced under section 4 and Rs 615,210 were collected, Rs 300 collected from 6 challans under section 6(a), Rs 300 collected from 06 challans under section 6 (B) , Rs 950 collected from 19 violators under section 5 and 150 collected from 3 violators under section 7.

    It also reveals that in year 2021-22,  5,435 challans were produced under section 4 and Rs 572,080 were collected, Rs 200 collected from 4 challans under section 6(a), Rs 300 collected from 06 challans under section 6 (B) , Rs 650 collected from 12 violators under section 5 and 50 collected from one violator under section 7.

    Data adds that in year 2022-23, 7,707 challans were produced under section 4 and Rs 265,572 were collected, Rs 150 collected from 3 challans under section 6(a) , Rs 350 collected from 7 violators under section 5 and 100 collected from 2 violators under section 7.

    Notably, about 1200 persons quit smoking in Kashmir in the last four years.

    Pertinently, as per GATS 2 Data 35.2% Men & 5.1% women & 20.8% of all Adults currently smoke Tobacco in JK.

    6.8% Men & 1.5% women and 4.3% of all adults currently use smokeless Tobacco, 39.7% Men & 6.2 % women & 23.7% of all adults either smoke tobacco or use smokeless Tobacco.

    The National Health and Family Survey-5 (NHFS-5) data reveals nearly one-third (32%) of men, but only 1 percent of women, aged 15-49 use some form of tobacco.

    “Tobacco products mostly used by men are cigarettes (27%), bidis (4%), hookah and cigars or pipe (2% each). Among women and men, the use of any form of tobacco is slightly higher in rural areas (1.4% for women and 35% for men) than in urban areas (0.7% for women and 24% for men),” the data adds.(KNO)
