    SRINAGAR: Jammu and Kashmir police on Thursday claimed to have arrested two cross-border narcotic smugglers along with 11 kgs of heroin worth 70 crores in the international market.

    A police spokesman, in a statement, said that based on specific information from Srinagar Police, a narcotic substance, i.e., heroin weighing 11.089 kg (worth approximately 70 crores in the international market), was recovered from two cross-border narcotic smugglers identified as Sajjad Ahmed Badana, son of Aijaz Ahmed Badana of Nachyan, Karnah, Kupwara, and Zaheer Ahmed Tanch, son of Alamdin Tanch of Amroyi Karnah, Kupwara.

    Police also recovered proceeds of drugs in cash amounting to Rs 11, 82,500 from them. They added that both the arrested accused were residing in a rented accommodation owned by Ghulam Mohd Dar of Kursoo, Rajbagh.

    Police said that a case under FIR number 17/2023 has been registered under sections 8, 21, 29 of NDPS Act in Rajbagh PS.

    “Initial questioning of the accused has revealed that the consignment of these drugs had come from Pakistan. Investigation of the case is in full swing,” police said. (KNO)

    The government has decided to lay emphasis on ‘Cashless Hajj’ this year. In pursuant to this policy, the Haj pilgrims will be provided with a card by the State Bank of India (SBI) for the use of foreign currency. Highly placed sources in the Ministry of Minority Affairs gave this information on Monday.

    Under the earlier system, Haj pilgrims had to deposit 2,100 Saudi Riyals (about Rs 45 thousand) with the Haj Committee of India, which used to be made available to them for spending in Mecca and Medina of Saudi Arabia.

    The process of applying for Haj and selection of pilgrims was carried out online and of the 1.84 lakh applicants, 14,935 have been given assured allotment, including 10,621 in the 70-plus category and 4,314 women who will perform the Haj without a “Mahram” (male companion).

    This is the largest ever contingent of women proceeding on Haj alone, not accompanied by men, the ministry said in a statement.

    The applications received over and above the Haj quota have been finalised through an online randomised digital selection (ORDS) process, without any human intervention, it added.

    For the first time, the list of selected and waitlisted applicants was published on the official portal immediately after the selection process in the interest of increased transparency, the statement said.

    All 1.4 lakh selected pilgrims have been sent a text message with the information of their selection for Haj 2023. A text message has also been sent to the waitlisted applicants, informing them about their position on the list, the statement said.

    The ministry has partnered with the SBI to make special arrangements to provide foreign exchange to the pilgrims.

    Unlike previous years, when each pilgrim was given 2,100 Saudi riyals by the Haj Committee of India in lieu of Indian currency, irrespective of his actual requirements, the Haj Policy 2023 gives the option to the pilgrims to arrange their own foreign currency or take a lesser amount of foreign exchange, according to their requirements.

    The government has collaborated with the SBI to ensure the supply of foreign exchange to the pilgrims at the most competitive rates, the statement said.

    With more than 22,000 branches across the country, the SBI shall facilitate providing foreign exchange and the mandatory insurance to all the pilgrims to meet their requirements during their stay in Saudi Arabia.

    The bank will reach out to the pilgrims through text messages, the ministry said. The facility of a forex card is also being provided to the pilgrims, eliminating the possibility of theft or loss of physical currency, it added.
    In case the card is lost during the pilgrimage, the pilgrim can get his money refunded from the bank.

    An official said the government’s aim is to support a “cashless Haj” to make it convenient for the pilgrims. The SBI will also set up stalls at all the embarkation points with dedicated nodal officers of an appropriate level to help the pilgrims collect the foreign exchange in cash or through the forex card and also to provide any guidance and assistance as may be required.
    A helpline shall be operated by the SBI and the contact details of these nodal officers will be made public soon, the statement said.

    For the present year, a quota of 1,75,025 Haj pilgrims has been allotted to India. The first flight for the pilgrimage from India will take off on May 21. The annual pilgrimage will take place around June end. (PTI)

    Nigerian national held for duping Gurugram woman of Rs 2 lakh in customs fraud

    Gurugram: A Nigerian national was arrested for duping a Gurugram woman of Rs 2 lakh on the pretext of custom clearance after they met on a matrimonial site, police said on Monday.

    The accused, identified as Ignatus Ngosine, was arrested from Delhi on Sunday night, they said.

    According to the complainant, she started talking to the accused, who posed as a project manager working with a Turkish company, in March, police said.

    The accused, who introduced himself as Shiva Jhadav from India, asked the woman for her address saying that he wanted to send her some gifts. The complainant then received a call from one Sunita who posed as a customs officer from Mumbai Airport, they said.

    The fraudster told the complainant that some parcels have been received from Turkey in her name and asked her to pay Rs 38,500 for custom clearance.

    She also said that if I did not pay the clearance then she will be arrested by the police and I paid the amount twice, the woman said in her complaint.

    On March 20, the victim received another call from the same woman demanding Rs 1,35,000 for custom certificate clearance, she alleged.

    “Due to pressure I again paid the amount and later they demanded Rs 2.5 lakh more and then I found myself duped and moved to police,” she said in her complaint.

    An FIR was registered under sections 419 (cheating by impersonation), 420 (cheating), and 120-B (criminal conspiracy) of Indian Penal Code at cybercrime, south police station on Friday, police said.

    “The accused, along with other gang members, is involved in this kind of fraud and he had cheated many women. We are questioning him to solve other incidents,” said Subhash Boken, spokesperson of Gurugram police.

    Hyderabad: Over 11 lakh students appeared for the class 10 exams, which began in both the Telugu states on Monday.

    Over 6 lakh students in Andhra Pradesh and nearly 5 lakh students in Telangana wrote the exam.

    The exams started at 9.30 a.m. and continued till 12.30 p.m. in Telangana, while in neighbouring Andhra Pradesh, students were allowed to write the exam till 12.45 p.m.

    This year, the Telangana Board of Secondary School Education reduced the number of exam papers from 11 to six.

    A total of 4,94,620 students appeared for Secondary School Certificate (SSC) exams in Telangana.

    Authorities arranged 2,652 exam centres. The exams will continue till April 13.

    In Andhra Pradesh, as many as 6.64 lakh students appeared for the examination at 3,349 centres.

    Road Transport Corporation provided free travel facility by its buses for students to enable them to reach the exam centres.

    Students were allowed into the exam centres from 8.30 a.m. They were not allowed after 9.30 a.m.

    Students are not permitted to carry any electronic gadgets into the exam centres. No one, including the chief superintendent of examinations, was allowed to carry mobile phones into the examination centres. Other gadgets, such as laptops, tablets, cameras, smart watches and Bluetooth devices, are also prohibited.

    In Andhra Pradesh, officials made arrangements to detect any leak of question papers on social media platforms before and during the examination.

    In view of similar irregularities reported last year, the authorities had warned that strong action will be taken against those indulging in malpractices.

    The Class 10 examinations in Andhra Pradesh were being conducted in seven mediums — Telugu, English, Kannada, Tamil, Hindi, Urdu and Odia.

    New Delhi: GST collections in March grew 13 percent to the second highest ever at Rs 1.60 lakh crore, taking the growth rate of revenue mop-up for full 2022-23 fiscal to 22 percent.

    March also saw over 91 percent of the GST registered businesses filing returns and paying taxes reflecting greater compliance and improving economic activity.

    Gross GST revenue collected in March 2023 is Rs 1,60,122 crore, of which Central GST is Rs 29,546 crore, State GST is Rs 37,314 crore, Integrated GST is Rs 82,907 crore (including Rs 42,503 crore collected on import of goods) and cess is Rs 10,355 crore, the finance ministry said in a statement.

    In April 2022, GST collection had touched a record high of close to Rs 1.68 lakh crore. The second highest mop-up was recorded in March 2023, at a little over Rs 1.60 lakh crore.

    For full 2022-23 fiscal year, gross Goods and Services Tax (GST) mop-up grew 22 percent to Rs 18.10 lakh crore. The average gross monthly collection for the full year is Rs 1.51 lakh crore.

    March is the fourth time in the just gone by financial year that the monthly gross GST collection has crossed Rs 1.5 lakh crore-mark. Last month also witnessed the highest IGST collection ever, the ministry said.

    Revenue for the month of March 2023 is 13 percent higher than the GST revenue in the same month last year, the ministry said. During the month, revenue from import of goods was 8 percent higher and revenue from domestic transaction (including import of services) is 14 percent higher than the revenue from these sources during the same month last year.

    The ministry said return filing during March 2023 has been the highest ever. 93.2 percent of statement of invoices (in GSTR-1) and 91.4 percent of returns (in GSTR-3B) of February were filed till March 2023 as compared to 83.1 percent and 84.7 percent, respectively a year ago.

    KPMG in India Partner Indirect Tax Abhishek Jain said the monthly and yearly GST collection point towards the growing trajectory of the Indian economy.

    “Another cheer point is the highest ever compliance rate with 91.4 percent of returns being filed in the month of March, indicating success of revenue authorities and businesses in ensuring tax compliance and preventing tax evasion,” Jain said.

    Deloitte India , Partner, Leader – Indirect Tax, Mahesh Jaising said with the growth in economic activity and increased focus on GST analytics based audits, the trend should see upward trajectory in the coming months.

    “Also, with the new FTP being rolled out from today, we have to wait and watch the impact on the import-export which is expected to have a role in GST collections too,” Jaising said.

    Tax Connect Advisory Partner Vivek Jalan said businesses are also understanding that robust compliance is the way forward under GST and a significant boost in GST return filing taking the compliance ratio to more than 90 percent from early 80 percent shows that Indian businesses are fast moving into the mainstream.

    This would enhance the Income Tax revenues also and lead to overall GDP growth, Jalan added.

    New Delhi: Meta-owned WhatsApp banned a record over 45 lakh bad accounts in India in the month of February, in compliance with the new IT Rules 2021, the company informed on Saturday.

    Between February 1 and February 28, “4,597,400 WhatsApp accounts were banned and 1,298,000 of these accounts were proactively banned, before any reports from users”, WhatsApp said in its monthly compliance report.

    The most popular messaging platform, which has nearly 500 million users in the country, received another record 2,804 complaint reports in February in the country, and the records “actioned” were 504.

    “This user-safety report contains details of the user complaints received and the corresponding action taken by WhatsApp, as well as WhatsApp’s own preventive actions to combat abuse on our platform,” said a company spokesperson.

    “We will continue with transparency to our work and include information about our efforts in future reports,” the spokesperson added.

    Meanwhile, in a bid to empower millions of Indian social media users, Minister of State for Electronics and IT, Rajeev Chandrasekhar recently launched the Grievance Appellate Committee (GAC) that will look into their concerns regarding content and other issues.

    The newly-formed panel, a move to strengthen the country’s digital laws to tame the Big Tech companies, will look into appeals by users against decisions of social media platforms.

    The IT Ministry last month notified to establish three GACs as required under the recently amended IT Rules, 2021.

    In a major push towards an open, safe, trusted and accountable Internet, the Ministry of Electronics and IT has notified some amendments aimed at protecting the rights of ‘Digital Nagriks’.

    New Delhi: An extortion case has been filed against two BJP leaders in Delhi, Siyaram Shakya and Dheeraj Pradhan, for allegedly demanding Rs 15 lakh from a businessman to let him construct his house.

    The FIR was lodged with the Dabri police station in Dwarka district on March 29. Pradhan is said to be the Mehrauli district vice-president of BJP, while Shakya is reportedly a local BJP leader.

    The businessman, Chaman Prakash Saxena, a resident of East Kidwai Nagar, has alleged that he was asked to pay Rs 15 lakh by the accused to settle their score.

    “I was lawfully constructing a property at Raja Puri in Uttam Nagar. But Siyaram Shakya fabricated a civil case against me. When I tried to resolve the issue, Shakya asked me to come the office of Dheeraj Pradhan, where they demanded Rs 15 lakh from me to settle the matter out of court. Pradhan is facing court trials and was held guilty is one of the cases,” Saxena alleged in the FIR, which has been accessed by IANS.

    The complainant alleged that he was in fear that the accused may harm his family members.

    Saxena also said that on March 6, a civil judge in Dwarka had vacated a stay order and directed him to repair the property of Shakya.

    “I didn’t damage their property. I just wanted to resolve the matter. I had asked Shakya to show where his property was damaged so that I could get it repaired, but he threatened me,” Saxena alleged.

    He also said that on March 11, when he resumed construction work of his own property, he was again threatened by Shakya to pay Rs 15 lakh or face dire consequences.

    According to sources, no arrests have been made in the case so far.

    SRINAGAR: During a review of the Rural Development Department and Panchayati Raj schemes in the UT of J&K, it was revealed that the region is making significant progress towards finishing approximately 200,000 projects under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) this fiscal year. The meeting was chaired by Chief Secretary Dr Arun Kumar Mehta, and this accomplishment is considered a significant milestone in the region’s history.

    In addition to the Administrative Secretary of RD&PR, the meeting was attended by other high-ranking officials, including Administrative Secretaries from the Departments of Agriculture Production and Farmers Welfare, Jal Shakti, Forest, PWD, Labour & Employment, IT & Information, Revenue, Health, and YS&S, as well as the Secretary in RDD and HoDs of Agriculture and Rural Development Departments.

    During the meeting, it was reported that the Department had set a high target of 200,000 works for the current year, which is a significant increase compared to previous years. The Department is confident that it will be able to achieve this goal. Furthermore, it was revealed that the Department has generated over 2.82 crore person-days of work for the rural population thus far in the current financial year.

    The meeting revealed that the number of completed works under the MGNREGA scheme in previous years was considerably lower compared to this year’s achievements. For instance, in 2018-19, only 26,352 works were completed, which increased substantially in the following years. The number nearly doubled to 54,311 in 2019-20 and then increased to 67,278 in 2020-21. This year, the scheme has already crossed the 171,824 mark in completed works, representing an increase of more than 200% so far.

    The total cost of achieving this remarkable number of completed works was Rs 931.16 crore. Additionally, it was noted that the percentage of women person-days amounted to approximately 30.35%, providing an opportunity for women to obtain empowerment through employment. The meeting also informed that approximately 9 lakh individuals from around 6.84 lakh households worked under this scheme to earn their livelihood.

    It is worth noting that last year, the average daily wage rate per person increased from Rs 213.94 to Rs 226.78. Payments are made exclusively through online mode and are directly credited to the workers’ accounts. Additionally, most payments were made within just 15 days of completing the work, as informed during the meeting.

    Regarding the plans for next year, it was disclosed that the Department has proposed around 2,71,474 works, including 1,07,249 works related to natural resources management (40%), 80,522 works related to creating individual assets for vulnerable sections, 82,334 works related to rural infrastructure, among others.

    The Chief Secretary commended the Department for this exceptional achievement and encouraged them to raise their expectations for future targets while maintaining efficiency. He urged them to take advantage of this opportunity under the LG administration to introduce necessary reforms that would enhance transparency, responsibility, and accountability in the system, thus enabling them to serve the people more freely according to their expectations and needs.     Hyderabad: The Air Intelligence unit of Hyderabad Customs has intercepted a passenger at RGI Airport who arrived from Dubai via Muscat and seized gold from him.

    On suspicion, the officials searched the baggage of the passenger and found two gold rods weighing 224 gms concealed in the handle of the trolley bag. The gold seized is valued at around Rs. 13.72 lakh rupees.

    Customs officers have seized the smuggled gold. Further investigation is in progress.
