Delhi HC directs DSLSA to produce roadmap for PLVs in police stations

    [ad_1]

New Delhi: The Delhi High Court on Friday directed the Delhi State Legal Services Authority (DSLSA) to produce a roadmap for implementing its scheme to place Para-Legal Volunteers (PLVs) in 50 police stations to aid people in instances involving missing children and crimes against children and how the Supreme Court’s directions will be taken forward in the matter.

A division bench of Justices Siddharth Mridul and Anup Jairam Bhambhani was hearing a criminal reference to streamline the functioning of the juvenile justice delivery system under the Juvenile Justice Act and the Rules framed therein.

In September of last year, the Supreme Court had also issued an order directing all State Legal Services Authorities and Legal Services Authorities of Union Territories to develop schemes as soon as possible for the appointment of PLVs in police stations to work on cases.

It had directed the circulation of the DSLSA’s scheme to be used by the states and UTs as a model for framing the schemes.

Appearing for the AAP government, advocate Nandita Rao submitted that they are looking after it actively and that they will file a reply before the next date of hearing.

The court listed the matter for the next hearing on January 31.

“What more is required is to implement the scheme in letter and spirit. Come up with a roadmap,” Justice Mridul told DSLSA Special Secretary Sushant Chngotra.

The court said that it is within the mandate of the Juvenile Justice Act and has to be done on a war footing.

  • US Prez Joe Biden appoints Jeff Zients as White House chief of staff

US Prez Joe Biden appoints Jeff Zients as White House chief of staff

    [ad_1]

Washington: US President Joe Biden on Friday appointed his long-term aide Jeff Zients, a former Obama administration official who ran his massive Covid-19 response operation, as the new White House Chief of Staff.

Zients will replace Ron Klain, who has served in the position for over two years now.

Biden said that an official transition ceremony would be held at the White House next week.

The transition is the first major personnel change for an administration that has had minimal turnover at its highest ranks and throughout the Cabinet.

“I’m confident that Jeff will continue Ron’s example of smart, steady leadership, as we continue to work hard every day for the people we were sent here to serve,” he said.

Zients, 56, will be tasked with shepherding White House operations at Biden’s pivotal two-year mark, when the Democratic administration shifts from ambitious legislation to implementing those policies and fending off Republican efforts to defang the achievements.

Zients is also charged with steering the White House at a time when it is struggling to contain the fallout from discoveries of classified documents at Biden’s home in Wilmington, Delaware, and at his former institute in Washington, which has triggered a special counsel investigation, Associated Press reported.

Biden said he has known Klain since he was a third-year law student.

“He came to work for me on the Senate Judiciary Committee, and I knew the moment he started that he was a once-in-a-generation talent with a fierce and brilliant intellect. Just as important, he has a really big heart,” he said.

During the last 36 years, the president said he and Klain have been through some real battles together.

“And when you’re in the trenches with somebody for as long as I have been with Klain, you really get to know the person. You see what they’re made of,” he said.

“When I was elected President, I knew that I wanted Klain to lead the White House staff. He was uniquely qualified given his prior public service. He knows how the government works, how politics works, how Congress and the White House works,” Biden said.

The president described Klain as tough, smart, determined, and persistent as anyone he has ever met.

He assembled the most diverse and the most talented White House team in history and leaned on them to solve impossible challenges, Biden said.

“Working together, we have made incredible progress fighting COVID, reviving our economy, rebuilding our infrastructure, and winning the confirmation of almost 100 federal judges, including the first Black woman on the United States Supreme Court. We have taken big steps to tackle climate change, advance civil rights, and address student debt. We’ve been reasserting America’s place in the world, and maybe most important of all restoring faith in our democracy,” he said.

“This progress will be the legacy of this White House team, working under Klain’s leadership,” Biden said, adding that the real mark of Klain’s success is that he is beloved by the team he leads here at the White House.

Biden argued, it is important to fill Klain’s shoes with someone who understands what it means to lead a team, and who is as focused on getting things done.

“I’ve seen Jeff Zients tackle some of the toughest issues in government. When I was the Vice President, I first got to know him at the beginning of the Obama-Biden Administration, working closely on American Recovery and Reinvestment Act implementation as Zients was a leader at the Office of Management and Budget,” he said.

“He was later handed the daunting and complicated task of fixing healthcare.gov, which he did successfully, helping get millions of Americans quality, affordable health insurance,” Biden added.

Biden talked about Zient’s contribution towards the American administration.

“He led the National Economic Council, and shares my focus on strengthening our economy to work for everyone. He helped manage our Administration’s transition into office under incredibly trying circumstances. Thanks to Zients, we had a historically diverse team in place on Day 1 ready to go to work. And he led our COVID response, a massive logistical undertaking of historic proportions,” he said.

“When I ran for office, I promised to make government work for the American people. That’s what Zients does. A big task ahead is now implementing the laws we’ve gotten passed efficiently and fairly,” said the US president.

  • Imran Khan accuses Zardari of paying terrorists to assassinate him

Imran Khan accuses Zardari of paying terrorists to assassinate him

    [ad_1]

Lahore: Pakistan’s former prime minister Imran Khan on Friday accused ex-president Asif Ali Zardari of paying terrorists and hatching a fresh plan along with people in the country’s powerful intelligence agencies to assassinate him after the previous two attempts failed.

Khan, during a virtual press conference from his Lahore’s Zaman Park residence here, said that there were three more names along with Zardari, the Pakistan Peoples Party (PPP) co-Chairman, who are part of this new plot.

“I am telling you this because if something happens to me the nation should know the people who were behind this so that the nation never forgives them,” Khan, the chairman of the Tehreek-e-Insaf (PTI) party said.

“Now they have made a Plan C, and Asif Zardari is behind this. He has an ample amount of corruption money, which he loots from the Sindh government and spends on winning elections. He has given money to a terrorist outfit and people from powerful agencies are facilitating him. This has been decided on three fronts and they will act soon,” he claimed.

Khan’s claim comes against the backdrop of the government’s withdrawal of his additional security from his Lahore residence.

“At least 275 policemen deployed at Khan’s residence have been withdrawn,” a government official told PTI on Friday.

He said both security personnel of Islamabad and Kyber Pakhtunkhwa police have been recalled and now only Punjab police cops are deployed for his security.

“Earlier, in a public rally, I had told my supporters that there were four people who had planned to kill me [ ] but they backed off when I made these revelations,” Khan said.

Then a “plan B” was made to “eliminate” me in the name of religion, Khan continued, referring to the attack on his life in Wazirabad. “But I got to know about that too and I revealed their plan in two public rallies.”

Khan suffered bullet injuries in the right leg on November 3 when gunmen fired a volley of bullets at him and others standing on a container-mounted truck in the Wazirabad area (some 150 kilometres from Lahore), where he was leading the long march to press for snap polls.

Khan, 70, had earlier blamed Prime Minister Shehbaz Sharif, Interior Minister Rana Sanaullah and Major General Faisal Naseer of ISI for that plot.

He said that the nation should be aware of who was behind his assassination bid so “they cannot enjoy their lives after they have done this”.

He went on to say that irrespective of whatever was planned, he would be back in the streets as soon as he recovered from the injuries he had sustained during the Wazirabad attack.

“My (bullet) injury will be healed in two weeks or so and take to the streets against this fascist government of Shehbaz Sharif.”

“The nation is looking towards the judiciary as this is a decisive moment,” Khan said, mentioning that since his ouster, several people have been unmasked.

Meanwhile, the PPP has dismissed Khan’s allegation and announced that it will take him to court.

“This is a frivolous allegation of a frustrated man and we will take Imran Khan to court,” Farooq Saeed, the party’s Punjab president, said.

Following the rupee’s historic fall against the US dollar in the country, the PTI chief during the press conference also hit out at the incumbent government and predicted hyperinflation and “insurmountable” economic challenges in days to come.

“During the past three days, the local unit plunged by Rs33 against the US dollar,” he said. “The rupee fell by Rs84 during the last nine months.”

While giving the reasons behind the devaluation of the local currency, the deposed prime minister said that the country’s foreign currency reserves have reached a record low. “Foreign currency reserves sink to USD 3.6 billion.”

Khan also lambasted Prime Minister Sharif, saying that he has now become aware of what sort of a “genius” Minister for Finance and Revenue Senator Ishaq Dar is.

The Pakistani rupee extended its downward trend today with the local currency plunging Rs7.17, or 2.73 per cent, against the US dollar in the interbank market as the government eased its control over the currency to convince the International Monetary Fund (IMF) to release a pending loan tranche.

“Those who will bailout Pakistan out of this condition [ ] remember that they will ask for a price. The International Monetary Fund has asked Egypt and Sri Lanka to reduce their armies [ ] it can ask us to do the same,” Khan said.

Facing an acute balance of payments crisis, Pakistan is desperate to secure external financing, with less than three weeks’ worth of import cover in its foreign exchange reserves, which fell USD 923 million to USD 3.68 billion in the latest data.

Pakistan secured a USD 6 billion IMF bailout in 2019. It was topped up with another USD 1 billion last year to help the country following devastating floods, but the IMF then suspended disbursements in November due to Pakistan’s failure to make more progress on fiscal consolidation.

  • Obit: Remembering Bohini Kamalakar, a true-blue Hyderabadi

Obit: Remembering Bohini Kamalakar, a true-blue Hyderabadi

    [ad_1]

    By Anand Kamalakar

Hyderabad: Bohini Kamalakar was born on March 2 nd 1932 in Gowliguda, in the erstwhile Hyderabad state of the Nizams. Born on the auspicious day of Holi into a small family, with only one sibling, an older sister, his childhood was of meager beginnings. His father held two jobs to keep the family afloat. He was a cashier at the Nizam’s treasure and by night ran a small printing press, where he made cinema tickets for the local movie houses.

Growing up in the Nizam’s Hyderabad state, Kamalakar learned how to read and write Urdu (then the state’s official language) and was a life-long devotee of the language and its exquisite poetry and literature. Hyderabad’s rich history, customs and cuisine, were always a matter of great pride. A Telangana man at his core, Kamalakar never shied away from feeling proud of his earthy upbringing and the culture and grit that it embodied.

The Nihiari Kulcha, Chapala Pulusu, Karachi Bakery bread and biscuits, Biryani and a good Paan defined Kamalakar. Feeding people exquisite Dakhani food was a passion. Bohini Kamalakar attended Vivek Vardhini School and then went to Nizam College.

Kamalakar was a rising artist in his college days. An actor and a singer, he was popular on campus and the songs that he wrote and sang were all a hit and his contemporaries always remembered them with great fondness long past his prime.

He was a regular recording artist at All India Radio and an avid fan of Begum Akhtar, K.L Saigal, Punkaj Mallick, Mukesh and Mohammad Rafi. Shyam Benegal made his directorial debut with a play at Nizam College “The
Bishop’s Candlesticks” and Kamalakar was the lead.

    Nizam College and printing press

While a student at Nizam College, he had dreams of going to Bombay and even abroad. The sudden demise of his father changed his course. He had to take over his father’s printing press as he had a mother and sister to support.
He later completed his MA in Economics, the first in his entire family to get a formal education, ever.

The printing press in Hyderabad, from which he retired, was called ‘Anand Power Press’. It was one of the first printing presses in Hyderabad to run on electricity. He grew the press into a well-known small enterprise acquiring machines from abroad. A successful business allowed him to purchase the building from his landlord and buy
a piece a land in the new part of the expanding city where he started his family life with his wife Maya.

Bohini Kamalakar broke ground on a new house in Adarshnagar, and was a pioneer in starting the colony. Soon they had three children, Gita, Jaya and Anand.

Wedding cards, bill books, small magazines and stationery were the main items that were printed in his letterpress. As a small entrepreneur he became the sole printer for ICRISAT and Ford Foundation, which was a turning point.
Even though being a printer defined his professional life he did not given up on his artistic interests. If there were three things Kamalakar was passionate about, they were movies, music and Hyderabadi cuisine.

From Satyajit Ray, Akira Kurasawa, Frederico Fellini, Vittorio De Sica, John Ford, William Wyler, to Steven Spielberg he had a thirst and taste for good cinema. Raj Kapoor and Guru Dutt were his favorite Indian filmmakers. He was an avid listener of Hindustani Classical Music, and was a founding member of Surmandal, an organization that invited famous musicians to perform in Hyderabad.

His love for old Hindi music was bottomless. His mornings began with K.L Saigal on Vividh Bharati and ended with Binaca Geetmala. His record collection was diverse from Johann Strauss to Lata Mangeshkar. His house was always alive with music and an appreciation for everything artistic.

Kamalakar became a Free Mason later in his life, a membership of which he deeply cherished. He also had a passion for construction. He helped many friends build houses. Helping those in need came to him naturally. He financed the education of his employee’s children, opened bank accounts for them and gave generous loans and in
return received undying support from everyone from his auto driver on up.

Kamalakar left us on January 14, 2023. He is survived and loved by his wife Maya, daughter Gita, son Anand, daughter-in-law Sudha, grandchildren Sonali, Kundun and Aman and his devoted caregiver Durgamma.

(The author is one of Bohini Kamalakar’s children).

Basavaraj Bommai courts controversy after grabbing mic from religious seer

    [ad_1]

Bengaluru: An incident of Karnataka Chief Minister Basavaraj Bommai grabbing the microphone from a religious seer after the latter flagged Bengaluru’s ‘severe civic issues’ came to light on Friday.

Photos and video of the incident, which took place during a religious event organised at a temple in the Garudacharpalya area of Bengaluru on Thursday, have gone viral on social media.

Eshwaranandapuri Swami from the Hosadurg Kanaka Peetha, while addressing the gathering, said that there is water-logging due to heavy rains at many places in Bengaluru.

“There is no permanent solution to this. I fail to understand why the authorities don’t get into action and solve these issues. Don’t they understand what the problem is when it rains? Many Chief Ministers said they will find a permanent solution. But I won’t agree with just assurances,” the seer said.

At this point, a visibly upset Bommai grabbed the mic from the seer and started making clarifications.

“I don’t give assurances just like that. The funds have been released and work is under progress. I don’t make shallow promises. I will only assure you when something can be done, otherwise I will say no,” Bommai said.

The Chief Minister added that he does not fear anyone.

“I am not like others,” he said.

After getting the mic back from Bommai, the seer said he agreed with what the CM Bommai said, adding that this has been his experience too.

“CM Bommai has granted funds before making promises. He only makes concrete promises. I was about to tell this but he had taken the mic,” he said.
