    ECLGS shielded MSMEs from financial distress: Eco Survey

    New Delhi: The Emergency Credit Linked Guarantee Scheme shielded India’s micro, small and medium enterprises from financial distress, with their quick recovery supported by “remarkably high” credit growth, reflected in the rise of goods and services tax paid by the units, as per the Economic Survey 2022-23 tabled in Parliament on Tuesday.

    India has more than six crore micro, small and medium enterprises that employ close to 12 crore workers across sectors and industries while contributing nearly 35 percent to the country’s gross domestic product (GDP).

    In FY21, the government announced the Emergency Credit Linked Guarantee Scheme, which succeeded in shielding micro, small and medium enterprises from financial distress.

    According to the survey, “The credit growth to the micro, small and medium enterprises sector has been remarkably high, over 30.6 percent on average during January-November 2022, supported by the extended Emergency Credit Linked Guarantee Scheme (ECLGS) of the Union government”.

    “The recovery of MSMEs is proceeding apace, as is evident in the amounts of Goods and Services Tax (GST) they pay, while the Emergency Credit Linked Guarantee Scheme is casing their debt servicing concerns,” it added.

    Quoting a recent CIBIL report (ECLGS Insights, August 2022), the survey said it showed that the scheme has supported MSMEs in facing the COVID shock, with 83 percent of the borrowers that availed the ECLGS being micro-enterprises. Among these micro units, more than half had an overall exposure of less than Rs 10 lakh.

    Furthermore, CIBIL data also showed that ECLGS borrowers had lower non-performing asset rates than enterprises that were eligible for ECLGS but did not avail of it, the survey pointed out.

    The GST paid by MSMEs after declining in FY21 has been rising since and now has crossed the pre-pandemic level of FY20, reflecting the financial resilience of small businesses and the effectiveness of the pre-emptive government intervention targeted towards MSMEs, it noted.

    New Delhi: The Supreme Court on Tuesday reserved its verdict on a plea of journalist Rana Ayyub challenging the summons issued by a special court in Ghaziabad in the money laundering case.

    A bench of Justice V Ramasubramanian and Justice J B Pardiwala said it will pass orders on the plea.

    During the hearing, advocate Vrinda Grover, appearing for Ayyub, submitted, “Can her personal liberty be deprived by a procedure not authorised by law?”

    She submitted that the Ghaziabad special court has no jurisdiction to try the offence as the alleged act is said to have been committed in Mumbai.

    Grover said the Enforcement Directorate (ED) has attached the journalist’s personal bank account in a bank at Navi Mumbai in which around Rs 1 crore was lying.

    Solicitor General Tushar Mehta, appearing for the ED, said the prosecution complaint has been filed in the Ghaziabad court by the agency as part of the cause of action had arisen in Uttar Pradesh, where a lot of people, including from Ghaziabad, contributed to her crowdfunding campaign.

    He said the money laundering offence is not an independent offence and is always connected to a scheduled offence for which an FIR was lodged in Indirapuram police station of Ghaziabad.

    Mehta said arguments advanced by the other side is that if a person chose to launder money in Singapore or Thiruvananthapuram, the agency has to go there and lodge a case.

    “Sorry, this is not the scheme,” he said, adding that Ayyub raised funds through online platform Ketto’ in the name of helping slum dwellers, COVID-19 patients and people of Assam which resulted in the collection of Rs 1 crore, out of which Rs 50 lakh fixed deposit was done in a personal account.

    He said, “Money was shown by fake bills, groceries, among others, and was used for personal luxury items and consumption.”

    On January 25, the top court had asked a special court in Ghaziabad to adjourn the proceedings in the money laundering case against Ayyub scheduled for hearing on January 27 to a date after January 31.

    In her writ petition, Ayyub has sought quashing of the proceedings initiated by the ED in Ghaziabad citing lack of jurisdiction as the alleged offence of money laundering occurred in Mumbai.

    On November 29 last year, the special PMLA court in Ghaziabad took cognisance of the prosecution complaint (charge sheet) filed by the ED and summoned Ayyub.

    The ED charge sheet was filed under section 45 read with section 44 of the Prevention of Money Laundering Act (PMLA), 2002.

    “I have perused the above mentioned prosecution complaint and have also gone through the prosecution papers as well as documents, including statements.

    “From the perusal of the entire record, there is sufficient evidence as to a prima facie case for taking cognisance against Ms Rana Ayyub with regard to commission of offence,” the special court judge had said.

    The special court had said Ayyub’s alleged crime involves taking money illegally from the general public in the name of charity via Ketto — an online crowdfunding platform — in three campaigns, without any approval, raising a huge sum in the bank account of her sister and father, and transferring it into her own bank account which was not used for the intended purpose.

    On October 12 last year, the ED had filed a charge sheet against Ayyub, accusing her of cheating the public and using Rs 2.69 crore she got in charity for creating personal assets, and also violating the foreign contribution law.

    “Rana Ayyub launched three fundraiser charity campaigns on the ‘Ketto’ platform, starting from April 2020 and collected funds totalling Rs 2,69,44,680,” the ED had said in a statement.

    The campaigns, it had claimed, were meant to raise funds for slum dwellers and farmers, relief work for Assam, Bihar and Maharashtra, and help Ayyub and her team help those impacted by coronavirus in India.

    “Ayyub utilised these funds to create a fixed deposit of Rs 50 lakh for herself and also transferred Rs 50 lakh to a new bank account. Investigations found that only about Rs 29 lakh was used for relief work,” the ED had claimed.

    Since the release of Pathaan which had only Salman Khan’s cameo as worth watching, Salman Khan has been keeping extremely busy.

    If sources are to be believed, Finance Minister Nirmala Sitharaman has requested Salman Khan to do a cameo during her Budget speech.

    San Francisco: The US National Science Foundation (NSF) has announced that it has signed a $50 million pact with Ericsson, IBM, Intel and Samsung to support the design of the next-generation semiconductors.

    This partnership is a part of NSF’s ‘Future of Semiconductors’ (FuSe) initiative, NSF said in a blogpost.

    Through this partnership activity, NSF will collaborate with Ericsson, IBM, Intel and Samsung to fund projects that “cultivate a broad coalition of science and engineering researchers to pursue holistic, co-design approaches.”

    “Future semiconductors and microelectronics will require transdisciplinary research spanning materials, devices, and systems, as well as the engagement of the full spectrum of talent in the academic and industrial sectors,” said Sethuraman Panchanathan, NSF director.

    “Partnerships such as this are essential to inform research needs, spur innovation, accelerate the translation of results to the market, and prepare the future workforce,” Panchanathan added.

    By supporting researchers who are integrating materials, devices, architectures, systems, and applications, the new technology is designed and developed in an integrated way.

    “Co-design approaches simultaneously consider the device/system performance, manufacturability, recyclability and impact on the environment,” NSF mentioned.

    A nationwide shortage in semiconductors, complicated by the global pandemic, has made it challenging for the chip industry to meet the rising demand for chip-based products.

    While that demand is high in the US, only around 10 per cent of the global supply of chips is produced nationally.

    “Investments through this public-private partnership will help address this problem by spurring research and innovation leading to breakthroughs in semiconductor and microelectronics technologies, aiding the myriad applications that rely upon these devices,” NSF said.

    “This partnership expands upon recent NSF investments to train and build a diverse semiconductor manufacturing workforce in the US,” it added.

    “We saw Rahul and Priyanka playing with snowballs, saw them enjoying a picnic, but maybe they forgot to thank PM Modi, who after coming to power abrogated Article 370 and 35-A,” he said.

    “And who was it who sowed this seed (Article 370), it was Congress,” he added.

    He further said that Jammu Kashmir was given special status after independence. More than 45,000 people have been killed there. He asked Rahul Gandhi who is responsible for it.

    Bharatiya Jansangh Chief Dr. Shyama Prasad Mukherjee sacrificed his life to keep Jammu and Kashmir an integral part of India. He had started a yatra to integrate India. He died under suspicious circumstances. There is no answer to that to date, “Union Minister Anurag Thakur added.

    “In 1992, BJP chief Murli Manohar Joshi and the then party worker Narendra Modi hoisted the tricolor at the Lal Chowk between bombs and guns. That time was a time of bombs, not snowballs,” he said.

    “In 2011, as the Yuva Morcha Chief, I started tiranga yatra from Kolkata to Kashmir. The whole of Jammu was surrounded by police, we were arrested and put in jail. Our workers were beaten when the tricolor was hoisted and they were jailed,” he recalled.

    “The then Prime minister Manmohan Singh said that Anurag Thakur should refrain from hoisting the tricolor, it deteriorates the situation,” he said while recalling the former PM’s statement.

    “Peace and tourism have increased in Kashmir. More than 2 crore tourists visited after the abrogation of 370 and 35-A. This happened after the Modi government took the steps that were necessary,” he added.

    He blamed Rahul Gandhi for allowing those people in the yatra that have always wanted to break India. “In your yatra, more people who want to break India were visible. At every place, people who have tried to break India were present,” he said probably pointing out at Mufti and Abdullah.

    He further said that Rahul forgot to thank Prime minister Narendra Modi who abrogated 370 and 35A, because of which, hoisting the tricolor at the Lal Chowk was possible.

    Bengaluru: The State Anganwadi Employees Association has given a 48 hours deadline to the ruling BJP government in Karnataka for fulfilling the demands of Anganwadi workers, failing which it has threatened to lay siege to the residence of the Chief Minister in Bengaluru.

    Thousands of Anganwadi (government preschool) workers are staging a protest demanding gratuity and implementation of the Supreme Court guidelines. The protest is being staged in Bengaluru and completed eight days on Tuesday.

    S. Varalakshmi, Centre of Indian Trade Unions (CITU) President warned that “if Chief Minister Basavaraj Bommai does not give orders fulfilling their (Anganwadi workers’) demands, thousands of Anganwadi workers, who are staging protests would lay siege to the residence of Chief Minister Bommai”.

    “The functioning of Anganwadi centers should be changed and elevated in order to ensure that every child in the state gets food and education. Gratuity should be given to Anganwadi workers. It has been eight days since the protest began. Minister for Women and Child Welfare Halappa Achar has not bothered to look into the issue. This ignorance is condemnable,” she asserted.

    The notice in this regard has been given to Minister Halappa on January 3. The meetings have been conducted at the level of directors twice, and the protests have been staged at the Freedom Park and district centers last year. “However, Minister Halappa and officers are not ready to come for talks,” Varalakshmi stated.

    Chetan Ahimsa, Kannada actor and activist said that for eight days, Anganwadi workers have been protesting for structural changes including the demand to be classified as ‘teachers’. Anganwadi women serve society’s neediest like kids and pregnant women. “I express my solidarity with them,” he said.

    This outage is not because of a broken update, reports WABetaInfo.

    It is still unclear how many users are affected by this issue and what is causing the current issue.

    The company has not yet released any official statement or provided any information on the reasons behind the issue.

    The report also mentioned that if someone’s online presence on the platform is hidden, then the current configuration is safe and nobody can see when they are online.

    In October last year, the messaging platform had suffered a global outage including in India that lasted for over two hours.

    According to the outage monitor website DownDetector, over 85 percent of people had reported problems while messaging, 11 percent while using the app, and 3 percent while using the website.

    Hyderabad: Telangana Governor Tamilisai Soundararajan will be addressing a joint session of the Assembly and the council after a gap of almost a year.

    Legislative affairs minister Vemula Prasanth Reddy along with other officials extended the invitation to the governor on Monday following which she approved clearing the annual financial budget, and the Bills pending with her.

    The government officials filed a petition in High Court on Monday, seeking direction from the Governor for approval of the introduction of the budget.

    However, the petition was closed later in the day after respective counsels struck a compromise.

    Legislative affairs minister Prasanth Reddy held talks with chief minister K Chandrashekhar Rao at Pragathi Bhavan before calling on the Governor.

    He then met the Governor along with special chief secretary (Finance) K Ramakrishna Rao and legislature secretary V Narasimha Charyulu.

    Subsequently, a proposal will be sent to the Governor to prorogue the Assembly following which she will summon the Assembly session within a week.

    However, it remains uncertain if the Assembly session will be held on the scheduled date or it would be postponed.

    Glitch between the Governor and the government

    The government last year conducted the budget without the customary address by the Governor, drawing a strong reaction from her.

    The BRS government defended its move on the ground that it was not a new session but a continuation of the previous session.

    The Budget session of the Assembly and Legislative Council is scheduled to begin on February 3.

    With only four days left and no approval of the budget coming from the governor, the government approached the High Court.

    The BRS leaders anticipated a crisis as seven Bills passed by the Assembly and Council have been languishing at Raj Bhavan since September last year.

    The government has taken exception to the Governor’s delaying approval of the budget. It argued that the Governor’s speech and the Budget presentation were unrelated matters. It also says that there is no clause in the Constitution that requires the Governor to address the Budget session.

    The BRS government cited Article 202 of the Constitution, which mandates that a Governor must give permission for presenting before the House a statement of the estimated receipts and expenditures of the state for a financial year.

    With the BRS government approaching the court, the friction between the Governor and the government had taken a new turn.

    Hyderabad: 20 students were injured when their school bus was hit from behind by a TSRTC bus near Yellareddypet in Sircilla District. 10 passengers travelling in the TSRTC bus were also injured.

    The injured were swiftly taken to a nearby hospital and necessary treatment was provided.

    According to local media reports, the TSRTC bus that hit the school bus from behind was the result of the RTC bus driver’s negligence.

    MA&UD minister KT Rama Rao called up the district collector and enquired about the situation. He directed the collector to provide the injured with medical care.
