    New Delhi: Over 9.79 lakh vacancies exist in the central government across 78 ministries and departments, with railways accounting for 2.93 lakh, defence (civil) for 2.64 lakh and home affairs for 1.43 lakh vacancies, the Rajya Sabha was informed on Thursday.

    In a written reply to a question from BJP MP Sushil Modi, Minister of State for Personnel Jitendra Singh said the ongoing ‘Rozgar Mela’ will act as a catalyst in employment and self-employment generation besides providing gainful service opportunities to 10 lakh youth over a period of one year or so.

    ‘Rozgar Mela’ events are being held across the country and new appointees are being inducted into various central ministries, departments, central public sector undertaking and autonomous bodies among others, he added.

    The minister added that a National Recruitment Agency has been constituted and has done a detailed study of recruitment systems at the Centre as well as states in order to adopt best practices.

    New Delhi: The Supreme Court on Thursday invoked its extraordinary power under Article 142 to allow the adoption of a child after the delivery of a 20-year-old student who was carrying a 29-week unwanted pregnancy.

    A bench headed by Chief Justice D.Y. Chandrachud and comprising justices P.S. Narasimha and J.B. Pardiwala noted that Additional Solicitor General (ASG) Aishwarya Bhati and Dr Amit Mishra, who have interacted with the petitioner, state that the petitioner does not wish to retain the child with her after delivery.

    The bench said: “In the circumstances, having regard to the late stage of the pregnancy, it has been considered in the best interest of the mother and the fetus that the child, upon delivery, may be given in adoption. The request for adoption has been suggested by the petitioner since she would not be in a position to care for the child.”

    Bhati informed the court that she had also interacted with the sister of the petitioner to explore whether she would be willing to take the child for adoption. However, the sister expressed her inability to do so for a variety of reasons, noted the bench.

    Solicitor General Tushar Mehta and Bhati apprised the court that an effort has been made to facilitate the process of adoption of the child after delivery, by prospective parents who are registered with the Child Adoption Resource Authority (CARA) under the Union Ministry of Women and Child Development.

    The court was apprised of the fact that two prospective parents who have been registered with a parent registration number under CARA are ready and willing to adopt the child.

    After considering the circumstances, the bench said: “We request the director, AIIMS, to ensure that all necessary facilities are made available without the payment of fees, charges or expenses of any nature so that the delivery can take place in a safe environment at AIIMS. The privacy of the petitioner shall be maintained and all steps shall be taken to ensure that the identity of the petitioner is not divulged in the course of the hospitalisation at AIIMS.”

    It further added that permission is granted for the adoption of the child by the prospective parents whose details have been set out in the CARA registration form and CARA shall take all necessary steps to facilitate the implementation of this order.

    Disposing of the petition filed by a student, the bench said: “We are adopting the present course of action consistent with the jurisdiction of this court under Article 142 of the Constitution having regard to the extraordinary situation which has emerged before the court involving a young woman in distress, who moved this court at a late stage of her pregnancy.”

    The court was informed that the petitioner has agreed to go ahead with her delivery though she has a desire to do so at an early date.

    “In this context, we would request the All India Institute of Medical Sciences to take all necessary precautions in the interest of the safety and health of the mother and the fetus so that a suitable date for delivery can be fixed bearing in mind the expert medical advice at AIIMS,” noted the bench, in its order.

    The petitioner had moved the apex court through advocate-on-record Rahul Sharma seeking abortion of her unwanted pregnancy.

    Bengaluru: The High Court of Karnataka has appointed senior advocate Vikram Huilagol as amicus curiae in the public interest litigation (PIL) it has initiated against illegal religious structures on public land.

    The division bench of Chief Justice Prasanna B Varale and Justice Ashok S Kinagi heard the PIL on Wednesday. It took cognisance of the case after a Supreme Court direction to remove all unauthorised religious structures from public properties.

    The State had submitted an affidavit before the court stating that 1,563 unauthorised religious structures have been removed so far. Another 457 have been retained and 48 of them have been relocated. Only 17 structures have been regularised.

    The HC noted that a large number of interim applications have been filed in the PIL and each one had to be studied. It directed the Amicus Curiae to prepare a new list of the unauthorised structures taking into account the structures that the State has dropped from its initial list.

    The State was directed to provide all relevant documents to the Amicus Curiae and the matter was adjourned by three weeks.

    The Supreme Court through an order on September 29, 2009 directed removal of all unauthorised religious structures from public places.

    Following this, the HC in its order on September 5, 2019 directed the State to submit its action-taken-report on the SC order. The State has been submitting updated reports at regular intervals.

    Kolkata: West Bengal Chief Minister Mamata Banerjee on Thursday claimed that on the day of the Union Budget on Wednesday, the Union government virtually was on the verge of collapse because of the share market crash.

    “The government was on the verge of collapse. Desperate calls were made to some parties to provide funds to that person whose share prices were going down fast,” the Chief Minister claimed at a public rally in East Burdwan district on Thursday.

    However, she did not name anybody in this connection.

    “I know exactly who all were approached for providing funds. But I do not want to take any names since that would make their lives miserable. At least six individuals were called up. Some were asked to pay around Rs 30,000 crore, some Rs 20,000 crore and some Rs 10,000 crore to that individual whose companies’ share prices fell. How will such a government, which does not have any planning, continue in the long run,” Banerjee asked.

    The Chief Minister also termed the income tax relief proposed in the Union Budget 2023-24 as nothing but eye-wash.

    “On one hand there were announcements for tax reliefs, and on the other hand the existing concessions on investments made were denied. This is like giving Rs 2 after deducting Rs 2.50,” Banerjee said.

    Reacting to her comments, BJP’s national Vice-President and Lok Sabha MP Dilip Ghosh said that the popular Budget presented on Thursday has become a nightmare for the Chief Minister due to which she is making such ‘imaginary’ claims about the collapse of the Union government.

    “But she will not be able to fool the people for a long time by making such claims. She is saying such things out of sheer anger and frustration,” Ghosh said.

    Hyderabad: Openly defying his gag order, suspended Goshamahal BJP MLA T Raja Singh took a dig at the Telangana government and city police for issuing him a show cause notice over his provocative comments made at a rally in Mumbai last week. The Mangalhat police issued Raja Singh the notice after his speech since he is currently out on bail, and has restrictions placed on him by the Telangana high court.

    The suspended BJP MLA released a video after the police issued him a notice and asked why the Hyderabad or Telangana police is bothered when he made the comments at a meeting in Mumbai. He was arrested for a few months and was lodged in the Cherlapally jail under the Preventive Detention Act last year. Raja Singh had passed derogatory comments against Prophet Muhammad in a video, as a reaction to the state government allowing comedia Munawar Faruqui to hold a show in Hyderabad.

    “I demanded the central government and the state government (Maharashtra) bring in laws to stop love jihad, religious conversions and cow killings. The Telangana is ruled by Nizam government and VIII th Nizam and his slaves working in police are issuing notices,” said Raja Singh in the video.

    The MLA further said “I am not a political leader, I fight for ‘dharma’ and live for dharma.  When I am not afraid of going to jail, do you think I will get afraid of a notice?”. Raja Singh also challenged the ruling BRS government saying, “Now I will see if you would send to me to jail, or extern me from Telangana. I am ready for anything.”

    Singh asked to explain statements in notice

    The high court had quashed his detention under the PD Act and released him in November on bail after his arrest. The court however imposed certain conditions for his release, including that Raja Singh should not make any provocative speeches against any religion or post any derogatory or offensive posts on any social media platforms.

    “But on January 29 your speech during ‘Janakrosh Morcha’ at Dadar was circulating in social media. In the video your speech is very much provocative to a particular community regarding demands of laws on love jihad, cow slaughter, conversion and a few other words,” the notice issued to Raja Singh by the Mangalhat police stated.

    It further added, “Your speech with potential to provoke a particular religion is violation of conditions imposed by the HC.” The police has asked Raja Singh to explain why action should not be initiated against him for violating the conditions imposed by the High Court.

    New Delhi: Edtech major BYJU has laid off a further 15 percent of its employees from its engineering teams, as the company continues phased layoffs to remain growth-oriented in a global economic meltdown.

    According to sources, the company in a fresh round of layoffs has asked more than 1,000 workers (or 15 percent) to go, mostly from its engineering teams.

    When reached, the company immediately declined to comment.

    BYJU last year decided to lay off as many as 2,500 employees or 5 percent of its workforce in order to achieve profitability by March 2023.

    In India, more than 21,000 employees have been laid off by more than 70 startups to day, including from unicorns like BYJU’S, Ola, MPL, Innovaccer, Unacademy, Vedantu, Cars24, OYO, Meesho, Udaan and many more.

    The tech sector has laid off the most employees, with 16 edtech startups laying off more than 8,000 employees to date.

    New Delhi: Government has tried to simplify the taxation regime in the budget, be it corporate tax or personal tax, Revenue Secretary Sanjay Malhotra said on Thursday.

    Addressing a post-budget discussion organised by industry body FICCI, Malhotra further said that the government’s thrust is on improving trust, having tax rates without increasing the tax cuts and on certainty and stability.

    Central Board for Direct Taxes (CBDT) chairperson Nitin Gupta, who was also present on the occasion, said that the government has tried to prevent leakage of revenue through appropriate changes.

    “Our approach to the budget, on the customs side, is of simplification. We have brought down the number of rates from 21 to 13,” Vivek Johri, chairperson, Central Board of Indirect Taxes and Customs (CBIC) said during the interactive session on the Union budget.

    “We have once again looked at exemptions in the budget which are no longer needed. Also, we have carved out exceptions for the condition exemptions in the law,” Johri said further.

    Karachi: The Pakistani rupee resumed its downwards slide on Thursday after two modest sessions as the “optimism surrounding the government and IMF talks scaled back”, local media reported.

    The Pakistani rupee depreciated by Rs 2.52 to settle at Rs 271.35 at the close of the day. However, the local currency touched 272.17 against the dollar during intra-day trade, Geo News reported.

    The rupee had closed at Rs 268.83 on Wednesday.

    Since the start of this year, the rupee has depreciated by 44.92, Geo News reported.

    Capital market expert Saad Ali said that reports regarding the rejection of the circular debt management plan (CDMP) presented by the government to the International Monetary Fund (IMF) had dented the market’s confidence.

    Ali said that these reports created doubts about the possibility of a bottleneck in the ongoing government-IMF talks, Geo News reported.

    An IMF mission is currently in Pakistan holding talks on the ninth review that will continue till February 9 after which a staff-level agreement is expected between the two sides.

    The IMF has rejected the CDMP presented by the government and asked the authorities to raise the electricity tariff by Rs 12.50 per unit in order to restrict the additional subsidy at Rs 335 billion for the current fiscal year.

    During the second day of technical-level talks, the Washington-based lender termed the revised CDMP as “unrealistic”, which is based on certain wrong assumptions. So the government will have to bring more changes in its policy prescription to restrict the losses of the cash-bleeding power sector.

    The IMF and the Finance Ministry will work out a gap on the fiscal front after which different additional taxation measures will be finalised through the upcoming mini-budget.

    The revised CDMP envisages an increase in the monster of circular debt to the tune of Rs 952 billion for the current fiscal year against an earlier projection of Rs 1,526 billion, Geo News reported.

    Jeddah: With a significant budgetary allocation for the second phase of the Passport Seva Programme (PSP-V2.0) , the Ministry of External Affairs is preparing to roll-out digital passports.

    Rs. 1,002.78 crore was made in 2023-24 for enhancing Passport services specifically issuing e-passports and e-Migrate for technological upscaling of services to an increasing number of workers going out of the country, issuing online Emigration Clearance (EC), and fostering end-to-end links between workers, foreign employers and clearance systems to improve working environment for Indian workers in abroad in general and gulf countries in particular.

    The new feature under the PSP-V2.0 will be the replacement of traditional passport with digital one to make it more secure and ensure smooth passage through immigration posts globally.

    The e-Passport will be embedded with a chip that contains personal details of the holder including biographical information.

    Government is determined to open a Seva Kendra in every Lok Sabha constituency — where there is no Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK).

    There are 93 PSKs, 429 POPSKs and 36 Passport Offices are operational in addition to more than 176 Indian missions abroad. These all were connected through Global Passport Seva Prgamme (GPS) to provide seamless delivery of passport services to India Diaspora.

    The Tata Consultancy Services (TCS), India’s largest IT services firm, has won the PSP project that valued about Rs. 8000 crores according to some news reports.

    India is top amongst nations whose citizens are living abroad with 32 million Non-Resident Indians. Hyderabad Regional passport office stands third in India for its services.

    Hyderabad: BRS MLC Kavitha Kalvakuntla and others who the Enforcement Directorate called the ‘South Group’ gave kickbacks to the AAP leaders to the tune of Rs 100 crore, the 400 page chargesheet filed by the agency said.

    “Sh Vijay Nair, on behalf of leaders of AAP has received kickbacks to the tune of Rs. 100 Cr from a group, for convenience, we may call it the South Group (as termed in the statements of various persons recorded during the investigation), whose prominent persons are Sh Magunta Srinivasulu Reddy, Sh Raghav Magunta, Sh Sarath Reddy and Ms K Kavitha. The South Group was represented by Sh Abhishek Boinpally, Sh Arun Pillai and Sh Buchi Babu. Sh Abhishek Boinpalli facilitated the transfer of Rs. 100 Cr kickback in connivance and conspiracy with Sh Vijay Nair and his associate Sh Dinesh Arora,” the ED chargesheet read.
