    Guwahati: Eleven opposition parties in Assam, including the Congress, submitted a memorandum to the state’s Chief Electoral Officer (CEO) on Saturday against the delimitation process of Assembly and Lok Sabha constituencies.

    They claimed that the issues over which the delimitation exercise was deferred in the state earlier have remained unresolved.

    The memorandum stated that the process was undertaken in the country under the Delimitation Act, 2002, on the basis of 2001 census, but it was met with such widespread opposition in Assam that the exercise was deferred.

    A detailed order for deferring the exercise in Assam was issued by the president on February 8, 2008, noting a few reasons.

    Among those was the likelihood of arousing “the sentiments of the people living in the state of Assam due to their apprehension that the ongoing delimitation in many electoral constituencies may result in breakup of affiliation between publics and its representatives, change of boundaries thereof, which may cause alienation of different groups of tribes”.

    Representations seeking to defer the exercise until NRC is finalised, a large number of agitational programmes by ethnic organisations, and the likelihood of breach of public order were other reasons for deferring the delimitation process in the state, the memorandum said.

    It noted that the president passed an order on February 28, 2020, rescinding the earlier order, and paving the way for the formation of a delimitation commission, which the opposition parties claimed was erroneously constituted.

    This commission was challenged in the Supreme Court, which led the Centre to remove the reference of North Eastern states from this term in 2021, and the delimitation commission conducted the exercise only in Jammu and Kashmir, it said.

    The opposition parties, in the memorandum, noted that the reasons for the objection to the exercise as raised earlier remained valid till date.

    The exercise is being sought to be conducted on the basis of the 2001 census, which was the main point of objection for the people of the state, they maintained.

    Noting that the updated National Register of Citizens (NRC) is yet to be notified, the memorandum maintained that the government should have sought views from all parties before giving its support to the order of delimitation.

    “But that has not been done and the present government and the party in power have acted unilaterally to support a process which has potential to create instability in the state,” the memorandum said.

    “In the light of above, we the eleven political parties together raise our voice against the proposed delimitation exercise in the state of Assam,” said the document, signed by leaders of Congress, CPI(M), Raijor Dal, Assam Jatiya Parishad, Jatiya Dal Asom, CPI, NCP, CPI (ML), RJD, JD(U) and TMC.

    The full bench of the Election Commission (EC) visited Guwahati in March, during which they held discussions with different stakeholders, including political parties, to take their views on the delimitation process. The Congress had, however, boycotted meeting.

    The process for delimitation in the state started on January 1, 2023, as per a notification issued by the EC on December 27 last year.

    On December 31, 2022, the Assam Cabinet decided to merge four districts with the ones from which they were carved out. Biswanath was merged with Sonitpur, Hojai with Nagaon, Tamulpur with Baksa and Bajali with Barpeta.

    The decisions to merge the districts were taken just a day before the EC’s ban on creating new administrative units in the state came into force.

    Jinju: Indian weightlifter Bindyarani Devi was quick to make amends after an underwhelming performance in snatch section as she clinched an overall silver in the women’s 55kg competition at the Asian Championships here on Saturday.

    The Commonwealth Games silver medallist had a total effort of 194kg (83kg+111kg), as she opened India’s medal tally in this edition of the championship.

    Bindyarani also won the silver in the clean and jerk section. She was, however, competing in a non-Olympic weight category.

    “I’m happy with my performance today. I had injured my left knee before the trials. Once that was okay I had issues with my right one so my training was affected and I couldn’t give my best,” she told PTI.

    “But today thanks to god my body was feeling good before the competition,” she added.

    The Manipuri, who hasn’t been able to speak to her family back home due to the ongoing ethnic violence in the state, had two failed lifts — one each in snatch, and clean jerk. But a gold medal would have been out of her grasp even if she had completed those two lifts.

    Chen Guan Ling of Chinese Taipei won the gold with a 204kg (90kg+114kg) effort while Vietnam’s Vo Thi Quynh Nhu 192kg (88kg+104kg) bagged the bronze in a depleted field.

    The top lifters in 55kg have either bulked up or moved down weight classes in order to qualify for the 2024 Paris Olympics next year.

    Bindyarani started off nicely, executing her first two snatch attempts of 80kg and 83kg with relative ease but her 85kg try was deemed a no lift. Her personal best in snatch is 86kg.

    Placed fourth after the snatch event, the Manipuri covered ground by lifting the second highest weight in clean and jerk.

    She, then, unsuccessfully, tried to improve her total with a 115kg lift. She had lifted 116kg at the Birmingham CWG last year.

    The Manipuri was forced to switch back to her original 55kg weight division for this event due to an injury she sustained ahead of the selection trials.

    She had moved to the 59kg weight class, that features in the Paris Olympics, during last year’s World Championships where she finished 25th.

    Her performance here was not her best but head coach Vijay Sharma had said before the tournament that the aim was to make Bindyarani just participate in the event, which is one of the qualifiers of the Paris Olympics, and peak during the Asian Games later this year.

    “Before the injury, I had improved my personal best but the injury affected my training and we wanted to take it easy. At the Asian Games, I will win gold for sure,” Bindyarani said.

    Under the 2024 Olympic qualification rule, a lifter has to compulsorily compete in the 2023 World Championships and the 2024 World Cup.

    Apart from the two above, a lifter also has to participate in three among the following additional events — the 2022 World Championships, the 2023 Continental Championships, the 2023 Grand Prix 1, the 2023 Grand Prix II and the 2024 Continental Championships.

    Having competed here and in last year’s World Championships, both Mirabai Chanu and Bindyarani now need to take part in one other additional event, apart from the two compulsory ones.

    The International Weightlifting Federation (IWF) will publish the Olympic Qualification Rating (OQR) of each weight category at the end of the qualification period.

    A weightlifter’s best three performances at the qualifying events will be taken into account for final assessment.

    Badami: Prime Minister Narendra Modi on Saturday said the overwhelming response he received in Bengaluru during the roadshow made him believe that it is the people who are contesting the 2023 assembly elections in Karnataka on behalf of the BJP.

    The Prime Minister also said the “never-seen-before love and affection” he saw in Bengaluru was “unparalleled”.

    “This morning, I went to have a ‘darshan’ (opportunity to see) of ‘janata janardhan’ (public god) in Bengaluru. People gave me never-seen-before love and affection,” Modi said at a public meeting here in Bagalkote district of poll-bound Karnataka, which votes on May 10.

    People stood in every nook and corner of the road all along the 25 kilometres from where his convoy passed during the Bengaluru roadshow, the Prime Minister said.

    Modi said people with their families, differently-abled persons, and women with their newborn children stood on either side of the road.

    “What I saw in Bengaluru, I say with confidence that this election is neither Modi contesting, nor BJP leaders or our candidates, it is the election the people of Karnataka are fighting on behalf of the BJP. I see the total control of the election in the hands of people,” the Prime Minister said.

    He also said the BJP’s “double engine” government has been working on bringing in development without discrimination.

    “For the first time, the people of Bagalkote got three lakh tapped water connections. Over 25,000 people of Bagalkote got their own cement house. Ayushman Bharat scheme benefits reached the people of Bagalkote,” Modi told the crowd.

    Taking a swipe at former chief minister Siddaramaiah who was elected from Badami constituency in the district in the 2018 election, the Prime Minister said: “I have heard that Siddaramaiah is saying that whatever development has happened in the last 3.5 years was due to his government’s efforts. His confessional statement is self-explanatory that if there is anyone who does the work then it is the double-engine government and does so without discrimination.”

    It is the BJP government’s work which has benefitted the people of this region, Modi said, adding, “highways are improving and railway projects are happening” as the party is governing both at the Centre and in the state.

    “Siddaramaiah has left this place leaving you all (the former CM is contesting from Varuna seat this time). He has sensed which direction the wind is blowing. If he comes here by chance, ask him one question why people were deprived of basic infrastructure earlier,” he said.

    Hitting out at the Congress, Modi said the party has a “track record of 85 per cent commission” and they can never work to serve the people.

    Modi said former Prime Minister late Rajiv Gandhi had said on record that when one rupee “rolls” from Delhi, only 85 paise reaches the people. “Whose claw was it that eats away 85 paise from one rupee? This was the Congress way of functioning. Due to the misdeeds of Congress, India lagged behind for so many decades,” he said.

    “The BJP used the trident of Aadhaar, mobile phone and Jan-Dhan account that their (Congress’) old habits have completely destroyed,” he pointed out.

    Modi said in nine years, the BJP government transferred Rs 29 lakh crore into the bank accounts of poor and middle-class families and the money reached people without a paisa being stolen.

    If it was the Congress government, then the party leaders would have plundered Rs 24 lakh crore, he alleged.

    The Prime Minister said India has become one of the largest mobile phone manufacturing nations. There was a time when India had only two cell phone-making factories but now the country boasts of more than 200 factories, he added.

    Explaining further, he said before 2014, when Congress was in power at the Centre, one gigabyte (GB) of mobile internet data used to cost Rs 300 but with the BJP government at the helm, one GB of data now costs only Rs 10.

    “The amount of data you use a month, if the old rates existed in the Congress era, have you ever imagined how many bills you would have received? Rs 4,000 to Rs 5,000 per month,” he claimed.

    Cuttack: Chief Justice of India (CJI) D.Y. Chandrachud on Saturday said live streaming of court proceedings has a flipside, adding the judges need to be trained “because every word that we say is up in the public realm”.

    Speaking at the Neutral Citation for the Indian Judiciary and National Conference on Digitisation, CJI Chandrachud said: “Today, most of the High Courts are doing live streaming on YouTube. You have those little clips about a judge in the Patna High Court asking an IAS officer why he was not appropriately dressed, or somebody in the Gujarat High Court saying something about why a lawyer is not ready with her cases.

    “A lot of funny stuff is going on YouTube, which we need to control because this is serious. What happens in a court is extremely serious stuff. Live streaming we are doing has a flip side. We as judges need to train ourselves as we are now working in the age of social media,” said the CJI.

    Chandrachud said he realised this during the live stream of constitution bench arguments.

    “Very often, citizens don’t realise that what we say in the course of hearing is to open up a dialogue. What you said does not necessarily reflect what you have decided in a case. But, people don’t understand this at large,” he said.

    “So, live streaming or interface with social media places new demands on us as judges. We need to create a robust cloud infrastructure for live streaming,” the CJI said.

    He further said there is a need for creating cloud infrastructure for live streaming and it is perhaps one way to have a central national cloud infrastructure and additional hardware for courts.

    Next important area is technical advancements which the third phase envisages and this will refer to software developments, the use of artificial intelligence, blockchain, and digital accessibility, he added.

    Stating that artificial intelligence has a flip side as well, Chandrachud said: “For instance, it would be very difficult in allowing artificial intelligence to tell us what sentence to hand down following a conviction in a criminal case.”

    Speaking about his vision to create paperless and virtual courts, the CJI said: “The Supreme Court is not the Supreme Court of Tilak Marg, it is for India, of India, by India. Likewise, each High Court is not the High Court of the capital of the state, but the citizens across the state.”

    “Odisha has opened virtual courts in 22 districts. We cannot have benches of the High Court in as many districts as we have set up virtual courts. The opening of virtual courts will ensure access to justice for all those who don’t have access to the High Court,” he pointed out.

    “Some of the finest lawyers are not only confined to the capital city of states. Many of them don’t even move to the capital cities for lack of resources and family reasons. For a variety of reasons, they are confined to their own districts. So why cannot they present their cases before the High Court?” wondered the CJI.

    He further said that the purpose of pitchforking technology is not to place it away from citizens but to reach out to the common citizens of the country. The total outlay for Phase II is Rs 7,210 crore, which is going to be executed between 2023-27.

    While Rs 2,024 crore was provided for 2023-24, Rs 1,906 crore earmarked for 2024-25, Rs 1,523 crore for 2025-26 and Rs 1,552 crore for 2026-27.

    “When we pitched for this budget, not a single rupee was cut by the Union government,” he added.

Other issues that were discussed pertained to getting specially trained personnel for managing the helpline ‘ Dail 100’ for women and children in distress and for deploying volunteers to operate pelican signals. 

    The current status of buildings that would house the new Bharosa centres of tri-commission rates was also reviewed.

    Baramati: A common minimum programme of the Opposition will be prepared ahead of the 2024 Lok Sabha elections, Nationalist Congress Party president Sharad Pawar said here on Saturday.

    He will play a role in bringing opposition parties together, Pawar said in his hometown Baramati in Pune district a day after he withdrew his decision to give up the party post.

    “In the next 10-11 months, elections will be taking place in a number of places…..Leaders like Nitish Kumar, Arvind Kejriwal, Chandrashekar Rao, Mamata Banerjee are trying to unite the Opposition,” he told reporters.

    “I will participate in bringing the Opposition together by creating a common minimum programme,” Pawar added.

    Asked about rumours surrounding the plans of senior NCP leader and his nephew Ajit Pawar, he said, “An atmosphere of confusion is being created regarding Ajit Pawar. There was talk that he will join the BJP, but has anything happened?” Ajit Pawar is someone who loves to work on the ground, and there was no truth to the speculation about him, the NCP chief further said.

    Earlier, Pawar was welcomed by local NCP office-bearers amid slogan-shouting by workers on his arrival here.

    He would be meeting local NCP leaders and workers before heading to Solapur, party sources said.

    On Friday, the 82-year-old leader withdrew his decision to step down as NCP president, three days after the surprise announcement that had put a question mark on the opposition unity efforts ahead of the 2024 Lok Sabha polls.

    The veteran leader who is known for his deft political manoeuvring said that leaders of various political parties across the country requested him to continue as NCP president.

    He could not disrespect the sentiments of his colleagues and party workers who insisted that he withdraw his decision, he said.

    Imphal: Unmanned Aerial Vehicles (UAVs) and Army helicopters have been pressed into service for aerial surveillance in ethnic violence-hit Manipur, while the Army, Assam Rifles, and other Central paramilitary forces are on round-the-clock vigil in the trouble-torn districts.

    Defence sources said that multiple rounds of aerial surveillance using Cheetah helicopters have already been conducted by the Army since Saturday morning in different parts of Manipur.

    “The ongoing crisis in Manipur may create a new security dimension as insurgent groups staying in camps along the India-Myanmar border may prove detrimental to the massive efforts to restore normalcy in the state,” said a source.

    The issue is being addressed pro-actively by the security forces who are leaving no stone unturned to thwart the nefarious designs, the source said.

    “While Assam Rifles is enhancing its deployment on ground zero with round-the-clock vigil and border surveillance, the Army and other security forces are working in tandem to quell the present unrest in Manipur at the earliest,” the source said.

    A defence spokesman said, “The Indian Air Force ferried additional Army and paramilitary troops from two airfields in Assam employing C17 Globemaster and AN 32 aircraft. Evacuation of civilians of all communities from the affected areas is going on.”

    According to a top official, at least 20 people have died in Manipur since May 3, while the local media and unconfirmed reports put the toll at 50-55, including women.

    Manipur government’s newly-appointed security advisor Kuldiep Singh, a former CRPF chief, said that at least 18 to 20 people were killed in the series of ethnic violence in different districts of Manipur.

    However, local media quoting hospital sources said that at least 50 to 55 people, including women, have been killed in the attacks and counter-attacks by the rival ethnic groups in at least six districts since May 3.

    “Over 100 people have been injured in these attacks. More than 500 houses, along with a large number of vehicles, shops and other properties were either burnt down or damaged in these attacks since May 3,” Singh told the media in Imphal on Saturday.

    He said that 23 police stations in different districts have been identified as most vulnerable and the Army and Central Armed Police Forces were adequately deployed in these areas.

    Flag marches by the Army and Assam Rifles are continuing in more than six districts, especially in the most volatile Churachandpur district, Singh said.

    In view of the prevailing unrest in Manipur, the Central government has already imposed Article 355 in the state to bring the situation under control.

    Article 355 is part of emergency provisions contained in the Constitution that empowers the Centre to take all necessary steps to protect a state against internal disturbances or external aggression.

    New Delhi: Jailed conman Sukesh Chandrashekhar has sent a fresh letter to the Delhi Lieutenant Governor V. K. Saxena, on Saturday claiming to have funded lavish furnishings present in Chief Minister Arvind Kejriwal’s residence.

    In his letter, Chandrashekhar, who is lodged in Mandoli jail, claimed that he had personally paid for the lavish furnishings and alleged that they were selected by Kejriwal himself, alongside jailed AAP leader Satyendar Jain.

    Chandrashekhar, in his letter sent to L-G through his advocate Anant Malik, also claimed some of the furniture pieces were imported from Italy, adding an international touch to the Chief Minister’s living space.

    “This is to bring to the urgent notice that as the recent ongoing investigation in regard to the residence of Mr. Arvind Kejriwal and the expenses used from the public funds to luxury the official residence, I would want to make full disclosures. During the said renovation and post, there were high-end furniture and bedding which were paid by me for the very same residence of Mr. Arvind Kejriwal which is currently under scrutiny,” he writes in his letter.

    “The furniture was personally selected by Kejriwal and Satyender Jain based on pictures which were sent by me on WhatsApp and facetime chats of Kejriwal’s mobile and Jain’s phone,” the letter read.

    According to Chandrashekhar’s letter, he had purchased several items, including a Visionaire 12-seater dining table made of onyx stone in an olive green colour worth Rs 45 lakh, a Visionaire dressing table for his bedroom and the children’s bedroom worth Rs 34 lakh, seven Visionaire mirrors worth Rs 18 Lakh, D. Rugs, bedspreads, and pillows totalling 30 pieces from Ralph Lauren worth approximately Rs 28 lakh, and Panerai wall clocks worth Rs 45 lakh.

    “The furniture mentioned was purchased by me on billing from Mumbai and Delhi, as all the above furniture was imported from Italy and France. The payments were made by me from my firm’s News Express Post and LS Fisheries and the statement of records will be tendered to the investigation agency along with the WhatsApp chats between me, Kejriwal and Satyender Jain, confirming it,” the letter read.

    Chandrashekhar even claimed that all the furniture were directly delivered to the official residence of Kejriwal and installed in the residence by his staff member Rishabh Shetty.

    “Apart from the furniture mentioned he wanted silver crockery, which was given by a famous South Indian Jeweller worth Rs 90 Lakhs in exchange of an allotment, kickback in Karol Bagh Project of the Jeweller introduced by me. There were 15 thali plates and 20 silver glass, few idols and multiple bowls, spoons all in pure silver, delivered to the official residence,” the letter further read.

    “Once investigated all the above will be fully confirmed and proven. I humbly undertake to submit all the bills during the investigation,” it added.

    The Delhi government’s alleged expenditure of Rs 45 crore on the renovation of Arvind Kejriwal’s residence during the Covid pandemic has drawn sharp criticism from the BJP. In response to these reports, the Lieutenant Governor of Delhi has instructed the chief secretary, Naresh Kumar, to secure all relevant records, conduct a thorough examination, and submit a detailed report within 15 days for the LG’s review.

    However, AAP MP Raghav Chadha offered a rebuttal, highlighting the amounts spent on Prime Minister Narendra Modi’s official residence and plane. Chadha emphasized the need for a comprehensive perspective in the ongoing debate.

    Tehran: Iranian-Swedish dissident Habib Farajollah Chaab was executed on Saturday over charges of attacks including one on a military parade in 2018 that killed 25 people.

    Forty-eight-year-old Farajollah Chaab was awarded death on March 12 by the Supreme Court. He was tried in 2022 for involvement in an attack on a military parade, in 2018 that killed 25 people, including 12 members of the Revolutionary Guards, and several other explosions.

    Farajollah Chaab was detained in Iran since October 2020 after his disappearance during a trip to Turkey. He was later brought to Tehran.

    According to AFP, the number of death sentences carried out in Iran during 2022were 582. In order words, it increased by 75%.
