    Supreme Court to hear on Monday pleas on Manipur violence

    New Delhi: The Supreme Court will on Monday hear a batch of pleas on the Manipur situation including one by a ruling BJP MLA challenging the high court order on the issue of Scheduled Tribe status to the Meitei community and a PIL by a tribal outfit for an SIT probe into the violence that rocked the northeastern state last week.

    A bench of Chief Justice DY Chandrachud and Justices PS Narashima and JB Pardiwala is scheduled to hear the matter.

    The clashes between Meiteis and tribals started in Churachandpur district last Wednesday. The tribals are opposing reservation to the Meiteis following the March 27 Manipur High Court order that asked the state government to send a recommendation to the Centre within four weeks on the demand for ST status by the Meitei community.

    Dinganglung Gangmei, BJP MLA and chairman of the Hills Area Committee (HAC) of the Manipur Legislative Assembly, in his appeal contended that the “proceedings before the High Court were vitiated on account of not making the HAC a party” and the HC order created tension and led to violence between the two communities.

    “Even if directions were to be given they could not have been given without notice to the HAC and hearing the HAC,” said the MLA who challenged various orders, including contempt notices, by the high court related to the issue.

    He said that the HC order led to tension between both communities and violent clashes erupted across the state. “As a result of it so far 19 tribal people have been killed, various places in the states are blocked, the internet is completely shut and more people are at risk of losing their lives,” the appeal said.

    Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal valley. Tribals — Nagas and Kukis — constitute another 40 per cent of the population and live mostly in the hill districts.

    The PIL filed by an NGO ‘Manipur Tribal Forum’, through advocate Satya Mitra, said it has moved the top court under Article 32 of the Constitution on account of the extreme situation arising out of the attacks on the tribal community in Manipur by a “dominant group”.

    It alleged that “these attacks have the full support of the party in power … which supports the dominant group” and sought directions to the Centre and Manipur to evacuate Manipuri tribals who have fled their villages.

    The PIL by the tribal outfit alleged that the attacks began on May 3 and several churches and hospitals were also damaged when the mobs went on a rampage, burning houses and vehicles and business establishments belonging to tribals.

    It claimed that 30 tribals were killed and 132 people were injured but “neither FIR was registered nor is there any investigation taking place”.

    The PIL sought directions to the Centre and the state government to deploy central forces to protect all churches and places of worship of the tribal/Christians in Manipur with immediate effect.

    It urged that a team of professionals be put together to conduct an inquiry into the villages destroyed and make an assessment of the damage. It also sought payment of compensation to the victims and reconstruction of buildings including churches.

    “A prayer clause has been made for the appointment of former DGP Assam (Harekrishna Deka) as the head of an SIT to investigate and prosecute and with a mandate to put together a team of his choice of police personnel and other support secretarial staff so that final reports are made expeditiously,” it said.

    The appeal filed by Gangmei against the March 27 order of the Manipur High Court said that three basic errors were made in the judgement which includes directing the State to make a recommendation to the Central government to include the Meitei community as a scheduled tribe in the Presidential list.

    “The second mistake is the conclusion that the issue of inclusion of the Meiteis was pending for nearly 10 years and the third mistake is in concluding that the Meiteis are tribes”, the appeal said.

    The appeal said that the Meitei community is not a tribe and has never been recognised as a tribe, and is very much an advanced community though some of them may come within SC/OBC.

    The appeal said that the high court passed the order on a writ petition filed by some members of Meitei communities seeking a direction to the state government to recommend to the Centre to include their community of Manipur in the scheduled tribe list of the Indian constitution as a tribe of Manipur.

    The plea by the BJP MLA said there is no recommendation of the state government for inclusion of the Meitei community in the scheduled tribe list and there is no recommendation for such inclusion pending before the central government.

    “Merely because the state of Manipur may have received some representation by the Meiteis does not oblige the state to do anything unless the state is convinced first, that the Meeteis/Meiteis are tribes and second, that they deserve to be in scheduled tribes list.

    “No one can force the state to send such a recommendation in the absence of the state concluding that the Meeteis/Meiteis are a tribe and they deserve to be in the Scheduled Tribes list”, it said.

    One more appeal has been filed by the chairman of the Hill Area Committee challenging the order dated May 3 of the High Court in which notices were issued to them in a contempt petition filed by members of the Meitei community.

    The legacy of late Prime Minister Indira Gandhi is still lingers in the minds of people who were born much later after she was murdered. Many people whom this correspondent met in Gadag area said that they would vote for “Indira Gandhi’s party”.

    However this does not mean that the Congress candidate and sitting MLA H.K. Patil is comfortably placed in the constituency which has a large Muslim population along with Hindu Lingayats and Dalits.

    BJP’s Anil Menasinakai lost to Patil in the 2018 polls by a slender margin of 1,868 votes.

    Talking to IANS, Patil said: “The campaign is good and people are angry against the BJP government which is mired in corruption. I hail from Gadag and know the pulse of the constituency.”

    “In the 2018 polls, there was an anti-incumbency wave against the Congress and this led to my margin getting reduced.”

    Menasinakai, however, refuted the claims of Patil. “In 2018, my candidature was announced ten days before the last day of filing nomination and I didn’t get time to campaign, still BJP could manage to reduce the margin to 1868 votes,” the BJP leader told IANS at a party office in Gadag.

    “This time, the list was announced a month before and I have completed two rounds of campaign in all villages in the constituency. I’m certain to win and after Prime Minister Narendra Modi’s public rally at Haveri, there is an upbeat mood among the workers and voters.”

    The election to Gadag is fought on state level corruption and about the BJP government withdrawing reservation for Muslims.

    Nisar Ahamad, an RTI activist and social worker, told IANS: “The Muslim community will vote totally for H.K. Patil. There are more than 40,000 Muslim votes in the constituency and this will be totally cast in favour of the Congress. H.K. Patil will notch an easy victory”.

    Sivanandan, an auto driver, however, supports the BJP. “I’m 26 years of age. H.K. Patil sir is an old generation politician who doesn’t have a connect with our generation and youths in large numbers will vote for BJP candidate Anil Menasinakai.”

    Bhopal: The Congress’ manifesto for Karnataka assembly polls doesn’t mention banning Bajrang Dal, senior party leader Kamal Nath claimed on Sunday.

    The Congress is facing backlash from BJP and right-wing organisations for bracketing Bajrang Dal with the Popular Front of India (PFI) in the manifesto for the May 10 polls.

    “There was no mention of banning Bajrang Dal in the Congress’ manifesto for Karnataka Assembly polls if we go by what is written in it,” Madhya Pradesh Congress president Kamal Nath told reporters in Seoni district.

    He was responding to a query on whether the Congress will include the promise of banning Bajrang Dal in Madhya Pradesh also where elections are due at the end of this year.

    “It was said by the Supreme Court, and people also want strict action to be taken against a person or organisation which spreads hatred and disturbs social harmony. Nobody is being targeted but those who are involved in such activities should face action,” Nath said.

    Taking potshots at the Shivraj Singh Chouhan government, Nath alleged the law-and-order situation is very poor and the state tops the crime chart against children, women, and tribals.

    He claimed the number of unemployed youth in MP has reached one crore.

    The Congress leader also alleged rampant corruption in the state.

    In its manifesto released last week for Karnataka polls, the Congress said it was committed to taking firm and decisive action against individuals and organisations spreading hatred amongst communities on grounds of caste and religion.

    “We believe that law and Constitution is (are) sacrosanct and cannot be violated by individuals and organisations like Bajrang Dal, PFI or others promoting enmity or hatred, whether among majority or minority communities. We will take decisive action as per law including imposing a ban on such organisations,” the Congress has said.

    Bengaluru: Keeping in view the hardship of delivery persons, Congress leader Rahul Gandhi on Sunday reiterated his party’s promise to set up a Gig Workers’ Welfare Board in Karnataka with a corpus fund of Rs 3,000 crore and minimum hourly wages for them.

    Gandhi spoke about the promise once again during an interaction with gig workers and delivery persons of various companies here in poll-bound Karnataka.

    Over a cup of coffee and masala dosa, Gandhi discussed with them to get an understanding of the lives of delivery workers, lack of stable employment and rising prices of basic commodities, Congress said in a party release.

    He also keenly listened to why the youngsters had taken up gig jobs, and what were their working conditions like, the release stated.

    “Bengaluru alone has over two lakh people doing gig jobs. The Congress party has made specific promises for them in the manifesto, mainly to set up a Gig Workers’ Welfare Board with a corpus of Rs 3,000 crore and to ensure minimum hourly wages for gig workers and other workers in the unorganised sector,” the party said.

    Gandhi later hopped onto the pillion seat, and went on a ride with a delivery partner.

    New Delhi: The women officers of the Territorial Army (TA) with Engineer Regiments of the TA will be posted along the Line of Control (LoC), an official said on Sunday.

    Following approval by Defence Minister Rajnath Singh, women officers will also be posted as staff officers at TA Group Headquarters, Directorate General of Territorial Army in Delhi, as per organisational requirements.

    The Defence Ministry said that this progressive policy measure is aimed at enhancing the scope of employment of women officers as well as meeting their professional aspirations.

    They will now serve and train under the same conditions as their male counterparts in a wider range of units and appointments.

    The Territorial Army had commenced commissioning women Officers since 2019, in Ecological Task Force Units, TA Oil sector units and TA Railway Engineer Regiment.

    Based on the experience gained during this period, it has been decided to extend the scope of further employment for women officers in TA, a Defence Ministry official said.

    The Territorial Army is based on a Citizen Soldiers’ army concept and officers undergo annual training on basic military skills while remaining gainfully employed in civilian life.

    Significantly, the armed forces have taken several measures, including assigning command roles to women, grooming them for future leadership roles and allowing them to join artillery regiments, to promote gender equality.

    Seoni: A Congress MLA from Madhya Pradesh has claimed Bajrang Bali was a tribal forest dweller who protected Lord Ram.

    The Congress legislator from Barghat constituency in Seoni district, Arjun Singh Kakodiya, also claimed there was no Ayodhya, Kshatriya or Brahmin sena (army) but it was the tribal community that helped Lord Ram (in his exile).

    “Bajrang Bali was a tribal who lives in the forest. He protected Maryada Purushottam Shri Ram and helped him. There was no Ayodhya, Kshatriya or Brahmin sena but (it was) the tribal community (that) helped Lord Ram,” Kakodiya said while addressing a public meeting in the presence of MP Congress president Kamal Nath in Udepani village.

    He said the tribal community will not tolerate the insult of Bajrang Bali and those who are defaming his name.

    Bajrang Bali, also called Hanuman, is a divine monkey companion of Lord Ram. He is one of the central characters of the epic Ramayana.

    The mention of Bajrang Dal has evoked a strong reaction with BJP and right-wing organisations accusing Congress of playing appeasement politics.

    Prime Minister Narendra Modi chanted Jai Bajrang Bali’ during all three public meetings he addressed in poll-bound Karnataka on Wednesday.

    “The Congress in its manifesto has decided to lock up Lord Hanuman. Initially, they locked up Prabhu Shri Ram (Lord Ram). And now they want to lock up people who say Jai Bajrang Bali’,” the PM told a public meeting at Hospet in Vijayanagara district on Tuesday.

    Addressing a massive crowd in Nanjangud of Mysuru district, PM Modi said: “Do not believe in the bundle of lies by Congress. This is going to be my last speech in Karnataka before the Assembly elections. I thank all Kannada people from my heart for supporting me. All should participate in the festival of elections. Your vote will give new direction to the state and nation.”

    PM Modi said that the BJP is striving for the welfare of all people.

    “Many big companies have come to Karnataka. Branded mobiles are produced in Karnataka. This is a matter of pride for the state. But for JD-S and Congress, it is not a matter of pride,” he said.

    The Prime Minister further said that to create a history and to make the state (Karnataka) number one in the country, the state assembly elections are significant.

    “People believe in double engine government. There is only one conviction in all corners of the state that this time, the majority BJP government will come to power,” PM Modi said.

    Jeddah: Saudi Arabia has been gearing up to receive foreign Haj pilgrims this year at different airports in the Kingdom.

    Apart from Jeddah and Madinah, now Riyadh, Dammam, Taif and Yanbu airports will also receive Haj pilgrims who are flying through Saudia.

    Saudia, the national flag carrier, has announced that it will be transporting pilgrims from more than 100 scheduled destinations and 14 seasonal destinations around the globe into the Kingdom.

    Amer Al-Khushail, CEO of Hajj and Umrah of Saudia Airlines also revealed that Prince Mohammad bin Abdulaziz International Airport in Madinah will receive the first flights arriving in the Kingdom on May 21.

    The Saudia will provide a smooth travel experience for pilgrims as it is pressing 176 aircraft to transport pilgrims and allocating more than 1.2 million seats.

    He said that 8000 cabin crew can speak 42 different languages. Added that Saudia also offers a unique collection of educational e-books on how to perform Hajj and Umrah in more than 14 languages.

    Saudia has updated its in-flight Islamic content, with more than 134 hours of various religious programs and 590 hours of Qur’an recitations, in addition to many other Islamic programs available in several languages.

    Saudia Group has also expanded its Hajj season plan activities to include sharing awareness messages to pilgrims in their languages through Hajj missions, Hajj organizations present in Makkah and Madinah, and across Hajj residences. In these messages, the company clarifies all matters related to the pilgrims’ journeys, including details related to baggage limits and requirements in order to facilitate an easy pilgrimage, media reports quoted him as saying.

    The senior official of Saudia also said that flyadeal would be involved for the first time in operations to transport pilgrims.

    Al Khushail highlighted that Saudia Group aims to achieve operational efficiency while fully complying with safety standards, providing pilgrims with many further services including arranging the dispatch of zamzam water bottles to various destinations and providing additional flights for pilgrims wishing to travel to Madinah by air.
