    First ChatGPT arrest in China over fake train crash news

    Beijing: Chinese police have detained a man for allegedly generating fake news of a train crash and disseminating it online using artificial intelligence technology, in what was reported to be China’s first arrest for misuse of ChatGPT.

    Police in northwestern Gansu province said in a statement on Sunday that a suspect surnamed Hong had been detained for “using artificial intelligence technology to concoct false and untrue information”.

    The case first caught the attention of the cyber division of a county police bureau when they spotted a fake news article that claimed nine people had been killed in a local train accident on April 25, the Hong Kong-based South China Morning Post reported on Monday.

    The cybersecurity officers in Kongtong county found the article simultaneously posted by more than 20 accounts on Baijiahao, a blog-style platform run by Chinese search engine giant Baidu. The stories had received more than 15,000 clicks by the time it came to authorities’ attention, it said.

    The Gansu public security department said Hong was suspected of the crime of “picking quarrels and provoking trouble”, a charge that normally carries a maximum sentence of five years. But in cases that are deemed especially severe, offenders can be jailed for 10 years and given additional penalties, the Post reported.

    This is the first time the public has been made aware of an arrest by Chinese authorities after Beijing’s first provisions to regulate the use of “deepfake” technology officially took effect in January, it said.

    The police said they traced the origins of the article to a company owned by the suspect Hong, which operated personal media platforms registered in Shenzhen in Guangdong province in southern China.

    Some 10 days later a police team searched Hong’s home and his computer and detained him.

    The statement said Hong confessed to bypassing Baijiahao’s duplication check function to publish on multiple accounts he had acquired. He input the elements of trending social stories in China from past years into ChatGPT to quickly produce different versions of the same fake story and uploaded them to his Baijiahao accounts, it said.

    While ChatGPT is not directly available to Chinese IP addresses, Chinese users can still access its service if they have a reliable VPN connection.

    Chinese IT outlets were experimenting with their versions of the ChatGPT after Microsoft and Google announced their innovations.

    China closely monitors its social media through firewalls, especially Sina Weibo, which has over 592 million users to ensure no critical content against the ruling Communist Party of China (CPC).

    China’s top internet regulator has long voiced concern that unchecked development and use of deep synthesis technology could lead to its use in criminal activities such as online scams or defamation.

    As ChatGPT has gone viral in recent months, China’s law enforcement agencies have repeatedly voiced suspicion, and even warnings, about the technology.

    In one of the first comments on the chatbot made by the Chinese security apparatus, police in Beijing specifically warned the public in February to be wary of “rumours” generated by ChatGPT, the Post reported.

    Kolkata: The Trinamool Congress government in West Bengal banned the film ‘The Kerala Story’ citing “maintenance of peace” and to avoid incidents of “hatred and violence” in the state.

    West Bengal became the first state to ban the film, which narrates the ordeal of three women who are trafficked to ISIS camps after being converted to Islam through marriage.

    There’s a continuing political outcry around the movie even as it has been made tax-free in BJP-ruled Madhya Pradesh.

    On the decision to ban the film, West Bengal Chief Minister Mamata Banerjee said, “It is to avoid any incident of hatred and violence, and maintain peace in the state.”

    Also raking up the ‘Kashmir Files’, a film on the alleged genocide of Kashmiri Pandits, which ran to packed houses despite evoking protests from the Opposition, the Bengal CM said, “What was ‘The Kashmir Files’? It was meant purely to humiliate a particular section of society. What is ‘The Kerala Story’? It is a distorted story.”

    The CM directed the state chief secretary to remove the movie from all theatres where it is being screened.

    Reacting to the ban, Vipul Amrutlal Shah, the producer of the film, said they will pursue legal options against the decision. “If state government won’t listen to us, we will explore legal avenues. However, whatever course we take will be based on legal advice,” Shah told ANI.

    Helmed by Sudipto Sen and produced by Vipul Amrutlal Shah, the film evoked sharp opposition from Kerala Chief Minister Pinarayi Vijayan, who called it “RSS propaganda”.

    Congress MP from Kerala, Shashi Tharoor accused the makers of “misrepresenting” Kerala.

    Campaigning for the BJP in poll-bound Karnataka, Prime Minister Narendra Modi, too, weighed in on the controversy, accusing the Congress of standing with terrorists.

    ‘The Kerala Story’ stars Adah Sharma, Yogita Bihani, Siddhi Idnani and Sonia Balani in lead roles.

    A massive controversy erupted around the film after its trailer claimed that 32,000 women from Kerala had gone missing and joined the terrorist group ISIS. However, in the face of protests, the contentious figure in the trailer was later withdrawn.

    Its trailer description was later changed to a story of three women from Kerala.

    New Delhi: The generative AI era came fast. However, the government scrutiny into Big Tech on AI came much faster to promote responsible innovation and risk mitigation as AI chatbots begin to worry lawmakers and regulators worldwide.

    The governments feel that companies have a fundamental responsibility to make sure their AI products are safe and secure before they are deployed or made public.

    In the US, Vice President Harris and senior Administration officials met with CEOs of four American companies at the forefront of AI innovation this week to share concerns about the risks associated with AI.

    President Biden dropped by the meeting to underscore that companies have a fundamental responsibility to make sure their products are safe and secure before they are deployed or made public.

    Harris told top Big Tech CEOs, including Microsoft Chairman and CEO Satya Nadella, Alphabet and Google CEO Sundar Pichai and Sam Altman, CEO of OpenAI (ChatGPT fame), that the private sector has an ethical, moral, and legal responsibility to ensure the safety and security of their products.

    She stressed that in order to realise the benefits that might come from advances in AI, “it is imperative to mitigate both the current and potential risks AI poses to individuals, society, and national security”.

    “Every company must comply with existing laws to protect the American people. I look forward to the follow through and follow up in the weeks to come,” Harris said.

    She told the CEOs that advances in technology have always presented opportunities and risks, and generative AI is no different.

    “AI is one of today’s most powerful technologies, with the potential to improve people’s lives and tackle some of society’s biggest challenges. At the same time, AI has the potential to dramatically increase threats to safety and security, infringe civil rights and privacy, and erode public trust and faith in democracy,” she stressed.

    Meanwhile, the UK’s competition watchdog this week launched an initial review of “AI foundational models” like OpenAI’s ChatGPT, Microsoft’s Bing and Google’s Bard, saying the move will help create an early understanding of the market for AI models and what opportunities and risks these could bring.

    The Competition and Markets Authority (CMA) said the initial piece of work will help create competition and consumer protection principles to best guide the development of AI-driven markets going forward.

    “AI has burst into the public consciousness over the past few months but has been on our radar for some time. It’s a technology developing at speed and has the potential to transform the way businesses compete as well as drive substantial economic growth,” said Sarah Cardell, Chief Executive of the CMA.

    “Our goal is to help this new, rapidly scaling technology develop in ways that ensure open, competitive markets and effective consumer protection,” she added.

    In a white paper, the UK government in March asked regulators, including the CMA, to think about how the innovative development and deployment of AI can be supported in line with the 5 overarching principles of: safety, security and robustness; appropriate transparency and explainability; fairness; accountability and governance; and contestability and redress.

    In line with the government’s AI white paper and the CMA’s role to support open, competitive markets, the review seeks to understand how foundation models are developing and produce an assessment of the conditions and principles that will best guide the development of foundation models and their use in the future.

    The development of AI touches upon a number of important issues, including safety, security, copyright, privacy, and human rights, as well as the ways markets work.

    The Indian government also wants Big Tech to create a responsible and ethical AI.

    “AI is a kinetic enabler of the digital economy and innovation ecosystem. Government is harnessing the potential of AI to provide personalized and interactive citizen-centric services through digital public platforms,” according to the Ministry of Electronics and IT.

    Union Minister of State for Electronics and IT, Rajeev Chandrasekhar, has broadly outlined the IndiaAI programme and how it will help the country build world-class platforms, solutions and tools to not only solve local issues but also help the world.

    “We aim to build commercially deployable AI platforms and solutions, developed by a vibrant startup ecosystem in the country which is our primary goal,” according to the minister.

    India aims to become a global powerhouse of AI which does not just stop at integrating foreign chatbots but building next-generation AI-based innovations to empower billions of citizens.

    San Francisco: The losses of Microsoft-backed OpenAI, the developer behind highly-successful AI chatbot ChatGPT, reportedly swelled to nearly $540 million last year and are likely to only keep rising.

    According to The Information, OpenAI’s losses doubled as it developed ChatGPT and hired key employees from Google.

    “The previously unreported figure reflects the steep costs of training its machine-learning models during the period before it started selling access to the chatbot,” the report noted.

    OpenAI in February this year launched the new subscription plan, ChatGPT Plus, that is available for $20 a month.

    However, the report mentioned that even if the revenue picks up, OpenAI’s losses are likely to keep rising as “more customers use its artificial intelligence technology and the company trains future versions of the software”.

    OpenAI CEO Sam Altman has “privately suggested OpenAI may try to raise as much as $100 billion in the coming years to achieve its aim of developing artificial general intelligence (AGI) that is advanced enough to improve its own capabilities”.

    Elon Musk, Twitter CEO and an early investor in OpenAI, tweeted late on Saturday: “That’s what he (Altman) told me”.

    Musk, who has criticised OpenAI several times, last month created a new company called X.AI which will promote AI in the ChatGPT era.

    It was Musk who initially invested $100 million in OpenAI, but later exited the company.

    In recent months, ChatGPT and GPT-4 have become a rage worldwide.

    OpenAI recently closed a more than $300 million share sale at a valuation between $27-$29 billion, according to reports.

    Washington: US National Security Advisor Jake Sullivan met the Saudi Crown Prince and his Indian and Emirati counterparts in Saudi Arabia during which they discussed bilateral and regional matters and their shared vision of a more secure and prosperous Middle East region interconnected with India and the world.

    The meeting took place in Jeddah on Sunday, the White House said.

    “National Security Advisor Jake Sullivan met with Saudi Prime Minister and Crown Prince Mohammed bin Salman, UAE National Security Advisor Sheikh Tahnoon bin Zayed Al Nahyan, and National Security Advisor of India Ajit Doval on May 7 in Saudi Arabia to advance their shared vision of a more secure and prosperous Middle East region interconnected with India and the world,” the White House said Sunday in a readout of the meeting.

    “Sullivan also held bilateral meetings with the Crown Prince, Sheikh Tahnoon, and Mr Doval to discuss bilateral and regional matters. He looks forward to further consulting with Mr Doval on the margins of the Quad Summit later this month in Australia,” the White House said.

    This is the first meeting between Doval and Sullivan after they launched the ambitious India US ICET (Initiative on Critical and Emerging Technology) dialogue here in January. Sullivan is currently travelling to Saudi Arabia.

    With Crown Prince Mohammed, Sullivan reviewed significant progress in talks to further consolidate the now 15-month-long truce in Yemen and welcomed ongoing UN-led efforts to bring the war to a close, as well as covering a range of other issues.

    “The four delegates agreed to maintain regular consultations and follow up on the matters discussed throughout the day,” the White House said.

    The state-run Saudi Press Agency (SPA) on Monday reported the meeting between Sullivan and Crown Prince in Jeddah.

    They discussed Saudi-US strategic relations and how to enhance them in various fields, as well as regional and international developments of common interest, the SPA reported.

    Separately, the Crown Prince held another meeting with the deputy ruler of Abu Dhabi Sheikh Tahnoun and Indian national security adviser Doval, which Sullivan and the US delegation also attended, it said.

    SPA reported that the meeting involved discussions of ways to strengthen ties between the respective countries in a manner that would enhance the growth and stability of the region.

    Meanwhile, Axios, a Virginia-headquartered news company, reported that the US, Saudi, Emirati and Indian national security advisers were to discuss a possible major joint infrastructure project to connect Gulf and Arab countries via a network of railways that would also be connected to India via shipping lanes from ports in the region.

    The project is one of the key initiatives the White House wants to push in the Middle East as China’s influence in the region grows, the report said. The Middle East is a key part of China’s ambitious Belt and Road Initiative (BRI) vision.

    Launched in 2013 by President Xi Jinping, the BRI is a vast collection of development and investment initiatives that have been planned to link East Asia and Europe through physical infrastructure, significantly increasing China’s economic and political influence across the world.

    A US official had said the project would be one of many topics discussed during the visit.

    The idea for the new initiative came up during talks held over the last 18 months in another forum called I2U2, which includes the US, Israel, the UAE and India, the report quoted two sources as saying.

    The forum was established in late 2021 to discuss strategic infrastructure projects in the Middle East.

    “Nobody said it out loud but it was about China from day one,” a former senior Israeli official directly involved in early discussions on the issue told Axios.

    Israel raised the idea of connecting the region through railways during the I2U2 meetings over the last year. Part of the idea was to use India’s expertise on such big infrastructure projects, the former Israeli official said.

    The Biden administration in recent months expanded on the idea to include Saudi Arabia’s participation.

    The initiative would include connecting Arab countries in the Levant and the Gulf via a network of railways that will also connect to India through seaports in the Gulf, the sources said.

    The Indian, Emirati and Saudi embassies in Washington did not respond to requests for comment, Axios said.

    Sullivan hinted at this initiative during his speech on Thursday at the Washington Institute for Near East Policy. “If you remember nothing else from my speech, remember I2U2, because you will be hearing more about it as we go forward,” he said.

    Sullivan added the fundamental notion is to connect South Asia to the Middle East to the US “in ways that advance our economic technology and diplomacy.” He also said a number of projects are already underway “and some new exciting steps that we’re looking forward to undertaking in the months ahead.” Sullivan said in his speech that one of the pillars of the Biden administration’s strategy in the Middle East is regional integration.

    Israel is not part of this initiative at the moment, but could be added to it in the future if efforts to further normalise relations in the region make progress, the source said.

    Hyderabad: Section 144 has been imposed by the police around the premises of Telangana State Public Service Commission  (TSPSC) examination centres on May 8 and 9.

    The Cyberabad and commissioner and Hyderabad city police commissioners imposed section 144, which bars any gathering around the premises of Telangana State Public Service Commission  (TSPSC) examination centres. 

    In a press note from both the police commissionerates, the police cautioned the general public from gathering in a group of four or more persons within 500 yards at all three examination centres of the TSPSC, where computer-based recruitment test examinations will be held on May 8 and May 9  in Hyderabad.

    A press release from Cyberabad police commissioner Stephen Ravindra said, “Any person found violating the orders will be dealt with according to the law under section 144 Cr. PC. The order will remain in force from May 10 at all Examination centres of TSPSC,” it added. 

    The TSPSC exams are being conducted for the post of Assistant Executive Engineer, Electric Engineer and Mechanical /Agricultural Engineering in various engineering departments. 

    Two more arrested in TSPSC paper leak case

    The Special Investigation Team (SIT) of Telangana police probing Telangana State Public Service Commission (TSPSC) exam paper leak case has arrested two more accused.

    Bhagwant, who works in the office of Vikarabad Mandal Parishad Development Officer (MPDO) and his brother Ravi Kumar have been arrested by the SIT. Officials found during the investigation that Bhagwant purchased a question paper of Assistant Engineer (AE) exam from one of the accused Dhakya Nayak for his brother Ravi Kumar.
