    Karnataka Muslim quota: Supreme Court frowns at poll statements

    New Delhi: The Supreme Court Tuesday voiced displeasure over political statements being made about withdrawal of four per cent quota for Muslims in poll bound Karnataka, after it was told Union Home Minister Amit Shah was making public statements about the hugely contentious issue at the hustings.

    Terming as “inappropriate” the political statements about the matter which is sub-judice, the apex court asserted “Some sanctity needs to be maintained”.

    The withdrawal of four per cent reservation for Muslims and its reallocation between the politically influential Lingayat and Vokkaliga communities just before the assembly elections has become a hot button issue in the southern state.

    “When the matter is pending before the court and there is court order on Karnataka Muslim quota, then there should not be any political statements on the issue. It is not appropriate. Some sanctity needs to be maintained,” a bench of Justices KM Joseph, BV Nagarathna and Ahsanuddin Amanullah said.

    Senior advocate Dushyant Dave, appearing for the petitioners who have challenged the scrapping of the Muslim quota by the state’s BJP government, said, “Every day the home minister is making statements in Karnataka that they have withdrawn the four per cent Muslim quota. Why should such statements be made?”

    Solicitor General Tushar Mehta, representing the Karnataka government, said he is not aware of any such remarks being made. He, however, contended those criticising religion-based quota are not wrong.

    “Solicitor General making a statement in the court is not a problem but someone saying anything on a sub-judice matter outside the court is not appropriate. In 1971, a West Bengal political leader was hauled up for contempt for holding a press conference defending a rationing order which was pending before the court,” Justice Joseph said.

    “We understand and respect the sentiment of the court,” said Mehta but added as a counsel, “I am saying that any religion-based reservation is unconstitutional”.

    Justice Nagarathna also expressed displeasure over statements being made outside the court on the quota issue.

    The arguments turned bitter when Dave said statements proudly claiming credit for the withdrawal of Muslim quota were being made every day. An agitated Mehta urged the court to restrain the senior lawyer from making such statements without a context.

    “This is the Supreme Court bench and don’t let it be turned into a fish market. This court has to restrain him (Dave) from making such statements. What they (Dave and others) are saying is without any context. They need to show what is the context, what is the content, and tenor of the statements. Let them file an application to this effect, we will file our reply,” he said.

    Dave told the court he will file an application and bring it on record what kind of statements are being made.

    Mehta said without any application nobody would know what statement has been attributed to him (the Union home minister).

    “Please see this statement. The Union home minister said that four per cent reservation for Muslims was unconstitutional and BJP removed it. This amounts to contempt of court,” an angry Dave told the court.

    As decibels rose, Justice Joseph asked Dave to not shout or make political statements in the court.

    “We will not allow this court to become a political forum. We are not party to it. We cannot allow the issue to be politicised in this manner. We will adjourn the matter,” the bench asserted.

    At this juncture, a lawyer appearing for the petitioners told the bench that the BJP has stated in its election manifesto it will do away with four per cent Muslim reservation if voted to power.

    The enforcement of the government order on scrapping of the Muslim quota has been kept in abeyance by the Supreme Court.

    Replying to the submission, Mehta insisted there is nothing wrong in such a manifesto and, in fact, every political party should include in their manifesto the promise that they will abolish religion-based reservation.

    Advocate Ravi Kumar Varma, appearing for Central Muslim Association, made a prayer to restrain the press from publishing such speeches, a contention Mehta opposed, saying media cannot be censored like this.

    New York: Google will give around $100 million to The New York Times over three years as part of a broad deal to use its content on some of its platforms, the media reported.

    According to the Wall Street Journal, the Alphabet company will use the NYT content on Google News Showcase and some other platforms.

    The NYT in February this year announced an expansion of its agreement with Google.

    It “described as an expanded agreement that included content distribution and subscriptions, as well as using Google tools for marketing and ad-product experimentation.”

    The NYT and Google did not immediately comment on the WSJ report.

    The deal covers distribution, subscriptions, marketing and ad products.

    In late 2020, an online news experience called Google News Showcase was launched. This platform helps participating publishers share their expertise and editorial voice through an enhanced storytelling experience.

    The platform is also a global content licensing programme. Google pays participating publishers to curate quality journalism for an improved online news experience that benefits readers and publishers.

    To help readers discover new content, Google News Showcase offers no-charge access to select paywalled articles on a participating publisher’s site that would otherwise only be available to subscribers.

    Hyderabad: To encourage start-ups and MSMEs in the robotics industry, Telangana State Robotics Framework was launched by the state IT minister KT Rama Rao at T-Hub on Tuesday.

    KTR said that Telangana has been at the forefront of adopting the latest technology, emerging as a pioneer of technological innovation to improve the lives of citizens.

    Speaking after launching the TS Robotics Framework (TSRF), the minister held that the state government aims at creating a world-class robotics ecosystem and making the state a global hub for robotics design, testing and manufacturing.

    The TSRF will work on five key pillars, infrastructure access, business facilitation, research and innovation, skill development, and responsible deployment.

    To encourage start-ups and MSMEs in the robotics industry, Telangana will provide incentives similar to those outlined in the State Innovation Policy, ICT Policy, and Electronics Policy.

    Saagu Baagu project in association with the world economic forum is a classic example of leveraging artificial innovation for agricultural innovation in Telangana,” said KTR.

    Talking about eight technologies adopted by the state in 2017, KTR said that the Telangana government always focused on entrepreneurship, capacity building, research and development.

    Attributing the development to chief minister K Chandrashekhar Rao’s vision, KTR said that as a government, they have followed a PPP (Public-Private Partnership) framework to reach out to the common man.

    “Five actionable policies have been released under the PPP model on AI, cloud, etc to accelerate growth in the centre,” said KTR.

    “To establish a partnership, five centres of excellence have been set up along with Nasscom, World Economic Forum, and III-T have been set up,” added KTR.

    He stated that, in relation to the project, population-scale projects across, agriculture, environment, healthcare, transportation, and forest have been implemented to impact development closely.

    Claiming robotics to be much more than automating tasks, KTR said that the tools can be used for unlocking new levels of productivity, and creativity to improve safety, and innovation in several fields including the field of healthcare.

    “It is interesting to see how quickly young generations adapt to technology,” said KTR adding that globally, robotics has seen an increase in demand, with 3-fold multiplication in the use of robots, according to the world robotics report.

    “India stands at 10 positions and should come in the top five in using the technology in the next decade,” visioned KTR.

    Inviting investments, KTR said that the holistic policy adopted by Telangana is a shining example that the state reflects in bringing about positive and innovative changes.

    Stating that technology can transform lives for the better, KTR said that the government has set up a separate body to support T-Hub, WEHub, T-Works, TS Innovation Cell, Telangana Academy for Skill and Knowledge and Research and Innovation Circle of Hyderabad for taking research to the market.

    TRIC will work with the existing centres of excellence in artificial intelligence, additive manufacturing, cybersecurity, and e-waste apart from collaborating with industry, academia, and incubators for creating new opportunities for economic growth and job creation.

    Hyderabad: In the wake of ruling out the shortage of senior faculty in Telangana government medical colleges, the Medical and Health Service Recruitment Board (MHSRB) on Monday released a selection list for 1442 assistant professor posts.

    Selected doctors are skilled healthcare professionals who will be joining 34 specialty departments in teaching hospitals, under the Directorate of Medical Education (DME).

    Telangana health minister T Harish Rao while commending the board to have completed the process within a record time of five months, announced that these professors will be placed in the newly constructed medical colleges in the state.

    “Counseling sessions will be conducted within the next two weeks based on merit, and the selected candidates will receive appointment letters,” said the minister.

    Expressing satisfaction over the transparency maintained while carrying out the entire process which also includes undertaking the objections raised by candidates and ensuring deserving candidates were given opportunities, Harish Rao announced that the recruitment process for 5204 staff nurse positions has commenced already.

    Hoping that the appointment of new nurses and assistant professors will enhance the quality of medical services provided by the newly formed medical colleges and their respective departments, the minister said that the government’s proactive approach to filling essential medical positions has paved the way for improved healthcare access throughout the state.

    Hyderabad: In the wake of facilitating travel for women passengers, the Telangana State Road Transport Corporation (TSRTC) on Monday reduced the price of T-24 tickets to Rs 80 from the existing Rs 90.

    The revised charges will be brought into force from Tuesday within the Greater Hyderabad Municipal Corporation limits.

    Also, the management of TSRTC had recently reduced the ticket price for 24-hour city ordinary and metro express buses from Rs 100 to Rs 90 for ordinary passengers and Rs 80 for senior citizens.

    TSRTC chairman, Bajireddy Govardhan said that they have received a good response on the T-24 ticket launched to reduce the financial burden on passengers.

    “After price reduction, on average, about 40,000 tickets are sold every day. Earlier, the sale of T-24 tickets used to hover around 25,000 tickets per day,” added the chairman.

    The T-6 ticket for women and senior citizens that allows passengers to travel for six hours, between 10 am to 4 pm at the cost of Rs 50 has also proved to be successful.

    TSRTC managing director VC Sajjanar said, “The F-24 ticket has been made available for the convenience of family members and friends. Four persons can travel for 24 hours by paying Rs 300 on weekends and holidays.”

    Sajjanar further advised citizens to purchase T-24, T-6, and F-24 tickets and take advantage of the attractive offers.
