Unruly behaviour: Passenger offloaded from SpiceJet plane at Delhi airport

New Delhi: An unruly male passenger was offloaded from a SpiceJet plane at the Delhi airport on Monday after he allegedly touched a female cabin crew in an inappropriate manner, according to sources.
Following the incident which happened during boarding a wet-leased Corendon aircraft that was to fly from Delhi to Hyderabad, the airline said it offloaded the unruly passenger as well as another person who was accompanying him.
The sources said that during the boarding, the male passenger behaved in an unruly manner and touched the female cabin crew member inappropriately.
Following a written complaint from the crew member, the passenger concerned was offloaded and handed over to the IGIA (Indira Gandhi International Airport) police station for further course of action, they added.
The plane was scheduled to operate SG-8133 flight from Delhi to Hyderabad.
A senior official at the Directorate General of Civil Aviation (DGCA) said it is looking into the matter and will take appropriate action.
“During boarding at Delhi, one passenger behaved in an unruly and inappropriate manner, harassing and causing disturbance to cabin crew. The crew informed PIC (Pilot in Command) and security staff of the same. The said passenger and a co-passenger, who were travelling together, were offloaded and handed over to the security team,” SpiceJet said in a statement.
A video clip purportedly of a heated argument between a cabin crew and the passenger onboard the plane was also shared on social media.

In recent times, there have been various incidents of unruly behaviour by passengers onboard flights. Under DGCA norms, unruly behaviour can even attract life time ban on flying.
On January 7, two foreign nationals were offloaded from a Mumbai-bound Go First flight from Goa after they allegedly misbehaved with a woman cabin crew member.
At least three incidents of unruly passenger behaviour onboard two Air India international flights last year came to light in recent weeks. Among others, there was also an incident onboard a Thai Smile Airways plane from Bangkok to Kolkata last month.
On January 20, DGCA imposed a penalty of Rs 30 lakh on Tata group-owned Air India as well as suspended the license of the pilot-in-command of the New York-Delhi flight in which a person allegedly urinated on a female co-passenger.
In the incident, which happened on November 26, 2022, the watchdog has also slapped a fine of Rs 3 lakh on Air India’s Director of in-flight services for failing to discharge her duties.
The enforcement actions for violation of applicable norms come nearly two months after the incident, which came to the notice of the DGCA only on January 4.
Air India has imposed a four-month flying ban on the accused Shankar Mishra, who is in jail now.
On January 9, DGCA issued a show cause notice to Air India after finding the airline’s response as “lackadaisical and delayed” regarding two incidents of passenger misbehaviour onboard a flight from Paris to New Delhi last month.
In one incident, a drunk passenger was caught smoking in the lavatory and was not listening to the crew. In the second incident, another passenger allegedly relieved himself on a vacant seat and blanket of a fellow female passenger when she went to the lavatory. These incidents had happened onboard the Paris-New Delhi flight on December 6, 2022 that were not reported to the regulator.
On December 29, the Bureau of Civil Aviation Security (BCAS) filed a police complaint regarding the scuffle between passengers onboard a Thai Smile Airways plane from Bangkok to Kolkata on December 26.
A video clip of the incident that happened before the take-off of the A320 plane from Bangkok on December 26 was shared on social media. In the clip, a male passenger was being slapped multiple times by a few male co-passengers.
“With regard to the scuffle between passengers on board a @ThaiSmileAirway flight, a police complaint has been filed against those involved. Such behaviour is unacceptable,” Civil Aviation Minister Jyotiraditya Scindia had said in a tweet on December 29.
Under DGCA rules, the airline concerned is responsible for informing the regulator within 12 hours of landing of the aircraft in case of any incident of unruly passengers/ passenger rage/passenger misconduct reported in their flight, the statement said.
Besides, the airline concerned has to set up a three-member internal committee. It will have a retired District and Sessions Judge as Chairman, a representative from a different scheduled airline as a member and a representative from a passengers’ association or consumer association or retired officer of Consumer Dispute Redressal Forum as the third member.
The committee can decide the duration of flying ban on the unruly passenger within 30 days and there could be a life time ban.
During the pendency of the decision by the committee, the airline concerned may ban such unruly passenger from flying for a period of up to 30 days, as per the rules.
After the committee takes the decision, the airline should maintain a database of all such unruly passengers and inform the same to DGCA, which is the custodian for maintaining the ‘no-fly list’.

The judge pointed out that many incurable diseases can be cured by drinking cow urine. “Tridev is not different from the cow, religion is born from the cow, in today’s time organic farming is becoming popular in place of chemical fertilizer based farming, and organic farming can be done only with cow dung. Crops grown organically also protect human beings from many diseases,” he said.
He noted: “In the present time, there is a huge need for cows, when cattle are illegally transported and slaughtered, which is painful. Cows are slaughtered using electric machines, so cows are in danger, non-vegetarians are eating cow meat.”
The accused was found guilty of illegally transporting cattle and was awarded life term for transporting 6936 cows and 16 bulls. The order was pronounced on November 4, 2022.

Judges don’t face elections or public scrutiny: Law Minister Kiren Rijiju

New Delhi: In the latest, amid the ongoing row between Centre and judiciary over appointment of judges, Union Law Minister Kiren Rijiju on Monday said judges do not contest elections or face public scrutiny.
Addressing an event of the Delhi Bar Association, Rijiju, in Hindi, said: “Every citizen asks questions to the government and questions should be asked. If the public would not ask questions to the elected government, then who would they ask questions to… we do not step away from questions, we face it because we are elected representatives.”
Rijiju said he had participated in many events which include Supreme Court Chief Justice and Supreme Court judges and high courts, even there he had emphasised that today he is working as Law Minister but tomorrow if people do not elect his government, then they would sit in the Opposition, and they will question the ruling government.
“But, when a judge becomes a judge, he does not have to face an election. There is also no public scrutiny for judges. That is why I say, people do not elect judges and this is why the public cannot change judges. But people are watching you. Your judgment and the working of judges and the way judges dispense justice, people are watching it and assess… They form opinions. In the age of social media, nothing can be hidden,” he said to loud applause.
He further added that the Chief Justice had sought his help in connection with the abuse judges face on social media. “How to control that? Now, judges cannot respond to it on social media. The government was requested to take a firm step… I have taken note of it,” he added.
Rijiju has been vocal in the criticism of the collegium system for appointment of judges, and even termed it alien to the Constitution. The Central government is seeking to have a larger role in the appointment of judges.
The Law Minister on Sunday cited comments by a retired high court judge, saying the Supreme Court “hijacked” the Constitution by deciding to appoint judges itself – and said he considered the former judge’s view “sane”. The Law Minister said the majority of the people have similar sane views.A
Sharing the interview of justice R S Sodhi (retd), a former judge of the Delhi High Court, Rijiju tweeted: “Voice of a judge…Real beauty of Indian Democracy is- it’s success. People rule themselves through their representatives. Elected representatives represent the interests of the people & make laws. Our Judiciary is independent and our Constitution is Supreme”.

In an interview, Justice Sodhi (retd) said the right to frame laws lies with the Parliament and added that the Supreme Court cannot frame laws as it does not have the right to do so. Sodhi, speaking in Hindi, said: “Whether you can amend the Constitution? Only Parliament will amend the Constitution. But here I feel the Supreme Court for the first time ‘hijacked’ the Constitution.”
He further added that after the ‘hijacking’, they (the apex court) said that we will appoint (judges) ourselves and the government will have no role in it. Sodhi said high courts are not subservient to the Supreme Court but high court judges start looking at the Supreme Court and become subservient.

Journey of Vainu Bappu as father of modern astronomy is rooted in Hyderabad, reveals writer Dinesh Sharma

Hyderabad: With the concentration of scientific institutions, universities and academic bodies, private R&D companies and technology-based industries, Hyderabad is regarded as a leading science city in India. A multitude of factors led to the making of modern Hyderabad and the journey spans over a century.
“Hyderabad Kaiku?” was the subject of a talk by the New Delhi-based columnist and author Dr Dinesh C. Sharma at the India Science Festival (ISF) being held at Hyderabad Public School.
The very foundation of Hyderabad in 1591 symbolised the power of knowledge and science, Sharma said. “To think of building a magnificent structure like Charminar needed expertise in several fields – design, engineering, material science, chemistry, architecture, mathematics, metallurgy, town planning, mineralogy, water systems and of course, aesthetics, philosophy, religion and so on,” he said.
Elaborating on the modern era, Dr Sharma said a Nobel Prize-winning discovery was made on Hyderabad soil. The Indian Military Hospital where Ronald Ross discovered the science behind malaria transmission is located right in Begumpet. Also located in the same area was the Nizamiah Observatory which participated in the international project to map the sky in the early part of the twentieth century. “Few people know that it was in this observatory that a young boy got introduced to stars and went on to become the father of modern astronomy and astrophysics in India in later years. That was Vainu Bappu,” Sharma said.
When Hyderabad was integrated with the Union of India in 1948, there were just two scientific research institutions – Central Laboratories for Scientific and Industrial Research (CLSIR) which went on to become the Regional Research Laboratory (now Indian Institute of Chemical Technology); and the Hyderabad Science Society, besides Osmania University. These two institutions, according to Dr Sharma, played a pioneering role in developing an ecosystem for research in Hyderabad. It was at RRL that a popular drug molecule, diazepam, was ‘reverse engineered’ in 1972, paving the way for the foundation of the pharma industry, along with the public sector unit, IDPL.
Dr Sharma said the foundation of the Electronics Corporation of India Limited (ECIL) was a watershed moment that seeded software and IT revolutions. “It created a pool of manpower in computer hardware, software, design, and applications. ECIL got software developed at various institutes which then got interested in software development. The Administrative Staff College of India had a large group for software development. People trained in ECIL joined private companies. Wipro’s first set of employees came from the R&D division of ECIL.” Yet another catalyst was the Computer Maintenance Corporation (CMC).
“Hyderabad’s S&T contributions have touched the lives of millions of Indians – affordable medicines, lifesaving vaccines, digital products. Hyderabad was the birthplace of e-governance in the 1980s even before the term was coined. Another invention from Hyderabad that strengthened our democracy is the electronic voting machine,” said Dr Sharma, who has been the Jawaharlal Nehru Fellow. Highly trained manpower, robust institutions and favourable policies at various points in time have all come together to make Hyderabad a science city. The science and technology heritage of the city needs to be celebrated.

Men marrying girls below 14 yrs to be booked under POCSO in Assam: CM

Guwahati: The Assam Cabinet on Monday decided to book men who marry girls below 14 years in the state under the Protection of Children from Sexual Offences (POCSO) Act, Chief Minister Himanta Biswa Sarma said.
Assam has a “high” rate of maternal and infant mortality and the primary cause for that is child marriage, the CM said.
“We have decided to make the campaign against child marriage a priority in governance and we hope to end it in the next five years”, Sarma said at a press conference after the Cabinet meeting.
The state has an average of 31 per cent marriages in the “prohibited age”, Sarma said.
POCSO Act of 2012 defines a child as an individual under the age of 18 and it criminalises sex between an under-age child and an adult.
A husband cannot “touch” his wife if she is below the age of 14 as this amounts to sexual offence and the male partner is liable to be sentenced to life imprisonment under POCSO Act in Assam, Sarma said.
Asked about the legal action if both partners are below the age of 14, the chief minister said that in that case the marriage will be declared illegal and the boy will be sent to a juvenile home as minors cannot be tried in court.
Those marrying girls in the age group of 14-18, will be tried under the Prohibition of Child Marriage Act, 2006, and necessary steps will be taken against them under this law, he said.

The legal age for marriage is 18 years for women and 21 for men.
The police have been directed to conduct a massive crackdown against child marriage, carry out an awareness campaign against the problem, and take legal action against those who are violating norms in this regard, the chief minister said.
The Gram Panchayat secretaries will be designated as Child Marriage Prevention (Prohibition) Officers and it will be their duty to file a complaint against any child marriage taking place in their area, Sarma said.
A massive drive against child marriage will be launched in the state and the police along with the district authorities have been asked to investigate the cases and counsel people against child marriage.
Dhubri with 50 per cent cases and South Salmara with 44.7 per cent top the list of districts with a high rate of child marriages.
“We minutely analysed the National Family Health Survey data of 2019-20 and found that 11.7 per cent of girls are burdened with early motherhood and though the state is doing well in other health parameters, maternal and child mortality is a matter of concern”, Sarma said.
“This is a neutral and secular action. It will be carried out across the state and is not targeted against any community. There is no need to give any political colour to it”, he said.
The Karnataka government has already engaged and appointed Child Protection Officers and ‘this has been an inspiration for us. They have prevented 11,000 child marriages and booked 10,000 cases’, Sarma said.
Welcoming the chief minister’s announcement, All Assam Minority Students Union (AAMSU) president Rejaul Karim Sarkar expressed hope that it does not remain a mere policy decision.
“We are working to end child marriage in the minority-dominated areas and had submitted several memoranda to them but did not get any response from the authorities”, he said.
Just asking the police to file cases will not solve the problem but all sections of society must be involved to campaign against child marriage so that the people are convinced that it is a wrong practice.
“Educational facilities in the backward areas must be improved as this alone can bring awareness among the younger generation who will then refuse to get married below the permissible age, he said.

Delhi cop in ICU after being stabbed by known criminal in Chhawla

New Delhi: A Delhi Police head constable was stabbed and sent to ICU when he was trying to quell a fight between an auto-rickshaw driver and some men in southwest Delhi’s Chhawla area, police said on Monday.
The accused has been arrested, they said.
The incident took place on Sunday evening when Assistant Sub-Inspector Sunil and head constable Rinku were on patrolling duty in the Qutub Vihar area, and got a call at 8.35 pm about a fight in the area, a senior police officer said.
When the patrolling staff rushed to the spot, they found that some men were having an argument with an auto driver, Deputy Commissioner of Police (Dwarka) Harsha Vardhan said.
As police intervened, one of the men fighting the auto driver stabbed Rinku twice and ran away. The man was identified as Sunny alias Shooter, a known criminal of the area.
Rinku was taken to a hospital with deep stab injuries, the DCP said.
He is currently in the ICU, police said, adding that senior officers have visited him and are ensuring the best possible medical care.
A case under sections 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servant from discharge of his duty), 307 (attempt to murder) and 34 (common intension) of the Indian Penal Code has been registered at the Chhawla police station, they said.

After the incident, the police launched a manhunt for Sunny and his accomplices and got a tip off that he was at a house on Bhai-Bhai Road in Qutub Vihar.
When police raided the house around 2.30 am, they were fired at by Sunny. Police also fired three rounds, hitting him in his legs.
Sunny was arrested and taken to a hospital where he is under treatment, Vardhan said.
In all, police nabbed three people from the house and seized a country-made pistol, three live cartridges, and a knife from them. A hunt is on to nab other people involved in the incident, police said.
Delhi Police Commissioner Sanjay Arora met Rinku in the hospital and praised him for his brave action, officials said.
He also spoke to the doctors treating Rinku whose condition condition is improving, they added.
Earlier on January 8, Delhi Police’s assistant sub-inspector Shambhu Dayal (57), a native of Sikar district in Rajasthan, died days after being stabbed multiple times by a man he nabbed for allegedly snatching a mobile phone.
Dayal is survived by his wife, a son and two daughters.
Delhi Police Commissioner Sanjay Arora paid homage to Dayal in the office complex of DCP west in Janakpuri and consoled the bereaved family.
Special Commissioner of Police (Law and Order) Sagar Preet Hooda and other senior officials also paid homage to Dayal.

Jammu: Congress leader Rahul Gandhi met a delegation of Kashmiri Pandits in J&K’s Samba district on Monday during his Bharat Jodo Yatra.
The delegation briefed him about their problems, including the target killings of minority community members by the terrorists. They also invited Gandhi to visit the Jagti migrant township on the Jammu-Srinagar highway and sources in the delegation said the Congress leader has accepted the invitation.
Delegation members said that they had good interaction with Gandhi, who was briefed about the various problems of the community, especially those faced by migrant members recruited under the Prime Minister’s package and are posted in the Valley.
Gandhi was informed that the salaries of these migrant employees have not been paid for seven months after they left the Valley in the wake of target killings of the members of minority community in 2022.
Most migrant employees working in the Valley left out of fear in May 2022 when Rahul Bhat was killed by the terrorists inside his office in Budgam district.
The delegation also raised the demand for enhancement of relief given to migrant families living outside the Valley.

50 injured after bus rams truck in Bihar’s Samastipur

Patna: At least 50 persons were injured in a head-on collision between a speeding bus and a truck in Bihar’s Samastipur district on Monday, police said.
The accident took place at Chantchaur village under Ujiyarpur police station around 10 a.m.
The majority of the injured were bus passengers, comprising a marriage party, returning from neighbouring Khagaria district after the marriage. They have been admitted to hospitals of Ujiyarpur, Musrigharari and Dalsingsarai blocks.
As many as 10 of the victims are in critical condition.
The victims claimed that the bus was going at high speed and hit a truck coming from the opposite direction. Local villagers came to help rescue the victims.
