We have to take disengagement process forward: Jaishankar on eastern Ladakh border row

Benaulim: The relations between India and China cannot be normal if peace and tranquillity in border areas are disturbed, External Affairs Minister S Jaishankar said on Friday.
His comments at a press conference came a day after his talks with Chinese Foreign Minister Qin Gang.
“I think the issue is that there is an abnormal position in border areas,” he said, adding “we had a frank discussion about it.”

“We have to take the disengagement process forward,” he further said.
Jaishankar and Qin held bilateral talks on Thursday on the sidelines of a meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organisation (SCO).
The meeting between the two foreign ministers was their second in the last two months. The Chinese foreign minister visited India in March to attend a meeting of the G20 foreign ministers.
During the talks, Jaishankar conveyed to his Chinese counterpart that the state of India-China relations is “abnormal” because of the lingering border row in eastern Ladakh.
Last week, Defence Minister Rajnath Singh told his Chinese counterpart Li Shangfu at a meeting that China’s violation of existing border agreements “eroded” the entire basis of ties between the two countries and that all issues relating to the frontier must be resolved in accordance with the existing pacts.

The meeting on April 27 took place in New Delhi on the sidelines of a conclave of the SCO defence ministers.
Days ahead of the meeting between the two defence ministers, the Indian and Chinese armies held 18th round of talks on ending the border row.
In the Corps Commander talks on April 23, the two sides agreed to stay in close touch and work out a mutually acceptable solution to the remaining issues in eastern Ladakh at the earliest.
However, there was no indication of any clear forward movement in ending the three-year row.
The ties between India and China nosedived significantly following the fierce clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades.
The Indian and the Chinese troops are locked in a standoff in a few friction points along the Line of Actual Control (LAC) in eastern Ladakh for the last three years though they disengaged in several places following a series of military and diplomatic talks.
India has been maintaining that the relationship between the two countries should be based on “three mutuals” — mutual respect, mutual sensitivity and mutual interests.
The eastern Ladakh border standoff erupted on May 5, 2020, following a violent clash in the Pangong lake area.
As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in 2021 on the north and south banks of the Pangong lake and in the Gogra area.

The Sino-Indian standoff has kept the world’s attention diverted towards Ladakh heights for the last two years. Now, the arid desert is in the news again, this time for playing host to around 100 delegates from 30 countries for the Y20 Pre-Summit, a precursor to the G20 Summit.
Ladakh already a preferred tourist destination for Western tourists ensured that the global event be celebrated to promote the brand Shangri La. The event kicked off with a grand flourish. The delegates descended upon the serene Sindhu Sanskriti Kendra Auditorium, transforming it into a melting pot of cultures, ideas, and aspirations. The air was abuzz with contagious energy as the guests were welcomed with traditional Ladakhi hospitality.
Soon, the guests were driven away on local excursions that left them spellbound. The pristine and spiritual monasteries of Hemis and Thiksey offered them a glimpse of Ladakh’s serene and mystic beauty. They also spent time at Sidhu Zanskar Sangam, Pather Sahab Gurdwara and Shanti Stupa.

Official sources said a total of 103 delegates attended the two-day event. As many as 68 delegates came from 17 members of the G20. Saudi Arabia, Turkey and China skipped participation.
There were 18 delegates from G20 Guest countries – five from Nigeria, four from Oman, five from Singapore and four from Spain. The global institutions that were invited and participated in the event and sent 17 participants included the ASEAN, Morocco, OECD, PAYU, UN and WHO.
Even though Turkey and Saudi Arabia skipped the event, various OIC members did attend the event. These included Indonesia – a permanent G20 member; Oman and Nigeria (G20 Guest countries) and Morocco, a special invitee.

Objective
The Y20 Pre-Summit aims to bring together leading experts, decision-makers, and youth leaders from G20 countries to discuss and formulate actionable plans for the growth and development of the people. The summit aims to address pressing issues facing young people today, including democracy, governance, innovation, climate change, disaster risk reduction, peacebuilding and reconciliation, health, well-being, and sports.
This event was the first major global event held in Ladakh since the region became a Union Territory, and it is significant in light of the ongoing political turmoil and protests that followed the abrogation of Article 370 and 35 A, which reserved special rights over land and jobs for locals.
The session was inaugurated by the Lt Governor of Ladakh, Brig BD Mishra (Retd), and graced by several dignitaries including TashiGyalson, Chief Executive Councillor, and JamyangTsering Namgyal, Member of Parliament, Ladakh.
Brig Mishra (Retd) set the stage with his speech about the potential of the youth of India and the great honour of hosting the delegates at the highest meeting point of India at 11,000 feet above sea level. He emphasized India’s famous philosophy of Athithi Devo Bhava(Guest is God) and assured the guests that they would be treated with the utmost respect and hospitality during their stay in Ladakh. The LG also spoke about the vision of G20 under the leadership of Prime Minister Narendra Modi and highlighted the intelligence, commitment, and focus of the Indian youth. In fact, the event saw the launch of [email protected], a book.
Pointing out that no other G20 member had organized a programme of this magnitude, Mishra referred to the delegates as ambassadors who would spread the word about India’s accomplishments when they returned home. To Mishra, G20 has become a household name in India.
In a vibrant display of Ladakhi culture, the LG Mishra cut the ribbon and inaugurated the much-anticipated Ladakh Haat stalls at the Y20 Pre-Summit in the scenic town of Leh. Over 40 skilled artisans from different corners of Ladakh have gathered here to showcase their exquisite handlooms, handicrafts, and processed food products, all steeped in the region’s rich heritage. The event showcased the culture, food, and traditions of Ladakh to familiarise the guest delegates with the unique lifestyle of the region. Things at display included a glimpse of the mountainous landscapes of Ladakh, Anganwadi or courtyard shelter for toddlers, handicrafts and handlooms by SHGs comprised of Ladakhi women, Pashmina wool, wood carving, apricots as a part of the horticulture heritage of Ladakh, sea buckthorn, and winter sports activities like ice climbing, ice skating, skiing, and frozen lake marathon.
Asserting that G20 under India’s Presidency has set new milestones, Youth Affairs and Sports Minister, Anurag Singh Thakur told media that there was a consensus on the five themes of the Y20 summit among the participating countries and international organizations and important suggestions have come on the future challenges including reskilling and Upskilling. The five themes included Youth in Democracy and Governance; Future of Work: Industry 4.0; Innovation and 21st Century Skills; Climate Change and Disaster Risk Reduction: Making Sustainability a Way of Life; Peace Building and Reconciliation: Ushering in an Era of No War and Health, Wellbeing and Sports: Agenda for Youth. The minister interacted with the delegates in Yuva Samvaad. Without naming any country, the Union minister for youth affairs and sports said those who tried to “spread fear and confusion” would now be feeling the “pain” due to the “roaring success” of the three-day event.
The event which started with yoga sessions in the mornings, concluded with the recording of two short videos on Azadi Ki Amrit Kahaniyan.

Galwan hero’s wife becomes Army officer; posted to eastern Ladakh

New Delhi: Lt Rekha Singh, the wife of Naik Deepak Singh who was killed in Galwan Valley clashes with Chinese troops in June 2020, was on Saturday commissioned into the Army as an officer and has been posted to a frontline unit in eastern Ladakh, officials said.
Twenty-nine-year-old Rekha has been deployed with the Army Ordnance Corps after she completed her training at the Chennai-based Officers Training Academy (OTA).
Her husband, Naik Singh was from the Army Medical Corps, and he was later attached to the 16th Battalion of Bihar Regiment.

Naik Singh was posthumously awarded Vir Chakra in 2021 for showing indomitable courage in rendering medical support to the injured soldiers during the clashes.
Vir Chakra is the country’s third-highest wartime gallantry award after Param Vir Chakra and Maha Vir Chakra.
Twenty Indian Army personnel laid down their lives in the fierce hand-to-hand combat in eastern Ladakh’s Galwan Valley clash on June 15, 2020, an incident that marked the most serious military conflict between the two sides in decades.
According to his Vir Chakra citation, he played a pivotal role in rendering treatment and saving the lives of more than 30 Indian soldiers.
“Naik Deepak Singh displayed unmatched professionalism in hostile conditions, unflinching devotion and made supreme sacrifice for the nation,” it said.

“Woman Cadet Rekha Singh, wife of Late Naik(Nursing Assistant) Deepak Singh, #VirChakra(Posthumous) got commissioned into #IndianArmy after completing her training from #OTA #Chennai.,” the Army tweeted.
It said Deepak Singh made the supreme sacrifice during the Galwan Valley clashes.

HC Orders Transfer Of 76 Judicial Officers

SRINAGAR: In a major reshuffle, the High Court of Jammu and Kashmir and Ladakh on Wednesday ordered transfers and posting of 76 judicial officers across the Union Territories of Jammu & Kashmir and Ladakh.
An order to this effect was issued by the Registrar General of High Court, Shahzad Azeem.
As per the order, 32 district judges, 27 civil judges (senior division)/ sub-judges and 17 civil Judges (junior division)/ munsiffs have been transferred and given posting at new places.
Aside from the above, 9 judicial officers were given additional charge of vacant courts/ fast track court/ District Legal Services Authorities.
The High Court order further said that the transferee Judges should ensure that all matters pending for judgment/part heard, are completed and judgments/orders are pronounced in such matters before moving to their new posting.
It also stated that the officers sent on deputation shall report to the Registrar Judicial, High Court of J&K, Srinagar/Jammu till their deputation orders are received from the government.

MP High Court Judge Atul Sreedharan Transferred To JK And Ladakh HC

SRINAGAR: The central government has notified the transfer of Justice Atul Sreedharan from Madhya Pradesh High Court to Jammu & Kashmir High Court.
Union Minister for Law & Justice Kiren Rijju announced the development through a tweet. With this development, the number of High Court judges in J&K High Court has reached 16.
On March28, 2023, the Supreme Court collegium has recommended that Justice Atul Sreedharan be transferred from MP High Court to J&K. Justice Atul Sreedharan has sought his transfer on the grounds that his elder daughter would enter practice next year and would be appearing before the District Court and the Indore Bench of the High Court.
“Justice Atul Sreedharan has stated that he does not desire to continue in the High Court of Madhya Pradesh when his daughter enters practice,” reads the collegium resolution.
“The collegium has resolved to accept the request of Mr Justice Atul Sreedharan and to recommend that he be transferred, in the interest of better administration of justice, to the High Court of Jammu & Kashmir and Ladakh,” it further states.

SRINAGAR: More than 100 Y-20 delegates from over 30 countries arrived in the Union Territory of Ladakh on Tuesday while as the J&K administration said that it has made elaborate arrangements to make the G-20 meeting schedules in Srinagar a grand success.
Addressing media persons, the administration has said that till Tuesday, over 100 Y20 delegates from over 30 countries have arrived in Ladakh while a few more are expected to arrive by Wednesday morning.
The officials said that as G20 is being conducted under India’s presidency under the theme of One World One family one future, they have put forward priorities of youth as they (youth) are very much concerned about their future.
“The administration since the last three months has been preparing for the event and overseeing how we can make this programme a grand success,” they said, adding that in this regard, various activities have been held so far.
Pertinently, Ladakh is hosting a three-day youth 20 pre-summit under the aegis of the G-20.
The delegates were welcomed by the senior officers of the UT administration. During the three-day summit, there will be discussions and deliberations on different important topics, reports said.
On the first day of the summit, the delegates will visit local places of importance including Hemis and Thicksey monasteries and Shanti Stupa. On the following day, LG Ladakh Dr. B. D. Mishra will address the delegates at the Sindu Sanskriti Auditorium.
On the third day of the pre-summit, Union Minister Anurag Thakur will interact with the delegates and also participate in a youth dialogue. As per the UT administration officials, sufficient security measures and other arrangements are in place for the smooth conduct of the program.

The Y20 pre-summit in Ladakh will be a valuable opportunity for the global youth to reflect on priority areas in consultation with G-20 member states to come up with policy recommendations that will prove beneficial to the Ladakh region.

2,272 water bodies ‘not in use’ in J&K, Ladakh: Census

Srinagar, Apr 24: About 2,272 water bodies in Jammu and Kashmir and Ladakh are “not in use” due to several reasons including dried up and destroyed beyond repair, Ministry of Jal Shakti census report has revealed.
Ministry of Jal Shakti released the first ever census of Water Bodies in convergence with the 6th Minor Irrigation (MI) Census under the Centrally Sponsored Scheme “Irrigation Census.”
The census report, a copy of which lies with the news agency—Kashmir News Observer (KNO) has revealed that there are 9,765 water bodies in Jammu and Kashmir and Ladakh and among them 7,493 are in use while as 2,272 water bodies are not in use.
The report has revealed that the 1,051 water bodies are not in use as they have dried up, 24 due to construction, 20 siltation, 214 destroyed behind repair, 01 salinity, 01 due to industrial effluents and 961 due to other reasons.
Among not in use water bodies, 16 are in urban areas while rest are in rural areas and among in use water bodies 7431 are in rural areas and 62 are in urban areas.
“The 2,272 not in use water bodies include 2,036 ponds, 29 tanks, 06 lakes, 26 reservoirs, 6 water conservation schemes and 169 others,” it said.
As per census, among 7,493 in use water bodies, 719 are being used for irrigation purposes, 12 industrial, 97 pisciculture, 5,986 for domestic/drinking purposes, 19 recreation, 56 religious, 129 groundwater purpose and 475 for other purposes.

Among in use water bodies, 3220 are ponds, 150 tanks, 31 lakes, 415 reservoirs, 23 water conservation schemes/percolation tanks/check dams and 3654 other water bodies.
As per census, 318 water bodies are under drought prone areas programme, 1144 in Tribal area, 27 flood prone, 73 Desert Development Programme (DDP) and 8,203 other water bodies—(KNO)

Eastern Ladakh row: India, China hold 18th round of military talks

New Delhi: India and China held a fresh round of high-level military talks on Sunday with a focus on resolving the remaining issues in eastern Ladakh as the border row enters the fourth year, people familiar with the matter said.
The 18th round of military talks took place ahead of Chinese Defence Minister Li Shangfu’s visit to India next week to attend a key meeting of the Shanghai Cooperation Organisation being hosted by New Delhi under its presidency of the grouping.
Sunday’s military talks came around four months after the last round of the dialogue between the senior Army commanders of the two sides.

The talks were held at the Chushul-Moldo border meeting point on the Chinese side of the Line of Actual Control (LAC) in eastern Ladakh, the people familiar with the developments said.
It is learnt that the Indian side insisted on resolving the issues at the remaining friction points of Demchok and Depsang in eastern Ladakh as soon as possible.
The Indian delegation at the dialogue was led by Lt Gen Rashim Bali, Commander of the Leh-based 14 Corps that takes care of security along the LAC in the Ladakh sector.
In line with a decision taken at the 16th round of military talks, the two sides carried out disengagement from Patrolling Point 15 in the Gogra-Hotsprings area in September last year.
The Corps Commander-level talks were instituted to resolve the eastern Ladakh row. India has been maintaining that its ties with China cannot be normal unless there is peace in the border areas.

New Guidelines For Deputation Of Employees To Ladakh

SRINAGAR: The Jammu and Kashmir government on Wednesday directed that all the officers, who are on deputation and have completed two years tenure in the Union Territory of Ladakh be repatriated within next one month.
According to the guidelines, the Lieutenant Governor, JK has directed all the officers whose tenure has got completed as per the policy issued by General Administration Department dated 01-12-2022 must be repatriated preferably within next one month as per the policy guidelines.
It added that all the pending representations regarding repatriation on health grounds be got duly examined as provided in the policy preferably within next one month and a clear view taken in this regard under an intimation to such representing Officers/Employees.
The LG as per the document has further instructed that the timely decisions on representations under other categories concerning repatriation must also be taken without allowing them to languish for long period of time. “In future all efforts be made to ensure adherence to the timelines and provisions of the policy under reference,” it added.
Moreover, all the Administrative Secretaries have been directed to take immediate necessary action on the following points.
“All the Administrative Departments shall submit proposals for repatriation of its employees who have completed two years tenure in the Union Territory of Ladakh and propose suitable replacements as per the Deputation Guidelines within a week positively, enabling this department to place the same for consideration of Competent Authority, keeping in view that all such cases have to be decided in the month of April only, in terms of Transfer Policy and Deputation Guidelines,” it said.
It added that all the Administrative Departments must get the representations examined, received from the employees for repatriation from UT of Ladakh on health grounds as per the provisions of the policy within 15 days in consultation with Health & Medical Education Department and take a clear view/ stand under an intimation to such representing officers/ employees.
“The representations preferred by the employees for repatriation from UT of Ladakh on other grounds shall also be decided expeditiously and the decision must be conveyed to the concerned employees,” it further reads.

Further, the Administrative Secretary, Health and Medical Education Department, is requested to facilitate conduct of Special Standing Medical Board for all such cases referred in the third week of April, under intimation to this department for ensuring that the cases are decided by end of the month of April, 2023, it said.
