BJP committee blames lack of security for Sambalpur violence

New Delhi: A BJP probe committee, which visited Odisha to look into the communal violence on the eve of Hanuman Jayanti in Sambalpur last month, has blamed “lack” of security arrangements and alleged a religious procession was pelted with stones from mosques.
The four-member panel of MPs Brij Lal, Samir Oraon, Aditya Sahu and Jyotirmay Singh Mahato submitted its report to party president J P Nadda on Tuesday.
The committee alleged the Hanuman Jayanti procession on motorcycles was pelted with stones from mosques and rooftops on April 12, causing injuries to many people, party leaders said.

It further alleged adequate security arrangements were not made despite intelligence of likely violence.
One person was killed on April 14, it said.

Some cheetahs to be shifted to new habitats due to lack of space at Kuno

Bhopal: Some of the cheetahs currently housed in Madhya Pradesh’ Kuno National Park (KNP) will be shifted to new habitats in the coming months. As per the forest officials, the proposal was already part of the ‘cheetah reintroduction project’ but the fresh proposal has been made following the sudden death of male African cheetah ‘Uday’ on Sunday.
The Madhya Pradesh Forest and Wildlife Department has written to the Centre for some alternative habitats for cheetahs translocated from South Africa. J. S. Chouhan, Principal Chief Conservator of Forest (Wildlife), said the KNP spread over 748 sq kms has the capacity to accommodate a maximum of 21 cheetahs at one time. However, this number needs to be reduced to provide a larger area for each cheetah to roam in and also to ensure their safety.
“It will be a risk to keep all the cheetahs in one place and therefore, I have requested the Centre to find an alternative place to shift some of them,” J. S. Chouhan told IANS on Tuesday. However, he did not mention exactly how many cheetahs would be shifted from KNP.

A total of 20 cheetahs (eight from Namibia and 12 from South Africa) were released in the KNP enclosure in two phases, out of which, two have died within a period of one month. Female Namibian cheetah ‘Sasha’ died of a kidney related aliment on March 27, while African male cheetah, who was given the name ‘Uday’ last week, died of cardiac arrest on Sunday.
As ‘Project Cheetah’ is monitored by the Tiger Conservation Authority (NTCA) under the supervision of the Ministry of Forest, it would finalise the new habitats and the number of cheetahs to be shifted. However, if sources are to be believed, at least four-five cheetahs (both male and female) would be shifted to a new habitat.
Sources told IANS that most likely the cheetahs would be shifted to Mukundra Hills Tiger Reserve (MHTR), which is located in Rajasthan’s Kota district. As per the reports, cheetah experts have also recommended MHTR as the best possible site for cheetahs as it was also included in the risk management plan.

UK Parliament panel criticises lack of information on FTA talks with India

London: A cross-party Parliament committee in charge of scrutinising the UK government’s trade affairs on Friday strongly criticised the lack of information provided around Britain’s ongoing negotiations with India for a free trade agreement (FTA).
The House of Commons International Trade Committee, which is set to be dissolved next week to make way for a new Business and Trade Committee in keeping with the creation of the new merged department by Prime Minister Rishi Sunak, said in many cases it gleaned more detail on the talks from reports in the Indian media often citing unnamed Indian government officials.
India and the UK are negotiating an FTA to enhance the bilateral trading relationship worth 34 billion pounds in 2022, with the eighth round of negotiations concluding in New Delhi at the end of last month and the next round expected in the coming weeks.

“Parliament must be kept more fully informed about the negotiations. It cannot be right that we have obtained more details from the Indian media than we have from the UK government,” said Scottish National Party MP Angus Brendan MacNeil, Chair of the International Trade Committee.
“A trade deal with India is an opportunity to enhance our trading relationship with the fifth-largest economy in the world. But this agreement must not come at any cost.
“As our report highlights, there are important issues at stake, including potential impacts on NHS drug costs, human and labour rights, gender equality and pesticide standards,” he said.
In its report entitled UK trade negotiations: Agreement with India’, the committee welcomed the Sunak-led government’s decision to not set any new deadline for the deal after former prime minister Boris Johnson’s “widely trailed deadline to get a deal with India done by Diwali” last year.
“We welcome the fact that the government is no longer putting arbitrary deadlines on trade negotiations. While the Diwali date was unrealistic, it is positive that government has adopted an approach that evaluates the benefit of the trade deal before finalising any agreement,” the report notes.

One issue highlighted in the report is the need to reconcile the UK government’s wish to see India’s patent laws tightened to benefit UK drug companies with the need to maintain the state-funded National Health Service (NHS) access to cheap generic drugs produced in India.
The Committee also notes possible implications from the deal for standards and checks regarding the quality and safety of goods, including food products and medicines.
Its report suggests the possibility of attaching to any trade liberalisation in the deal the condition that India implement UN and International Labour Organisation human rights conventions, and showing that goods meet environmental sustainability and animal welfare requirements.
The Committee said that its analysis of the UK-India talks is being placed on the record by the member MPs for both the government and the successor Business and Trade Committee to pick up and implement.

Bhiwani killings: Owaisi slams Haryana CM over lack of progress

Hyderabad: AIMIM chief Asaduddin Owaisi on Saturday slammed Haryana chief minister Manohar Lal Khattar for the lack of progress in the Bhiwani killings case in which two Muslim men from Rajasthan Junaid and Nasir, were kidnapped, lynched, and charred to death in a car in Haryana’s Bhiwani.
“Haryana CM is more worried about a boy’s election in a London college than he is about Junaid and Nasir being burnt to death in his state. The terrorists who did this had state patronage. It’s been over a month, only one accused has been arrested,” he tweeted, as a response to a video in which the Haryana CM was demanding a probe into the episode of Karan Kataria, a law student studying in UK who was disqualified from running for the general secretary post of the London School of Economics Student Union citing ‘election rule violation’.

A court in Rajasthan’s Bharatpur district sent one of the accused, Rinku Saini, to police remand on February 18 in connection with the death of two Muslim men from the state whose charred bodies were found in a car in Haryana after they were allegedly abducted by cow vigilantes.

Station House Office, Gopalgarh, Ramnaresh Meena said no fresh arrest has been made in the case so far.
“The arrested accused Rinku Saini was produced before the court today from where he was sent to five days police remand. The accused will be further interrogated,” the SHO said.
The family members of the deceased had named five men linked to the Bajrang Dal in their complaint to the police.
Saini, 32, a resident of Firozpur Jhirka in Haryana’s Nuh district, was arrested on the basis of interrogation and technical analysis on Friday night.
He works as a taxi diver and was involved with a cow vigilante group, the police said.

The last rites of the two, who were related to each other, were conducted on February 17 after authorities announced a financial aid of Rs 20.5 lakh to each of the affected families.
One of the key accused in the case is Mohit Yadav alias Monu Manesar, the Gurugram district president of Bajrang Dal.
He was earlier named in an attempt to murder case registered at Pataudi police station in Gurugram on February 7.
While on the run, Manu Manesar released a video message claiming his innocence in the Rajasthan case.

Court acquits ex-UP minister Prajapati in model code of conduct violation case due to lack of evidence

Sultanpur: An MP-MLA court here on Friday acquitted former Uttar Pradesh minister Gayatri Prasad Prajapati in a case related to the violation of the election model code of conduct due to lack of evidence.
During the hearing, Prajapati’s wife and Amethi MLA Maharaji Devi and many of her supporters were present.
Prajapati was brought from Lucknow jail and produced before the court amid tight security.

The case related to the Amethi Kotwali area where during the 2012 assembly elections, police sub-inspector Amarendra Nath Bajpai had filed a case against Prajapati, then a Samajwadi Party candidate, on January 28 accusing him of violating the rules by taking out a procession during nomination with his supporters.
The trial of the case was going on in the court of Special Magistrate MP-MLA Yogesh Yadav, where the defence counsel argued that the former minister was implicated only due to political enmity.
Prajapati’s counsel Santosh Kumar Pandey said after hearing both sides, the court acquitted the former minister due to lack of evidence.
Prajapati is serving a life sentence in a separate case in Lucknow jail.

Parl panel pulls up govt over lack of basic amenities in Anganwadi centres

New Delhi: A key financial panel of the Parliament has pulled up the government for paying poor remuneration to Anganwadi workers and helpers, asking it to revise their wages in a manner which is commensurate with their work.
The Public Accounts Committee (PAC), a key financial panel of Lok Sabha, has also directed the government to provide facilities like drinking water and toilets in Anganwadis in a time-bound manner.
In its report, presented to the Parliament on Wednesday, the Ministry for Women and Child Development has been asked to revise and increase the remuneration of Anganwadi workers and helpers appropriately.

It expressed dismay over the fact that despite earlier reminders about salaries of Anganwadi workers and helpers being low and unattractive, the ministry had not done much about it.
The committee noted that there are large number of vacancies in the posts of Anganwadi workers and helpers on account of meagre wages being paid to them.
“The critical role played by these Anganwadi workers and helpers during the Covid period cannot be ignored as they were tasked with distributing rations along with carrying out their main responsibilities pertaining to primary health care and immunisation, supplementary nutrition, educating families about family planning measures etc. The committee, therefore feels that it is high time that the Anganwadi workers get due recognition for the selfless and continuous services they have been providing,” it noted in its observations.
In this context, the panel, which is headed by Congress’ Adhir Ranjan Chowdhury, has asked the government to revise their wages in such a manner that the benefits and salaries being paid to them should be commensurate with the work that they have been performing and for this, the ministry should seek necessary budgetary support also.
The panel further noted that as many Anganwadi centres are functioning from temporary structures and semi-pucca premises, which may not have toilets or drinking water facilities, the ministry should moot a proposal for providing mobile toilets in states where the Anganwadi centres don’t have them.

CAG Highlights Lack Of Adequate Response Of Government Departments To Audit In JK

SRINAGAR: Comptroller and Auditor General (CAG) of India has highlighted lack of adequate response of the government departments to audit.
“Principal Accountant General (Audit), Jammu and Kashmir, conducts audit of Government Departments to check for compliance to rules and regulations in transactions and to verify the regularity in maintenance of important accounting and other records as per the prescribed rules and procedures,” the CAG said in its latest report.
After these audits, the CAG said, Inspection Reports (IRs) are issued to the Heads of Offices inspected with copies to the next higher authorities.
“Important irregularities and other points detected during inspection, which are not settled on the spot, find place in IRs. Serious irregularities are brought to the notice of the Government by the Office of the PAG (Principal Accountant General),” the audit body said.
For speedy settlement of audit observations and inspection reports, the Jammu and Kashmir Budget manual provides for prompt response by the Executive to IRs issued by the Principal Accountant General (Audit) to ensure remedial and rectification action.
The auditee offices and their controlling Administrative Departments are required to comply with the observations contained in the IRs and rectify the defects and report their compliance to the Principal Accountant General (Audit).
“The pendency of large number of paragraphs indicates lack of adequate response of the Government Departments to Audit,” the CAG said, adding, “The Government may look into this matter and revamp the system to ensure proper response to the audit observations from the Departments in a time-bound manner.”
Three Audit Committee Meetings (ACMs) were held in Revenue Sector settling six Inspection Reports and 83 outstanding paragraphs with a money value of Rs 6.60 crore. Similarly, during the period 2020-21, four Audit Committee meetings were held in Social, General and Economic Sectors in which 101 Audit paras were settled.

“It is recommended that Government should ensure that a procedure is put in place for action against officials failing to send replies to IRs/ paragraphs as per the prescribed time schedule and recovery of losses/ outstanding advances/ overpayments, etc., in a time-bound manner” The CAG has also recommended holding at least one meeting of each Audit Committee every quarter. UP Congress members protest over lack of electricity

Varanasi: Amid the statewide strike of electricity department employees, Uttar Pradesh Congress workers led by provincial president Ajay Rai staged a sit-in protest on Saturday over the issue of power crisis here.
The Congress workers shouted slogans, terming the Bharatiya Janata Party-led government of the state “insensitive and anti-people”.
Rai said in his address at the sit-in demonstration held at Azad Park in Lahurabir on Saturday that the electricity department employees are on strike due to the “wrong policies” of the Yogi Adityanath government.
“Keeping in view the interest of the employees and the public, the government should find a suitable solution as soon as possible,” he said. The Congress leader said today there is hue and cry for electricity and water due to non-availability of electricity.
Rai alleged that the Adityanath government has cheated the electricity department employees and refused to accept their demands despite a written agreement with the state energy minister. He appealed to the agitating power department staff to ensure that the consumers do not face any trouble.

New Delhi: Former Chief Justice of India S A Bobde Saturday said no judges could be appointed in the Supreme Court during his 18-month tenure as the head of the judiciary since the collegium could not arrive at a consensus.
Bobde said there have been times when no elevation of judges could take place for two or more years and it can happen in a human institution.
Responding to a question that in his 18-month tenure as the CJI not a single appointment of judge took place, Justice Bobde said, “Yes, so? There have been periods when you haven’t had elevation for two years. You haven’t had elevation for longer. What is so extraordinary about this? We couldn’t arrive at a consensus. It can happen in the human institution.”
Justice Bobde was sworn in as the 47th CJI on November 18, 2019 and retired on April 23, 2021.
The former judge, who was speaking at India Today Conclave, said, “No, it is not because of the collegium system, it is because as a collegium we were unable to arrive at the consensus. It is not because of the system, it is because we failed as a collegium to arrive at the consensus about the names.”
He elaborated that a lack of consensus was because of a particular name (in the list) or, in some cases, the reason was the order in which the elevation should happen.
