    Russian army has lost up to half of key battle tanks, analysts estimate

    Russia’s army is estimated to have lost nearly 40% of its prewar fleet of tanks after nine months of fighting in Ukraine, according to a count by the specialist thinktank the International Institute of Strategic Studies (IISS).

    That rises to as much as 50% for some of the key tanks used in combat, forcing Russia to reach into its still sizeable cold war-era stocks. Ukraine’s tank numbers are estimated to have increased because of the number it has captured and supplies of Soviet-era tanks from its western allies.

    John Chipman, the thinktank’s chair, said the war had been “a political and military failure for Russia” highlighting shortcomings in leadership and deficiencies in its munitions, despite Kremlin modernisation efforts.

    “Russia’s actions over the past year have raised questions not only over the competence of its military and senior military leadership, but also over command cohesion,” he said, launching the IISS’s annual Military Balance audit of the world’s armed forces.

    The thinktank’s figures are based largely on open source images from drones, satellites and on the battlefield, running from the beginning of the war to the end of November, although the conflict means numbers can only be estimated.

    Its headline count is that Russia’s number of tanks in its army have reduced by 38% from 2,927 to 1,800, while there have been particularly heavy losses of its workhorse T-72B3, an upgrade first delivered to its army in 2013.

    Heavy losses on the battlefield have meant that Russia had lost “around 50% of its pre invasion fleet” of the tank and a related variant, Chipman said, and slow industrial production was “forcing Moscow to rely on its older stored weapons as attrition replacements”.

    Russian overoptimism meant that it suffered heavy tank losses at the beginning of the war, particularly in the abortive attack on Kyiv, where large numbers of tanks and armoured vehicles moving in a convoy were destroyed on roads north of the capital. Many others were captured or towed off by tractors as the assault failed.

    Russian troops had anticipated being welcomed in Ukraine, and in some cases carried parade dress in the belief that after a blitzkrieg, the tanks would be used to stage a parade in Kyiv’s streets. Instead, they were picked off by Ukrainian artillery and infantry using anti-tank weapons.

    There has been little sign of an improvement in tank tactics, with several dozen tanks estimated to have been lost in fighting since late January in a so far unsuccessful attempt to seize the Donbas town of Vuhledar. By using reconnaissance drones, Ukraine has been able knock out tanks with its artillery.

    But, while the battlefield losses are notable, Russia retains a large number of old tanks in long-term storage, currently estimated at 5,000, meaning Moscow can continue to pursue an attritional strategy for some time to come.

    Ukraine, however, has seen its tank count go up to 953 from 858 because it has partly offset its own losses by capturing an estimated 500 from Russia, of which it has “pressed a fair amount into service”, according to the IISS analyst Henry Boyd. It has also had significant donations from Poland, the Czech Republic and other states with Soviet-era armour, but its tank force is currently still half the size of Russia’s.

    Kyiv is hoping to receive a wave of western tanks and fighting vehicles over the next couple of months, which it plans to use to achieve a battlefield breakthrough. German defence minister Boris Pistorius however cautioned on Wednesday it so far only has “half a battalion” of Leopard 2 tanks to send to Ukraine, 14 newer A6 type Leopard tanks in addition to three from Portugal.

    Poland has also committed to sending a battalion of Leopard 2 tanks to Kyiv and is currently training Ukrainian troops to use them but Pistorius said “many” were not fit for battle.

    Ben Barry, a land warfare analyst, said he reckoned Ukraine would ultimately receive about a quarter of the 1,000 tanks and fighting vehicles it had sought.

    That might give it “tactical advantage”, Barry said, if accompanied by enough ammunition and spare parts. Even so, the analyst and former tank commander said, it was not clear “that Kyiv has enough combat power to rapidly eject Russian forces”.

    Barry concluded that, as a result, “we can expect another bloody year” in which the fighting would be unpredictable – after a period in which it is estimated that least 200,000 people have been killed or wounded on both sides.

    New Delhi: Twitter CEO Elon Musk on Sunday said that engineers resolved two significant problems on the platform during a “long day at Twitter HQ” with him.

    He said that the ‘Fanout service for Following feed’ was getting overloaded when “I tweeted, resulting in up to 95 per cent of my tweets not getting delivered at all”.

    “Following is now pulling from search (aka Earlybird). When Fanout crashed, it would also destroy anyone else’s tweets in queue,” Musk added.

    He also said that the recommendation algorithm was using absolute block count, rather than percentile block count, “causing accounts with many followers to be dumped, even if blocks were only 0.1 per cent of followers”.

    “Also, it’s trivial to bot spam accounts with blocks,” the Twitter CEO said.

    Musk also said that oversized fonts and undersized paragraph spacing will be fixed this week.

    “Advertising also needs to be semantic keyword-based, so it’s contextually relevant. Amazingly, ads shown when doing twitter searches don’t consider the search words! We’re changing that as fast as possible,” Musk informed.

    When a user said that Blocks are quite powerful and “seems like for accounts with a lot of reach, they’ll probably get blocked a lot”, Musk replied that the giant block lists are problematic.

    “They mess up the recommendation system & create a DDoS vector,” he added.

    Washington: Four Indian-American lawmakers– Raja Krishnamoorthi, Pramila Jayapal, Ami Bera and Ro Khanna– have been appointed as members of key US House Committees, reflecting the growing influence of the community in American politics.

    Congressman Krishnamoorthi was appointed on Wednesday (local time) to serve as Ranking Member on the House Select Committee on Strategic Competition Between the United States and the Chinese Communist Party (CCP).

    “I’m grateful to Leader Jeffries for appointing me to serve as Ranking Member on the House Select Committee on Strategic Competition Between the United States and the Chinese Communist Party,” said Krishnamoorthi.

    Krishnamoorthi further stated that China poses serious economic and security threats to the United States and to democracy and prosperity across the globe, illustrated by its threats against Taiwan’s democracy, its weaponization of TikTok, and its theft of hundreds of billions of dollars worth of American intellectual property.

    “I look forward to working with my colleagues in both parties on this committee to counteract the CCP’s escalating aggression and ensure that our nation is prepared to overcome the economic and security challenges that the CCP presents to our country,” said Krishnamoorthi.

    Another Indian-American Congressman Khanna has also been made a member of this new committee, formed in the 118th Congress by Republican House Speaker Kevin McCarthy for the specific purpose of investigating and developing policy to address the United States’ economic, technological and security competition with the CCP.

    “I am honored to be appointed to the Select Committee on the Strategic Competition between the United States and the Chinese Communist Party,” said Khanna. “I plan to use my seat on the committee to bring attention to our trade deficit with China while also working to address the security risk China poses to Taiwan.”

    “I take my role as the representative for the only majority Asian American community in the continental United States very seriously. We can be tough on the Chinese Communist Party while unequivocally condemning anti-Asian racism and the increase in hate crimes targeting the Asian American community,” said Khanna.

    Indian-American US Representative Pramila Jayapal has been named Ranking Member of the House Judiciary Committee’s Subcommittee on Immigration Integrity, Security, and Enforcement, making her the first immigrant to serve in a leadership role for the subcommittee.

    “As the first South Asian woman elected to the US House of Representatives and one of only two dozen naturalized citizens in Congress, I am honoured and humbled to serve as the Ranking Member of the House Subcommittee on Immigration Integrity, Security, and Enforcement,” Jayapal said in a press release.

    Jayapal is the first immigrant in recorded committee history to serve as either Ranking Member or Chair of this Subcommittee, the media release said.

    Calling it “extremely meaningful”, Jayapal said in the media release that she will now be in a position to better move the needle and recenter broken immigration system around dignity, humanity, and justice.

    The Subcommittee on Immigration Integrity, Security, and Enforcement will be chaired by Tom McClintock and has jurisdiction over immigration law and policy, naturalization, border security, refugee admissions, non-border immigration enforcement and other various issues.

    While Indian-American Congressman Ami Bera was appointed as a member of the influential US House Permanent Select Committee on Intelligence for the 118th Congress.

    The Intelligence Committee is charged with providing oversight of the nation’s intelligence activities, including the Central Intelligence Agency (CIA), the Office of the Director of National Intelligence (DNI), the National Security Agency (NSA) and military intelligence programmes.

    “I am honored to be appointed by Leader Jeffries to serve on the House Intelligence Committee, which plays a crucial role in ensuring the safety and national security of the United States,” Bera said in the press release.

    He further said, “At a time of increased threats, both at home and abroad, I take seriously this new role and the responsibility entrusted to me to protect and defend American families.”

    Bera stressed that he looks forward to working with committee members to ensure that intelligence agencies of US operate effectively to keep the nation safe.

    “With my decade of experience working on critical national security issues, I look forward to working with Committee members from both sides of the aisle to ensure our intelligence agencies are operating effectively to keep our nation safe,” Bera further said.

    US Congressman Ami Bera also serves on the House Foreign Affairs Committee and the House Science, Space, and Technology Committee.

    “We have more work to do,” he said. “We’re going to be cautious about declaring victory and sending signals that we think the game is won.”

    Still, Wednesday’s move, the smallest rate increase since last March, brings policymakers another step closer to an expected pause in their inflation fight sometime this year — and stock markets rose on the day. The Fed’s main borrowing rate now sits between 4.5 percent and 4.75 percent, up from near zero early last year.

    Unemployment is still at modern lows, even after all the aggressive rate hikes, feeding hopes that the U.S. may be able to avoid a recession — a crucial goal for President Joe Biden before the 2024 election. But that will hinge on how much more the central bank increases rates and then how long it waits to lower them again.

    Powell gave some hints on what the Fed might do. Here are some key quotes from the Fed chief and what he meant:

    “We are not yet at a sufficiently restrictive policy stance, which is why we say that we expect ongoing hikes will be appropriate.”

    The central bank has raised interest rates high enough to bite into economic growth, but Powell says it needs to go further to bring inflation to heel. The key word here is “ongoing,” which suggests it will be more than one additional increase. He later signaled that could mean “a couple more” — which would be consistent with what officials had forecast in December.

    According to those forecasts, the Fed expects to raise rates to about 5 percent before stopping, but that will depend on whether inflation continues its downward trend. Powell also held open the possibility that rates could rise even more if incoming data starts to look worse.

    “Finding out in six or 12 months that we actually were close but didn’t get the job done, inflation springs back and we have to go back in … This is a very difficult risk to manage.”

    The message here is that it’s better to err on the side of whipping inflation a little too soundly — even if it means throwing the economy into a painful recession — than risk that the price surges come roaring back. But his best guess right now is that no downturn is in store — a view that clashes with that of many economists and Wall Street CEOs.

    The economy grew at a healthy 2.9 percent annualized pace in the last three quarters of the year, suggesting the U.S. is still far from dipping into a recession. But there’s always a lag in the impact of monetary policy, and growth could slow further as the Fed’s rate moves feed through to economic activity.

    A closely watched survey on Wednesday showed that manufacturing is contracting, and the housing market has been hammered for months by high mortgage rates, though the job market has remained resilient.

    “Generally, it is a forecast of slower growth, some softening in labor market conditions and inflation moving down steadily, but not quickly. And in that case, if the economy performs broadly in line with those expectations, it will not be appropriate to cut rates this year.”

    Powell and his fellow officials have been struggling to convince markets that rate cuts are unlikely later this year. This matters because the Fed wants market-set rates to remain high and stock prices to stay muted, as part of its efforts to restrain spending and investment. Investors haven’t bought into that message though and are overwhelmingly betting on rate cuts in 2023.

    Here he seems to be striking a balance by saying that he expects inflation to come down only slowly, which will mean holding rates higher for longer. That could also come alongside fewer job openings, slower wage growth and higher unemployment — euphemistically called “softening in labor market conditions.”

    But he also left the door open to rate cuts if inflation comes down more quickly.

    “We are neither pessimistic nor optimistic.”

    Powell repeatedly acknowledged that inflation is coming down but also said the fight isn’t over. The prices of goods like furniture and cars have dropped, he said, while there are signs that rents may be slowing their ascent. But surging prices are still a concern in core services sectors, where labor costs are often the biggest expense.

    Here he is saying that Fed officials are trying to watch how the economy evolves and not assume how close they are to beating inflation yet.

    The fourth suspect was identified as Colombian citizen Germán Rivera García, 44, who is among nearly two dozen former Colombian soldiers charged in the case.

    Rivera, along with Solages and Vincent, face charges including conspiring to commit murder or kidnapping outside the U.S. and providing material support and resources resulting in death, the U.S. Justice Department said.

    Sanon is charged with conspiring to smuggle goods from the U.S. and providing unlawful export information. Court documents state that he allegedly shipped 20 ballistic vests to Haiti, but that the items shipped were described as “medical X-ray vests and school supplies.”

    It was not immediately known if the four suspects had attorneys who could comment on the development. The men are scheduled to appear in federal court Wednesday in Miami.

    A total of seven suspects in the case are now in U.S. custody. Dozens of others still languish in Haiti’s main penitentiary, which is severely overcrowded and often lacks food and water for inmates.

    The case has reached a virtual standstill in Haiti, with local officials last year nominating a fifth judge to investigate the killing after four others were dismissed or resigned for personal reasons.

    One judge told The Associated Press that his family asked him not to take the case because they feared for his life. Another judge stepped down after one of his assistants died under murky circumstances.

    Court documents state that exactly two months before Moïse was killed, Vincent texted Solages a video of a cat “reacting alertly” to the sound of gunfire and that Solages laughed, prompting Vincent to respond: “That’s the way Jovenel will be pretty much, but (sooner) if you guys really up to it!”

    The document states that Solages responded that “(this) cat will never come back,” and “trust me brother, we definitely working our final decision.”

    Then in June, some 20 former Colombian soldiers were recruited to supposedly help arrest the president and protect Sanon, who envisioned himself as Haiti’s new leader. Rivera was in charge of that group, the documents state.

    A day before the killing, Solages falsely told other suspects that it was a CIA operation and that the mission was to kill the president, according to the documents. Shortly before the killing, authorities said, Solages shouted that it was allegedly a DEA operation to ensure compliance from the president’s security detail.

    About a year after the killing, U.S. authorities say they interviewed Solages, Vincent and Rivera while they were in Haitian custody and that they agreed to talk.

    The other suspects already in U.S. custody are Rodolphe Jaar, a former U.S. government informant and a Haitian businessman who was extradited from the Dominican Republic, where he was detained in January 2022.

    That same month, U.S. authorities arrested Mario Antonio Palacios Palacios, a former Colombian soldier who was deported by Jamaica after fleeing there from Haiti. While en route to Colombia, he was deained by U.S. officials in Panama during a layover.

    Also in January 2022, authorities arrested former Haitian Sen. John Joël Joseph, who also had fled to Jamaica.

    Alfredo Izaguirre, a Miami-based lawyer for Palacios, said Tuesday’s arrival of the four other suspects will postpone the trial because they all have to be tried at the same time. He said Palacios had been prepared for the trial to begin in early March, but now it could be postponed for up to four months.

    Haiti police say other high-profile suspects remain at large, including a former Supreme Court judge who authorities say was favored to seize power from Moïse instead of Sanon as originally planned. Another fugitive is Joseph Badio, alleged leader of the plot who previously worked for Haiti’s Ministry of Justice and the government’s anti-corruption unit until he was fired, police say.

    Emmanuel Jeanty, an attorney for the president’s widow, Martine Moïse, who was injured in the attack and flown to the U.S. for care, did not return a message for comment.

    In December, Martine Moïse tweeted that her husband — who also has been accused of corruption, which he denied — had fought against it, which resulted in his assassination. “Despite the blockages, 17 months later, the people are demanding #Justice,” she wrote.
