Beijing announced on Saturday that Belarusian President Alexander Lukashenko, a close ally of Russian President Vladimir Putin, will travel to China on a state visit from February 28 to March 2.

The announcement of the trip comes a day after Beijing, looking to play a role in mediating a resolution to the Russian war on Ukraine, published a 12-point “position paper” aimed at ending the conflict.

“At the invitation of President Xi Jinping, President of Belarus Alexander Lukashenko will pay a state visit to China from February 28 to March 2,” the Chinese foreign ministry said in a statement on Saturday.

The Belarusian foreign ministry confirmed the planned visit, saying the Chinese and Belarusian foreign ministers discussed it in a telephone call on Friday.

Lukashenko has backed Moscow’s invasion of Ukraine and allowed its territory to be used in the Russian assault. Lukashenko said last week that his country was prepared to join Russia’s war against Ukraine, if attacked. That prompted Ukrainian President Volodymyr Zelenskyy to warn the Belarusian leader not to get directly involved in the war.

Meanwhile, French President Emmanuel Macron on Saturday said he will visit China in early April and seek Beijing’s help in ending the war in Ukraine. “The fact that China is engaging in peace efforts is a good thing,” Macron said, according to French media reports.

Ukraine’s Zelenskyy also said he would like to engage with Beijing following the proposals unveiled on Friday toward resolving the conflict. Zelenskyy said he was open to considering some aspects of the Chinese “position paper” and would welcome the chance to discuss the proposals with Chinese President Xi Jinping.

A meeting with Xi could be “useful” to both countries and for global security, Zelenskyy said.

  • Key developments in the aftermath of the Turkey, Syria quake

Key developments in the aftermath of the Turkey, Syria quake

    [ad_1]

Another powerful earthquake has struck Turkey’s Hatay province which was devastated by a massive tremor two week ago.

Turkey’s disaster management agency, AFAD, said the magnitude 6.4-earthquake was centered around the town of Defne, in Hatay province.

NTV television said the quake caused some damaged buildings to collapse, but there were no immediate reports of any casualties.

Turkey’s state-run Anadolu Agency said the quake was felt in Syria, Jordan, Israel and Egypt.

The magnitude 7.8 which struck Feb. 6 has killed nearly 45,000 people in Turkey and Syria.

Turkish authorities have recorded more than 6,000 aftershocks since.

    Death toll approaches 45,000

The Turkish disaster management agency, AFAD, has raised the number of confirmed fatalities from the earthquake in Turkey to 41,156. That increases the overall death toll in both Turkey and Syria to 44,844.

Search and rescue operations for survivors have been called off in most of the quake zone, but AFAD chief Yunus Sezer told reporters that search teams were pressing ahead with their efforts in more than a dozen collapsed buildings — most of them in the hardest-hit province of Hatay.

There were no signs of anyone being alive under the rubble since three members of one family — a mother, father and 12-year-old boy — were extracted from a collapsed building in Hatay on Saturday. The boy later died.

EU sees risk of disease outbreak

The European Union’s health agency has warned of the risk of disease outbreaks in the coming weeks.

The Centre for Disease Prevention and Controls said that “food and water-borne diseases, respiratory infections and vaccine-preventable infections are a risk in the upcoming period, with the potential to cause outbreaks, particularly as survivors are moving to temporary shelters.”

“A surge of cholera cases in the affected areas is a significant possibility in the coming weeks,” it said, noting that authorities in northwestern Syria have reported thousands of cases of the disease since last September and a planned vaccination campaign was delayed due to the quake.

The ECDC also warned of viral infections such as hepatitis A, parasites and bacterial infections that can all be spread by difficult hygiene conditions in emergency shelters and camps.

Syria calls for temporary housing units

Syria’s minister of public works and housing, Suhail Abdul Latif, says the Syrian government will secure 350 housing units for people displaced by the earthquake and made a call for “friendly countries” to send more.

“We will secure the affected people within our capabilities, but after a while, it is not possible to continue placing families in shelters in order to preserve their health,” he said.

Housing has been a pressing need in all the earthquake-hit areas, with many families sleeping in makeshift tents or cramming into crowded schools and sports stadiums.

Erdogan says reconstruction to start in March

Erdogan, who faces elections in May or June, says his country will start building tens of thousands of new homes as early as next month.

Erdogan said the new buildings will be no taller than three or four stories, built on firmer ground and to higher standards and in consultation with “geophysics, geotechnical, geology and seismology professors” and other experts.

“We want to avoid disasters … by shifting our settlements away from the lowlands to the [more solid] mountains as much as possible,” Erdogan said in a televised address during a visit to hard-hit Hatay province.

The Turkish leader said destroyed cultural monuments would be rebuilt in accordance with their to “historic and cultural texture.”

Erdogan said around 1.6 million people are currently being housed in temporary shelters.

    Blinken praises Americans’ response

U.S. Secretary of State Antony Blinken has praised the support provided by Americans following the earthquake.

Blinken said in Ankara that the U.S. government had responded “within hours” to the disaster and had so far sent hundreds of personnel and relief supplies. But he said that ordinary Americans had also responded to “heartbreaking” images from the quake zone.

“We have nearly $80 million in donations from the private sector in the United States, [from] individuals. When I visited the Turkish Embassy in Washington, I almost couldn’t get in the front door because boxes were piled high throughout the driveway to the embassy,” Blinken said.

    NATO sends container homes

NATO says a ship carrying 600 temporary container homes has left Italy and is expected to arrive in Turkey next week.

The military alliance has pledged to send more than 1,000 containers that will serve as temporary shelters for at least 4,000 people left homeless by the earthquake.

NATO chief Jens Stoltenberg, who visited the quake-devastated region last week, called it the worst disaster in the alliance’s history.

Authorities say more than 110,000 buildings across 11 quake-hit Turkish provinces were either destroyed or so severely damaged that they need to be torn down.

Putin suspends participation in key nuclear arms treaty

    [ad_1]

    aptopix russia putin 89161

Russian President Vladimir Putin said Tuesday that he is suspending Moscow’s participation in the last remaining nuclear arms control treaty between Russia and the United States.

Russia will halt its participation in the New START Treaty, Putin announced in a lengthy speech to his country’s parliament.

“I am forced to announce today that Russia is suspending its participation in the Strategic Arms Reduction Treaty,” he said.

The U.S. recently raised concerns that Russia is not complying with provisions of the treaty, designed to place limits on strategic offensive arms.

The agreement — formally called the treaty between the U.S. and Russia on Measures for the Further Reduction and Limitation of Strategic Offensive Arms — originally entered into force in 2011, and includes limitations on systems such as intercontinental ballistic missiles (ICBMs) and nuclear warheads on deployed ICBMs. The deal also includes processes for verification.

Earlier this month, NATO called on the Kremlin to stick to its commitments.

“NATO Allies agree the New START Treaty contributes to international stability by constraining Russian and U.S. strategic nuclear forces,” allies said in a statement.

“Russia’s refusal to convene a session of the Bilateral Consultative Commission (BCC) within the treaty-established timeframe, and to facilitate U.S. inspection activities on its territory since August 2022 prevents the United States from exercising important rights under the Treaty,” the allies said.

“We call on Russia,” the allies added, “to fulfil its obligations.”

On Tuesday, NATO Secretary-General Jens Stoltenberg said he regrets Russia’s decision.

“Over the last years, Russia has violated and walked away from key arms control agreements,” he said at a press conference.

“With today’s decision on New START, the whole arms control architecture has been dismantled,” the NATO chief added. “I strongly encourage Russia to reconsider its decision and to respect existing agreements.”

The U.S.’ top diplomat also condemned Putin’s move.

“Russia’s announcement that it is suspending its participation in New Start is very disappointing and irresponsible,” U.S. Secretary of State Antony Blinken told reporters at the U.S. Embassy in Athens. “But of course we remain ready to discuss the limitation of strategic arms at any time with Russia regardless of anything that happens in the world or in our relations.”

Chandrayaan-3: India’s moon lander clears key tests successfully

    [ad_1]

Chennai: The moon lander part of India’s third lunar mission Chandrayaan-3, successfully underwent the EMI-EMC (Electro-Magnetic Interference/ Electro-Magnetic Compatibility) test recently, the Indian Space Research Organisation (ISRO) said on Sunday.

According to ISRO, the Chandrayaan-3 lander successfully underwent EMI/EMC test during January 31-February 2 at the U.R. Rao Satellite Centre, Bengaluru.

The EMI-EMC test is conducted for satellite missions to ensure the functionality of the satellite subsystems in the space environment and their compatibility with the expected electromagnetic levels.

This test is a major milestone in the realisation of the satellites.

Chandrayaan-3 interplanetary mission has three major modules:the Propulsion module, Lander module, and Rover.

The mission’s complexity calls for establishing radio-frequency (RF) communication links between the modules, said ISRO.

During the Chandrayaan-3 lander EMI/EC test, launcher compatibility, antenna polarisation of all RF systems, standalone auto compatibility tests for orbital and powered descent mission phases, and Lander and Rover compatibility tests for post landing mission phase were ensured.

The performance of the systems was satisfactory, the Indian space agency added.

  • Biden faces a key economic decision ahead of reelection

Biden faces a key economic decision ahead of reelection

    [ad_1]

Powell laid out the “lengthy list” of responsibilities that Brainard has carried at the Fed beyond monetary policy. In a statement, he cited his vice chair’s “stewardship of financial stability and the payments system, strengthening the financial system both domestically and globally, and helping to manage the immense operational agency challenges during the pandemic.”

She earned admirers and detractors along the way from both progressives and Republicans, signaling that Biden’s efforts to replace her could face some formidable obstacles in a closely divided Senate.

Sen. Elizabeth Warren (D-Mass.), who sits on the Banking Committee overseeing the Fed, said she wants someone new at the Fed “soon.” Warren has been sharply critical of Powell’s efforts to kill inflation by cranking up rates at the fastest pace in four decades.

“Chairman Powell continues to signal that he will impose more extreme rate increases, and he still is in a position where he could tip our economy into recession,” Warren told POLITICO. “We need another voice at the Fed to help put the brakes on that.”

Here’s a list of potential candidates who have been the subject of speculation on Biden’s Fed nominee.

    Mary Daly

The San Francisco Fed president is a labor economist and a close ally of Powell, who will likely be consulted on the choice. She is a potentially strong candidate to succeed Brainard because she’s viewed as being particularly concerned about avoiding damage to the job market — in central bank-speak, a “dove.” She also has ties to Treasury Secretary Janet Yellen, herself a former San Francisco Fed president, who Daly credits with helping advance her career. Yellen is also likely to weigh in on the nominee.

    Austan Goolsbee

A chief economist to President Barack Obama, Goolsbee only became head of the Chicago Fed last month. But he’s already being talked about as a potential replacement for Brainard, since he too is perceived as dovish. He has highlighted the role that supply chain snarls have played in inflation and warned that acting too aggressively to rein in elevated prices caused by problems the Fed can’t solve could result in a recession — and still leave us with high inflation.

    Susan Collins

The Boston Fed president was closely connected to the central bank even before she took her current job last year, regularly attending the exclusive Jackson Hole conference every August. Collins, the first Black woman to head a regional Fed branch, is an international economist whose work has focused on economic growth in developing countries. She previously served as provost and head of the public policy school at the University of Michigan.

    Lisa Cook

Already a member of the Fed’s board, Cook fits the mold of being sympathetic to workers and willing to question the traditional narrative that low unemployment is a problem for inflation. A former economist at Michigan State University, Cook has long explored the impact of racial injustice on the economy. She faced a bruising confirmation battle last year but was ultimately confirmed in a 51-50 vote to become the first Black woman to get a vote on interest rate policy, two months before Collins took her post in Boston.

    Betsey Stevenson

Another economist with ties to Michigan, Stevenson previously served as an economic adviser to Obama on issues related to social policy, the job market, and trade — making her a familiar face to Bidenworld. An expert on employment and wages, she also previously served as chief economist to the Labor Department. She’s currently a professor at the University of Michigan.

    Karen Dynan

The Harvard economics professor has extensive ties to the Fed, having served on the staff of its board for 17 years. But she’s also got political connections, having served as chief economist at the Treasury Department from 2014 to 2017 and as a senior economist at the White House’s Council of Economic Advisers from 2003 to 2004.

    Christina Romer

Romer, like Goolsbee, served as chief economist to Obama, giving her deep connections to the current White House. At the time, she worked closely with Jared Bernstein, who’s set to be nominated as Biden’s chief economist, to draft a plan for recovering from the 2008 financial crisis. Currently a professor at the University of California at Berkeley, she has done extensive research on the Fed and monetary policy.

    Janice Eberly

Eberly preceded Dynan as chief economist at Treasury under Obama and is a prominent expert in macroeconomics. Now a professor at Northwestern University, she has previously been considered for openings at the Fed.

    Brian Sack

Sack is a familiar face for the Fed who has dealt extensively with this administration as vice chair of a private-sector committee that advises Treasury on debt management. As a former head of the New York Fed’s markets group, he was responsible for implementing the central bank’s policy decisions, and he also served for seven years on the staff of the Fed board. He recently left investment management firm D.E. Shaw.

    Seth Carpenter

Morgan Stanley’s global chief economist used to be a top monetary policy staffer at the Fed board and subsequently was acting assistant Treasury secretary for financial markets, meaning he has dealt intimately with central bank policy from multiple angles. His name has been floated for a number of jobs in this administration, given his range of experience. It’s unclear whether the administration would be comfortable appointing someone who works at a prominent megabank, though.
