Census Of Birds In Kashmir Wetlands Tomorrow

SRINAGAR: The Department of Wildlife Protection (Wetlands Division, Kashmir), is conducting the census of Migratory/resident Birds in the valley wetlands on February 21, 2023.
The participants from Kashmir University, SKUAST-K, Central University, various colleges, Wildlife Conservation Fund, National Development Foundation, Biodiversity Management Committees, Kashmir Bird Watchers Club, Wildlife SOS, Wildlife Researchers, Society for Environment Education and Development, Wildlife Conservation Foundation, Volunteers and freelancers are taking part in the said census.
Meanwhile, in this milieu an orientation programme was conducted at Camping Ground, Hokersar Srinagar to inculcate the census techniques amongst the participants and to add valuable suggestions received from the participants. Different teams/groups were established on spot for different locations so that comprehensive estimation will be ensured.
The aim of the bird count is to monitor the population fluctuation trends of migratory birds and to collect overall figures to incorporate the same with the general bird count throughout India.
The census is being conducted on February 21, 2023 not only in eight protected wetlands managed by the department like Hokersar, Shalabugh, Hygam, Mirgund, Chatlum, Kranchoo, Manibugh, Freshkhoori but also in other 25 water bodies of the valley which harbor sizeable number of migratory birds during winter migration.
The Wildlife Warden, Wetlands Division Kashmir, Ifshan Deewan, stated that coordinated efforts by the Department of Wildlife Protection to conduct the Annual Water bird Census (AWC) this year shall go a long way in creating a sound database of various water bird species particularly the migratory waterfowl that visit the wetlands of the Valley during winter months.

National Panthers Party’s Office Sealed In Jammu

SRINAGAR: The administration on Monday sealed the Jammu and Kashmir National Panthers Party’s (JKNPP) office in Jammu’s posh Gandhi Nagar area.
Quoting officials of the estate department newspaper The Indian Express reported that the premises were not allotted to any political party, but to Bhim Singh after he became a Member of the Legislative Council after the 2002 Assembly polls. The Mufti Sayeed-led PDP-Congress government ruled the erstwhile state then. Singh, however, continued to occupy the premises even after his MLC term expired, they said.
The Legislative Council stands scrapped following the abrogation of Article 370 post August 5, 2019.
The action came four days after former minister Harsh Dev Singh quit the AAP and returned to the Panthers Party.
A senior official said the department had issued a notice to Bhim Singh in 2018-19 also, asking him to vacate the premises in view of the completion of his MLC term, but the latter had gone to court. Later, in view of his health conditions, the department did not proceed against him.
Bhim Singh died on May 31, 2022, at the age of 80 and the party split into two factions—one headed by Vilakshan Singh and another by P K Ganjoo. Both approached the Election Commission for recognition as the real Panthers Party. As the party office was allotted to Singh, it came in the possession of the faction headed by Vilakshan Singh, who had the support of the former’s widow, Jaymala Singh.
After the death of the allottee, his family could have stayed in the house for a month, the official said, adding that they did nothing to vacate it.
JKNPP president Vilakshan Singh, however, said the department had not issued any notice to vacate the premises. He said the party’s laptops, computers and other things were inside the office and that he would seek a legal remedy in the matter.

Vilakshan, however, said his party had written to the department seeking the premises for the JKNPP as the party was registered with the Election Commission. The department has allotted accommodation even to non-registered political parties, he added.

Seven Absconders Arrested In Last One Month In Srinagar: Police

SRINAGAR: Jammu and Kashmir Police Monday said to have arrested seven persons, evading arrest for years altogether, in last one month in central Kashmir’s Srinagar district.
The absconders said to have been arrested after strenuous efforts, as per a police spokesman, are involved in heinous cases registered against them in different police stations of District Srinagar.

Govt Considers Withdrawal Of Army From Kashmir In Phased Manner: Report

SRINAGAR: The Union government is considering a phased withdrawal of Indian Army from the hinterland of the Kashmir Valley, according to a report.
Newspaper The Indian Express on Monday reported that the Narendra Modi government is considering a plan to withdraw the Army from the interior of Kashmir in a phased manner and replace it with Central Reserve Police Force (CRPF) personnel.
The report says the plan has been in the making for around two years and the Union Ministries of Defence and Home Affairs along with the military and J&K Police are part of the deliberations.
The Modi government’s plan is in “advanced stage” and it is a matter of when rather than if, reported The Indian Express.
However, the final call is yet to be taken on the plans and it’s still in the deliberative phase for now.
The Indian Express reports that the withdrawal is not just a sign of normalcy in Kashmir Valley but it’s a way to make the normalcy visible as the Modi government believes the security situation has improved since August 2019 when the J&K’s special status was scrapped.
On August 5, 2019, the Modi government scrapped the special status of J&K, converted it from a state into a Union Territory (UT), and bifurcated it into two UTs of J&K and Ladakh. Since then, the Modi government has claimed that the security situation has improved and stone-pelting has reduced.
A Union Home Ministry official told The Indian Express, “Since the August 5, 2019 decisions, violence in the Valley has steadily reduced. Stone pelting has almost vanished and the law-and-order situation is largely under control. However, a large presence of the Indian Army in the hinterland would sit oddly with claims of normalcy.”

If the plan is implemented, then the Army would only be deployed in forward areas of Kashmir along the Line of Control (LoC), the de-fecto India-Pakistan border.
If the Modi government approves the plan, then the Army would first be removed from two districts and then further action would be taken based on the resultant security situation, according to report.
The stand of the Indian Army is to reduce the numbers of Rashtriya Rifles (RR) personnel in Kashmir.
The Express reports, “The official said that one proposal discussed is to remove the Rashtriya Rifles (RR) of the Indian Army in three phases and replace them with CRPF…Another official, privy to details of the discussions, said as of now the Army is only talking about decreasing the strength and not removing RR completely. The Army, according to defence sources, is already planning a resizing.”
As per the report, first companies in existing battalions would be reduced and this way around 15,000 personnel could be freed from interior regions.
Notably, several thousand additional security personnel were deployed in Kashmir region around the time J&K’s special status was scrapped.

Youth Dies In Road Accident

SRINAGAR: A youth was killed after a vehicle he was travelling in met with an accident at Shamsipora railway crossing along Jammu-Srinagar national highway in South Kashmir’s Kulgam district, an official said.
Quoting an official the news agency KNO reported that a person identified as Aqib Mehmood Sheikh son of Ghulam Mohammad, a resident of Bankoot Banihal who was traveling in his own vehicle (JK06-2337) from Srinagar towards Jammu met with an accident at Shamsipora railway crossing last evening.
He was shifted to District hospital Anantnag for treatment in critical condition, however, he was declared brought dead by the doctors, he said.
Meanwhile, Police have taken cognizance of the incident.

JAMMU: Lieutenant Governor Manoj Sinha on Sunday addressed a seminar on ‘Financing the Future of Agriculture’ in Jammu.
The seminar brought together the stakeholders in agriculture sectors and Banking institutions to discuss agricultural growth and credit support.
The Lt Governor exhorted the banking sector to play a lead role in realising the dream of accelerated development of Agriculture & allied sector. He also assured all the assistance to farmers and adequate fund for revival of cooperative banks.
“In the first budget of Amrit Kaal, Hon’ble Prime Minister & Hon’ble Finance Minister has shown the way for inclusive development & empowering every section of society with the vision of “Vanchito ko Variyata” and giving priority to the Agriculture sector,” said the Lt Governor.
Agriculture Accelerator Fund envisaged in this year’s budget, will encourage agri-startups in rural areas. It will provide entrepreneurial opportunities to local youth and affordable solutions to tackle challenges in agriculture sector. The agriculture credit target has been increased to Rs. 20 lakh crore with focus on animal husbandry, dairy and fisheries, he added.
Highlighting the transformation in the agriculture sector, the Lt Governor said the progressive reforms introduced by the administration in the last three years are paying the dividends to the farmers.
The Amrit Kaal provides us an opportunity to transform the agriculture sector and also protect the farmers from effects of unpredictable market, climate change and loss of biodiversity, he observed.
Projects under holistic development of agriculture & allied sector being implemented in J&K UT is one amongst the few major long-term and groundbreaking interventions in the agricultural horizon of the country, the Lt Governor said.

The revolutionary projects worth Rs 5013 crore for Holistic development of agriculture and allied sector will provide practical solutions to meet the future challenges, accelerate the growth momentum and usher in a new era of farmer prosperity and rural livelihood security in J&K UT, he added.
The Lt Governor impressed on all stakeholders for successful implementation of the projects under holistic development of agriculture & allied sector.
The Lt Governor said the holistic development of agriculture and allied sectors will develop a strong ecosystem of agriculture entrepreneurs in Jammu Kashmir and create jobs in the sectors. It will cross the Rs 30,000 crore mark in the 4th year, he noted.
The Lt Governor further emphasized on streamlining the institutional credit flow to the farmers.
J&K has its share of challenges of geo-climatic conditions which are mostly affecting small & marginal farmers. The onus lies on all banks to connect these farmers with banking system, observed the Lt Governor.
Banking institutions are the most important support system to ensure maximum institutional credit reaches the farmers, especially in unbanked villages, noted the Lt Governor.
Promoting institutional credit in the agriculture sector will be a game changer in strengthening the agriculture economy and realizing the goal of inclusive and balanced development. Credit access for tenant, small and medium farmers must be ensured, he said.
The Lt Governor further underscored the significant role of the regional rural banks in credit flow and extension of credit facilities to every farmer.
In the last 8 years, credit by the commercial banks has been doubled. Still, we have to increase the credit flow and ensure equal disbursement of institutional credit and identify the areas which are facing inequality, observed the Lt Governor.
The Lt Governor asked the Banks to work in a planned manner and ensure time bound saturation of KCC for all farmers associated with agriculture & allied activities. He further asked the J&K Bank to organize a programme to honour the women associated with agriculture & allied sector.
The banking industry needs to serve the small & marginal farmers, youth and women agripreneurs and act as catalyst for growth. It must be ensured that every woman who wants to become agripreneur should receive hassle-free financial assistance, said the Lt Governor.

Leh Highway Blocked, Several Houses, Cowshed Damaged In Landslide In Sonamarg

SRINAGAR: Srinagar-Leh national highway was closed, while several houses and a cowshed were damaged due a landslide in Rezin area of Sonamarg in central Kashmir Ganderbal district on Sunday evening.
Quoting an official the news agency KNO reported that the landslide triggered by heavy rainfall caused massive damage to houses and a cowshed and also blocked the Leh highway.
He said that officials were assessing the situation and taking steps to provide assistance to the affected people.
Meanwhile, in a statement, district administration said a landslide triggered at Rezin, leading to blockage of the highway.
“Some houses have been damaged by slide, however, no loss of life or injury had been reported. Area has been cleared, and residents of the affected area have been moved to safer places,” reads the statement.
It reads rescue teams and senior officers are also present on the spot and monitoring the situation closely.

Gandhi also expressed confidence that people especially the youth are joining the Congress party given its pro people policies urging Party leaders to keep their doors open for those wishing to join Congress and encourage them to work for the wellbeing of the people.
Gandhi told the Party leaders that he (RG) will continue to visit J&K as that he feels their pain and anguish, he will leave no stone unturned to ensure justice to people of J&K, who have undergone enormous hardships due to the wrong policies adopted by the BJP Govt towards J&K, Gandhi added.
Speaking on the occasion AICC General Secretary Priyanka Gandhi urged the party leaders to work hard to strengthen the Congress party at grass roots and perform their legitimate role to resolve people’s issues, for the fact, Congress Party is an instrument of service to the people.

Anti-Encroachment Drive Halted In JK

SRINAGAR: The Jammu and Kashmir administration has halted the anti-encroachment drive that snowballed into a major controversy. The drive has already evicted thousands of people who had been cultivating and residing on government land.
Bulldozers were used to remove encroachments of 20 Lakh kanals (2.5 lakh acres) of land across 20 districts of Jammu and Kashmir. Besides retrieving land, many structures have been demolished.
Quoting sources NDTV reported that the government is coming up with a policy to protect small landholders and till that time officials have been asked to stop the anti-encroachment drive.
“Yes, the anti-encroachment drive has been put on hold. This has been done to factor in and consolidate what has been achieved so far in the drive,” NDTV quoted a senior Revenue official as having said.
Officials say large tracks of state land that was occupied by people for decades have already been retrieved. Now the Revenue officials have been directed to furnish the status report of the land retrieved so far.
The officer said it was never the government’s intention to take away the land of small landholders or of those who have built a home.
He added the aim of the drive was to retrieve large tracks of land encroached by rich and powerful people.
“In every meeting, Lt Governor has made it clear that no common man should be touched during anti-encroachment drive,” he said.

The officer admitted that there were complaints that in some places common people have also suffered due to the drive.
The opposition claims bulldozers are being used on communal lines and that the government is taking away the livelihood of people.
The drive, which started in January, was meant to retrieve state land allegedly encroached on by many, including politicians and senior state officials. When the order set off an outcry, J&K Lieutenant Governor Manoj Sinha and officials of his administration said only the encroachments by the “high and mighty” will be targeted in the drive. But in absence of any formal order or amendment of the original order, a mass eviction drive is being carried across the Union Territory.
