Rains, Snow Forecast As Night Temp Falls Across J&K

SRINAGAR: The weather department on Monday predicted scattered light rain and snow in Jammu and Kashmir during the next 24 hours.
Quoting a meteorological department official the news agency GNS reported, “From March 1-2nd, light rain is expected in plains and light to moderate snow and rain over higher reaches at many places, Dry weather is expected during 3rd to 7th March.”
Regarding temperature, he said, Srinagar recorded a low of 4.2°C against 7.3°C on the previous night and it was above normal by 2.7°C for the summer capital.
Qazigund, he said, recorded a low of 1.5°C against 5.2°C on the previous night and it was 1.1°C above normal for the gateway town of Kashmir.
Pahalgam, he said, recorded a low of minus 0.9°C against 3.2°C on the previous night and it was 2.6°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.
Kokernag recorded a low of 2.4°C against 4.3°C on the previous night and it was 2.3°C above normal for the place, the officials said.
Gulmarg recorded a low of minus 2.5°C against minus 1.6°C on the previous night and it was 3.3°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.
In Kupwara town, he said, the mercury settled at 3.1°C against 3.0°C on the previous night and it was 3.1°C above normal for the north Kashmir area.

Jammu recorded a low of 15.1°C against 12.5°C on the previous night. It was 3.5°C above normal for J&K’s winter capital, he said.
Banihal, he said, recorded a low of 2.8°C (above normal by 0.6°C), Batote 6.5°C (above normal by 3.0°C), Katra 12.6°C (3.3°C above normal) and Bhadarwah 4.1°C (3.3°C above normal).
Ladakh’s Leh and Kargil recorded a low of minus 6.2°C and 4.8°C respectively, the official said.
While Chillai-Kalan, the 40-day long harsh winter period that started on December 21 and a 20-day-long period called ‘Chillai-Khurd’ that followed it have ended, Kashmir is under grip of 10-day-long period ‘Chillai-Bachha’ (baby cold) which ends on March 1.

Congress Silent On Art 370, Wants Early Statehood and 6th Schedule to Ladakh

SRINAGAR: Kashmir did figure in the just concluded 3-day All India Congress Committee (AICC) plenary session in Raipur. The resolution offered clear ideas about its Kashmir policy, apparently vindicating what was already around.

There were two mentions of Kashmir. One in Rahul Gandhi’s speech after the session was over and another in the party’s resolution.
“52 years past and I still don’t have home, but when reached Kashmir felt like home,” Rahul Gandhi said. He concluded his yatra in Srinagar and made a speech amid a snowfall. Later he spent many days in Gulmarg to cool his heels. “Yatra was to make people of all castes and age groups feel at home. People were not talking about political things to me during yatra but it all changed when I reached Kashmir (sic).”
Gandhi’s Kashmir links apart, the grand old party is not interested in reinstating Article 370 or retaining encouraging Ladakh to rejoin Jammu and Kashmir. It wants early restoration of statehood to Jammu and Kashmir and protect Ladakh culture by the extension of the Sixth Schedule.
“The people of Jammu & Kashmir and Ladakh have always stood by the country and its sovereignty. Congress reaffirms that the whole of Jammu & Kashmir is part of India. Owing to the drastic steps taken in August 2019, the erstwhile state of Jammu and Kashmir has been bifurcated summarily,” the draft resolution read. “Congress will strive to restore complete statehood for the Union Territory of Jammu & Kashmir, and bring Ladakh and its people under the protection of the Sixth Schedule of the Constitution of India.”
Gandhi in Srinagar had also asserted that his party would want early elections in Jammu and Kashmir and restoration of the statehood. He avoided Article 370.
Interestingly, Home Minister Amit Shah asserted on the floor of the house on the day he read down the special status of Jammu and Kashmir that statehood will be restored and elections will be held. However, he offered no deadline for either of the two commitments.
Congress’s silence on the special status of Jammu and Kashmir indicated that the party will avoid raking an issue that will cost it in elections. A section within Congress is not opposed to the August 5, 201decision-makingng though they insist the way it was done could have been avoided.

Missing Girl Reunited With Family

SRINAGAR: On February 24, 2023, Abdul Latif S/O Abdull Gani, a resident of Sumber Tehsil and District Ramban, filed a written plea in police station Dharamkund regarding the disappearance of his daughter, Rubeena Banoo D/O Abdul Latief R/O Sumber Tehsil and District Ramban, aged around 20 years old. As a result, a missing report was entered in the daily diary under DDR 12 of the 24th of February 2023.
Acting swiftly on the information, a wireless message about the missing girl was broadcasted to all Police Stations/Police Posts of J&K through wireless. And Special Police Teams were constituted to trace out the missing girl which was led by Insp Manoj Kumar, SHO PS Dharamkund and assisted by PSI Vinod Saini and other police officials . After hectic efforts and with the assistance of technical staff, the missing girl was traced out on 25/02/2023. Finally, the missing girl was handed over to her family after completing all the legal formalities, Ramban Police tweeted.
The entire search was effected by police team headed by Inspector Manoj Kumar SHO PS Dharamkund under the supervision of Dy.SP Sh Nihar Ranjan SDPO Gool and under the overall supervision of Ms Mohita Sharma IPS, SSP Ramban.

54 Cooperative Bank Branches Made Profit After 33 Years, Govt Says

SRINAGAR: After a high-level meeting that reviewed the functioning of the cooperative banking sector, the government said while non-performing assets are down as many as 54 branches made a profit for the first time in 33 years. Cooperative Commissioner Yasha Mudgal presided over the meeting.

During the review, a DIPR statement said the MD and CEO of District Central Cooperative Banks (DCCBs) apprised that out of 154 branches of all 3 DCCBs none of the branches was in profit during the closing of the previous financial year whereas, during the current year till 31st January 2023, 54 branches are running in profit.
“It was also informed that the Anantnag Central Cooperative Bank has already registered a profit of Rs 70 lakh till 31st January 2023, which is likely to go up to one crore plus at the closing of the current financial year,” the statement said. “This is for the first time in more than 33 years that a DCCB has registered profit. The last period when ACCB registered profit was 1989-90 which was to the tune of Rs 28000.”
The meeting was also informed that the DCC Banks have recovered Rs 44 crore of Non-Performing Assets (NPAs) during the current financial year, so far, and the recurring losses have reduced to 50 per cent as compared to the previous year. Besides, the DCC Banks have also issued fresh lending of Rs 82 crore in the current financial year in different sectors, which will have an impact on increasing the profitability of the branches in the coming months.
The meeting was attended by Registrar Cooperative Societies, Director Finance Cooperative Department, Additional Registrar Cooperative Societies Jammu/Kashmir, Additional Secretary Cooperative Department, MD and CEO District Central Cooperative Banks (DCCBs), Branch Heads and other concerned officials both in person and through video conferencing.
Mudgal directed the department to hold recovery camps at the divisional level in Jammu to recover NPAs on account of Primary Agricultural Credit Societies (PACSs) on a war footing basis during the month of March.

Minor Killed In A Fire Incident

SRINAGAR: A residential house was gutted today in a fire incident here in Naunatu area of Kishtwar leading to the death of a minor boy, the DIPR said.
As per the police, the house of Mohammad Hanief son of Mohammad Hussain of Naunatu area of Block Nagseni was engulfed in a massive fire leading to the death of an 8-year-old boy, Mohammad Irfan and five cattle.
After receiving the information, DC Kishtwar Dr Devansh Yadav along with SSP Khalil Poswal , Chief Medical Officer Dr M Y Mir , Dy SP Head Quarter, Ashish Gupta, SHO Kishtwar Abid Bikhari rushed to the spot and took stock of the situation.
Senior officers interacted with the family members and expressed grief over the loss and assured of them all possible help to fire-affected family members from the district administration.
The DC handed over a cheque of Rs 20,000 as immediate Relief to the fire Victims on the spot. After post-mortem and completing legal formalities, the body was handed over to family members. The cause of the fire is not known yet and further investigation has been initiated.

At Mumbai Exhibition, JK Recorded Rs 50 Lakh Sale, 200 Biz Leads, Govt Says

SRINAGAR: More than 30 exhibitors participated in the Maharashtra International Trade Expo (MITEX) and sold items worth Rs 50 lakh.
A spokesman for the Jammu and Kashmir Trade Promotion Organization (JKTPO) said. Exhibition generated sale of about more than 50 lakhs with over 1200 sales orders and more than 2000 Business leads for the exhibitors from Jammu and Kashmir.
“Major products which remained high in demand during the event were Carpets, Pashmina shawls, Crewel shawls, Sozni works, Saffron, walnut, Raj mash, Honey, Spices,” the spokesman said. “GI tagged Saffron, Silk Carpets, Pashmina and ODOP products of J&K were among major attractions.” The exhibition was organized by Maharashtra Chamber of Commerce, Industry and Agriculture (MACCIA).
JKTPO is providing both physical and virtual e-commerce marketing platform to entrepreneurs of Jammu and Kashmir at the national and international levels, the spokesman said. “In line with its continued endeavour to provide market linkage to sellers and notable products of Jammu and Kashmir, the JKTPO during the current week is organising a International Buyer Seller Meet at SKICC, Srinagar on 1st March,2023 for Agri and Food Processing sector where more than 60 buyers of Agro and food processing products from 15+ countries will participate and more than 100 J&K sellers will exhibit their products.”

Court Shifts Congress Minister’s Molestation Case Trail to Jammu, Citing Security Reasons

SRINAGAR: Agreeing to the plea that a fair trial in Kashmir is challenging for him, the High Court has transferred the trial of erstwhile health minister Shabir Khan to Jammu. He has been accused of molesting a lady doctor, who happens to be the wife of a separatist politician.
“It is not in dispute that respondent No 2, (complainant) who happens to be wife of a separatist leader, wields some influence amongst certain sections of people living in the valley who subscribe to his ideology,” the transfer order issued on February 22, 2023, by the court of Mr Justice Sanjay Dhar reads. “It is a fact of common knowledge that incidents of attacks on mainstream politicians and the people who do not subscribe to the separatist’s ideology are still taking place in Kashmir Valley. Therefore, it cannot be stated that apprehension expressed by the petitioner to his life at Srinagar while facing trial before the court is unfounded.”
In his plea, Shabir Ahmad Khan, the Congress party’s minister of state for health in Jammu and Kashmir has said that his defence lawyer, Mohammad Abdullah Pandit, refused to represent him in the court after he received a threat to his life. Later, Khan stated that he approached two more lawyers – Maroof Kha and Showkat, but they refused to plead his case.

“It is further submitted that the atmosphere surrounding the court premises is highly surcharged and hostile and whenever, he appears before the court, slogans are being raised against him inside and outside the court premises,” the order details Khan’s plea. “It is averred that at the time when the case is being taken up for hearing, the court remains jam-packed and the petitioner apprehends grave and serious bodily attack from the crowd which gathers over there, upon the instigation of the separatists.”
The court found merit in the plea and transferred the case to a Jammu court. The transfer was directed on basis of the status of the petitioner and background of the complainant as the court observed that “it appears that fair and impartial trial of the case that has been filed against the petitioner on the basis of the complaint lodged by respondent No 2, may not be possible at Srinagar”.
The case is an older one. On basis of the complaint filed by the lady doctor, the Jammu and Kashmir Police registered a case against Khan on February 6, 2014, at Shaheed Gunj police station for offences punishable under section 354 (outraging modesty of woman) and 509 (word, gesture or act intended to insult the modesty of a woman) of the Ranbir Penal Code (RPC). Khan resigned from the ministry within days.
This also led to his resignation as health minister in Omar Abdullah government on February 7, 2014. His party had advised him to put in his papers till an inquiry will find out the details about the allegations levelled against him. Khan, then represented Rajouri in the erstwhile state assembly.
In her complaint, the lady doctor had alleged that she was repeatedly summoned by Khan’s staff to meet the minister about some announcements made by the health minister in Delhi. The complainant claimed that even though she insisted the minister must get details from senior officials, still, she was compelled to report at the minister’s office on January 28.

The woman alleged that when she reached Khan’s office at the Secretariat, he acted like a “sexual predator” and made provocative advances – both verbal and physical. Besides, the minister offered her many favours despite her resentment. Later the police registered a case on basis of the complaint.
Police investigated the case and submitted the charge sheet. Now, Khan moved the High Court and sought the case transfer to Jammu. His petition claims that he is a politician was “falsely implicated” “due to political rivalry”, in order “to tarnish his image”.
The case is listed for trial on April 12, 2023, in the court of Chief Judicial Magistrate Jammu
The transfer of the case, interestingly, has off-court implications as well. “The ruling came at a time the Centre has been hard-selling an all-is-well line on Kashmir,” Kolkata-based newspaper Telegraph reported.

23 ReTs Terminated Over ‘Invalid Degree Certificates’

SRINAGAR: School Education Department has terminated services of 23 Rehbar e Taleem (ReT) teachers of Jammu division on basis of qualification certificates acquired from Un-recognized Boards.
Quoting Director of School Education Jammu (DSEJ) news agency KNO reported that those teachers are terminated from services on basis of qualification certificates acquired from Un-recognized Boards.
The official communique in this regard reads, “A committee was constituted to review the pending regularization cases of RETs.”
“The committee member in meeting held on February-07-2023, observed that 23 RETs of different districts of Jammu Division have acquired their qualification from the Boards which have not been granted equivalence by the J&K Board of School Education, Jammu as these boards have not been recognized by the Council of Boards of School Education (COBSE) in India,” it reads.
The communique further reads that the committee has recommended the termination of services twenty three RETs as per immediately as they do not possess the requisite qualification certificates.
“Now, therefore in view of the recommendations of the committee, the concerned Chief Education Officers are directed to disengage the services of those twenty three RETs as per immediately,” DSEJ said

Five Drug Peddlers Arrested

SRINAGAR: Continuing its intensified efforts against drug menace, Police have arrested 05 drug peddlers in Kulgam & Baramulla districts and PD Sopore. Besides recovered huge quantity of contraband substances from their possession & seized two vehicles used in the commission of crime.
In Kulgam, during patrolling at Gundchahal crossing, Shirpora, a police party headed by In-charge Police Post Frisal intercepted a vehicle (i-20) bearing registration number HR26CK-9436 driven by Aliyas Ahmad Bhat son of Mohd Akbar Bhat resident of Arwani, Bijenhara. During checking contraband substances including 20Kgs of grinded cannabis & 800 grams of charas like substance was recovered. The drug peddler was arrested and shifted to police station where he remains in custody. Vehicle used in commission of crime has also been seized.
In another action, during naka checking at a checkpoint established at Khudwani Kulgam, a police party of Police Station Qaimoh led by SHO PS Qaimoh intercepted a vehicle (Tavera) bearing registration number PB08BG-1734 with two persons on board. They have been identified as Majinder Singh son of Balbir Singh resident of B.B.O Litra Jalandar, Punjab and Javid Ahmad Hajam son of Ghulam Mohd Hajam resident of Redwani. During checking, 6.5 Kgs of grinded cannabis and 180 grams of charas like substance were recovered. The duo has been arrested and shifted to police station where they remain in custody. Vehicle used in the commission of crime has been seized.
Meanwhile in Baramulla, a police party under the supervision of SDPO Tangmarg Shri Javid Ahmad-JKPS during routine patrolling in village Reram Kunzer arrested a drug peddler identified as Mohsin Ahmad Bhat son of Abdul Rashid Bhat resident of Treran Tangmarg. During checking 40 grams of charas like substance was recovered from his possession. He was shifted to police station where he remains in custody.
Similarly in Sopore, a police party during patrolling at village Janwara apprehended a suspicious person identified as Abdul Hameed Mir son of Abdul Rashid Mir resident of Janwara Sopore. During search, 350 grams of charas like substance was recovered from his possession. He has been arrested and shifted to police station where he remains in custody.
Accordingly, cases under relevant sections of law stands registered at respective police stations and investigation has been initiated.

Nothing Short Of Complete Withdrawal Of Property Tax Acceptable: Sadhotra

SRINAGAR: Former minister and senior National Conference leader, Ajay Kumar Sadhotra, has stated that the people of Jammu and Kashmir will not accept anything less than a complete withdrawal of property tax. Sadhotra today wondered over the parallels being drawn by the government between Jammu and Kashmir and other states of the country in a bid to justify its anti-people, illogical and authoritarian decision of levying property tax.
“The desperate attempts of launching a propaganda campaign through media and all its administrative apparatus is a candid admission of the government that it is on defensive in the wake of stiff resistance being given by the people to its unwarranted and provocative decisions, one after another “, Mr Sadhotra said in a statement.
He said the government cannot compare J&K with other states in respect of the civic facilities, which are reduced to the extent of filth all over, especially during the past few years. Instead of upgrading these facilities, the people in the urban and semi-urban areas are being punished by way of paying taxes. He referred to the filth and garbage in the Jammu City– the most thronged pilgrim destination in north India and said the conditions are worse in the areas like Bantalab, Muthi, Ploura, Durga Nagar and similar other localities, which stand testimony to the municipal apathy.
“Irony of the non governance is that instead of going for the course correction those holding the constitutional position are mocking the people by provocative gestures like their purchasing capacities”, he said, hoping that bare minimum sensitivity would be shown by responsible people at the helm. Such tantrums are against civility and good human behaviour, the former minister said.
Mr Sadhotra feared that the decision of imposing the property tax would be extended to the rural area once implemented in the urban pockets. The government is testing the public response as well as patience by imposing unjust decisions on them, he said.
Mr Ajay Sadhotra cautioned the double engine governments against taking policy decisions in J&K, which remain the domain of the democratically elected dispensations. Denying democracy to people is hallmark of the BJP model of governance. This might have worked for some time but can’t work all the time keeping in view democratic ethos of the country. He said the National Conference will fight anti people measures democratically, given its track record of fighting the just cause of all segments of J&K.
Mr Sadhotra recalled the waiving of tax on the rental of the properties in Jammu and Kashmir during the NC government, led by Dr Farooq Abdullah as Chief Minister between ¹996 and 2002, saying this is how people’s governments work in the larger public interest. Politically naive and insensitive BJP should learn lessons from the good governance and work for public welfare, he said. “Nothing short of the complete withdrawal of the property tax will be acceptable to people of J&K”, Mr Sadhotra maintained.
