    Mangaluru: The anti-toll gate action committee, which spearheaded the successful agitation against the toll gate at Surathkal here has asked voters in the twin districts of Dakshina Kannada and Udupi to defeat the BJP in the ensuing assembly elections for imposing hefty hike in toll charges on highways.

    In a statement here, the committee convenor Muneer Katipalla strongly criticised the union government’s decision to increase highway toll charges by 25 per cent with effect from April 1.

    Katipalla said the hike in toll charges has burdened the people who are already affected by price rise and increased cost of living.

    Toll charges have now been increased at the four toll plazas in DK and Udupi districts, he said.

    The common people should show their political will to teach the BJP a lesson in the coming elections and force all political parties not to act to benefit of corporates, he said.

    While DK has two toll gates at Talapady on the National Highway border with Kerala and Brahmarakootlu on the Mangaluru-Bengaluru NH 75. Udupi has two toll plazas at Hejmady and Sasthana, both on NH 66.

    Bengaluru: The Special Court for People’s Representatives in Bengaluru on Saturday sent Karnataka BJP MLA Madal Virupakshappa to 10-day judicial custody in connection with the bribe for tender case.

    Justice Jayath Kumar issued the order after the Lokayukta sleuths produced the accused before the court.

    Virupakshappa, who is the prime accused in the case, was arrested on March 27 and produced before the court the next day. The entire episode has caused embarrassment to the party ahead of the May 10 Assembly elections.

    Virupakshappa’s son Prashath Madal, a government official, was caught red-handed while receiving Rs 40 lakh bribe for allotment of procurement order of raw materials for the Karnataka Soaps and Detergents Limited (KSDL), a public sector unit.

    The accused MLA was the Chairman of KSDL and his son was allegedly receiving bribes on behalf of his father.

    The authorities had seized Rs 8.12 crore in cash, 1.6 kg gold from the residences of the accused BJP MLA and his son, who was arrested.

    Hassan: Income Tax officials on Saturday conducted searches at the Hassan District Cooperative Central Bank, which has JD(S) leaders on its board, just days after the schedule for Assembly polls in Karnataka was announced, sources said.

    The Model Code of Conduct came into effect in the state on March 29 when the Election Commission put out the dates for the polls.

    Former prime minister H D Deve Gowda’s grandson and former state minister H D Revanna’s son Suraj Revanna,who is also the JD(S) MLC, JD(S) MLA C N Balakrishna and former JD(S) MLC Patel Shivaram are among the directors of the cooperative bank, the HDCC website shows.

    Sources said the IT officials are checking the files since Friday and continued their operation on Saturday. They also seized some documents.

    There was deployment of police at the bank and no person other than bank authorities were allowed to enter the premises, sources added.

    Neither the bank officials nor the IT sleuths were available for comment.

    Bengaluru: Election officials on Friday intercepted and checked Karnataka Chief Minister Basavaraj Bommai’s car when he was on his way to a temple in Chikkaballapura district.

    The Model Code of Conduct is in force in the State, which goes to polls on May 10.

    A video showing officials checking the vehicle has gone viral on social media.

    According to sources, Bommai was heading to Ghati Subramanya temple in a private car — as he had surrendered his official car on the day the election schedule was announced on Wednesday — when it was stopped at Hosahudya checkpost.

    “Nothing objectionable was found, and officials then allowed the vehicle to go, and the Chief Minister continued his journey,” sources added.

    Lingayats hold key to electoral outcome in poll-bound Karnataka

    Bengaluru: In poll-bound Karnataka, where caste is one of the crucial factors in deciding the outcome of elections, it is key to understand the importance of the influential Lingayat or Veerashaiva-Lingayat community, to analyse the polity of the state.

    Emerging in the 12th century, out of a distinct thought process that questioned the existing traditions, with Basavanna and other ‘Vachanakaras’ revolting against the caste system, that found support from all those who were discriminated, especially the working class, the sect that came to be known as Lingayats, has a significant place in the social history of Karnataka.

    Lingayats are said to constitute about 17 per cent of Karnataka’s population, and the community has dominance in as many as 100 out of total 224 constituencies, majority of these seats being in north Karnataka region.
    Vokkaligas constitute 15 per cent, OBCs 35 per cent, SC/STs 18 per cent, Muslims about 12.92 per cent, and Brahmins about three per cent.

    However, a caste census conducted between 2013 and 2018, which has not been made public yet, pegs the population of Lingayats and Vokkaligas much lower at nine and eight per cent respectively.

    In the present Assembly, there are 54 Lingayat MLAs from across parties including 37 from the ruling BJP.

    Also, out of the 23 Chief Ministers that Karnataka has had since 1952, as many as 10 have been Lingayats, followed by six Vokkaligas, five from Backward Classes, and two Brahmins.

    Well aware, as to how crucial it is, to get the support of the Lingayats to win the May 10 polls, political parties are trying to woo the influential community.

    Until 1989, the Lingayats were in the Congress’ fold and had formed the strong support base of the party, but the sacking of the then Chief Minister Veerendra Patil, a Lingayat, who was recouping from a stroke in 1990, by Rajiv Gandhi, turned the community against the party.

    The Congress, which had won 178 of the total 224 seats in the 1989 elections under the leadership of Veerendra Patil, was reduced to 34 seats in the next election.

    With the disintegration of Janata Parivar and the emergence of B S Yediyurappa in the BJP, the larger part of the community’s vote base shifted towards the saffron party, making Karnataka its southern citadel.

    It got further strengthened when former Chief Minister and JD(S) leader H D Kumaraswamy declined to transfer power to Yediyurappa in 2007, violating the power sharing agreement of BJP-JD(S) coalition, resulting in government collapsing and the latter riding on the sympathy wave in the next Assembly polls.

    After the 2008 Assembly elections, BJP formed its first government to the south of Vindhyas, under Yediyurappa’s leadership by winning 110 seats, but five years later in 2013 polls, the saffron party’s tally plunged to just 40 seats, as Yediyurappa by then had parted ways with the BJP and had formed a new political outfit- the Karnataka Janata Paksha.

    Though Yediyurappa’s new outfit KJP managed to get only six seats in that polls, it secured a vote share of about ten per cent, badly denting the BJP’s prospects. Later, Yediyurappa rejoined the BJP ahead of 2014 Lok Sabha polls, with Modi at the helm, and in the subsequent Assembly elections in 2018 it managed to win 104 seats, and the “Lingayat Strongman”, subsequently went on to become the Chief Minister once again.

    Fully aware of the importance of the community’s support, the saffron party ensured that another Lingayat — Basavaraj Bommai — succeeded Yediyurappa, when he stepped down as the Chief Minister in 2021, citing age and party policy as the reason.

    Aimed at keeping its Lingayat support base intact even after the recent announcement by Yediuurappa to retire from electoral politics, the BJP is falling back on the seasoned oarsman making him a key poll mascot, by pushing him to the top of the campaign plank, amid efforts by the Congress to woo the community by projecting that the saffron party has sidelined the octogenarian leader (who has a considerable sway on Lingayat votes).

    The party also tried to do some kind of justice to the reservation demand by a section of the Lingayat community, enhancing their quota by 2 per cent.

    While the presence of the JD(S) is by and large limited to the Old Mysuru region dominated by the Vokkaliga community, the Congress that has pan-Karnataka presence has been making consistent efforts to regain lost ground, among the Lingayat support base.

    However, the then Siddaramaiah-led Congress government’s decision to recommend to the Centre to accord ‘religious minority’ status to the Lingayat community had resulted in electoral losses for the party in 2018 Assembly polls.

    Along with Congress facing losses in the Lingayat-dominated constituencies, most of its leaders who were actively involved in the ‘separate Lingayat religion’ movement suffered defeat.

    It was largely seen as consolidation of Lingayat votes in favour of the BJP’s narrative that the Congress divided society by declaring Lingayats as a minority community, and that it was an attempt to prevent Yeddyurappa, a Lingayat, from becoming chief minister.

    The move was also seen as an attempt to divide the community itself, as a section expressed resentment over projecting Veerashaivas and Lingayats as the same.

    While one section led by Akhila Bharata Veerashaiva Mahasabha had demanded separate religion status, asserting that Veerashaiva and Lingayats are the same, the other group wanted it only for Lingayats as they believe that Veerashaiva is one among the seven sects of Shaivas, which is part of Hinduism.

    Congress, which lacks a big mass leader from the community, has appointed senior Lingayat legislator M B Patil as the Chairman of its campaign committee ahead of the 2023 Assembly polls, while another legislator, Eshwar Khandre, was made the state unit’s working president.

    Maths also play an influential role in socially and politically channeling the Lingayat community.

    Several Lingayat maths across the state are politically influential, and so do the seers or pontiffs who head them.

    Another factor is various sub-castes within the community like- Banajiga (to which Yediyurappa belongs), Sadar (Bommai’s sub-caste), Ganiga, and Panchamasalis, which too play a crucial role in Lingayat politics.

    Panchamasalis, who are said to be numerically higher among the Lingayats, under the leadership of their seer Basava Jaya Mruthyunjaya Swamiji, had until recently held an agitation, demanding higher reservation in employment and education, which had put the ruling BJP government in a tight spot ahead of the Assembly polls, as they had threatened electoral consequences if their demands are not met.

    Aimed at placating them the government recently decided to enhance the quota for Lingayats by two per cent under the state’s OBC list.

    Bengaluru: Amid speculation over whom the BJP would field against Karnataka Congress strongman Siddaramaiah in Varuna constituency in the May 10 Assembly polls, party stalwart B S Yediyurappa on Thursday did not rule out the possibility of his son B Y Vijayendra entering the fray.

    Varuna in Mysuru district is among the key seats to watch out for as Siddaramaiah, the Congress legislature party leader and former Chief Minister, has thrown his hat in the ring in this segment, currently represented his son Yathindra.

    When asked by reporters whether Vijayendra would be fielded from Varuna, Yediyurappa said, “Discussions are going on. Siddaramaiah knows that his ground is slipping away. I don’t think it is so easy for him. We will field a good candidate. We will give a tough fight. Let’s see what happens.”

    The BJP veteran and four-time Chief Minister said the decision on whether to give the Varuna ticket to Vijayendra, who is the state BJP vice-president, would be left to the party’s central leadership.

    Commenting about it, Siddaramaiah told reporters at the Congress office that he was not bothered about the candidate who would contest against him.

    Congress state president D K Shivakumar who was also present, quipped that his party would welcome it if Yediyurappa himself decided to contest from Varuna.

    Yediyurappa has announced his retirement from electoral politics.

    New Delhi: An exclusive opinion poll conducted by ABP-CVoter in Karnataka in late March reveals that the Congress will probably win a majority of seats in the 224-seat Karnataka Assembly, which will go to the polls on May 10.

    According to an analysis of the survey data, the vote share of the Congress could rise from 38 per cent in 2018 to 40.1 per cent this time. Compared to 80 seats in 2018, the ABP-CVoter survey projects the Congress to win between 115 and 127 seats.

    The survey also reveals that the party is leading over rivals BJP and JD(S) in all the regions of Karnataka. Even in the old Mysore region, which has been a stronghold of the JD(S), the Congress is projected to edge ahead of its rival while the BJP is projected to perform very poorly in this region.

    Using scientific random sampling techniques, the survey interacted with around 25,000 respondents across all demographics, age groups and identities.

    According to the survey, the BJP will probably lose the state by some distance. The vote share of the party could come down from 36 per cent in 2018 to 34.7 per cent this time. The drop in vote share is small, but the projected loss of seats is far higher.

    From 104 seats in 2018, the party is projected to win between 68 and 80 seats, far behind the Congress. Contrary to what some political analysts say, the JD(S) will not be decimated or wiped out, as per the survey. The vote share of the party remains virtually the same at 18 per cent while the number of seats won drops from 37 in 2018 to between 23 and 35 seats this time.

    If the initial ABP-CVoter poll projections hold true, the Congress could be in a position to form the government on its own in Karnataka like it had done in 2013.

    New Delhi: In a bid to ensure participative election in Karnataka, the Election Commission will set up 40 ‘ethnic polling stations’ for particularly vulnerable tribal groups (PVTGs).

    Polls in the state will be held in a single phase on May 10, while counting will take place on May 13.

    “The venue, look and feel of these booths will be different. It would be more contextual to the tribals so that they feel at home. And the very fact that we are focusing on it is an invitation to them to come out and vote,” Chief Election Commissioner Rajiv Kumar told a press conference here.

    PVTGs were formerly known as primitive tribal groups.

    New Delhi: The AAP on Wednesday released its manifesto for Karnataka polls giving 10 guarantees, which included 300 units of free electricity per month, 80 percent reservation to locals in jobs, and 33 percent reservation to women in government jobs if voted to power.

    The Arvind Kejriwal-led party, which is gearing up to contest all seats in Karnataka assembly polls, also promised that it will generate 2 lakh jobs every year and fill up all the vacant posts, with preference to regularisation of contractual staff.

    Kannada proficiency will be made mandatory for the state government jobs if the Aam Aadmi Party (AAP) is voted to power, Rajya Sabha MP Sanjay Singh said, releasing the party manifesto at a press conference in Bengaluru, a few hours after the Election Commission announced Karnataka assembly polls schedule.

    “It’s not just a poll manifesto, it’s a list of 10 guarantees which we will fulfil as we did in Delhi and Punjab,” Singh said.

    The AAP’s Karnataka unit convener Prithvi Reddy and other office bearers from the state were present at the press conference.

    If voted to power, AAP will make government schools better than the private schools, set up a committee to fix and regulate private schools fees, and regularise jobs of contractual teachers in the state, Singh said.

    “Students of the state will be provided with free city bus transport facility,” he added.

    For students who pass Class 12, a programme will be rolled out to give them a six month-long employability training with a Rs 5,000-per month stipend, Singh said.

    “Voting age for the local body elections will be lowered to 16 years,” he added.

    The AAP will provide 33 per cent reservation in the state government jobs to women and also free city bus rides to them, Singh said.

    Every below poverty line woman above 18 years will get Rs 1,000 per month as “empowerment allowance.”

    “The farm laws will be repealed. MSP will be provided based on the Swaminathan committee report. Guaranteed 12-hour free power will be provided for farming,” the AAP leader said.

    “While old age pension will be increased from Rs 400 to 1,500 per month, widow pension will be increased from 800 to 2,000 plus Rs 500 per dependent child per month. Minor disability pension will be increased from Rs 600 to Rs 1,500 per month. Major disability pension will be increased from Rs 1,400 to Rs 2,500 per month,” he added.

    Free health care services from medicines to surgeries, establishment of Delhi-model mohalla clinics in every locality and panchayat, and doorstep delivery of ration and government services were some of the other promises made by the party, according to its manifesto.

    New Delhi: The Election Commission of India will announce the schedule of the General Election to the Legislative Assembly of Karnataka slated this year at 11:30 am on Wednesday, the ECI said.

    The EC will hold a press conference at Plenary Hall, Vigyan Bhawan in the national capital.

    Karnataka, which has 224 seats in the Assembly currently has 119 MLAs of the ruling BJP, while Congress has 75 and its ally JD(S) has 28 seats.

    With months to go for the Assembly elections, the political parties including the ruling BJP, Congress and ally JD(S) began the spate of allegations and counter-allegations, with the latter attempting to corner the government over the issue of corruption.

    The BJP government, being led by Chief Minister Basavaraj Bommai is also putting in efforts to return to power and stressing on the Kannadigas issue, reservation to the Lingayat and Vokkaliga communities by scrapping a religion-based reservation for the Muslim community, a decision which the state government took recently.

    The government, last year, had proposed that the companies that do not give first preference to Kannadigas will not be eligible for incentives. The government’s move came in the later part of last year in a bid to promote Kannada. It was included in the Kannada Language Comprehensive Development Bill.

    Meanwhile, Union Home Minister Amit Shah has made several visits to Karnataka, a state which he has described on numerous occasions as the BJP’s “gateway to the South”.

    Shah on Monday chaired a meeting with the state BJP core committee and election management committee in Bengaluru on Monday.

    Earlier on Sunday, Amit Shah lauded Karnataka Chief Minister Basavaraj Bommai and his immediate predecessor and BJP veteran BS Yediyurappa stating that both have provided “good governance” during their respective tenures.

    Citing the developmental work done by the BJP government under both chief ministers, Shah urged the people to form the party’s government with a full majority in the upcoming Assembly elections slated this year.

    In February last year, Amit Shah urged the people to give a chance to former chief minister BS Yediyurappa for forming a corruption-free government.

    He said that Congress and Janata Dal (Secular) are dynastic parties and such parties can never work for the welfare of the people.

    “Give a chance to Yediyurappa and we will give you a corruption-free government. Congress and JDS are dynastic parties and such parties can never work for the welfare of the people. Every vote polled for JDS will benefit the Congress party, and every vote polled for Congress will benefit Siddaramaiah and his ATM government in Delhi,” he said.
