    The West isn’t really saying “never” on fighter jets for Ukraine — it just wants to focus first on getting Kyiv weapons for a looming offensive.

    That’s the sentiment emerging in the wake of U.S. President Joe Biden’s blunt “no” — echoed to various degrees by leaders in Germany and the U.K. — to the question of whether he would be sending Ukraine the fighter jets it is requesting. While officials have publicly remained relatively unequivocal that no jets are forthcoming, private discussions indicate it may actually just be a matter of time.

    At the Pentagon, senior U.S. officials acknowledge Ukraine will need to modernize its aging Air Force with new fighter jets — eventually. But for now, officials are focused on sending the weapons Kyiv needs for the immediate fight. 

    The same conversations are happening in Europe. Countries like Poland, the Netherlands and France have indicated an openness to the idea, but officials stress there’s considerable work to be done just to get Ukraine the taboo-shattering weapons promised in recent weeks. 

    “I think it is an issue of longer-term perspective,” said one Eastern European senior diplomat. “We need to deliver what was committed in January as soon as possible. It is really impressive, but time is of the essence.”

    The chatter indicates that while the tenor is negative for now, the issue is one likely to linger behind the scenes and eventually reemerge. 

    It’s a pattern that has occurred over and over for the Western alliance since the war began: Something that was once forbidden — from German weapons in a war zone to Ukraine receiving modern tanks — creeps its way toward reality as the war grinds on, the West’s commitment deepens and equipment requiring significant training no longer seems irrelevant. 

    “A lot of people still don’t understand that the war is far from over,” Ukrainian Deputy Foreign Minister Andriy Melnyk told POLITICO. “In fact, Putin appears to have even more of an appetite than ever. Without air support you can’t fight a modern war.”

    The world has changed

    The possibility of sending Ukraine fighter jets stretches back to the war’s early days.

    In the weeks after Russia sent troops streaming across the border, the Polish government claimed it was ready to transfer Soviet-era fighter planes to the U.S. so they could then go to Ukrainian pilots. 

    A stunned Washington shot down the offer. The training was too difficult, officials said, and sending planes from a NATO base into Ukraine could risk a direct confrontation with Russia. The subject faded away.

    Nearly a year later, much has changed. An early blitz on Kyiv has morphed into trench warfare. A war that may last days or weeks now could linger for years. 

    Along the way, Western allies have blown through one red line after another. Heavy weaponry, howitzers, long-range rocket systems, armored vehicles — all eventually made their way to Ukraine. And finally, in a watershed moment last month, allies joined together to pledge roughly 80 modern, Western-made tanks.  

    Suddenly, the idea of fighter jets didn’t seem so outlandish. Ukraine seized the moment, renewing its request. Momentum seemed to be growing. Then Biden and his European cohorts stepped in to slow things down. 

    Their caution reflected behind-the-scenes arguments from Western diplomats, who said it was impossible to send Kyiv jets and train pilots in time for a looming Russian offensive. And, they noted, new planes are not crucial for those upcoming battles anyway.

    Still, a military adviser to the Ukrainian government said the discussion on jets is simply in its “early days” and expressed confidence the Western position will evolve in the coming weeks. 

    “In Germany,” Melnyk recalled, “I learned that it was helpful to take people out of their comfort zone. Much of the population had no idea what weapons system the army even had in its arsenal. We helped to educate them.”

    U.S. officials, congressional aides and advisers involved conceded they are continuing to work on possible jet deliveries behind the scenes.  

    “They remember him saying ‘no’ to Patriot and Abrams for a while too,” said one U.S. defense official, recalling Biden’s evolving comments on air-defense systems and tanks.

    Fuel up for months of jet talk

    Indeed, the jets chatter is far from dead. 

    Kyiv has focused its demands on so-called fourth-generation jets like the U.S.-made F-16s, which have been in service since the 1980s. Ukrainian military officials estimate the F-16 training could take six months; some U.S. officials say it could even be as little as three to four months for seasoned Ukrainian pilots. The cutting-edge F-35s, meanwhile, have never been on the table.

    While it’s unlikely the U.S. would send its own fighter jets, which are in high demand for national security missions around the world, officials might consider letting other countries transfer their own F-16s, said a senior U.S. Defense Department official, speaking on condition of anonymity to discuss a sensitive topic. The U.S. must sign off on any F-16 transfers because of export restrictions.

    Some European countries with F-16s in their inventory, like the Netherlands, have already shown they are open to doing exactly that. France is also transitioning to an air force of Rafale planes, meaning Paris will have older jets it could give to Ukraine — jets that wouldn’t need American sign-off.

    “There are other countries that are talking about this. So, as they come forward with proposals for them to do it, I think we’ll have those conversations,” the senior DoD official said. “I don’t think we are opposed on the fourth-generation aircraft issue, I just think we have to make sure that we continue to prioritize.”

    Right now, officials are more focused on sending Ukraine air defenses to protect Ukrainian cities and infrastructure, as well as armor and artillery for the expected spring offensive. Sending Kyiv fighter jets “does not solve the cruise missile problem, it does not solve the drone problem,” the official said, adding that there have been no high-level discussions yet about sending F-16s.

    Behind the scenes, U.S. administration officials are careful not to rule out jet shipments. White House National Security Council spokesperson John Kirby refused multiple requests to elaborate on the president’s comments on Tuesday. A Pentagon spokesperson said there were no new announcements.

    “The biggest risk is prolonging the conflict,” former NATO Secretary-General Anders Fogh Rasmussen told POLITICO on Wednesday. “That’s why we have an interest in ending the war quickly with weapons.” 

    Western allies, Rasmussen said, must ship Ukraine everything it needs without delay.

    “If we deliver all the weapons Ukraine needs, they can win,” he argued, stressing that even included retaking Crimea, the region Russia annexed in 2014 that many Western allies consider a no-go zone for the moment.

    The next major moment on defense ministers’ calendar is February 14, when officials gather at NATO headquarters in Brussels for a meeting of the so-called Ramstein format — the grouping for allies to discuss weapons shipments for Ukraine. 

    While the issue of jets is likely to come up at the gathering, officials see the conversation on jets as a “long-term” project, as one senior European defense official put it. Ukraine may raise the topic at the February meeting, the official said, “but the focus will still be on air defense, tanks, ammo.”

    Back in Paris, the mood was nonetheless upbeat on Tuesday as Ukraine’s Defense Minister Oleksii Reznikov met with French officials. Reznikov predicted Ukraine could receive F-16s, the Swedish-made Gripens “or something from France.” 

    During the recent discussions around tanks, France moved early to send Ukraine light tanks — a decision it argues set the stage for allies to later approve the norm-breaking battalion of heavy tanks. Now, France is sending cryptic signals it may aim to play a similar role. 

    “I wonder what the messaging means,” said Pierre Haroche, a Paris-based lecturer in international security at the Queen Mary University of London. “If France wants to retain leadership, it has to follow words with actions.”

    Public authorities in the Netherlands are being told to steer clear of TikTok amid growing concerns across the EU and U.S. that the Chinese-owned video-sharing platform poses privacy risks.

    Dutch ministries and agencies are mostly following a recommendation to shun TikTok accounts and stop government communication and advertising on the platform, two government officials told POLITICO. This is despite the app’s skyrocketing popularity in the Netherlands, where it has around 3.5 million users.

    The Dutch pivot away from TikTok follows advice issued by the general affairs ministry to “suspend the use of TikTok for the government until TikTok has adjusted its data protection policy” announced in November. While the recommendation resembles a recent U.S. government decision from December to ban the use of TikTok on government devices, the Dutch guidance is far more limited in scope and enforcement.

    It’s the latest example of how TikTok, owned by the Beijing-headquartered ByteDance, is facing headwinds in Europe, adding to its troubles in the U.S. The firm is already under investigation for sending data on European Union users to China. One of the video app’s fiercest European critics is French President Emmanuel Macron, who has called TikTok “deceptively innocent” and a cause of “real addiction” among users, as well as a source of Russian disinformation. 

    Dutch officials have sought to strengthen ties with Washington in recent months as the U.S. pushes for more export controls on selling sensitive technology to China, including machines made by Dutch chips printing giant ASML. Dutch Prime Minister Mark Rutte this month met with U.S. President Joe Biden, where they discussed how to “quite frankly, meet the challenges of China,” the U.S. leader told reporters ahead of the meeting.

    The Dutch policy on TikTok, which is effectively a pause rather than a ban, is mainly targeted at stopping the use of TikTok for “media” purposes, a spokesperson for the general affairs ministry said, and doesn’t explicitly instruct government officials to delete the app from phones.

    The spokesperson said it’s hard to evaluate how strictly government services have abided by the advice since the ministry isn’t monitoring separate services’ use of the app. But the two officials said the advice had triggered a clear shift away from the Chinese-owned app, in line with growing security concerns across the West.

    A junior Dutch government coalition party called in November for a full ban on the app “in its current form.” Asked by reporters what he thought of this proposal, Rutte said this was “the opinion of five seats in the Dutch lower chamber.”

    TikTok admitted in early November that some of its China-based employees could access European TikTok user data. It also came under intense scrutiny in the U.S. over a report in Forbes magazine in December that employees had accessed data to track the location of journalists covering TikTok.

    This month, TikTok Chief Executive Shou Zi Chew visited Brussels to assuage concerns in meetings with EU commissioners including Executive Vice President Margrethe Vestager, Vice President for Values Věra Jourová and Justice Commissioner Didier Reynders.

    “I count on TikTok to fully execute its commitments to go the extra mile in respecting EU law and regaining [the] trust of European regulator,” Jourová said in a warning shot at the company. There could not be “any doubt that data of users in Europe are safe and not exposed to illegal access from third-country authorities,” she said.

    TikTok said in a comment that it’s open to engaging with the Dutch government “to debunk misconceptions and explain how we keep both our community and their data safe and secure.”

    BERLIN — Germany and its European partners plan to “quickly” send two Leopard 2 tank battalions to Ukraine — suggesting about 80 vehicles — the government in Berlin announced Wednesday, adding that Germany would provide one company of 14 Leopard 2 A6 tanks “as a first step.”

    Other countries likely to send Leopards to the war against Russia include Poland, Spain, Norway and Finland.

    The decision by Chancellor Olaf Scholz — which emerged on Tuesday evening — marks a decisive moment in Western support for Ukraine in its fight against Russian aggression, which entered its 12th month this week and could soon heat up further as Moscow is expected to launch a new offensive.

    Following Berlin’s move, other European countries like Spain and Norway reportedly agreed to join the Leopard tank alliance.

    Andriy Yermak, the head of Ukrainian President Volodymyr Zelenskyy’s office, welcomed the German announcement as a “first step.”

    “Leopards are very much needed,” he said on Telegram.

    Zelenskyy himself also welcomed the move on Twitter. “Sincerely grateful to the Chancellor and all our friends in” Germany, he said.

    Russia’s Ambassador to Germany Sergei Nechaev said in a statement the decision was “extremely dangerous,” and took the conflict “to a new level of confrontation.”

    Kyiv had long urged Germany and other partners to supply its army with the powerful German-built Leopard 2 tank, but Scholz hesitated to take the decision, partly out of concern that it could drag Germany or NATO into the conflict. He remained adamant that such a move had to be closely coordinated and replicated by Western allies, most notably the United States.

    The news of an imminent announcement by U.S. President Joe Biden to send “a significant number” of American M1 Abrams tanks to Ukraine facilitated the chancellor’s decision. Scholz had come under huge pressure from European partners like Poland, as well as his own coalition partners in government, to no longer block the delivery of the German tank. Since they are German-made, their re-export needed the approval of the German government.

    “This decision follows our well-known line of supporting Ukraine to the best of our ability. We act internationally in a closely coordinated manner,” Scholz said in a written statement. He is also due to address the German parliament at 1 p.m. on Wednesday to further explain his decision.

    “The goal is to quickly form two tank battalions with Leopard 2 tanks for Ukraine,” a German government spokesperson said.

    “As a first step, Germany will provide a company of 14 Leopard-2 A6 tanks from Bundeswehr stocks. Other European partners will also hand over Leopard-2 tanks,” the spokesperson added.

    The spokesperson also said the training of Ukrainian crews on the tanks “is to begin rapidly in Germany.” Berlin would also provide “logistics, ammunition and maintenance of the systems.”

    Moreover, Germany will provide partner countries like Spain, Poland, Finland or Norway, which “want to quickly deliver Leopard-2 tanks from their stocks,” the necessary re-export permission, the spokesperson said.

    NATO Secretary-General Jens Stoltenberg tweeted that he “strongly welcomes” Berlin’s decision. “At a critical moment in Russia’s war, these can help Ukraine to defend itself, win & prevail as an independent nation.”

    Spain, which owns one of the largest fleets of Leopards in the EU, with 347 tanks, has previously said it would send tanks to Kyiv as part of a European coalition, according to El País.

    The Norwegian government is considering sending eight of its 36 Leopard tanks to Ukraine, but no decision has been made yet, Norwegian daily DN reported late Tuesday after a meeting of the parliamentary committee on foreign affairs and defense, quoting sources close to the deliberation.

    Portugal, which has 37 Leopards, could provide four tanks to the assembling European coalition, a source close to the government told Correio da Manhã late on Tuesday.

    The Netherlands, which is leasing 18 Leopards from Germany, is also weighing supplying some of their armored vehicles, Dutch newswire ANP reported, quoting a government spokesperson. On Tuesday, Dutch Prime Minister Mark Rutte said he was “willing to consider” buying the tanks from Germany and shipping them to Ukraine, but that no decision had been made.

    On Wednesday, the Swedish defense minister said that Sweden did not exclude sending some of its own tanks at a later stage, according to Swedish daily Svenska Dagbladet.

    Beijing wants to be friends again.

    Chinese diplomats are fanning out with a new softer message for international partners and adversaries alike. Gone is the aggressive “wolf warrior” rhetoric. In its place, a warmer tone and a promise of economic cooperation.

    Vice Premier Liu He took Beijing’s diplomatic olive branch to the exclusive annual huddle of the global political and business elite in Davos, Switzerland this week. With a heated transatlantic trade spat exploding in panel after panel and melting the Swiss Alpine snow, Liu offered a kinder, gentler Beijing.

    “China’s national reality dictates that opening up to the world is a must, not an expediency. We must open up wider and make it work better,” Liu said on Tuesday.

    The Chinese charm offensive drove a lot of private conversations in Davos amid the World Economic Forum gathering. Executives are eager to learn more — and as always to explore opportunities in a market as big as China’s. The shift, if real, would signal a return to something the Davos crowd considers more normal: a somewhat predictable, business-friendly Chinese communist leadership, more interested in making money than waging fights against internal critics or outside enemies. The improved economic relationship between China and Australia has fueled such optimism.

    Western officials have heard the message as well, but are suspicious that the outreach is more diplomatic sparkle than an indication of substantive changes. They are leery that the growing economic and military threat posed by China remains despite the velvet gloves.

    The shift has been gathering steam for weeks after China’s President Xi Jinping offered a warmer tone in his meeting with U.S. President Joe Biden in Bali in November. Xi urged a return to “healthy and stable growth” in bilateral relations.

    That has set in motion a cascade of Chinese initiatives seemingly aimed at repairing the harm done by years of “wolf warrior”-style diplomacy; saber-rattling across the Taiwan Strait; a more bellicose military posture in the Indo-Pacific; economic coercion; and high-tech espionage.

    China’s Foreign Ministry is rolling out a rhetorical red carpet for U.S. Secretary of State Antony Blinken’s visit in early February. Europe is bracing for a multi-country diplomacy spree by former Foreign Minister Wang Yi. On Wednesday in Zurich, U.S. Treasury Secretary Janet Yellen’s meeting with Liu reaped an invitation to visit China “in the near future.” And the Chinese Foreign Ministry signaled gentler public messaging by banishing pugnacious spokesperson Zhao Lijian to the bureaucratic backwater of the ministry’s Department of Boundary and Ocean Affairs last week.

    Western officials still have their guard up, though — particularly since Chinese diplomats were until recently issuing outright threats to their host countries. 

    “We are seeing a warmer Beijing that’s keen to talk about a business-as-usual approach, and there are fewer wolf warrior narratives,” an EU official told POLITICO on condition of anonymity because he isn’t authorized to speak on the record. “However, a softer face doesn’t necessarily mean a softer heart.”

    Russia’s friend

    That skepticism springs from the fact that Beijing isn’t matching its rhetorical expressions of bilateral goodwill with any substantive policy shifts. China’s “no limits” alignment with Russia continues even after Moscow’s war on Ukraine and record numbers of Chinese military aircraft regularly menace Taiwan. Beijing denies its well-documented abuses against Uyghur Muslims in Xinjiang and continues what the U.S. calls “unfair trade practices” that sustain billions of dollars of U.S. tariffs on Chinese imports.

    There are also suspicions that China is seeking to prevent the imposition of additional crippling U.S. export restrictions on high-technology items such as semi-conductors — and slow down or derail U.S. efforts to persuade its allies to do likewise.

    “Xi wants the American boot off his neck — he can’t stomach any more tech containment or more sanctions and recognizes that a lot of [Beijing’s] foreign diplomacy has backfired and he wants to lower the temperature,” said Craig Singleton, senior China fellow at the Foundation for Defense of Democracies. Beijing’s uptick in diplomatic outreach aims to “seek a reprieve from Washington’s regulatory assault on China’s tech sector, and then lay the groundwork to stimulate China’s economy after this current COVID wave subsides,” Singleton said.

    China is in desperate need of an international image overhaul. The results of a Pew Research survey published in June indicated “negative views of China remain at or near historic highs” in 19 European and Asian countries due to concerns about human rights and perceptions of a growing Chinese military threat. Pew Research Center survey results released in September revealed that 82 percent of Americans in 2022 had “an unfavorable opinion of China,” an increase from 76 percent the previous year.

    Beijing’s change in tone reflects its alarm at the Biden administration’s success in rallying international support for his China-countering Indo-Pacific Strategy. That has included arch-rival Japan’s embrace of closer defense ties with the U.S. underwritten by a multibillion-dollar investment in Tokyo’s military.

    The ruling Chinese Communist Party’s sense of vulnerability is heightened by China’s raging COVID outbreak and an economy pummeled by three years of lockdown linked to the country’s now-defunct zero-COVID policy. “There’s recognition [in Beijing] that — wait a minute, the U.S. is not going anywhere, it is still a major geopolitical power — and so China has to reengage with the United States,” said Victor Shih, an expert in Chinese elite politics at the University of California, San Diego’s School of Global Policy and Strategy.

    Uphill struggle

    But old habits die hard. Vice Foreign Minister Xie Feng, the incoming Chinese ambassador to the U.S., accused the Biden administration of “besieging China through geopolitics such as the Indo-Pacific Strategy,” in a speech on Monday. And besides Zhao’s removal from the Foreign Ministry press briefing platform, Xi hasn’t fired or demoted any senior “wolf warrior” diplomats, points out Joshua Kurlantzick, a senior fellow at the Council on Foreign Relations.

    EU officials in Brussels are preparing for a visit by Wang, the former Chinese foreign minister who has been promoted into the 24-person Politburo, the Communist Party’s ruling body, to oversee foreign affairs. 

    But Wang faces an uphill struggle in convincing Europe of a shift in China’s diplomatic settings. The EU is angered by Xi’s close relationship with Moscow despite Russia’s aggression against Ukraine. In response, European leaders have started exploring the diversification of sources of key imports, including those from China.

    In conversations with their European counterparts, Beijing officials and diplomats have adopted the tactic of highlighting recent transatlantic disputes to try to persuade the Europeans that the U.S. — even after the Donald Trump era — remains an untrustworthy ally.

    “They like to repeat the U.S. ‘gains’ in the Russian war against Ukraine, as well as the IRA,” another European official said, referring to the Biden administration’s Inflation Reduction Act, which is seen by many Europeans as a protectionist policy unfavorable to EU businesses. China claims that the U.S. military-industrial complex stands to gain from the war, while Europe suffers more from the energy crisis than the U.S. 

    Beijing is also reaching out to traditional allies in the U.S. business community to amplify its more benign messaging. Wang sat down in Beijing last month with John Thornton, former Goldman Sachs president and the current executive chair of Barrick Gold Corporation. That meeting signaled that “China is open to dialogue with the United States at all levels,” current Chinese Foreign Minister Qin Gang tweeted.

    Similar outreach to the European business community may fall flat.

    “China heavily subsidizes its industry and restricts access to its market for EU companies,” European Commission President Ursula von der Leyen said during the World Economic Forum in Davos on Tuesday. “We need to focus on de-risking rather than decoupling. This means using all our tools to deal with unfair practices.”

    But Beijing will hope that persisting with the warmer rhetoric will pay off even if the fundamentals don’t change.

    “There are elements of Wall Street and certain constituencies in the U.S. government that are extremely receptive to talk about stability and predictability in the U.S.-China relationship after a very volatile two years,” said Singleton from the Foundation for Defense of Democracies. “But it’s an illusion.”

    Last November, at Joe Biden’s thinktank in Washington DC, aides to the US president were packing up and they found something that shouldn’t have been there: a stash of classified documents.

    As David Smith tells Michael Safi, that was not the end of the matter. A further search of Biden’s property turned up more secret documents that needed to be handed over to the national archives. It’s left Biden with a legal headache, but perhaps more pressing: a political one.

    The revelations have been leapt upon by supporters of Donald Trump who wasted no time in calling for Biden to face the same scrutiny as the former president who saw his own home raided by the FBI after ignoring demands to hand over documents he had taken without authorisation.
