Big Update Regarding Reopening of Schools: Board Officials

Srinagar, Feb 17 (KNO): Amid confusion among the teachers of the School Education Department regarding reporting back to their respective institutions after the winter vacations, officials Friday said only teachers of Secondary and Secondary Schools will have to report on February-20.

The official said that as per the instructions, the teaching staff of High and Higher Secondary Schools will have to report back to their respective schools on February-20.

According to the news agency Kashmir News Observer (KNO), the official said, “There is no mention of resumption of duties for primary school teaching staff. So it is clear that they would not have to report on February-20.”

“However, such teaching staff may be ordered to report back to their respective institutions a few days earlier for streamlining the things,” the official said.

Earlier in November-2022, the School Education Department had said, “The Teaching staff of High and Higher Secondary Schools shall report back to their respective schools on February-20-2023, so that they remain available for making arrangements regarding preparation of ensuing examinations.”

”All teachers shall remain available on demand for any online guidance of students during vacation period. Any default on part of the Head of the Schools or Teaching staff in observance of the above schedule shall attract strict action under Rules,” it reads—(KNO)

Jammu & Kashmir Government Orders Premature Retirement of  Officers

JAMMU, FEBRUARY 16 (KN) : In its endeavor to make the Administration more efficient and transparent, the Jammu and Kashmir government on Thursday ordered premature retirement of 02 officers, one each belonging to Prison Department and Transport Department respectively.

These officers conducted their duties in ways which were unbecoming of public servants and in violation of the established code of conduct.

The exercise was conducted as part of regular process of scrutiny of records of employees, who cross age/service period in terms of Article 226(2) of J&K CSRs.

Out of these retirees, the officer belonging to Prison Department was found involved in wrongdoings while performing his duties during his services career and had remained ineffective in discharging the assigned duties besides, had doubtful integrity. The other officer belonging to Transport Department was found involved in a serious criminal case for acquiring disproportionate assets and had doubtful integrity with inefficient performance during his service career.

According to the recommendations of the Review Committee, the performance of these employees was found unsatisfactory and their continuation in the government service was found against the public interest.

During the recent past, as part of its zero tolerance policy towards corruption, various employees have been dismissed from service on account of official misconduct, after rigorously following departmental proceedings against them. Many cases are under scrutiny with the Empowered Committees constituted for consideration of cases under Article 226(2) of J&K CSRs. Further, many employees have also been terminated from service on account of anti-national activities.

Meanwhile, the government has also initiated several measures for human resource development of its employees in Jammu and Kashmir which includes timely promotion of eligible employees leading to smooth career progression, fast tracking the recruitment process through recruiting agencies and abolishing of interviews for most of the non-gazetted vacancies referred to the Services Selection Board. The Government is also contemplating institutionalization of referral of vacancies to recruiting agencies so that recruitments start in month of April every year in accordance with defined calender.(KN)

Srinagar, Feb 16 (KNS): Doctors Association Kashmir (DAK) on Thursday has sought restoration of old pension scheme for the government employees of Jammu and Kashmir (J&K).

“Revival of old pension system would ensure social and financial security of employees,” said DAK President Dr Nisar ul Hassan.

Dr Hassan said under the old pension scheme an employee gets 50% of his/her last drawn salary as monthly pension with the addition of dearness allowance as and when declared by the government.

“After the demise of the retired employee, the nominee gets 50% of the total amount drawn by the retired employee as a family pension,” he said.

Government employees in J&K recruited on or after January 1, 2010 are not eligible for old pension scheme and come under the new pension scheme.

The DAK President said the new pension scheme does not provide the guarantee of pension and there is no provision of family pension in the new system.

“Under the new scheme, employees are required to contribute 10% of their monthly salary, which the government matches and invests in equity shares,” he said adding “the new scheme is market linked and hence uncertain.”

Dr Nisar said employees spend their productive years of life in government service with the hope that post retirement they get guaranteed pension which will give them financial independence in old age when they can’t earn.

“The employees put in their blood and sweat during service to cause good governance and government is duty bound to provide them with a sense of security post retirement,” he said.

General Secretary DAK Dr Arshad Ali said under the new pension system, the hard-earned retirement fund of employees is subjected to the vagaries of share market which fluctuates at the drop of a hat putting the social security of employees at risk.

“An employee cannot work with his full potential and contribute to good governance if his socio-economic security is threatened,” he said.

“Four of the States including Rajasthan, Chhattisgarh, Jharkhand and Haryana have gone back to old pension scheme and the chorus for restoration is also mounting in other states,” he added.(KNS)

Turkey earthquake: Girl, 17, rescued from rubble after over 248 hours, Details Here
Over 248 hours after massive earthquakes hit Turkey, the authorities have rescued a 17-year-old girl from the rubble of a building that collapsed in the southern central province of Kahramanmaras, reported Reuters citing state broadcaster TRT Haber. Rescuers are continuing to extricate people even 10 days after the earthquake which has caused massive destruction and loss of lives in the country.

According to Turkey’s Disaster and Emergency Management Authority (AFAD), the death toll in Turkey has risen to 36,187, reported Reuters. It added that more than 4,300 aftershocks have hit the disaster zone since the initial tremor.

On February 6, the first major earthquake hit central Turkey and northwest Syria with a 7.8 magnitude on the Richter scale. Turkey saw two more earthquakes of 7.6 and 6.0 magnitudes later in the day. On February 13, another earthquake of magnitude 4.7 struck Turkey’s southern city of Kahramanmaras, according to the United States Geological Survey (USGS).

The World Health Organization on Tuesday said that the massive earthquake is the “worst natural disaster” in 100 years in its Europe region. “We are witnessing the worst natural disaster in the WHO European region for a century and we are still learning about its magnitude,” Hans Kluge, WHO regional director for Europe, told a press conference.

Meanwhile, Turkish President Tayyip Erdogan called the quakes “as big as atomic bombs”. He also said that hundreds of thousands of buildings were uninhabitable across southern Turkey, adding “any country would face issues we did during such a disaster”, reported Reuters.
