  • Govt Hands Over Appointment Orders To Newly Inducted JKAS Officers

    SRINAGAR: Jammu and Kashmir Government has appointed candidates to the Junior Scale of the Jammu and Kashmir Administrative Service, J&K Police (Gazetted) Service, and J&K Accounts (Gazetted) Service under direct recruitment quota through the Combined Competitive Examination, 2021. The selection process was conducted by the Jammu and Kashmir Public Service Commission, and the appointments have been made on a temporary basis with immediate effect.

    According to the Government Order No:495-JK(GAD) of 2023, dated 25-04-2023, the appointees will be on probation for a period of two years during which they will undergo training and pass the Departmental Examination as prescribed under rules. The candidates allotted to Jammu and Kashmir Administrative Service, J&K Police (G) Service, and J&K Accounts (G) Service will report to the Director General, J&K Institute of Management, Public Administration, and Rural Development for undergoing the foundation course as per the Training Policy notified vide Government Order No. 916-GAD of 2019 dated 9.8.2019.

    The candidates who fail to join within a period of 21 (twenty-one) days from the date of issuance of the appointment order will forfeit their right to appointment, which shall be deemed to have been cancelled without any further notice.

    The salary of the appointees will be drawn and disbursed to them after the receipt of satisfactory reports in respect of genuineness of Qualification/Date of Birth/Relevant Category Certificates and subject to production of an affidavit (as per Annexure-II) to this order. In case any candidate is adversely reported upon by the verifying agency or any certificate is found not to be genuine/valid, he/she shall have no claim to hold the post to which appointed, and his/her appointment shall automatically stand cancelled without any further notice.

    The appointment/allocation of the candidates to the respective services shall be subject to the outcome of the writ petition(s), if any, pending adjudication before any Competent Court of law.

    It is important to note that the names in the appointment order shall not be construed in order of their seniority, which shall be determined by their respective cadre controlling departments in terms of the Jammu and Kashmir Civil Services (Classification, Control, and Appeal) Rules, 1956.

    By order of the Lieutenant Governor, Sanjeev Verma, IAS Commissioner/Secretary to the Government, issued the order. The appointees have been asked to produce the required certificates in original, including qualification, date of birth, domicile, relevant category, and any other certificate required under rules, in order to be allowed to join.

    SRINAGAR: Lieutenant Governor Manoj Sinha handed over appointment orders to newly inducted recruits of J&K Administrative Service, J&K Police Service and J&K Accounts Service, at Convention Centre today.

    The Lt Governor extended his best wishes to all the young recruits and appreciated the J&K Public Service Commission for the transparent & fast-track selection process.

    “JKPSC is providing momentum to change with enviable benchmarks and had declared the result for 2021 JKPSC exam within three hours after conclusion of the interview of the last candidate,” said the Lt Governor.

    The Lt Governor said the transparent selection procedure is enabling the government to recruit the best and transform the work culture. He said the State services are playing a vital role in inclusive growth and delivery of services to meet the aspirations of the people.

    The Lt Governor highlighted the challenge of sustained & rapid economic growth and the efforts required to ensure that the growth is equitable.

    “You don’t have to be a Yes Man but do what your conscience tells you and keep the interest of the public above everything. Remember, behind every file on your table, there are hopes & dreams of thousands of people. Think about the last person in queue while formulating policies,” the Lt Governor said.

    Impartial, honest, efficient, transparent & fearless service is basic architecture of a good administration. I am confident that the young officers will discharge their responsibility towards public welfare with utmost sensitivity, commitment and dedication, he added.

    “In the fast-changing world, Officers will also have to re-orient themselves like any other profession and learn new skills to adapt to change & progress in the society, protect democratic values and fulfill the commitment towards the public in a better way,” said the Lt Governor.

    Today we are standing on the threshold of global leadership, so the expectations of the common man have also increased. In the next five years, the governance will be completely data driven. The administrative system will require effective institutional framework to address the demands of the future, he added.

    Observing that no department or public servant can work in silos, the Lt Governor asked the public servants and government departments to work as an organic entity to promote participatory decision making, transparency, accountability, equity and inclusiveness in the governance system and to establish rule of law.

    Better alignment of goals, resources and action, along with innovation capability & strategic skills, experience of seniors combined with new generation’s resolve will pave the way for the future of Jammu Kashmir, he added.

    SRINAGAR: Athar Amin Zargar, an officer in the Jammu and Kashmir Administrative Services (JKAS), has been offered a place in two highly competitive Master’s programs in public policy at the world’s top-ranking universities, the London School of Economics (LSE), and the National University of Singapore’s Lee Kuan Yew School of Public Policy (NUS).     Zargar, who is currently serving as the Sub Divisional Magistrate at Thathri sub-division of Doda district in Jammu and Kashmir, has been recognized for his outstanding work in the public sector.     Government of Jammu And Kashmir has Released Tentative seniority list of the members of the Jammu and Kashmir Administrative Service, appointed to the service between 01.01.2019 to 31.12.2022.

    WHEREAS, the final seniority list of the members of the Jammu and Kashmir Administrative Service (JKAS), appointed to the service between 01.01.2016 to 31.12.2018, as it stood on 31.12.2018 was notified, vide Government Order No. 979-JK(GAD) of 2021 dated 22.09.2021;

    AND WHEREAS, further appointments have been made to the Time Scale of JKAS between 01.01.2019 to 31.12.2022 from amongst the members of Junior Scale of JKAS and the departmental feeding services;

    AND WHEREAS, consequent upon the aforesaid appointments to the Time Scale of JKAS, it is necessary to notify the seniority of these officers, in accordance with the relevant provisions of Jammu and Kashmir Administrative Service Rules, 2008.

    NOW, THEREFORE, a tentative seniority list of the officers, appointed to the Jammu and Kashmir Administrative Service between 01.01.2019 to 31.12.2022 (excluding the retired officers), as it stood on 01.01.2023, is hereby notified forming annexure-A to this Circular.

    Any officer, aggrieved with the position so assigned to him/her in the aforesaid tentative seniority list, may represent to the Government within a period of 21 days from the date of issue of this order, failing which, it shall be presumed that the concerned officer() has/have no objection and the final seniority list shall be notified accordingly.
