    CBI court in Jammu ‘closes’ Yasin Malik’s right to cross-examine witnesses

    Jammu: A special CBI court on Monday closed banned JKLF chief Yasin Malik’s right to cross-examine a prime witness after he refused to do so through video conferencing.

    Currently serving a life sentence in Delhi’s Tihar Jail for terror funding, Malik had demanded that he should be allowed to cross-examine witnesses physically in the Jammu court.

    CBI counsel Monika Kohli said that when the judge asked Malik on Monday whether he would like to examine V.K. Sharma, a prime witness in the case, he refused and reiterated that he would like to physically question Sharma in court.

    “Following his refusal to cross-examine Sharma through virtual mode, the court closed his right to cross-examine Sharma,” Kohli said.

    It must be mentioned here that the prime witness Sharma had identified Malik before the examiner-in-chief of the court as well as the CBI as one of the militants involved in the January 25, 1990 killing of four IAF personnel on the outskirts of Srinagar.

    Kohli informed the court that the Union Home Ministry had passed an order barring Malik from moving out of Tihar jail for one year from December 22, 2022 because of pending NIA cases against him.

    Malik has been charge-sheeted in the case along with six others. The charges were framed against the accused in 2020, 20 years after CBI filed the charge-sheet before a designated TADA court in Jammu.

    While four IAF personnel were killed on the spot, nearly 40 others were injured in that firing incident.

  • Govt Orders Time-Bound Inquiry Into Illegal Appointments In JKIMPARD

    SRINAGAR: The Government on Monday constituted a Committee to enquire into the matter relating to the appointment of faculty members in Jammu and Kashmir Institute of Management, Public Administration and Rural Development (JKIMPARD) in “violation of rules”.

    Headed by Financial Commissioner Chairman (Additional Chief Secretary), Home Department, the members of the committee include Director General, J&K Institute of Public Management, Administration and Rural Development, Secretary to the Government, General Administration Department, Secretary, Department of Law, Justice and Parliamentary Affairs and Director General (Codes), Finance Department, news agency GNS quoted an government order as saying.

    ‘The Committee shall also enquire into the reasons for not previously reporting to the Government the irregular appointments of the faculty members in the Institute, which pre-date the term of the current Director General.’

    Besides, it has been asked to enquire the number of meetings of the Governing Council required to be held under norms vis-à-vis the actual number of meetings held over the last five years and whether the matter involving “irregular appointments” was ever brought to the notice of the members of the Governing Council.

    “The Committee shall also evaluate overall functioning of the IMPARD Over the last five years and submit its recommendations for improving work/academic environment, management efficiencies and institutional integrity on sustainable basis,” the order reads, adding, “The Committee shall be serviced by the J&K IMPARD.” It has been asked to submit its report within one (01) month.

    SRINAGAR: Weather was inclement in J&K during the last 24 hours as the MeT office said on Monday that generally cloudy sky is likely in Jammu division and scattered rain and snow would prevail in Kashmir.

    “Weather is likely to remain dry with generally cloudy sky in Jammu and scattered to isolated rain/snow in the Valley during the next 24 hours,” an official of the Meteorological (MeT) department said.

    Srinagar had minus 3.4, Pahalgam minus 4.7 and Gulmarg had minus 9.6 degrees Celsius as the minimum temperature.

    In Ladakh region, Kargil had minus 16.6 and Leh minus 12.6 as the minimum temperature.

    Jammu had 6.5, Katra 6.2, Batote 2.1, Banihal 2.4 and Bhaderwah 2 as the minimum temperature. (IANS)

    JAMMU, Jan 22: Former Chief Ministers, Cabinet Ministers, politicians, bureaucrats and hoteliers are among the big encroachers of the State land in Jammu and their names figure in the list prepared by the Government of Union Territory of Jammu and Kashmir for eviction. Shockingly, the encroachments made by these influential people have not been reflected in the records but have been verified on ground by the field officials of the Revenue Department.

    The list also included some politicians of National Conference and People’s Democratic Party, former Members of Legislative Assembly and relatives of politicians. Even office of a mainstream political party (PDP) has been constructed on the encroached land.

    As per the list of big encroachers, who are in illegal possession of State land other than the land patches covered under the Jammu and Kashmir State Land (Vesting of Ownership to the Occupants) Act, 2001 popularly known as Roshni Scheme, Dr Farooq Abdullah and Omar Abdullah, former Chief Ministers and senior leaders of the National Conference are the illegal occupants of about seven kanals and seven marlas of State land in Sunjwan village of Bahu tehsil.

    Similarly, former Cabinet Minister of PDP Choudhary Zulfkar Ali has encroached three kanals and 12 marlas of State land in Chowadhi village of Bahu tehsil and he has raised banquet hall over the encroached land.

    Former Cabinet Minister of National Conference Dr Mustafa Kamal too has encroached two kanals of land in Sunjwan area of Bahu tehsil. Another former Cabinet Minister of Congress Taj Mohi-ud-Din is in the illegal possession of 50 kanals of land in Jammu Khas tehsil and he has raised farm house over the land titled as Gair Mumkin Tawi.

    Businessman Subash Chudhary is in the illegal possession of two kanals of Gair Mumkin Khad in Deeli village of Jammu South and a building has been constructed over the encroached land while as former bureaucrat and political leader Basheer Ahmed Runyal has encroached one kanal and five marlas of land in Channi Rama village of Tehsil Bahu and a palatial house has been constructed over the same.

    Former MLA and National Conference leader Abdul Wahid Shan is in the illegal possession of 3.5 marlas of land in Sidhra area while as former MLA of National Conference Bashir Ahmed has encroached one kanal of land in Sidhra and the same is being used for residential as well as commercial purpose. Nazir Ahmed Koul, relative of politician and former Minister of State Aijaz Khan has encroached three kanals of land in Sidhra area.

    Even People’s Democratic Party (PDP) has encroached three kanals of land in Sunjwan area and party office has been constructed over the same. The Block Development Council Chairperson Satwari Nazeer Bibi has encroached three kanals of land in Sunjwan area while as influential businessman Mushtaq Chaya is in the illegal possession of one kanal and five marlas of land in Sunjwan area.

    PDP leader Talib Choudhary has encroached two kanals of land in Channi Rama area and the same has been converted into commercial property. Ashfaq Mir, son of retired Justice is in the illegal possession of one kanal of land in Sunjwan while as Zehan Din, relative of former Minister Aijaz Khan has illegally encroached two kanals of land in Sunjwan area.

    A property dealer Mohd Hussain, son of Noor Hussain, who is also relative of a politician, has encroached 15 kanals of land in Deeli area and a commercial building has been constructed over the same. Likewise, Nizam Din Khatana, Jamat Ali (Lamberdar Dungian) and former IGP Nissar Ali are in the illegal possession of huge chunk of land in Sunjwan and Channi Rama areas respectively.

    Imran Beg of Beig Construction Company is in illegal possession of five kanals of land in Channi Rama while as Owais Ahmed has raised Shuhul Showroom on two kanals of encroached State land in Channi Rama area.

    “All these encroachments have not been reflected in the official records but have been checked and verified on ground by the field staff of the Revenue Department”, sources said, adding “all these land patches were not covered under the Roshni Scheme”.

    Meanwhile, Khyber Hotel in Gulmarg has agreed to voluntarily remove encroachments as soon as weather improves as still there is lot of snow in the area. “The field staff of Revenue and Forest Departments has already removed the fencing around encroached area and land could not be removed due to inclement weather”, sources said.

    “One grenade was lobbed by militants in Eidgah area which caused minor splinter injury to one person namely Ajaz Ahmed Deva S/o Abdul Rasheed Deva aged 32 years R/o Sangam, Srinagar. Person has been taken to hospital & is out of danger. Operation launched to catch the culprit(s),” Srinagar police tweeted.

    SRINAGAR: An avalanche hit Hussangam village of Tulail in Kashmir’s Bandipora district on Sunday, however, no loss of life or damage has been reported in the area.

    Quoting an official the news agency KNO reported that the avalanche hit Hussangam village today afternoon.

    He said soon after the incident teams from the administration rushed to the spot to assess the situation even as no damage or loss of life has been reported.

    Meanwhile, residents have been advised to take precautions and avoid venturing out in avalanche prone areas.

    Earlier, avalanche warning was issued for 12 districts including Bandipora by J&K Disaster Management Authority.

  • NIA Team In Jammu To Probe Three Blasts

    SRINAGAR: A day after three blasts took place in Jammu’s Bajalta area in which ten persons, including a police constable sustained injuries, a team of National Investigation Agency (NIA) reached the site on Sunday.

    The case as of now is being investigated by the local police, but there are possibilities that it could be transferred to the NIA.

    The probe has suggested that it was done by cross border terrorists. The role of Pakistan-based handlers was being looked into.

    Mukesh Singh, Additional DGP (Jammu Zone) had said on Saturday that six people were injured in two blasts that occurred in two vehicles in Narwal area of Jammu city. Later on, one more blast was reported.

    Surinder Singh, the constable, was performing his duty at the Sidhra Chowk when a dumper carrying sand appeared. The police stopped it for the checking but suddenly it exploded injuring all.

    Now, the NIA team has reached there and is collecting evidence.

    SRINAGAR : Over 4021 kanals of State/kahcharie land was retrieved in Kupwara district during the present drive initiated against the land encroachers by the government.

    On the directions of Deputy Commissioner Kupwara, Dr.Doifode Sagar Dattatray, a major anti encroachment drive was held across Kupwara district from 11th of this month till date. The teams of Revenue Department headed by concerned Tehsildars conducted operation on state/ kahcharie land which was illegally occupied by encroachers in different parts/ tehsils of the district.

    Accordingly, over 4021 kanals of kahcharai/ state land have been retrieved from the encroachers in all Tehsils of the District during the present drive, till date.

    As per the reports of Tehsildar Drugmulla, 301 kanals of kahcharai land have been retrieved in Drugmulla tehsil of Kupwara district which include 276 kanals single patch of land and 25 kanals which was used as commercial purposes.

    Likewise, as per Tehsildar Kupwara, 280 kanals of land have been retrieved during the drive till date in Kupwara tehsil which include 205 kanal kahcharai Land and 75 kanal state land.

    In Keran tehsil, 712 kanals of land have been retrieved as per Tehsildar Keran, which include 617 kanals of state land and 95 kanals of kahcharie land.

    In Vilgam tehsil of Kupwara district, 1863 kanals including 758 state land and 1105 kanals kahcharari land have been retrieved till date, as reported by Tehsildar Vilgam.

    Likewise, in Kralpora Tehsil, as per concerned Tehsildar 247 kanals of land have been retrieved in the tehsil which include 142 kanals state land and 105 kanals Kacharie land.

    In Sogam and Lalpora tehsils, as reported by respective Tehsildars, 114 kanal and 14 marlas retrieved from Dardpora Lolab, 20 kanals from Chandigam and 20 kanals from Sogam tehsil.

    Similarly, 70 kanals of kahcharari/ state land have been retrieved from Trehgam tehsil, 50 kanals in Karnah Tehsil, 46 kanal 15 marlas in Handwara tehsil, 26 kanal 5 marlas in Zachaldara tehsil, 5 kanals in Taratpora tehsil , 80 kanals in Langate, 70 kanals in Qalamabad tehsil and 116 kanals in Qaziabad-kralgund tehsil during the ongoing drive against land encroachers.

    While talking about the anti-encroachment drive, the Deputy Commissioner Kupwara said that anti-encroachment drives will continue in all the parts of the district to retrieve the entire State and Kahcharai land encroached by the land grabbers. He sought cooperation of the general public in its action against encroachments and also warned of action under CrPC in matters of encroachment on state/kahcharie lands.

    The District Administration has given strict directions to the Tehsildars and enforcement teams to speed up the drive against the land encroachments in their respective jurisdictions with added zeal and dedication so that all State/Kahcharai land is retrieved in the district, which can be subsequently used for public purpose.

    SRINAGAR: Weatherman on Sunday forecast snow and rain in Jammu and Kashmir during three days even as mercury increased at most places barring Pahalgam.

    Quoting a meteorological department official news agency GNS reported that while light to moderate snow and rain was expected during next 24 hours, moderate snow (rain in Jammu) and moderate to heavy snow over middle and higher reaches(60% chance) was expected in J&K from January 24-25.

    On January 26, he said, light rain in Jammu region and light snow in Kashmir (60% chance) was expected.

    “Overall, weather is very likely to remain erratic with cloudy, intermittent rain and snow till January 29 in whole J&K,” he added.

    He said that parts of the Valley also received snowfall in last 24 hours till 0830 hours with Srinagar receiving 0.6mm (rain), Qazigund 5cm, Pahalgam 7.3cm, Kokernag 1.5cm and Gulmarg 4.0cm.

    He said Srinagar received 0.6mm of rain, Batote 3.0mm, and Bhaderwah 2.6mm of rainfall during the time.

    Regarding temperature, he said, Srinagar recorded a low of 1.0°C against last night’s 0.2°C. Today’s minimum temperature, he said, was 3.3°C above normal for the summer capital, he said.

    Qazigund, he said, recorded a low of 0.2°C against minus 0.4°C on the previous night and it was 4.1°C above normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of minus 6.3°C against minus 0.4°C on the previous night and it was 4.1°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of minus 1.9°C against minus 3.9°C on the previous night and it was 1.5°C above normal for the place, the officials said.

    Gulmarg recorded a low of minus 6.8°C against minus 8.4°C on the previous night and it was 1.4°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at minus 0.5°C against minus 2.8°C on the previous night and it was 2.4°C above normal in the north Kashmir area.

    Jammu recorded a low of 7.1°C against 6.1°C on the previous night. It was 0.1°C above normal for J&K’s winter capital, he said.

    Banihal recorded a low of 1.0°C (above normal by 1.3°C), Batote 0.7°C (below normal by 1.7°C), Katra 7.6°C (1.6°C above normal) and Bhadarwah 1.4°C (2.7°C above normal).

    Ladakh’s Leh and Kargil recorded a low of minus 15.0°C and minus 13.7°C respectively, the official said.

    Kashmir is under the grip of Chillai-Kalan, the 40-day long harsh winter period that started on December 21. It does not mean an end to the winter either. It is followed by a 20-day-long period called ‘Chillai-Khurd’ that occurs between January 30 and February 19 and a 10-day-long period ‘Chillai-Bachha’ (baby cold) which is from February 20 to March 1.

    Weather Update: Heavy Rainfall in Jammu and Kashmir, HP and Uttarakhand

    Heavy rainfall is likely in Jammu and Kashmir, Himachal Pradesh and Uttarakhand next week, while Delhi is expected to witness light rain and cloudy skies between January 24 and 26.

    According to the India Meteorological Department (IMD), the temperature is likely to dip for now but the minimum temperature may rise as the cold wave conditions improve by the end of next week.

    Over the past two to three days, minimum temperatures increased in a number of locations in the north and northwest.

    India Meteorological Department (IMD) predicted that the Western Himalayan Region is expected to have a severe Western Disturbance beginning on January 23, and the northwest Indian plains are likely to experience it between January 24 and January 27.

    Over north India, no cold wave conditions are anticipated in the coming week.
