    New Delhi: The Delhi Police has issued a notice to Congress leader Rahul Gandhi over his “women are still being sexually assaulted” remark made during the Bharat Jodo Yatra and sought details of victims so that action can be taken, officials said on Thursday.

    Taking cognisance of social media posts, police have sent a questionnaire and asked him “to give details about women who approached him regarding sexual harassment”.

    According to police, Gandhi gave a statement in Srinagar during the Bharat Jodo Yatra that “I have heard that women are still being sexually assaulted”.

    Police have asked him to give details of these victims so that security can be provided to them, the officials said.

    Hyderabad: Telangana Auto Drivers’ JAC convenor Mohammed Amanullah Khan on Thursday demanded that the state government solve auto drivers’ problems and difficulties, including an increase in auto fares before the inauguration of the new secretariat building fixed on April 30.

    “Otherwise, the auto drivers in the Twin Cities would observe a one-day ‘Auto Bandh’ on the day and plan to gherao the building and prevent its inauguration,” they said.

    Amanullah Khan announced that the auto drivers in the twin cities would gherao the state secretariat’s new building from 5 am on April 30 and will block all side roads and ultimately prevent the inauguration of the building.

    He urged chief minister K Chandrasekhar Rao to ‘set his own house on order’ first before stepping into national politics. He wondered how the chief minister would go ahead and inaugurate the new secretariat building which was built with the money of poor people by ‘crushing’ them economically without settling the auto drivers’ pending demands.

    The auto drivers pending demands are an increase in Auto meter charges on par with the neighbouring Andhra Pradesh and every auto should be provided Rs 10,000 towards payment of annual insurance certificate charges and other expenses, a ban on bikes and Taxis like in Delhi, ban on registration of new electric autos and instead conversion of all existing autos into electric autos plying in GHMC area with the govt.

    “The subsidy, new auto permits should be issued without restriction just like the new permits are issued to Ola, Uber and other cabs without restriction as this would stop black marketing of new autos business going on in twin cities non-stop automatically. Issue necessary guidelines to stop the private auto financiers ever-rising harassment and stoppage of corruption and harassment going on in the transport and police departments,” the JAC demanded.

    Hyderabad: Residents of Hyderabad who are expecting a much-needed respite from the summer heat from today till March 20 brace for heavy rainfall in the city as the India Meteorological Department (IMD) has issued an orange alert for March 16 and 17 and a yellow alert till March 20.

    The alert warns of thunderstorms accompanied by lightning, hailstorms, and gusty winds with speeds of up to 30-40 kmph.

    Rainfall likely in all six zones of Hyderabad

    As per the weather department, all six zones in Hyderabad– Charminar, Khairatabad, Kukatpally, LB Nagar, Secunderabad, and Serilingampally – are expected to have a generally cloudy sky. Light to moderate rainfall or thundershowers are expected towards evening or night.

    The maximum temperature in Hyderabad is expected to be below 36 degrees Celsius. With the arrival of the pre-monsoon season, Hyderabad can expect some relief from the scorching summer heat. The rainfall will also bring down the temperature, providing some relief to the residents of Hyderabad.

    IMD Hyderabad issued orange alert for entire Telangana

    The IMD has issued an orange alert for the entire Telangana region for today and tomorrow, indicating that heavy rainfall is likely in the state.

    The weather department also issued a yellow alert for the state till March 20.

    Even the Telangana State Development Planning Society (TSDPS) also forecasted light to moderate rainfall and thunderstorms at many places in the state including Hyderabad.

    It also forecasted that the maximum temperature in the state is likely to fall to as low as 27 degrees Celsius. In Hyderabad, all circles are likely to see a significant dip in maximum temperature.

    In view of the forecast made by both IMD Hyderabad and TSDPS, residents are advised to take necessary precautions and plan their travel accordingly.

    SRINAGAR:  The University of Kashmir on Wednesday issued a detailed notification for Kashmir University Entrance Test (KUET) for admission to various PG, professional and other programmes for the academic session 2023.

    Vice-Chancellor Prof Nilofer Khan had earlier this month reviewed the varsity’s preparedness for the KUET and instructed timely issuance of the admission notification for timely start of the new academic session.

    The issuance of the admission notification comes in line with the admission calendar adopted at the Admission Advisory Committee chaired by the Vice-Chancellor.

    “On-line Applications are invited from the eligible candidates (who have done Bachelors in different subjects) for appearing in Kashmir University Entrance Test (KUET) for admission to Professional and Non-Professional Programmes for the academic session 2023,” reads the admission notification issued by KU’s Directorate of Admissions and Competitive Examinations.

    However, the candidates who have passed their qualifying examination under Choice-Based Credit System scheme are eligible/can apply for admission to the PG Programme(s) only in such subjects where he/she has earned/obtained at least 24 credits in Core or Generic Elective Courses at Under-Graduate Level.

    “For the courses/programmes where there is open eligibility like LL.B, MA Mass Communication & Journalism, MA Library & Information Science, MA Linguistics, MA Anthropology, MA Social Work etc., the candidates having passed their qualifying examination in any discipline are eligible/can apply for admission to said programmes,” the notification reads.

    The submission of online application forms starts on 20 March 2023 and the last date for submission of online application forms and deposition of online application/entrance fee is April 7, 2023.

    The detailed admission notification which includes guide to submission of online application forms, eligibility, subject combinations and all other additional information is available on the University website www.kashmiruniversity.net.

    “Eligible candidates must carefully go through the Admission Notification and all the detailed instructions therein so that the submission of applications becomes completely easy for them,” said Director Admissions, Prof Farooq A Mir.

    “The detailed datesheet for conduct of the KUET will be issued and notified separately,” he said.

    The International Criminal Court (ICC) issued an arrest warrant Friday for Russian President Vladimir Putin over the forced transfer of children to Russia after the Kremlin’s invasion of Ukraine.

    Ukrainians accuse Russia of attempting genocide against them and seeking to destroy their identity — partly through deporting children to Russia.

    Putin is “allegedly responsible for the war crime of unlawful deportation of population (children)” and that of “unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation,” the Hague-based court said in a statement Friday.

    “There are reasonable grounds to believe that Mr. Putin bears individual criminal responsibility” for these crimes, the statement read.

    The Russian president, the court argued, failed “to exercise control properly over civilian and military subordinates who committed the acts” and who were “under his effective authority and control.”

    Maria Lvova-Belova, Russia’s commissioner for children’s rights in the office of the president, was also hit by the ICC warrant for her role in the deportations.

    This is the first time the ICC has issued warrants in relation to Russia’s full-scale invasion of Ukraine, which began last February. It comes ahead of a visit to Russia next week by Chinese President Xi Jinping and will severely limit Putin’s own potential range of diplomatic visits.

    Moscow has previously said it did not recognize the court’s authority.

    In response, former Russian President Dmitry Medvedev said: “The International Criminal Court has issued an arrest warrant against Vladimir Putin. No need to explain WHERE this paper should be used … ” concluding with a toilet paper emoji.

    In spite of numerous reports that Russian forces had committed war crimes in Ukraine — including a recent U.N. investigation which said that Russia’s forced deportation of Ukrainian children amounted to a war crime — the Kremlin has denied it committed any crimes.

    In a statement, Balkees Jarrah, associate international justice director at Human Rights Watch, welcomed the announcement, saying the warrant sent “a clear message that giving orders to commit or tolerating serious crimes against civilians may lead to a prison cell.”

    Officers from concerned departments responded to the queries and grievances of people that pertained to their departments.

    The DC after giving patient hearing to the public addressed various issues and grievances on the spot. He also assured of resolving other genuine grievances in a time bound manner.

    A local journalist was arrested on Sunday on charges of alleged assault and abuse after he questioned a Bharatiya Janata Party (BJP) MLC Gulab Devi over promised development works in her constituency. The incident happened in Chandausi of Sambhal district, Uttar Pradesh.

    The journalist – Sanjay Rana – reports for a Youtube channel Moradabad Ujala News. He is presently under police custody. An FIR was registered under Sections 323, 504 and 506 of the IPC (Indian Penal Code).

    The video of Rana asking questions has gone viral. In the video, Rana asks the MLC regarding pakka road construction, the unavailability of government toilets, and the construction of a boundary wall of a Devi temple.

    Rana was counter-questioned by the MLC’s associates who asked him if he was asking a question to the BJP leader or giving a lecture.

    Rana then turned to the crowd of villagers who in unison agreed to his questions. MLC Gulab Devi assured reporter Rana that all works will be completed in due course of time.”Jab tu waha khada tha tabhi mein teri nighaye pehchan lee thi. Teri saari baatein theek hai. Sara kaam jaldi ho jayega (I understood your purpose when I saw you standing over there. I understand your problems and I assure you that all work will be completed),” Gulab Devi answered Rana.

    Gulab Devi had come to Buddh Nagar village to inaugurate a check dam.

    However, Rana found himself behind bars soon after, as an FIR was lodged against him based on the complaint of a Bharatiya Janata Yuva Morcha (BJYM) leader Shubham Raghav.

    According to the FIR, Raghav has accused Rana of abuse and assault.

    When Siasat.com spoke to Raghav, he said he was slapped by Rana.

    “Rana had planted 4-5 drunk men in the crowd who were constantly hooting and creating a public nuisance. After his rendezvous with our leader Gulab Devi, I questioned him regarding his attitude toward her. Suddenly, one of his associates grabbed my collar and then Rana slapped me. I did not want to create any ruckus at that time and went straight to the police station to lodge a complaint,” Raghav told Siasat.com.

    Raghav claimed that Rana does not belong to any newspaper or news channel. “He is a fake journalist. He was holding a mic of some Moradabad Ujala. I think it is a youtube channel,” he said.

    Most immediately, Australia is expected to serve as a forward base for a small number of U.S. submarines by the end of this decade. Then, Canberra will purchase at least three U.S.-made Virginia-class attack subs in the 2030s. Australia will also fund the construction of joint U.K.-Australia nuclear-powered submarines based on the British Astute-class boats. Those hulls would not come into service until at least the 2040s with some being delivered well into the 2050s.

    However all of the details shake out in the end, the result will be a historic sharing of ultra-sensitive technology that could bulk up the three nations’ navies in Beijing’s backyard.

    None of it will be easy, however, and the sun-splashed promises of allied unity from the three leaders who are gathering Monday belie the extraordinarily complex changes needed in export control rules and growing concerns that overstretched U.S. and U.K. shipyards can handle the workload. And the countries need to tackle all of this as Beijing churns out ships and submarines at rates the allies — even working together — are unable to match.

    While the three leaders are putting their imprint on the burgeoning deal in a conspicuously public way, the decades-long scope of the project means that the trio will be long out of office by the time the submarines are ready to begin construction.

    Keeping the AUKUS effort sailing over the coming decades will “require significant political leadership, and that unity is a big assumption” to make, said Brent Sadler, retired Navy submarine officer who is now at the Heritage Foundation think tank.

    The commitment and funding have to remain intact “at least until the first steel is cut on a new design, so you’re talking 10 years, and the final lever is how much Australia is going to remain wedded to this. If there’s political commitment they’ll find the money, but it isn’t cheap, they’re going to get sticker shock” at the final sail-away cost of a nuclear-powered submarine.

    “Cost is a big issue,” added one diplomat familiar with the planning, saying that among the allied governments there is a recognition that “the U.S. export control system is a relic of the Cold War” and Washington needs to move faster and more efficiently in greenlighting critical nuclear technologies in a reasonable time frame.

    Building the Virginia-class submarines will be another issue. The two U.S. companies that manufacture the submarines, General Dynamics Electric Boat and Huntington Ingalls Industries, are unable to meet the Navy’s goal of producing two submarines a year, and instead build about one and a half boats annually.

    Bloomberg first reported the hybrid U.K.-Australia submarine aspect of the AUKUS project, while Reuters originally reported the outlines of the Virginia submarine deal.

    The companies also have the first of 12 planned Columbia-class ballistic missile submarines soon moving down their production lines, a logjam that was already stoking worries about industrial capacity and raising serious questions over how they can possibly add more Australia-bound Virginia subs to their operations.

    One congressional staffer questioned whether Australian funding alone would be enough to add to facilities in the U.S. to build the new Virginia submarines in the 2030s, suggesting that more deals between the U.S. and Australia might still be in the works.

    More than subs

    The issues swirling around the shipyards in the U.S. also apply to other parts of the larger AUKUS deal, which include sharing sensitive technologies for hypersonic missiles, cyber and artificial intelligence. The U.S. has not previously exported or shared such technology, and any deal requires a deep rethinking of export rules, and requiring changes in regulations.

    “If we cannot get this right with the U.K. and Australia, we are not going to get it right for any other country in the world,” said Dak Hardwick, vice president of International Affairs at the Aerospace Industries Association, a trade group.

    Questions also linger over how quickly Washington and London can revamp those policies.

    “How that [will be] organized is going to be the question of the day,” said Connecticut Rep. Joe Courtney, top Democrat on House Armed Services’ Seapower subcommittee, adding it will be “daunting.”

    He said he’s confident the work will get done, though he also pointed out that both the U.S. and U.K. are in the early stages of building their own new classes of nuclear-powered submarines, and adding a third class to shipyards already struggling to find new workers and keep strained supply chains moving is no easy feat.

    If successful, however, “I think over time, this agreement is really going to emerge as one of the real hallmarks of Biden’s national security policy,” Courtney said.

    The choice to build a version of the British submarine rather than a version of the bigger U.S. Virginia-class boats will allow Australia to train smaller crews and maintain a smaller hull, important considerations for Canberra, which has 16,000 sailors in its navy. The submarines will certainly be more expensive to buy and operate than the 1990s-era Collins-class submarines they will replace, especially given the nuclear power plant and more advanced weapons systems they will carry.

    Malcolm Chalmers, deputy director-general at the London-based Royal United Services Institute, said there are economic and geopolitical reasons for Canberra to choose a submarine model based on the British submarine.

    “The American submarine would be a lot more expensive than the British one, because the American defense budget is so much greater,” he said, adding the U.S. Navy would have put more emphasis on capability than cost compared to Britain. And medium-size economies such as the U.K. and Australia do not want to become too dependent on the U.S. for critical intellectual property, he added.

    “From the U.K. point of view, it is very hard to buy these very expensive, highly sophisticated platforms without international collaboration. The logic points towards collaboration with other medium-size pals.”

    Still, the British submarine program remains reliant on American technology-sharing and a joint U.K.-Australia model would remain dependent on American components.

    Many question marks remain over the design details of the U.K.-Australia submarine, including the type of nuclear reactor it would carry, and answers aren’t expected for some time. Using a version of the reactor from Rolls-Royce, which is going to be fitted into the British missile submarine coming into service in the 2030s, would make sense, Chalmers said.

    Given the decades of planning to buy U.S. and British submarines, both countries will need to build the necessary infrastructure to construct the submarines, while training hundreds of Australian workers on how to work with new systems and manufacturing processes and developing new sustainment and manufacturing facilities in Australia.

    All of that effort will require the individual governments to commit to a decades-long effort to build up their industrial capacities, and make it easier to transfer sensitive technologies more quickly than is currently possible in order to meet schedules.

    AUKUS might be “the best vehicle by which to look at these larger cooperation arrangements” between friendly countries to integrate their high-tech defense systems, AIA’s Hardwick said.

    “We have to get this one right. There is no choice, we have to get this right for the subs and for the advanced capabilities. It is a very big lift, but we have to do this.”
