    Bihar: Man rapes stray dog in Patna, investigation underway

    Patna: A shocking incident has come to light from Bihar’s capital Patna where a stray dog was allegedly raped by a man.
    The incident occurred on the day of Holi on March 8.

    The video of the gruesome act also went viral on social media. The alleged incident took place in Faisal Colony of Phulwari Sharif.

    In the CCTV footage, an unknown person is seen openly doing the unnatural act with a dog in the colony. Following this, an application was submitted over the matter by an NGO in Phulwari Sharif police station. After this, Patna Police started investigating the matter.

    Assistant Superintendent of Police, Phulwari Sharif Manish Kumar said, “An application has come and call forward has been done with the document. Action will be taken under IPC and Animal Act. The matter is being investigated.”

    The investigation is underway.

    Hyderabad: The Special Investigation Team (SIT) from the state police started its investigation after re-registering a case into the Telangana State Public Service Commission (TSPSC) Assistant Engineer (civil) exam paper leak case on Wednesday.

    AR Srinivas, Additional Commissioner (Crimes and SIT), who is supervising the probe into the paper leak case, said the SIT visited the TSPSC office accompanied by cybercrime sleuths and inspected the computer system management.

    The police officials questioned the employees of TSPSC who are connected with the handling and custody of the question paper of different recruitment test conducted by the TSPSC. The staff of the confidential section where only selected people have access were questioned by SIT officials.

    The team stayed for nearly three hours in the TSPSC office as part of their investigation. The sleuths also studied the computer systems management protocols. Hyderabad Police Commissioner CV Anand asked the SIT to take over the case and directed the  A R Srinivas to supervise the investigation in the case.

    Nine persons were arrested in the question paper leak case where Praveen Kumar, an Assistant Section Officer working as personal assistant to the Secretary of TSPSC and Renuka, a Hindi Pandit teacher from Mahabubnagar played a key role.

    The TSPSC had conducted the examination on March 5 for 833 vacancies of Assistant Engineer, Municipal Assistant Engineer, Technical Officer, and Junior Technical Officer in various engineering departments. A total of 55,000 candidates had written the exam.

    As the two employees TSPSC allegedly copied folders containing the question papers of various exams from computers in the confidential section, the Commission already postponed recruitment examinations to posts of Town Planning Building Overseer scheduled on March 12 and Veterinary Assistant Surgeon scheduled to be held on March 15 and 16.

    The Commission is scheduled to meet later in the day to take a decision on cancelling the exam held on March 5 and conduct re-exam.

    A police officer told GNS, the selection grade constable of IRP 18 Battallion namely Umer Farooq of Poonch district was found dead with gunshot wounds.

    He was immediately shifted to GMC Anantnag hospital, where doctors declared him brought dead.

    SRINAGAR: Jammu and Kashmir government has appointed an inquiry officer to check the reports about the ‘negligent professional conduct’ in Government Medical College and Associated Hospital Anantnag.

    In an order by Bhupinder Kumar, secretary to Government Health and Medical Education Department, a copy of which lies with news agency KDC reads “Sanction is hereby accorded to the appointment of Dr Yashpal Sharma, Director (Coordination), New Government Colleges, J&K as Inquiry officer to enquire into the matter regarding maladministration in Government Medical College and Associated Hospital Anantnag.”

    The Inquiry officer shall submit the report within a period of three weeks from the issuance of this order, reads the order issued by Bhupinder Kumar.

    According to the official sources, government had released an amount of Rs 60 crores for the development of hospital in 2019. “The amount was used in a year. Even the tendering of different projects was not done,” they said. (KDC)

    No govt committee to probe Adani; DRI investigation in Indonesia coal import not concluded: Minister

    New Delhi: The government has not set up any committee to probe allegations a US short seller labelled against the Adani Group, but stock market regulator SEBI is investigating market allegations against the group, the Lok Sabha was informed on Monday.

    A separate investigation into imports of Indonesian coal by the conglomerate hasn’t reached finality, Minister of State for Finance Pankaj Chaudhary said.

    Lok Sabha saw several questions being put by MPs to the government on the Adani issue, which were replied through written responses by the minister.

    To a question asking if the government had constituted any committee to investigate allegations made against the Adani group by Hindenburg Research, he said, “No”.

    In the January 24 report, US short seller Hindenburg Research alleged that the Adani group was “engaged in a brazen stock manipulation and accounting fraud”, and used offshore shell companies to inflate stock prices.

    The group has denied all Hindenburg allegations, calling them “malicious”, “baseless” and a “calculated attack on India”.

    To a separate question, Chaudhary said the nine listed companies forming part of Adani group saw a 60 per cent decline in market capitalisation from January 24, 2023 till March 1 subsequent to the publication of the Hindenburg report.

    On the allegations, he said the Securities and Exchange Board of India (SEBI), as the statutory regulator of securities markets, is mandated to put in place regulatory frameworks for effecting stable operations and development of the securities markets including protection of investors.

    “As per its mandate, it conducts investigations into any alleged violations of its Regulations by any market entity,” he said. “It is, accordingly, undertaking investigation into the market allegations against the Adani Group of companies.”

    He, however, did not give details.

    To a separate question on investigation by the Directorate of Revenue Intelligence (DRI) into import of power generation and transmission equipment by Adani, he said the probe has “concluded” and the “report has been submitted before the relevant judicial authorities”.

    He, however, did not reveal the findings.

    On the alleged irregularities in imports of Indonesia coal by the Adani group companies, he said, “investigations by DRI have not reached finality as information sought from exporting countries through execution of Letters Rogatory (LRs) is under litigation.”

    In January 2020, the Supreme Court paved the way for DRI to investigate allegations of overvaluation of coal imports from Indonesia by the Adani group. The apex court through the January 9, 2020, order stayed an October 17, 2019 judgment of the Bombay High Court which granted relief to Adani group by quashing LRs sent to various countries including Singapore, seeking details of the group’s coal imports from Indonesia.

    On the Hindenburg allegations, Chaudhary said SEBI had told the Supreme Court that it was “already enquiring into the allegations made in the Hindenburg report as well as the market activity immediately preceding and post the publication of the report, to identify violations of SEBI Regulations including but not limited to SEBI (Prohibition of Fraudulent and Unfair Trade Practices relating to Securities Market) Regulations, 2003, SEBI (Prohibition of Insider Trading) Regulations, 2015, SEBI (Foreign Portfolio Investors) Regulations, 2019, Offshore Derivative Instruments (ODI) norms, short selling norms, if any.”

    The apex court on March 2 directed SEBI to conclude the investigations within two months. It also constituted an expert committee for the assessment of the extant regulatory framework and for making recommendations to strengthen it.

    The minister said the government had suggested to the apex court that the expert committee should look into Hindenburg allegations as well as undisclosed short positions taken on Adani stocks.

    The nine Adani group companies, which lost 60 per cent market value after Hindenburg report, are part of BSE Sensex and have a combined weight of below 1 per cent in Nifty, he said.

    “The volatility in the stocks of these companies have not had any significant impact at the systemic level. Nifty 50 declined by around 2.9 per cent in the month of January 2023 and by around 4.9 per cent in the 2-month period of January and February 2023,” he said.

    The minister said the pricing of individual stocks and variations, over or undervaluation, and the price risks borne by investors are determined by the dynamics of demand and supply.

    “The regulatory framework provides for surveillance mechanisms which are triggered in instances of volatility in share prices of specific companies.”

    On exposure of state-owned Life Insurance Corporation of India (LIC) to the Adani group, he said the country’s largest insurance company had Rs 6,182.64 crore outstanding loans to the conglomerate as on March 5, 2023.

    “The five public sector general insurance companies have informed that these companies do not have loan/credit exposure to Adani Group of companies,” he said.

    “Public sector banks have informed that loans are sanctioned after assessing the viability of projects, prospective cash flows, risk factors and availability of adequate security and repayment of loans are ensured by the revenue generated by the project and not by the market capitalisation of the company.”

    He referred to LIC’s January 30 statement to answer questions over the company’s investments in Adani stocks.

    In that statement, LIC had said it had over the years purchased shares in Adani group companies for Rs 30,127 crore and its exposure to the conglomerate was 0.975 per cent of its total AUM at book value.

    Public sector general insurance companies – New India Assurance Company Ltd, United India Insurance Company Ltd, National Insurance Company Ltd, Oriental Insurance Company Ltd and General Insurance Corporation of India – had a total exposure of Rs 347.64 crore in Adani Group of companies as of January 31, 2023, which is 0.14 per cent of the total AUM of all the five companies, he added.

    House GOP launches investigation into DHS’ domestic intelligence gathering

    The probe comes after POLITICO reported last week that, under the program, officials are collecting information by questioning people within the United States and that employees within DHS’ intelligence office have raised concerns that their work could be illegal, according to a broad tranche of internal documents.

    The Department of Homeland Security didn’t immediately respond to a request for comment about the GOP letter on Monday. The GOP backlash over the program, called the “Overt Human Intelligence Collection Program,” is the latest headache for DHS’s Office of Intelligence and Analysis (I&A), the office running the program, which is used to gather information on threats to the United States, including transnational drug trafficking and organized crime.

    The Republican trio had already sent a letter to Mayorkas late last month asking for details on DHS’s review of the office by 5 p.m. on Monday, saying that the panel had not yet received “sufficient information” to examine it and its role. Now, Republicans also want a briefing for committee staff on the DHS domestic intelligence-gathering program “as soon as possible,” according to Monday’s letter, but no later than March 27. They are setting the same deadline for a swath of new documents they want on the program.

    “Thoroughly reviewing I&A’s organization and operations is critical to deciphering if such actual course corrections are being made,” the GOP lawmakers wrote on Monday. “We expect that you comply with the Committee requests in full, especially in light of these new reports.”

    Among the trove of records that Republicans are asking for is an unredacted copy of a 2016 document, previously reviewed by POLITICO, that detailed how the intelligence-gathering program should work. They also want any records related to the establishment and any changes to the program.

    Some of their questions point to how much remains unknown about the program, including how many people conduct interviews under the program, how many people they interview per year, and how many of those interviewees are incarcerated — all questions that GOP lawmakers, in the letter, are asking DHS to provide details on.

    Those questions come as legal experts have raised a red flag, in particular, over the ability to go directly to an incarcerated person without a lawyer present. (DHS’ intelligence personnel disclose that they are conducting intelligence interviews and that participation is voluntary. And an August 2022 email also told personnel to temporarily pause interviews with pre-trial incarcerated individuals who had been read their Miranda rights.)

    The GOP trio also appears to be signaling broader concerns about the legality of the program. They want details on any consultation Mayorkas did with DHS attorneys within the intelligence office, DHS’s Office of the General Counsel or within the department more broadly about establishing or continuing the intelligence-gathering program, as well as records tied to the department’s assessment of its legality.

    And they are asking for documents that would show an analysis of the programs’ compliance or noncompliance with Title 50 of the United States Code, which lays out laws about national security; Executive Order 12333, which details how the Intelligence Community works; Executive Order 13462, which deals with intelligence oversight; and the Homeland Security Act of 2002, which set up DHS.

    Internally, DHS intelligence personnel have raised concerns that actions they are being asked to take conflict with the rules Title 50 places on agencies when it comes to intelligence activity within the United States or targeting a U.S. citizen, according to internal documents reviewed by POLITICO.

    An I&A spokesperson previously told POLITICO that its activities “are conducted according to its Intelligence Oversight Guidelines” and that the office had implemented new training on intelligence legal authorities. The office says that it has also moved since September 2020 to address internal concerns about retribution if an employee raises concerns over their work by implementing new training, including mandatory whistleblower protection training, and hiring two full-time ombudsmen.

    DHS Undersecretary for Intelligence and Analysis Kenneth Wainstein in a previous statement to POLITICO added that the office will “ensure that our work is completely free from politicization, that our workforce feels free to raise all views and concerns, and that we continue to deliver the quality, objective intelligence that is so vital to our Homeland Security partners.”

    Mufti’s reaction came after CBI (Srinagar) delivered a (text) message to mobile phone users, reading; “Do not pay money/bribe. If any Govt. servant/employee demands money/bribe, please inform CBI Srinagar on 9419900977 and 0194-2455514 or email to hobacsgr@cbi.gov.in (sic).”

    Notably, the purported awarding of contract to APTECH Company has evoked widespread resentment from the job aspirants in Jammu and Kashmir even as condemnation from many political leaders. (GNS)

    “The House Committee on Ethics has opened an investigation, and Congressman George Santos is fully cooperating. There will be no further comment made at this time,” Santos said in a tweet.

    Santos has faced a litany of ethical questions after revelations he lied about core components of his educational and professional background. Multiple New York Republicans have called for his resignation — or expulsion — from Congress in light of the scandals.

    “George Santos has disgraced Holocaust victims, 9-11 victims, military veterans with PTSD and many more,” first-term Rep. Nick LaLota (R-N.Y.) tweeted on Wednesday. “Santos is a terrible person and should be thrown out of the Republican conference & Congress ASAP.”

    House colleagues have filed Ethics claims against him, most publicly fellow New York Reps. Ritchie Torres and Daniel Goldman, both Democrats. Their claims include questions about Santos’ campaign finances and financial disclosure reports, as well as allegations that he “misled voters in his District about his ethnicity, his religion, his education, and his employment and professional history, among other things.”

    The first-term Republican from New York has remained defiant and repeatedly vowed not to resign, though Santos did voluntarily give up his committee slots. A poll released Monday found 66 percent of voters statewide wanted him to resign.

    House Ethics is just the latest to add to the Santos inquiry pileup, with the panel only fully organizing earlier this week. Federal prosecutors in the U.S. Attorney’s Office for the Eastern District of New York are also reportedly investigating him, and the Campaign Legal Center filed a complaint with the Federal Election Commission calling for a probe into the embattled Republican. New York Attorney General Tish James said her team would review Santos’ false claims. And Anne Donnelly, the Republican district attorney in Nassau County, said her office is “looking into the matter.”

    The competing inquiries could draw out what is already a very slow process within House Ethics. It is common for the Department of Justice to ask the House or Senate Ethics panels to hit pause on their inquiries while a federal investigation plays out. But even if they don’t, Ethics investigations typically take many months.

    House Ethics also said that they are extending their preliminary review of allegations against Rep. Alexandria Ocasio-Cortez (D-N.Y.), related to allegations of rule violations related to the 2021 Met Gala. The preliminary review means an investigative subcommittee has not been established and her case remains in the early stages of inquiry.

    Ocasio-Cortez’s case was first referred to House Ethics back in June 2021 by the Office of Congressional Ethics, the nonpartisan, independent body that reviews allegations of misconduct involving House staff and lawmakers and refers cases to the House panel. The Ethics Committee also extended their review in early December last year.

    OCE found that there were delays in some payments to vendors associated with the congresswoman’s visit to the Met Gala.

    “The Congresswoman finds these delays unacceptable, and she has taken several steps to ensure nothing of this nature will happen again,” her spokesperson Lauren Hitt said on Thursday. “While regrettable, these delayed payments definitively do not rise to the level of a violation of House Rules.”

    The payments were finalized and paid out of Ocasio-Cortez’ personal funds.

    “We are confident the Ethics Committee will dismiss this matter,” Hitt said.
