Resolution introduced in US House of Representatives to designate April 14 as National Sikh Day

Washington: A bipartisan group of lawmakers has introduced a resolution in the US House of Representatives to designate April 14 as National Sikh Day in a bid to honour and celebrate the important role played by the Sikh community in strengthening and inspiring the people of the United States.

Observing that the US is enriched by the diversity of its residents, who have cultivated a climate of social tolerance and intellectual pluralism that has sustained the Nation throughout its history, the resolution said that Vaisakhi is a special occasion in which Sikhs remember the founding in 1699 of the Order of Khalsa, which played an important role in shaping the religion’s history and identity.

Introduced by Congresswoman Mary Gay Scanlon, the resolution says that through leading charitable events, the Sikh community embodies the sense of public service that underlies the founding principles of the US.

Stating that people of the US feel obliged to honour the Sikh community’s important role in supporting and enriching the social fabric of the Nation, the resolution said Vaisakhi is a special occasion in which Sikhs remember the founding in 1699 of the Order of Khalsa, a fellowship of devout saint-soldier Sikhs, by the 10th Sikh Guru to fight tyranny and oppression, which played an important role in shaping the religion’s history and identity.

“It is altogether fitting and proper to celebrate the day of Vaisakhi alongside Sikhs throughout the world and to honour the lasting contributions made by the Sikh community to the US,” said the resolution.

Introduced in 1840’s by Maharaja for hunting; Wild boars stage massive comeback in Kashmir

    [ad_1]

    Umaisar Gull Ganie

Srinagar, Apr 04: Brought to Kashmir for hunting purpose in 1840’s by the then Maharaja Gulab Singh, Wild boars have staged a massive comeback across the Valley after vanishing in mid-80’s completely. Even though experts believe global warming may be the reason for resurgence of the wild animal, they sounded alarm stating the boars can affect the Hangul’s habitat besides damaging the crops of every nature.

Talking to news agency—Kashmir News Observer (KNO), Wildlife warden Shopain Intisaar Suhail, who has co-authored a publication on wild-boars, are not the native animal. “It was introduced in some areas of Kashmir like Dachigam by the then Maharaja for hunting. Then it started to decline and in mid 80’s it became a rare specie. In 2015, it was again sighted. We had found a dead specimen at north Kashmir’s area and in South Kashmir, we rescued one.”

Suhail said that the boars are getting revived in Kashmir. “It’s revival can have beneficial as well as adverse impact which needs to be studied thoroughly. Firstly, it’s the prey for Leopards but at the same time this animal shares the habitat of Hangul. So how far it can affect the habitat of Hangul needs to be studied,” he said.

He said that global warming may be the main reason for the animal’s revival in Kashmir.

Aakib Hussain Paul, Project Associate of Research Study on Ecological Aspects of Wild Boars at Dachigam National Park, told KNO that the team led by him conducted a study on the ecological aspect of the Boar’s revival in the Park. “We studied the animals food habits and co-related the same with that of Hangul. Hangul and Boars share the same habitat and food. For us, this was an alien specie. In 2013, camera trap image of Boars were found in some parts of Kashmir. Today, we can say that Boar population is growing rapidly in Kashmir,” he said. “It was in 1840’s when the then Maharaja introduced Boars in Kashmir for hunting and fun purposes.”

Paul said that Boars are considered a big threat for habitat degradation. “Our study is still in the process of publication as we haven’t covered all aspects so far. We started our study in October last and time period was for six months,” he said.

Asked about whether the animal may prove dangerous for the Hangul and other crops in Kashmir, Paul said that Boar is a very dangerous animal and if comes out the park, it an dig up everything. “In apple orchards, it can dig up to the roots and in the open area, it can eat anything even saffron seeds etc. If the animal reaches the streets of Srinagar, it can tear apart everything as food remains littered on streets of the city,” he said. Pauls said that since Boars and Hangul share similar habitats that include food and shelter, Hanguls may face a threat from these animals, which, however,  needs to be studied further. He urged the government to allow to cover other aspects of the study as well. “It is not enough to cover every aspect in just six months. It needs some more to co-relative what we saw physically with what we see in the laboratory,” he said—(KNO)

  • Bill to reform H-1B and L-1 visa programme introduced in US Senate

Bill to reform H-1B and L-1 visa programme introduced in US Senate

    [ad_1]

Washington: A group of influential lawmakers have introduced a bipartisan legislation in the US Senate to comprehensively overhaul the H-1B and L-1 visa programmes and usher in more transparency in the recruitment of foreign workers.

The H-1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise.

Technology companies depend on it to hire tens of thousands of employees each year from countries like India and China.

The L-1 is the other type of work visa the US issues to professionals looking to work in the country.

Unlike the H-1B, where an individual is looking to join an American company, the L-1 visa is issued to those who are already employed by the company in another country, and who are merely relocating to an American office.

Two influential Senators — Dick Durbin and Chuck Grassley — have introduced this legislation in the US Senate.

The co-sponsors include Senators Tommy Tuberville, Bernie Sanders, Sherrod Brown, and Richard Blumenthal.

The H-1B and L-1 Visa Reform Act will reduce fraud and abuse in the immigration system, provide protections for American workers and visa holders, and require more transparency in the recruitment of foreign workers, a media release said on Tuesday.
The legislation proposes to place new wage, recruitment and attestation requirements on employers looking to hire L-1 and H-1B workers, and employers seeking to hire H-1B employees to post those jobs on the Department of Labour (DOL) website, it said.

It also proposes to give DOL the authority to place a fee on labour condition applications and use it to hire an additional 200 DOL employees and make reforms to the H-1B programme by prioritising the H-1B visa issuance for workers with higher levels of education in STEM and amending the definition of a “specialty occupation” to require a bachelor’s degree or higher, according to the release.

The legislation seeks reforms to the L-1 nonimmigrant programme, including new time limits and evidentiary requirements for petitions from a “new office” and mandating cooperation from the Department of State in verifying foreign affiliates.

“For years, outsourcing companies have used legal loopholes to displace qualified American workers and replace them with foreign workers who are paid sub-par wages and put under exploitative working conditions,” Democratic Party Senator Durbin said.
“These actions hurt all workers and make our country less attractive to the world’s top talent. Our legislation would fix these broken programs, protect workers, and put an end to these abuses,” he explained.

The H-1B and L-1 visa programmes were established to fill in gaps in America’s high-skilled workforce, not supplant it, Grassley, a Republican, said.

“Unfortunately, some companies have exploited these programmes to replace American workers with cheaper labour, which ultimately harms American workers and foreign labour alike. Our bill puts American workers first and ensures that the programmes promote fairness for all workers,” he said.

Durbin and Grassley, long-time advocates for H-1B and L-1 visa reform, first introduced the legislation in 2007.

Authors of this legislation said the H-1B and L-1 Visa Reform Act would stop these abuses by closing loopholes in these programmes.

The legislation will also crackdown on companies that hire large numbers of H-1B and L-1 workers to displace American workers and facilitate the outsourcing of American jobs, the media release added.

Thousands of highly skilled foreign-born workers, including Indians, in the US, have lost their jobs due to the series of recent layoffs at companies like Google, Microsoft and Amazon.

According to The Washington Post, nearly 200,000 IT workers have been laid off since November last year.

Industry insiders say that between 30 to 40 per cent of them are Indian IT professionals, a significant number of whom are on H-1B and L1 visas.

  • Telangana: TSRTC bus ticket fares now to fluctuate as ‘Dynamic Pricing’ introduced

Telangana: TSRTC bus ticket fares now to fluctuate as ‘Dynamic Pricing’ introduced

    [ad_1]

Hyderabad: The Telangana State Road Transport Corporation (TSRTC) has decided to carry out the ‘Dynamic Pricing’ system in online ticket bookings. This new system is being made available in 46 services on the Bengaluru route as a part of the pilot project.

TSRTC Chairman Bajireddy Govardhan, MLA, and Managing Director and Vice Chairman Shri V.C.Sajjanar, IPS, jointly shared the details of the dynamic pricing policy at a media conference held at Bus Bhavan in Hyderabad on Thursday.

It has been announced that the dynamic pricing system will be made available from March 27 for services to Bengaluru from Hyderabad, Warangal, Karimnagar and Khammam.

The management of TSRTC said that dynamic pricing is already used in other reservation services such as private bus operators, hotels, flight bookings, trains (tatkal service) etc.

The dynamic pricing system is where the ticket prices fluctuate depending on parameters like the number of passengers, traffic, demand etc.

If there is less traffic, the ticket price in this system will be lower than the normal fare. In case of high demand, there will be changes in the charges accordingly. The dynamic pricing system uses advanced data analysis and machine learning algorithms to determine the charges based on market demand.

Private bus operators’ only strategy of pricing in other states is by comparing it with RTC.

“Private operators are charging exorbitant charges even on normal days. But on peak days, ticket prices are usually increased. We have decided to introduce a dynamic pricing system in online ticket booking in order to provide affordable and budget-friendly travel when compared to the private operators and also reach more people. Due to this system, the unseasonal ticket prices would be 20 to 30 per cent less than the original fare. Peak seasons would have the inverse effect respectively,” said TSRTC Chairman Bajireddy Govardhan, MLA and MD VC Sajjanar, IPS.
