    Srinagar, Mar 7 (GNS): Health and Medical Education Department on Tuesday reconstituted its inquiry committee to enquire into allegations regarding violation of Standard Treatment Guidelines (STGs) and related issues.

    “In partial modification of Government Order No. 63-JK(HME) of 2023 dated 23.01.2023, sanction is hereby accorded to the re-constitution of committee, comprising the following, to enquire into the allegations leveled against doctors of Health and Medical Education Department for violating Standard Treatment Guidelines (STGS) of the National Health Authority & related issues”, reads an order, a copy of which lies with GNS.

    While Dr. Yashpal Sharma, Director Coordination, New GMCs, J&K would act as Chairman, Sanam Mansoor (JKAS), State Nodal Officer, SHA, J&K has been nominated as Member Secretary and Dr. Misbah Samad, Medical Officer, SHA, J&K, alongside any other subject specific specialist to be co-opted by the Chairman will be acting as members of the committee.

    “All terms of reference shall remain the same as have been envisaged in Government Order No. 63-JK(HME) of 2023 dated 23.01.2023”, reads the order further. (GNS)

    Hyderabad: In a major development, the inquiry committee of the Board of Intermediate Education has revealed disturbing facts in the sensational issue of the suicide of Intermediate first-year student Sathvik in his classroom at Sri Chaitanya junior college’s Narsingi branch a couple of days back.

    It was found that Sathvik was not a student of the Narsingi branch of the Sri Chaitanya junior college. The inquiry committee also found that the college was conducting classes for Sathvik at a different branch instead of the branch where he took admission. The victim’s parents have been stating that the college management had issued a receipt to them stating that Sathvik was a student of the Narsingi branch of the college. They are now urging the board authorities to do justice to them.

    The police have already arrested four accused in Sathvik’s suicide case so far and sent them on judicial remand. The father of the victim, Raja Prasad, lodged a complaint with the police stating that his son had committed suicide as he was unable to cope with the harassment of the faculty and the management of the college and urged them to take action against the accused. Following this, the police arrested the admin principal A. Narasimha Chari alias Achari, principal T. Shiva Ramakrishna Reddy, hostel warden K. Naresh, and vice-principal Shobhan Babu.

    Patna: After the huge uproar in the Assembly over the arrest of Galwan martyr’s father Raj Kapoor Singh, Bihar Police has taken cognisance of the matter and initiated high-level inquiry into the matter.

    Singh’s son Jay Kishore Singh was among those martyred in the Galwan Valley clash in June 2020.

    DGP R.S. Bhatti directed the Vaishali police, accused of humiliating and thrashing Singh during his arrest on Monday night to constitute a team to investigate the incident. The district police was also directed to submit the report in a time bound manner and take necessary action if any official was involved in misbehaving with the martyr’s father.

    Singh’s son Nand Kishore alleged that the SHO, Jandaha, Vishvanath Ram came to his house in Kajari Bujurg on Sunday night and humiliated his father, using abusive language against him him and dragged him into the police van. Based on his statement, several media organisations published a report.

    Complainant Harinath Ram had registered two FIRs in 2019 and January 23, 2023 against Singh for encroaching his land as well as the government road to building a monument for his martyred son.

    During the police investigation, the officials said that it was found that Singh has encroached on the land of the complainant as well as the government property and due to the monument, the road was blocked and villagers were facing problems. Hence, Jandaha SDPO Poonam Keshri visited the village and gave Singh 15 days to remove the monument from the government as well as the land belonging to Harinath Ram.

    Based on the FIR, SHO Vishwanath Ram, went with the police force to Kajri Bujurg village on Monday night and arrested Singh.

    The BJP legislators created huge ruckus inside Bihar Assembly on Wednesday, alleging that the state Police humiliated a man whose son had given supreme sacrifice for the country.

    Deputy Chief Minister Tejashwi Yadav, supporting the Bihar Police, said that the action against Singh was taken as per the law. He also said that the way the BJP legislators created a ruckus, they seemed prepared to do “goondaism” inside the Assembly.

    Speaker Awadesh Narayan Singh had given time to Leader of Opposition Vijay Sinha to put his point on this issue but BJP MLAs did not listen and walked out from the house.

    Muslim delegations submitted memoranda demanding a free and fair inquiry by a sitting High Court judge into the Medak Police torture victim Mohammed Khadeer Khan’s death.

    The memorandums were presented to the Bhuvanagiri and Rangareddy district collectors to be forwarded to Telangana chief minister K Chandrashekar Rao (KCR).

    “A very sad part of this incident is that when the matter came out in public Smt Rohini Priyadarshi IPS Superintendent of Police without any investigation of inquiry denied police torture and supported her subordinates and tried to save them,” said the memo calling for the suspension of the superintendent during the inquiry.

    Bharat Rashtra Samithi (BRS) party vice president Mohammed Hamed, BRS party general secretary Shaker Baig, BRS party spokesman Syed Abdul Rawoif from Jalpally Municipality met the district collector of Rangareddy and submitted a memorandum demanding an inquiry into the death of Mohammed Khadeer Khan Medak Police and asked for ex-gratia to be given to his family.

    Yadadri Bhuvanagiri District Muslim Joint Action Committee (JAC) submitted a memorandum to the Bhuvanagiri district collector, demanding a free & fair inquiry by a sitting High Court judge into the Medak police torture incident.

    The Muslim leaders demanded that a compensation of Rs 25 lakhs, a double bedroom flat, and a government job should be given to the family of Khadeer Khan.

    The memo also stated that the sub-inspector and constables responsible for the death of Khadeer Khan should be dismissed and arrested for murder under section 302 of the Indian Penal Code (IPC).

    Daily wage laborer, Mohammad Khadeer, 35, succumbed to the injuries he had sustained due to torture by police.

    In a statement, while undergoing treatment at a hospital in Medak, he alleged that he was kept in custody for five days and beaten up by policemen though he kept telling them that he was innocent.

    “The cops said the person involved looks like me,” he said. Khadeer Khan was taken from his sister’s house in Medak to the police station. He was picked up under the suspicion of being involved in a theft case.

    The police let him off on February 2. Due to the alleged torture, Khadeer could not stand on his feet, and his kidneys were also damaged. His wife Siddeshwari alleged that police used third-degree methods on him. On February 9, he was admitted to a hospital in Medak.

    As Khadeer’s condition kept deteriorating, he was referred to Gandhi Hospital in Hyderabad for better treatment. However, he succumbed to his injuries on February 17 and is survived by his wife and two children.

    Khadeer’s death triggered public outrage. Local Muslim community leaders urged Bharat Rastra Samithi (BRS) MLA M. Padma Devender Reddy to take action against the policemen involved.

    Subsequently, the MLA spoke with the Medak Superintendent of Police (SP) Rohini Priyadarshini, demanding an investigation into the incident.

    Circle inspector Madhu, sub-inspector Rajasekhar and constables Prashanth and Pavan Kumar of Medak town have been suspended, said Medak Superintendent of Police Rohini Priyadarshini on Sunday.

    AIMIM MLA from Hyderabad, Kausar Mohiuddin visited Medak and attended the funeral on Saturday morning. He slammed the police for the restrictions imposed on the funeral and questioned if Khadeer was a “naxalite or terrorist”.

    Telangana Pradesh Congress Committee (TPCC) president A Revanth Reddy on Sunday demanded the government provide ex gratia of fifty lakh rupees to the kin of the deceased.

    Congress leader Mohammed Ali Shabbir on Sunday demanded that the Telangana government set up a Special Investigation Team (SIT) to probe into the death of Khadeer Khan.

    New Delhi: Delhi BJP Working President Virendra Sachdeva on Sunday said Deputy Chief Minister Manish Sisodia was trying to find excuses to evade a probe in connection with the alleged liquor policy scam.

    “It is really surprising that Sisodia has for long been saying that he was prepared for the inquiry and there was no scam in the liquor policy, but when the CBI called him for an inquiry, he started finding excuses to evade the inquiry,” Sachdeva said.

    Sisodia said in a tweet on Saturday that the CBI wants to stop the ongoing development in Delhi.

    “CBI has called me again on Sunday. They have put full force of CBI and ED against me. They raided my home, searched my bank locker but didn’t find anything. I have made arrangements of best education system in Delhi, they want to stop it. But I have always supported in their investigation and will do,” the Deputy Chief Minister said on Saturday.

    On this, Sachdeva said Delhi Chief Minister Arvind Kejriwal’s deputy, however, instead of appearing before the CBI, called the media to tell that ‘I have written a letter to CBI that I am preparing Delhi Budget, so need time to appear before them.’

    “It’s surprising that yesterday (Saturday), Sisodia was confident that there was no evidence or case against him, but today, he sounded evasive,” he said.

    The BJP leader said Sisodia seems to have an inkling that the agency has sufficient evidence against him as no arrest would be made without proof.

    He said this while reacting to Sisodia claiming on Sunday that “the BJP may soon get me arrested through the CBI”.

    Hyderabad: Telangana director general of police Anjani Kumar on Saturday ordered an inquiry into the death of a man who allegedly died due to police torture by the Medak police while in custody. The incident took place in Medak district, and the deceased, 35-year-old Mohammed Khair, died in Gandhi Hospital in Hyderabad on February 18.

    “DGP has directed IGP Chandrasekher Reddy to give investigation to a senior officer of Kamareddy District . The IGP will supervise the investigation. Disciplinary action initiated against the Insp and Sub Inspector,” said a statement from Anjana Kumar, a day after the death of Khadir. On Saturday, All India Majilis-e-Ittehadul Muslimeen MLA Kausar Mohiuddin attended Khaidr’;s funeral in Medak, and demanded that the police book the two cops involved in the alleged torture.

    A 35-year-old daily wage labourer, Mohammad Khadir, on Friday succumbed to the injuries he had sustained due to torture by the police. In a statement while undergoing treatment at a hospital in Medak, he alleged that he was kept in custody for five days and beaten up by policemen though he kept telling them that he was innocent.

    “The cops said the person involved looks like me,” he said. The police let him off on February 2 when he was unable to move his hands. They (police) asked him to tell others that he was kept in custody for one night. They also reportedly asked him to sign a paper and as he was unable to even hold the pen, one of the policemen signed the paper.

    The body was handed over to the family members early Saturday morning after autopsy and it was later taken to Medak for last rites. Khadir’s death triggered public outrage. Local Muslim community leaders urged Bharat Rastra Samiti (BRS) MLA M. Padma Devender Reddy to take action against the policemen involved.

    Subsequently, the AIMIM MLA spoke with the Medak Superintendent of Police (SP) Rohini Priyadarshini, demanding an investigation into the incident.

    The SP transferred SI Rajshekar and the two constables, Pavan and Prashanth.

    AIMIM MLA from Hyderabad, Kausar Mohiuddin visited Medak and attended the funeral on Saturday morning. He slammed the police for the restrictions imposed on the funeral and questioned if Qadeer was a “naxalite or terrorist”.

    The MLA demanded that the three policemen involved in the case should be booked for murder. He said the FIR should be changed to include the names of the SI and the two constables.

    The commissioner highlighted lapses in policing, intelligence and federalism, as well as “the failure to anticipate such a moment and to properly manage the legitimate protests that emerged, especially the protest in Ottawa.”

    Trudeau said his government didn’t want to invoke the Emergencies Act a year ago, but the longer the protests dragged on, concerns about violence, potentially spurred by ideologically motivated violent extremism, grew.

    “It was unfortunate, it was undesirable, we didn’t want to do it,” he told reporters Friday afternoon on Parliament Hill. “But we’d gotten to a place where there was no other choice.”

    Rouleau’s government-friendly conclusion wasn’t a slam dunk.

    “I do not come to this conclusion easily, as I do not consider the factual basis for it to be overwhelming and I acknowledge that there is significant strength to the arguments against reaching it,” he wrote.

    Still, Rouleau agreed with the federal government’s arguments on most points of contention that arose during six weeks of public hearings.

    The government shielded the legal opinion that guided Cabinet’s decision to invoke by citing solicitor-client privilege. Lawyers who represented civil rights groups at the commission insisted Cabinet should waive that privilege and reveal that key legal guidance.

    Rouleau sided with the government. “I do not need to see the legal advice itself in order to accept the evidence that [Cabinet] believed their conclusion to be justified in law.”

    Convoy organizers have always maintained that protests were largely peaceful. Rouleau accepted that reports of “serious, widespread violence” never materialized at protest sites, and acknowledged violent acts “might have been avoided” without a declaration of emergency.

    “That it might have been avoided does not, however, make the decision wrong,” Rouleau countered, writing that “substantial grounds” supported Cabinet’s concern based on “compelling and credible” information.

    Trudeau’s Cabinet also took heat for its interpretation of a national security threat.

    At the height of the protests, the Canadian Security Intelligence Service did not conclude the protests posed a threat to the security of Canada, according to the threshold set out in the CSIS Act that guides the agency.

    Cabinet came to a different conclusion, even though the same definition of a national security threat appears in the Emergencies Act. CSIS director David Vigneault testified at the hearings that he agreed with Cabinet’s invocation of emergency powers.

    In his own testimony, Trudeau insisted the same definition appears in two places — but what matters most is “who is doing the interpretation, what inputs come in, and what is the purpose of it?”

    Rouleau agreed with the prime minister’s view. “Two different decision makers, each interpreting the same words in the context of different statutes, can reasonably come to different conclusions as to whether the threshold is met,” he wrote.

    The commissioner also agreed that most of the powers invoked were appropriate and effective, including most of the controversial measures that allowed financial institutions to freeze protesters’ assets.

    Trudeau said his government would respond to Rouleau’s report, and its 56 recommendations, within six months.

    Here are six takeaways from Rouleau’s landmark report:

    There were communication failures

    In a televised address ahead of the convoy’s arrival, Trudeau referenced a “small fringe minority,” comments that energized protesters, Rouleau says.

    Opposition Conservatives have accused the prime minister of using the pandemic to divide Canadians.

    On Friday, Trudeau expressed rare contrition. “I wish I had phrased it differently,” he said, reflecting on how protesters were a “small subset of people who were just hurting and worried and wanting to be heard.”

    Government leaders at all levels should have worked harder to acknowledge that most protesters were exercising their democratic rights, the report concludes.

    “Messaging by politicians, public officials and, to some extent, the media, should have been more balanced, and drawn a clearer distinction between those who were protesting peacefully and those who were not.”

    Ottawa’s police chief was scapegoated

    Although the inquiry spotlight was on Ottawa Police Chief Peter Sloly, Rouleau says it would be inconsistent with evidence to blame him alone for policing failures.

    “Some errors on Chief Sloly’s part were unduly enlarged by others to a degree that suggests scapegoating,” the report concludes. “He was rarely given the benefit of the doubt as to his intentions.”

    Sloly’s decision to resign during the occupation did remove an obstacle to resolution, Rouleau notes.

    Ontario was missing in action

    Ontario Premier Doug Ford and his government did not fully engage during the crisis, the report concludes. “Many witnesses saw the province as trying to avoid responsibility for responding to a crisis within its borders,” Rouleau writes.

    The justice notes that it was the blockade of the Ambassador Bridge in Windsor — “the single most important commercial land crossing in Canada” — that spurred the province to action. Only after a Feb. 9 conversation between Trudeau and Ford did collaboration “become the name of the game,” he says.

    Ford and his solicitor general, Sylvia Jones, refused to be interviewed by the Commission counsel.

    Asset freezing had pros and cons

    Rouleau concludes the emergency measures that allowed the assets of protesters to be frozen was an effective measure that helped to shorten their stay in Ottawa.

    “The absence of a delisting mechanism is more troubling,” Rouleau writes, criticizing the absence of one for sowing confusion among the financial institutions tasked with freezing the assets.

    “If one of the objectives of the freezing regime was to convince people to leave protests sites, the regime should have had a mechanism to unfreeze accounts once people complied,” he wrote.

    Rouleau called one aspect of the asset-freezing regime — the suspension of vehicle insurance — “inappropriate in principle.” Though it wasn’t enforced, the report raised alarm over its safety implications if protesters had their insurance suspended and were to get in an accident after leaving Ottawa in an uninsured vehicle.

    Concerns about American involvement were “reasonable”

    The protests found an audience in the United States willing to donate to the Canadian cause.

    Roughly 59 percent of the donors who gave money to the Freedom Convoy’s campaign on GiveSendGo, a Christian fundraising site, came from the United States, with 35 percent of the donations originating from Canada.

    Americans also joined from afar with interference campaigns to jam essential services.

    “Calls originating from the United States had flooded emergency 911 call centres in Ottawa,” Rouleau writes in his report. The situation came up during calls between Trudeau and President Joe Biden.

    “It was reasonable to consider that individuals would come to Canada to physically join the protests, and it was appropriate to take measures to prevent this.”

    Misinformation and disinformation played a complicated role

    The report says social media played a critical role in shaping the Freedom Convoy.

    “False beliefs that Covid-19 vaccines manipulate DNA, social media feeds rife with homophobic or racist content, and inaccurate reporting of important events all features in the evidence before me,” Rouleau writes. “Some views were outright conspiratorial.”

    Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami on Thursday ordered for detailed magisterial inquiry into the alleged lathi charge incident by the police on the youngsters who were demanding a Central Bureau of Investigation (CBI) inquiry into the recruitment scams in the state.

    “The Chief Minister has directed the Chief Secretary for a detailed magisterial inquiry into the law and order situation and the entire sequence of lathi charge,” a statement from the CM office said.

    The Uttarakhand police used a baton charge on the youngsters who were demanding a Central Bureau of Investigation (CBI) inquiry into the recruitment scams in the state after stones were allegedly pelted at them during a massive protest in Dehradun on Thursday, police said.

    Dehradun DIG while taking note of the matter said that an investigation is underway into the matter.

    He also said that some “outside elements” entered the protest to vitiate the atmosphere.

    The government is facing sharp criticism after several exams were cancelled due to the leakage of the examination papers.

    The recent UKPSC paper leak which resulted in the Patwari Lekhpal exam being cancelled for around 1.4 lakh candidates.

    Uttarakhand recently faced a major paper leak case in December.

    The case pertains to a written exam conducted by the UKSSSC in December 2021.

    It was one of the major examinations conducted by the commission for 854 posts across 13 departments.

    However, there were widespread allegations of irregularities in the conduct of the test. Following these allegations, Uttarakhand CM Pushkar Singh Dhami called for a probe and strict action against those guilty.

    Following this, the secretary of the commission was removed from the post. A Special Task Force (STF) was also constituted to investigate the alleged irregularities.

    After the Uttarakhand State Subordinate Service Selection Commission was caught up in a paper leak case, the government asked the Uttarakhand Public Service Commission to conduct recruitment exams.

    However, UKPSC officials were also arrested for their alleged involvement in the UKPSC Paper leak for the Patwari Lekhpal exam, which was conducted on January 8, 2023. As of now, a total of four people have been arrested in the case.

    A case has been registered against nine people at Haridwar’s Kankhal police station on Friday after an investigation by Police’s Special Investigating Team (SIT) for the irregularities in AE/JE exam under Uttarakhand Public Services Examination (UKPSE), as informed by Uttarakhand CMO.

    However, the CM on Thursday said that he approved an ordinance to bring the country’s strictest “anti-cheating law”.

    “As a promise to the youth, our government has decided to bring the strictest anti-cheating law of the country. I have approved the Ordinance in this regard and sent for further action,” he wrote in a tweet in Hindi.

    Islamabad: Pakistan Prime Minister Shehbaz Sharif has ordered an inquiry into the power outage in Pakistan that took place at around 7:34 am on Monday and left many cities including Karachi, Lahore, Quetta and Islamabad without electricity, Geo TV reported.0

    According to a statement from Pakistan’s Ministry of Energy, the national grid’s frequency dropped around 7:34 am, leading to a “widespread breakdown” in the electricity system. Additionally, it stated that Warsak was the starting point for the repair of grid stations.

    However, electricity has still not been fully restored nationwide, which is hindering companies and the daily lives of more than 220 million people.

    The outage lasted for more than 16 hours, especially when temperatures were forecasted to fall to around 4 degrees Celsius (39°F) in Islamabad and 8 degrees Celsius (46°F) in Karachi, according to Geo TV.

    The blackout, which Energy Minister Khurram Dastagir claimed was caused by a power surge, is the second significant grid breakdown in three months and adds to the nearly daily blackouts Pakistan’s population experiences.

    The power outage occurred after a technical fault was reported in the transmission line from Guddu to Quetta, causing the reduction of the power frequency from the optimum level, AAJ News reported citing sources.

    Sources revealed that Sindh, Punjab, and Islamabad regions were impacted by the power breakdown. According to sources, the complete restoration of electricity might take time. It is the second power outage reported over the past four months in Pakistan which is currently dealing with the energy crisis and high energy costs.

    Islamabad Electricity Supply Company (IESCO), which provides electricity to Islamabad, Rawalpindi, Attock, Jhelum, Chakwal and parts of Pakistan-occupied Kashmir (PoK) said that the power supply to 117 grid stations of its company has been suspended, as per the news report.

    IESCO tweeted, “Power supply to 117 grid stations of ISCO has been suspended yet no clear reason has been given by the Region Control Center. ISCO management is in constant communication with the concerned authorities.”

  • Govt Orders Time-Bound Inquiry Into Illegal Appointments In JKIMPARD

    SRINAGAR: The Government on Monday constituted a Committee to enquire into the matter relating to the appointment of faculty members in Jammu and Kashmir Institute of Management, Public Administration and Rural Development (JKIMPARD) in “violation of rules”.

    Headed by Financial Commissioner Chairman (Additional Chief Secretary), Home Department, the members of the committee include Director General, J&K Institute of Public Management, Administration and Rural Development, Secretary to the Government, General Administration Department, Secretary, Department of Law, Justice and Parliamentary Affairs and Director General (Codes), Finance Department, news agency GNS quoted an government order as saying.

    ‘The Committee shall also enquire into the reasons for not previously reporting to the Government the irregular appointments of the faculty members in the Institute, which pre-date the term of the current Director General.’

    Besides, it has been asked to enquire the number of meetings of the Governing Council required to be held under norms vis-à-vis the actual number of meetings held over the last five years and whether the matter involving “irregular appointments” was ever brought to the notice of the members of the Governing Council.

    “The Committee shall also evaluate overall functioning of the IMPARD Over the last five years and submit its recommendations for improving work/academic environment, management efficiencies and institutional integrity on sustainable basis,” the order reads, adding, “The Committee shall be serviced by the J&K IMPARD.” It has been asked to submit its report within one (01) month.
