    SRINAGAR: In a novel governance initiative, the Jammu & Kashmir Government Tuesday decided to establish “excellence groups” in all the departments to facilitate di exchange of ideas among administrative secretaries and other senior officers with those who have held charge of the department in the past.

    The Union Territory’s administration today said that it has decided to establish “excellence groups” under the concerned administrative secretaries in all departments of the government of Jammu and Kashmir for facilitating exchange of ideas and concepts among administrative secretaries and other senior officers, who have the charge of the department or office in the past.

    “It is accordingly enjoined upon all administrative secretaries and heads of departments to establish these excellence groups and make them vibrant by organizing discussions, while inviting senior officers, who have previously worked in these departments/offices. This would foster knowledge sharing and continuity of thought and this kind of forum for argumentation would be an aid to achieve tangible results of the initiatives/programmes conceived from time to time. Present incumbents of these departments or offices,” reads a circular issued by the general administration department.

    The move is aimed at improving governance and ensuring continuity in decision-making process in Jammu & Kashmir.

    The GAD circular states that ideas conceptualized/ initiated by officers remain unattended due to their transfers. “It is a common observation that consequent upon transfers of senior from various administrative Secretaries and senior officers from various department departments, departmental priorities get realigned and hence initiatives conceptualized/initiated by the outgoing secretary or a senior officer, which may not get materialized during their tenure, sometimes remain unattended, thereby not yielding the desired outcome visualized by the outgoing officer,” the circular states.

    The government said that creation of excellence groups “shall not only ensure materializing of fruitful ideas/initiatives, but would also foster value-addition in the governance structure, converting an idea into a tangible outcome.” (KNO)

    Students’ Sehri delivery initiative supports widowed women in Hyderabad

    Hyderabad: The city of Hyderabad is one of the busiest cities of India and several outsiders live here in rented accommodations or hostels. During the holy month of Ramzan, those who live in rented accommodations find it difficult to cook Sehri for themselves. Along with various Hyderabadis, most of these outsiders also rely on eateries that provide Sehri. In this write-up, we will tell about a group of Hyderabadi students who have started delivering homemade Sehri to those who fast during the Ramzan.

    Yes, as several eateries and online food delivery applications provide Sehri and Iftari during the holy month of Ramzan to Muslims, a group of four students came up with a unique idea of delivering homemade food. Talking to Siasat.com, Zainab Riyaz, one of these four students said, ”We at Sehri.in want to provide people with simple and home-cooked food at sehri timing so that they can’t feel thirsty the whole day. We serve almost all the dishes which other eateries serve in the city during sehri timings but we prepare it in a home style.”

    She further said, “We have hired a widow woman to prepare the food. We prepare it at home and we don’t run any eatery. Our motive is to serve only during Ramzan right now.”

    Zainab Riyaz along with her brother Abdul Razzaq and two friends Aadil Shakeel and Abdul Rehman Jameel have come up with the idea of serving people with healthy food which is prepared at home. All these four students are delivering the Sehri to the people by themselves.

    ”Three of us are delivering food while another one is taking orders. If we receive more orders any day then we take the help of our other friends or known persons to help people have their sehri on time. We deliver within 5 km of range of Nampally, Gachibowli, Banjara Hills, Jubilee Hills and Masab Tank area of the city. We are looking forward to delivering sehri across the whole city from next Ramzan,” she added.

    “We are committed to supporting widowed women by offering employment opportunities starting from the next Ramzan. Through this initiative, we aim to empower these women to become financially independent while we continue to serve homemade sehri to our customers. Our goal is to promote self-sufficiency and empower individuals in our community.” Zainab concluded.

    Hyderabad: MAUD to implement ‘Bhagidari’ initiative for community interaction

    Hyderabad: Municipal Administration and Urban Development (MA&UD) Department will soon commence community interaction programmes via ‘Bhagidari’ programme to strengthen the grievance redressal system in the city.

    The new initiative aims at resolving issues related to law & order, health and civic issues in a time-bound manner.

    In order to execute the same, multi-disciplinary field-level teams will be formed to engage residents regularly for timely and effective resolution of civic issues.

    MS Education Academy

    Works based on citizen feedback duly involving Resident Welfare Associations (RWAs) will also be uptaken by the teams.

    With its implementation, the programme will promote citizens’ participation in local governance, besides involving GHMC, HMWS&SB, police, TSSPDCL and Health for citizen-level direct engagement regularly.

    The teams will further coordinate with all of these departments to ensure the quick resolution of grievances in an integrated manner on a common platform.

    On instructions from the MA&UD Department, these teams will also give ideas for improving infrastructure.

    Greater Hyderabad Municipal Corporation (GHMC), in the Bhagidari initiative, will be the nodal agency that will form a necessary number of multi-disciplinary field-level teams so that RWA (Resident Welfare Association) meetings are taken up at least once a quarter.

    SRINAGAR:  Lieutenant Governor Manoj Sinha on Wednesday inaugurated the GST symposium and Tax awareness initiative ‘Kar-Tavya’ for industries, traders associations, DDOs & other stakeholders, at the Convention Center.

    The GST symposium is being organized by J&K State Taxes Department in collaboration with The Institute of Chartered Accountants of India.

    The Lt Governor said the outreach to help and guide the stakeholders & taxpayers to build synergy and to achieve the prime objective to set J&K on a high growth trajectory. A systematic approach by the State Taxes Department to simplify regulatory compliances has led to revenue augmentation and improved ease of doing business for the stakeholders. Such symposium and awareness drive will further stimulate the rate of compliance & productive capacity, added the Lt Governor.

    “We are following the Prime Minister’s mantra of Transform, Reform & Perform to build a prosperous & Atmanirbhar J&K. It is the collective responsibility of citizens and business enterprises to unlock potential and drive J&K’s economic growth,” said the Lt Governor.

    The reforms and policies focus on the protection and empowerment of the common man. Our long-term economic development policies are aimed at reducing inequalities for the welfare of society. Robust growth in business sectors will benefit society as a whole, the Lt Governor observed.

    It is imperative to ensure that economic growth through stabilization of the tax revenues is ensured at all levels. At the same time it should also be ensured that habit gets inculcated in every business enterprise & consumers to pay taxes with pride, he added. We must achieve the target of 100% GST tax coverage. Every taxpayer must come forward and contribute towards nation-building, LG said.

    GST realized the dream of One Nation, One Tax, and guaranteed revenue flow to the states. I express my heartfelt gratitude to the business community and citizens of Jammu Kashmir for their cooperation & invaluable contribution to the development of J&K, the Lt Governor said.

    Observing that increased business activities are required for long-term economic development and strengthening food security & generating employment opportunities, the Lt Governor highlighted the effective steps taken by the administration for improving Ease of Doing Business, facilitating the expansion of the existing units & set up of new industries & businesses and extending the benefits of amnesty schemes. The reason for buoyancy in the revenue is due to several measures taken by the State Taxes Department like the establishment of GST Facilitation Centers (GST Suvidha Kendras), District Level Awareness Programmes for the Stakeholders across the UT of J&K, Co-ordination Meetings between Central GST and UT GST authorities, etc. The State Taxes Department has adopted a promotional approach rather than a regulatory one and is continuously focusing on capacity building, the Lt Governor noted.

    Jammu Kashmir has taken a giant leap in the industrial sector and investments from big companies from India & abroad continue to flow into the UT for industrial activities. Within two years, we have received investment proposals worth Rs 66,000 crores. In the last 6 months, one industrial-business unit has commenced its operation every day. This reflects the true picture of new & aspirational Jammu and Kashmir, the Lt Governor said.

    The Lt Governor reiterated the government’s commitment to developing more land for industries. Every facility will be extended to 18 industrial estates in the future. I want more people from J&K to set up industries and avail the benefit of the industrial development scheme, he added.

    Responding to the demand of The Institute of Chartered Accountants of India for land for the center of excellence, the Lt Governor announced that the land will be allotted for the said purpose.

    The Lt Governor further shared the vision of the UT Government for accelerating growth in various sectors. We are working with an integrated approach for the development of all sectors, he added.

    The Lt Governor also spoke on efforts of the government to generate employment and livelihood opportunities for the youth.

    More than 30000 vacant government posts have been filled in the last three years. And wherever any wrong was found, a CBI inquiry has been initiated. The recruitment for another 20,000 posts in administration will be advertised in 3-4 months, the Lt Governor informed.

    We want to saturate self-employment in J&K. Youth were identified from every panchayat and town of the UT, and in a single day, 75000 youth were provided more than Rs 939 cr financial assistance. More than 6 lakh women have been connected with NRLM, he noted.

    The Lt Governor urged the people to not fall prey to certain vested interests spreading false information and creating misconceptions around anti-encroachment drives, power generation, and property tax.

    No poor will be touched during anti-encroachment drives but no influential encroacher will be spared. The encroached land retrieved by the government will be utilized for the welfare of the common man and schools, colleges, hospitals, and sports facilities will be developed on the retrieved land, said the Lt Governor.

    The Lt Governor also shared the facts in detail regarding the imposition of property tax in the UT. The property tax in Jammu and Kashmir is the lowest as compared to other states. There are around 5, 20,000 houses in the cities of J&K. Out of these, 2,06,000 houses are less than 1000 sq ft and no tax is being imposed on them. No tax on 40% of the people living in cities, rural and religious places. 2,03,600 houses are less than 1500 sq ft and 80% of these households will have to pay less than Rs 600 per annum. This amount is one-tenth of the tax amount being paid in Shimla, Ambala, and Dehradun, the Lt Governor said.

    46,000 out of 1,01,000 shops in city areas are less than 100 sq ft and they will have to pay up to Rs 700 per annum. Out of these 46,000 shops, 80% will have to pay a meager Rs 600 per annum/ Rs 50 per month. 30,000 shops will have to pay taxes below Rs 2000 per annum and out of these, 20,000 will have to pay less than Rs 1500 which is also one-tenth of the amount being paid in Shimla, Ambala, and Dehradun, he noted.

    Revenue will directly go to the accounts of municipalities and corporations. This step has been taken to make our cities an engine of growth, he added.

    The Lt Governor also invited suggestions from all sections of society concerning better arrangements in property tax. Our doors are open. Everyone must come forward in making J&K a dynamic and developed region of the country, he added.

    On the occasion, the Lt Governor unveiled Kar-Tavya periodical and Kar-Tavya booklet and also handed over the Letter of Appreciation to organizations and top taxpayers of the UT.

    Dr. Arun Kumar Mehta, Chief Secretary; Dr. Rashmi Singh, Commissioner Sales Taxes; Sh Ranjit Kumar Agarwal, National VP, Institute of Chartered Accountants India (ICAI) and other senior officers and various stakeholders were present on the occasion. (KNS)

    Telangana IT dept launches Open Data Initiative, revamped sites

    Hyderabad: Telangana IT and industries principal secretary Jayesh Ranjan on Friday launched the revamped websites of the state’s IT,E&C department and the Open Data Initiative at the Burgula Ramakrishna Bhavan (BRKR) Bhavan. 

    The primary focus of the new IT department website is on the initiatives. The dedicated investments page showcases opportunities for the prospective investors and each initiative has a landing page for all the information related to that initiative on the website, said a press release. The new sites of the Telangana IT department contains relevant links to the initiative’s website or policy documents. 

    The downloads page on the new IT department’s website has links to important documents such as policies, annual reports and are neatly arranged into different sections, said the release from the Telangana government.

    The website is developed keeping the end-user’s requirements in mind and is presented in a user-centric and usable manner, said the press note. Special focus was given on spreading IT to Tier II and Tier III cities and towns in Telangana.

    On the Open Data portal, high-value datasets are uploaded on varied areas and subjects, to make government data in Telangana available to the citizens in open and machine-readable formats, added the release. More than 70% of the departments have made at least one dataset available on the IT department’s portal.
