    The European Commission wants to cut deals with private American space companies like Elon Musk’s SpaceX to launch cutting-edge European navigation satellites due to continued delays to Europe’s next generation Ariane rocket system.

    In a draft request to EU countries seen by POLITICO, the Commission is planning to ask for a green light to negotiate “an ad-hoc security agreement” with the U.S. for its rocket companies to “exceptionally launch Galileo satellites.”

    The Commission reckons only SpaceX’s Falcon 9 heavy launcher and United Launch Alliance’s Vulcan system are up to the job of sending the EU’s new geo-navigation Galileo satellites — which weigh around 700 kilograms each — into orbit.

    Seeking U.S. help to keep its flagship space program running puts a dent in the EU’s idea of strategic autonomy. Galileo is a point of pride for the EU, as it seeks to become less dependent on other regions for critical infrastructure, services and technology — a quest strongly backed by Paris.

    The EU is having to seek assistance to launch new versions of its navigation satellites because the Ariane 5 rocket, developed by France-based ArianeGroup and launched from France’s South American spaceport in French Guiana, is to be retired in the next months.

    The deployment of its replacement, Ariane 6, has been delayed; the new system is currently expected to carry out a maiden launch at the end of this year, with full commercial deployment starting next year.

    The alternative to the Ariane series would have been launching Galileo satellites with Russian-built Soyuz rockets, a version of which are also used at the French Guiana site. However, since Russia’s invasion of Ukraine, two Galileo launches using Soyuz rockets have been cancelled, prompting the search for alternatives.

    Galileo satellites beam highly accurate navigation and precise time data back to earth — and also provide a top secret encrypted service for use by government agencies. That means launches typically can only be carried out from EU territory under tight security rules.

    “In view of the security sensitive information … included in Galileo satellites, an ad-hoc legally binding security agreement with [the] U.S. is necessary, in order to protect the integrity of the satellites and the Galileo constellation,” said part of a draft proposal from the Commission seen by POLITICO.

    It will be up to EU countries to approve negotiations for an agreement, which would come under the umbrella of standing deals on the exchange of classified information, the proposal states.

    Capacity to launch satellites and humans into space independently of other powers has been a key part of French efforts to develop the concept of strategic autonomy for Europe.

    But the need to contract out launches of critical space infrastructure to private companies operating in the U.S. undermines the argument that Europe is able to manage its own alternative to the U.S. GPS, Russia’s Glonass and China’s BeiDou constellations.

    “Analyses are … ongoing to ascertain whether or not launching with an alternative launch service provider would be feasible,” said Commission spokesperson Sonya Gospodinova, adding that no decision has yet been taken. Assessments are being made on technical compatibility, launch site security and cost, she said.

    While SpaceX’s Falcon rocket is already operational, ULA only plans its first Vulcan mission in May.

    The Paris-based European Space Agency, which isn’t an EU institution but helps manage Galileo and runs the French Guiana spaceport, had already been looking at alternative launch options for satellites.

    BERLIN — German Foreign Minister Annalena Baerbock is heading to China to represent Berlin, but she’ll likely have more explaining to do about Paris in the wake of French President Emmanuel Macron’s explosive comments on Taiwan.

    As Baerbock embarked on her two-day visit Wednesday evening, officials in Berlin were eager to stress that Germany and the EU care about Taiwan and stability in the region, arguing it’s mainly China that must contribute to de-escalation by refraining from aggressive military maneuvers close to the island nation.

    Baerbock’s trip comes amid international backlash against Macron’s comments in an interview with POLITICO, arguing Europe should avoid becoming America’s follower, including on the matter of Taiwan’s security. Although German government spokespeople refused to comment directly on the French president’s remarks, a spokesperson for the foreign ministry specifically called out Beijing when expressing “great concern” over the situation in the Taiwan Strait.

    “We expect all parties in the region to contribute to peace. That applies equally to the People’s Republic of China,” the spokesperson said, adding: “And it seems to us that actions such as military threatening gestures are counter to that goal and, in fact, increase the risk of unintended military clashes.”

    Nils Schmid, the foreign policy spokesperson for German Chancellor Olaf Scholz’s Social Democratic Party (SPD), said he expects Baerbock to “set the record straight” during her trip to China, which will involve meetings with Beijing’s Foreign Minister Qin Gang, Vice President Han Zheng and top diplomat Wang Yi.

    “We clearly defined in the [government] coalition agreement that we need a changed China policy because China has changed. The chancellor made that clear during his visit. Above all, Scholz also issued clear warnings about Taiwan during his visit [last year],” Schmid wrote in a tweet. “I assume that Foreign Minister Baerbock will repeat exactly that and thus set the record straight and make a clarification after Macron’s botched visit.”

    Berlin traditionally has been much more in sync with the U.S. on foreign and security policy than France has, which is why many politicians and officials in the German capital reacted with horror to Macron’s comments. The French president said Europe should not take its “cue from the U.S. agenda and a Chinese overreaction,” suggesting the EU stood between the two sides, rather than being aligned with its longtime democratic partners in Washington.

    Macron gave the impression to some in the U.S. that Europeans see Beijing and Washington as “equidistant” from Brussels in terms of values and as allies, said SPD foreign policy lawmaker Metin Hakverdi, who is currently on a parliamentary visit to the U.S.

    “That was foolish,” Hakverdi told POLITICO, adding that “Macron potentially damaged the peaceful status quo around Taiwan” by giving “the public impression that Europe has no particular interest in the conflict over Taiwan.

    “The issue of Taiwan is not an internal matter for the People’s Republic of China. Anything else would virtually invite Beijing to attack Taiwan,” Hakverdi added. “I am confident that our foreign minister will make that clear during her trip to Asia — both to Beijing and to our Asian partners.”

    Katja Leikert from the main German opposition party, the center-right CDU, criticized Macron’s comments as “extremely short-sighted,” and added: “Should China decide to strike Taiwan militarily, either by invading it or by starting a maritime blockade, this would have significant political and economic repercussions for us. We cannot just wish that away.

    “What we actually need to do right now is strengthen our defense against aggressive measures from Beijing,” Leikert said.

    For Berlin, Macron’s comments also come at a particularly bad moment for transatlantic ties. The German government is keen to mend cracks in its relationship with Washington that have emerged over the controversial benefits for U.S. businesses under Joe Biden’s Inflation Reduction Act. Europe hopes to reach an agreement so that its own companies may also be eligible for these subsidies.

    Macron’s comments “will not help in renegotiations on the Inflation Reduction Act, nor will they help Joe Biden in the election campaign against populist Republican candidates,” said the SPD’s Hakverdi.

    During her trip to China, Baerbock plans to raise the situation in the Taiwan Strait; Russia’s war of aggression against Ukraine; the human rights situation in China; as well as the fight against climate crisis, the spokesperson said.

    Baerbock’s foreign ministry is also currently drafting Germany’s first China strategy. A draft of this seen by POLITICO last year vowed to take a much harder line toward Beijing. Baerbock and her Green party are at the forefront of pushing such a tougher position, while Scholz has long preferred a softer approach.

    Incidentally, however, the German government said Wednesday it is reassessing whether to potentially take a firmer stance and ban Chinese state company Cosco from going through with a highly controversial move to buy parts of a Hamburg port terminal.

    Scholz had strongly pushed for the port deal ahead of his own trip to Beijing last year, but the future of the transaction is now in doubt after German security authorities classified the terminal as “critical infrastructure.”

    PARIS — French President Emmanuel Macron is jetting off on an ambitious diplomatic mission to woo Beijing away from Moscow. Officials in Washington wish him luck with that.

    France hopes to dissuade China’s leader Xi Jinping from getting any cozier with Russian President Vladimir Putin, and wants the Chinese instead to play a mediation role over the war in Ukraine.

    However, it is unclear what leverage Macron has — and the backdrop to his three-day trip starting Tuesday isn’t easy. Europe continues to reel from the impact of cutting off trade ties to Russia and geopolitical tensions are ratcheting up between China and the U.S., the world’s two biggest economies.

    The French president wants to play a more personal card with his Chinese counterpart, after drawing fierce criticism for hours of fruitless phone calls with Putin last year — an effort that failed to stop Russia’s full-scale invasion of Ukraine.

    Macron is expected to spend several hours in discussions with Xi, and the trip includes a visit to a city that holds personal value for the Chinese president.

    “You can count with one hand the number of world leaders who could have an in-depth discussion with Xi,” said an Elysée advisor who asked to remain anonymous because they were not authorized to speak publicly.

    But while expectations in France of a breakthrough are moderate, the view among other Western officials is even bleaker.

    Given Macron’s failed attempts at playing a center-stage role in resolving conflicts, such as stopping the war in Ukraine or salvaging the Iran nuclear deal, there are doubts in the U.S. and elsewhere that this trip will deliver major results.

    The White House has little expectation that Macron will achieve a breakthrough, according to three administration officials not authorized to speak publicly about private conversations. Xi is unlikely to act on Macron’s requests or curtail any of China’s assertive moves in the Pacific, the officials said.

    White House aides ruefully recalled Macron’s failed attempts to insert himself as a peacemaker with Putin on the eve of the invasion more than a year ago and anticipate more of the same this time.

    There is also some concern in the Biden administration about France’s potential coziness with China at a time when tensions between Washington and Beijing are at their highest in decades, even though the White House is supportive of the trip, the three officials said. There is no ill will toward Macron’s efforts in Beijing, they stressed.

    But what might further complicate Macron’s endeavors is an emerging feud between the European Commission President Ursula von der Leyen, who is traveling with the president, and the Chinese.

    In a high-profile speech on EU-China relations Thursday, von der Leyen urged EU countries to “de-risk” from overdependency on China. She also implied that the EU could terminate the pursuit of a landmark trade deal with China, which was clinched in 2020 but subsequently stalled. Her remarks sparked swift blowback from Chinese diplomats. Fu Cong, China’s ambassador to the European Union, said Friday he was “a little bit disappointed.”

    “That speech contained a lot of misrepresentation and misinterpretation of Chinese policies and the Chinese positions,” Fu told state-owned broadcaster CGTN.

    The Europeans’ visit will also be scrutinized from a human rights perspective given China’s authoritarian pivot and alleged human rights abuses across the nation.  

    “President Macron and von der Leyen should not sweep the Chinese government’s deepening authoritarianism under the rug during their visit to Beijing,” said Bénédicte Jeannerod, France director at Human Rights Watch. “They should use their public appearances with Xi Jinping to express strong concerns over widespread rights abuses across China, heightened oppression in Hong Kong and Tibet, and crimes against humanity in Xinjiang.”

    Macron’s playbook

    Speaking ahead of the visit to Beijing, the French leader said his aim was to “try and involve China as much as possible to put pressure on Russia” on topics such as nuclear weapons. 

    But will Macron’s charm work on Putin’s “best friend” Xi?

    China has sought to position itself as a neutral party on the conflict, even as it has burnished its ties with the nation, importing energy from Russia at a discount. Despite massive international pressure on Moscow, Xi decided to make the Kremlin his first destination for a state visit after he secured a norm-breaking third term as Chinese leader. Meanwhile, POLITICO and other media have reported that the Chinese have made shipments of assault weapons and body armor to Russia.

    Western European leaders that were cozy with Moscow just before the war started are now calling for engagement with China, including Macron himself. Spain’s Prime Minister Pedro Sánchez was in China just days before Macron’s arrival, saying that the world “must listen to its voice” on Russia and Ukraine.

    During his visit, which aides have been discussing since at least November last year, Macron will spend several hours with Xi in Beijing, and accompany him to the city of Guangzhou. The Chinese leader’s father, Xi Zhongxun used to work there as Guangdong province governor.  

    “Altogether the president will spend six to seven hours in discussions with the Chinese leader. The fact that he will be the first French president to visit Guangzhou is also a personal touch, since President Xi’s father used to be a party leader there,” said the Elysee official cited earlier.

    The French are hoping the time Macron spends privately with Xi will help win Chinese support on issues such as stopping Russian attacks on civilian infrastructure in Ukraine or halting the illegal transfer of Ukrainian children.

    It’s also expected that Macron will try to test Xi’s reaction to Russia’s threat to host nuclear missiles in Belarus, a decision that flies in the face of China’s non-proliferation stance, barely a month after Beijing revealed its 12-point plan for resolving the conflict in Ukraine.

    “It’s absolutely fundamental to have moments of private encounters,” said Sylvie Bermann, France’s former ambassador to China. “Diplomacy is about playing the long game …With China, I don’t think it is easy to strike up relationships as Westerners. But maybe it means that we’ll be able to talk when the time comes.”

    Despite the show of goodwill however, the French president will not hold back from sending “some messages” to Beijing on supporting Russia, particularly when it comes to arms deliveries, a senior French official said.

    “We aren’t going to threaten, but send some warnings: The Chinese need to understand that [sending weapons] would have consequences for Europe, for us … We need to remind them of our security interests.” The official said Macron would steer clear of threatening sanctions.

    Antoine Bondaz, China specialist at Paris’ Foundation for Strategic Research, questioned the emphasis on trying to bond with Xi. “That’s not how things work in China. It’s not France’s ‘small fry’ president, who spends two hours walking with Xi who will change things, China only understands the balance of power,” he said. “Maybe it works with Putin, who has spent over 400 hours with Xi in the last ten years, but Macron doesn’t know Xi.”

    EU unity on show as trade takes center stage

    Trade will also feature high on Macron’s priorities as he brings with him a large delegation of business leaders including representatives from EDF, Alstom, Veolia and the aerospace giant Airbus. According to an Elysée official speaking on condition of anonymity, a potential deal with European plane maker Airbus may be in the works, which would come after China ordered 300 planes for €30 billion in 2019.

    Finance Minister Bruno Le Maire and Foreign Affairs Minister Catherine Colonna are also traveling with the president.

    With the EU facing an emerging trade war between China and the U.S., the presence of von der Leyen, will add yet another layer of complexity to the mix. The French president said in March that he had “suggested to von der Leyen that she accompany him to China” so they could speak “with a unified voice.”

    “I don’t have a European mandate, as France has its independent diplomacy — but I’m attached to European coordination,” he said. 

    A joint trip with the EU head sets him apart from Olaf Scholz, the German Chancellor whom French officials criticized in private for hurrying to China for a day trip with Xi last year, focusing more on German rather than EU interests.

    With von der Leyen by his side, Macron may well hope to be seen as the EU’s leading voice. In the U.S., the French president had tried that tactic and obtained some concessions on America’s green subsidies plan for the bloc. 

    In China, that card may be harder to play.

    Western governments are ticked off with TikTok. The Chinese-owned app loved by teenagers around the world is facing allegations of facilitating espionage, failing to protect personal data, and even of corrupting young minds.

    Governments in the United States, United Kingdom, Canada, New Zealand and across Europe have moved to ban the use of TikTok on officials’ phones in recent months. If hawks get their way, the app could face further restrictions. The White House has demanded that ByteDance, TikTok’s Chinese parent company, sell the app or face an outright ban in the U.S.

    But do the allegations stack up? Security officials have given few details about why they are moving against TikTok. That may be due to sensitivity around matters of national security, or it may simply indicate that there’s not much substance behind the bluster.

    TikTok’s Chief Executive Officer Shou Zi Chew will be questioned in the U.S. Congress on Thursday and can expect politicians from all sides of the spectrum to probe him on TikTok’s dangers. Here are some of the themes they may pick up on: 

    1. Chinese access to TikTok data

    Perhaps the most pressing concern is around the Chinese government’s potential access to troves of data from TikTok’s millions of users. 

    Western security officials have warned that ByteDance could be subject to China’s national security legislation, particularly the 2017 National Security Law that requires Chinese companies to “support, assist and cooperate” with national intelligence efforts. This law is a blank check for Chinese spy agencies, they say.

    TikTok’s user data could also be accessed by the company’s hundreds of Chinese engineers and operations staff, any one of whom could be working for the state, Western officials say. In December 2022, some ByteDance employees in China and the U.S. targeted journalists at Western media outlets using the app (and were later fired). 

    EU institutions banned their staff from having TikTok on their work phones last month. An internal email sent to staff of the European Data Protection Supervisor, seen by POLITICO, said the move aimed “to reduce the exposure of the Commission from cyberattacks because this application is collecting so much data on mobile devices that could be used to stage an attack on the Commission.” 

    And the Irish Data Protection Commission, TikTok’s lead privacy regulator in the EU, is set to decide in the next few months if the company unlawfully transferred European users’ data to China. 

    Skeptics of the security argument say that the Chinese government could simply buy troves of user data from little-regulated brokers. American social media companies like Twitter have had their own problems preserving users’ data from the prying eyes of foreign governments, they note. 

    TikTok says it has never given data to the Chinese government and would decline if asked to do so. Strictly speaking, ByteDance is incorporated in the Cayman Islands, which TikTok argues would shield it from legal obligations to assist Chinese agencies. ByteDance is owned 20 percent by its founders and Chinese investors, 60 percent by global investors, and 20 percent by employees.

    The company has unveiled two separate plans to safeguard data. In the U.S., Project Texas is a $1.5 billion plan to build a wall between the U.S. subsidiary and its Chinese owners. The €1.2 billion European version, named Project Clover, would move most of TikTok’s European data onto servers in Europe.

    Nevertheless, TikTok’s chief European lobbyist Theo Bertram also said in March that it would be “practically extremely difficult” to completely stop European data from going to China.

    2. A way in for Chinese spies

    If Chinese agencies can’t access TikTok’s data legally, they can just go in through the back door, Western officials allege. China’s cyber-spies are among the best in the world, and their job will be made easier if datasets or digital infrastructure are housed in their home territory.

    Dutch intelligence agencies have advised government officials to uninstall apps from countries waging an “offensive cyber program” against the Netherlands — including China, but also Russia, Iran and North Korea.

    Critics of the cyber espionage argument refer to a 2021 study by the University of Toronto’s Citizen Lab, which found that the app did not exhibit the “overtly malicious behavior” that would be expected of spyware. Still, the director of the lab said researchers lacked information on what happens to TikTok data held in China.

    TikTok’s Project Texas and Project Clover include steps to assuage fears of cyber espionage, as well as legal data access. The EU plan would give a European security provider (still to be determined) the power to audit cybersecurity policies and data controls, and to restrict access to some employees. Bertram said this provider could speak with European security agencies and regulators “without us [TikTok] being involved, to give confidence that there’s nothing to hide.” 

    Bertram also said the company was looking to hire more engineers outside China. 

    3. Privacy rights

    Critics of TikTok have accused the app of mass data collection, particularly in the U.S., where there are no general federal privacy rights for citizens.

    In jurisdictions that do have strict privacy laws, TikTok faces widespread allegations of failing to comply with them.

    The company is being investigated in Ireland, the U.K. and Canada over its handling of underage users’ data. Watchdogs in the Netherlands, Italy and France have also investigated its privacy practices around personalized advertising and for failing to limit children’s access to its platform. 

    TikTok has denied accusations leveled in some of the reports and argued that U.S. tech companies are collecting the same large amount of data. Meta, Amazon and others have also been given large fines for violating Europeans’ privacy.

    4. Psychological operations

    Perhaps the most serious accusation, and certainly the most legally novel one, is that TikTok is part of an all-encompassing Chinese civilizational struggle against the West. Its role: to spread disinformation and stultifying content in young Western minds, sowing division and apathy.

    Earlier this month, the director of the U.S. National Security Agency warned that Chinese control of TikTok’s algorithm could allow the government to carry out influence operations among Western populations. TikTok says it has around 300 million active users in Europe and the U.S. The app ranked as the most downloaded in 2022.

    Reports emerged in 2019 suggesting that TikTok was censoring pro-LGBTQ content and videos mentioning Tiananmen Square. ByteDance has also been accused of pushing inane time-wasting videos to Western children, in contrast to the wholesome educational content served on its Chinese app Douyin.

    Besides accusations of deliberate “influence operations,” TikTok has also been criticized for failing to protect children from addiction to its app, dangerous viral challenges, and disinformation. The French regulator said last week that the app was still in the “very early stages” of content moderation. TikTok’s Italian headquarters was raided this week by the consumer protection regulator with the help of Italian law enforcement to investigate how the company protects children from viral challenges.

    Researchers at Citizen Lab said that TikTok doesn’t enforce obvious censorship. Other critics of this argument have pointed out that Western-owned platforms have also been manipulated by foreign countries, such as Russia’s campaign on Facebook to influence the 2016 U.S. elections. 

    TikTok says it has adapted its content moderation since 2019 and regularly releases a transparency report about what it removes. The company has also touted a “transparency center” that opened in the U.S. in July 2020 and one in Ireland in 2022. It has also said it will comply with new EU content moderation rules, the Digital Services Act, which will request that platforms give access to regulators and researchers to their algorithms and data.

    A deal allowing Ukrainian grain exports to pass through the blockaded Black Sea has been extended for 120 days, Ukraine announced Saturday, but Russia again griped that it would only assent to a full rollover if its own exports of food and fertilizer are freed up.

    Infrastructure Minister Oleksandr Kubrakov thanked “all our partners for sticking to the agreements” in a tweet Saturday afternoon. “Due our joint efforts, 25M tons of Ukrainian grain” have been “delivered to world markets,” he said.

    The announcement comes after a week of wrangling after Russia said Monday that it had agreed to extend the Black Sea grain initiative but only for 60 days. Moscow again dug its heels in on Saturday, however, despite objections from Kyiv and reminders from the United Nations and Turkey that the original agreement foresees a minimum 120-day extension.

    Russian President Vladimir Putin, meanwhile, visited Crimea on Saturday on an unannounced trip to mark the ninth anniversary of Russia’s annexation of the peninsula from Ukraine. Putin was greeted by the Russian-installed governor of Sevastopol, Mikhail Razvozhayev, and taken to see a new children’s center, Reuters reported.

    The grain deal — described by aid groups as a lifeline for food insecure countries — was due to expire on Saturday. 

    Initially brokered by the U.N. and Turkey last July after Russia’s invasion of Ukraine in February 2022 fueled a global food crisis, the pact was extended in November for 120 days. 

    Russia will only consider further extending the deal if “tangible progress” is achieved in implementing its three-year deal with the U.N. to facilitate its own exports of food and fertilizer, according to a letter posted on Twitter Saturday by its mission to the U.N. in New York.

Secretary-General António Guterres is due to attend an EU summit in Brussels next week to seek ways to unblock the Russian food and fertilizer shipments, which have been blocked by sanctions targeting Russian oligarchs and the state agricultural bank. The Kremlin argues that these these are to blame for food insecurity in the Global South.

    Ukraine and Russia produce a massive chunk of the world’s grain and fertilizer, together supplying some 28 percent of globally traded wheat and 75 percent of sunflower oil during peacetime.

    The International Rescue Committee (IRC) has called on the U.N. to broker a renewal of the deal for a full 12 months, warning that this is necessary to “to help stave off hunger in the most food insecure countries.” 

    The number of people facing food insecurity rose from 282 million at the end of 2021 to a record 345 million last year, according to the United Nations World Food Program (WFP). Africa is one of the hardest-hit regions, with eastern African countries like Somalia and Ethiopia in particular facing extreme hunger.

    “Shipments of grain to countries most in need, including Somalia, hinge on the critical renewal of the Black Sea Grain Initiative,” the IRC said, adding that Somalia receives over 90 percent of its grain from Ukraine.

    BERLIN — Europe’s worst-kept secret is that the Germans ultimately decide everything.

    “I’ll never forget how all the other member states held back in anticipation, waiting to see what the Germans would do,” a senior U.K. official, recalling his time in Brussels, recently told a private dinner of MPs and other German officials in Berlin.

    The recollection was meant as a compliment, one the official hoped would ingratiate him with the Germans around the table.

    Sad thing is it worked.

    The second worst-kept secret in Brussels is that for all the “peace project” kumbaya, the Germans actually enjoy dominating the place. That said, even stalwart veterans of the EU bubble were hard-pressed in recent days to cite a more blatant example of toxic Germanity than Berlin’s last-minute intervention to save the internal combustion engine.

    To recap: Last week, EU countries were expected to rubber-stamp a package of measures aimed at ridding Europe’s roads of fuel-burning autos. Under the plan, the EU would prohibit new registrations of cars powered by internal combustion engines beginning in 2035. The sweeping deal, the culmination of years of painstaking negotiations in Brussels and European capitals, is a pillar of the EU’s ambitious goal to become carbon neutral by 2050.

    Berlin’s 11th-hour intervention on a deal everyone believed was done and dusted not only left the EU’s environmental policy in limbo, it also laid bare the bloc’s power vertical in all its dubious Teutonic glory. The message: Germany is no longer even trying to hide its power.

    Enter France.

    “For the French, the situation also represents an opportunity and they are never ones to waste a good crisis,” an EU diplomat said. “The more they can contribute to the idea that Germany goes it alone, the more it strengthens the view that the Germans are an unreliable partner in Europe.”

    Germany’s unprecedented move has given rise to fears that other countries will try to follow its example and hold EU reforms hostage by threatening a last-minute veto to win concessions, in effect rewriting the rules of engagement.

    Germans may not be known for their finesse, but even so, Berlin’s bare-knuckle tactics to save the engine have not just shocked Brussels veterans, it’s angered them.  

    That’s why the real significance of the standoff has less to do with CO2 emissions than how Brussels works. One big concern among EU insiders is that the coalition Germany has assembled to save the car, which includes the likes of Poland, Austria, the Czech Republic and Bulgaria, will go rogue as a bloc on other fronts, with or without German support.

    It’s easy to mock the circuitous nature of EU decision-making, the push and pull between the European Commission, Parliament and Council, communicated in the opaque dialect of Brussels’ earnest eurocrats.

    Boring as it may be, the alchemy produces bona fide results that legitimize and sustain the EU.  

    That Germany is willing to tinker with this delicate balance betrays either ignorance in the current regime of how the EU works, ambivalence, or both.

    One could argue with justification that Germany was never going to kill the golden goose. Invented and perfected in Germany over more than a century by the likes of Mercedes, BMW and Audi, the internal combustion engine has been the wellspring of German pride and prosperity for generations.

    The image of a piston-fired Porsche 911 zooming down the autobahn is as core to German identity as sex is to the French.

    Take that away, what’s left (aside from beer and bratwurst)?

    Indeed, considering that the country’s automakers haven’t proved particularly adept at manufacturing electric cars (or more specifically the batteries at the heart of the vehicles), there was a strong case for Germany to develop low-emission synthetic fuels that would keep the internal combustion engine alive.  

    Berlin had at least a decade to do so.

    Thing is, it didn’t, choosing instead to pour billions into subsidizing the purchase of electric vehicles and the infrastructure to recharge them (full disclosure: the author is a beneficiary of such a subsidy).  

    What’s more, Germany also encouraged other European countries to follow suit. In fact, Berlin’s views on “the future of mobility” were so clear that Mercedes, VW and BMW pledged to shift to all-electric by 2035. The cluster of countries that have served as the workbench for those companies, from Slovakia to Hungary and Austria, all agreed to go along.

    That’s why the German insistence this month that the EU carve out an exception to the engine ban for cars powered by synthetic, so-called e-fuels has caught the rest of Europe flat-footed.

    Why now? In a word, politics.

    Chancellor Olaf Scholz’s Social Democrats have dropped below 20 percent in a number of recent polls, putting them more than 10 percentage points behind the first-place Christian Democrats.

    Scholz’s smallest coalition partner, the business-oriented Free Democrats (FDP), are in even worse shape. The party fared miserably in a string of recent regional elections and in national polls, it is teetering perilously close to the 5 percent threshold parties need to surpass for entry into parliament.

    Party leader Christian Lindner, who used to drive souped-up Porsches around the storied Nürburgring race track, has vowed to save the engine from the clutches of the Green lobby.

    Scholz, keenly aware that his party’s base also remains attached to “das Auto,” has been happy to let him try and has so far not stepped in to intervene.

    About 1 million Germans work in the auto industry and many of those jobs — especially at suppliers — would be lost if the engine is killed for the simple reason that electric cars have far fewer (and different) parts than traditional automobiles.

    The real mystery is why the Greens, the other party in Germany’s governing triumvirate, have not done more to resolve the crisis. Not only has the environmental party championed the engine ban for years, but it is also the most pro-European party in the government and would normally be at pains to keep Berlin from even appearing to undermine Brussels.    

    Yet Green Vice Chancellor Robert Habeck has largely been silent on the issue. Far from the fray in Europe, he was last spotted in the Amazon having his face painted by an indigenous girl during a swing through the region.

    In a bid to defuse the standoff ahead of next week’s EU leaders’ summit, the German government sent a letter to the Commission on Wednesday, spelling out what it wants in return for lifting its blockade. Its chief demand — a broad exception for e-fuels — was already rejected by the Parliament and other institutions during the original negotiations over the package.

    Reversing that would require the deal to be reopened.

    The French are sure to cry foul.

    And then Germany will push ahead anyway.

    Nearly six months on from the subsea gas pipeline explosions, which sent geopolitical shockwaves around the world in September, there is still no conclusive answer to the question of who blew up Nord Stream.

    Some were quick to place the blame squarely at Russia’s door — citing its record of hybrid warfare and a possible motive of intimidation, in the midst of a bitter economic war with Europe over gas supply.

    But half a year has passed without any firm evidence for this — or any other explanation — being produced by the ongoing investigations of authorities in three European countries.

    Since the day of the attack, four states — Russia, the U.S., Ukraine and the U.K. — have been publicly blamed for the explosions, with varying degrees of evidence.

    Still, some things are known for sure.

    As was widely assumed within hours of the blast, the explosions were an act of deliberate sabotage. One of the three investigations, led by Sweden’s Prosecution Authority, confirmed in November that residues of explosives and several “foreign objects” were found at the “crime scene” on the seabed, around 100 meters below the surface of the Baltic Sea, close to the Danish Island of Bornholm.

    Now two new media reports — one from the New York Times, the other a joint investigation by German public broadcasters ARD and SWR, plus newspaper Die Zeit — raised the possibility that a pro-Ukrainian group — though not necessarily state-backed — may have been responsible. On Wednesday, the German Prosecutor’s Office confirmed it had searched a ship in January suspected of transporting explosives used in the sabotage, but was still investigating the seized objects, the identities of the perpetrators and their possible motives.

    In the information vacuum since September, various theories have surfaced as to the culprit and their motive:

    Theory 1: Putin, the energy bully

    In the days immediately after the attack, the working assumption of many analysts in the West was that this was a brazen act of intimidation on the part of Vladimir Putin’s Kremlin.

    Mykhailo Podolyak, an adviser to Volodymyr Zelenskyy, spelt out the hypothesis via his Twitter feed on September 27 — the day after the explosions were first detected. He branded the incident “nothing more [than] a terrorist attack planned by Russia and act of aggression towards the EU” linked to Moscow’s determination to provoke “pre-winter panic” over gas supplies to Europe.

    Polish Prime Minister Mateusz Morawiecki also hinted at Russian involvement. Russia denied responsibility.

    The Nord Stream pipes are part-owned by Russia’s Gazprom. The company had by the time of the explosions announced an “indefinite” shutdown of the Nord Stream 1 pipes, citing technical issues which the EU branded “fallacious pretences.” The new Nord Stream 2 pipes, meanwhile, had never been brought into the service. Within days of Gazprom announcing the shutdown in early September, Putin issued a veiled threat that Europe would “freeze” if it stuck to its plan of energy sanctions against Russia.

    But why blow up the pipeline, if gas blackmail via shutdowns had already proved effective? Why end the possibility of gas ever flowing again?

    Simone Tagliapietra, energy specialist and senior fellow at the Bruegel think tank, said it was possible that — if it was Russia — there may have been internal divisions about any such decision. “At that point, when Putin had basically decided to stop supplying [gas to] Germany, many in Russia may have been against that. This was a source of revenues.” It is possible, Tagliapietra said, that “hardliners” took the decision to end the debate by ending the pipelines.

    Blowing up Nord Stream, in this reading of the situation, was a final declaration of Russia’s willingness to cut off Europe’s gas supply indefinitely, while also demonstrating its hybrid warfare capabilities. In October, Putin said that the attack had shown that “any critical infrastructure in transport, energy or communication infrastructure is under threat — regardless of what part of the world it is located” — words viewed by many in the West as a veiled threat of more to come.

    Theory 2: The Brits did it

    From the beginning, Russian leaders have insinuated that either Ukraine or its Western allies were behind the attack. Kremlin spokesman Dmitry Peskov said two days after the explosions that accusations of Russian culpability were “quite predictable and predictably stupid.” He added that Moscow had no interest in blowing up Nord Stream. “We have lost a route for gas supplies to Europe.”

    Then a month on from the blasts, the Russian defense ministry made the very specific allegation that “representatives of the U.K. Navy participated in planning, supporting and executing” the attack. No evidence was given. The same supposed British specialists were also involved in helping Ukraine coordinate a drone attack on Sevastopol in Crimea, Moscow said.  

    The U.K.’s Ministry of Defence said the “invented” allegations were intended to distract attention from Russia’s recent defeats on the battlefield. In any case, Moscow soon changed its tune.

    Theory 3: U.S. black ops

    In February, with formal investigations in Germany, Sweden and Denmark still yet to report, an article by the U.S. investigative journalist Seymour Hersh triggered a new wave of speculation. Hersh’s allegation: U.S. forces blew up Nord Stream on direct orders from Joe Biden.

    The account — based on a single source said to have “direct knowledge of the operational planning” — alleged that an “obscure deep-diving group in Panama City” was secretly assigned to lay remotely-detonated mines on the pipelines. It suggested Biden’s rationale was to sever once and for all Russia’s gas link to Germany, ensuring that no amount of Kremlin blackmail could deter Berlin from steadfastly supporting Ukraine.

    Hersh’s article also drew on Biden’s public remarks when, in February 2022, shortly before Russia’s full-scale invasion, he told reporters that should Russia invade “there will be no longer Nord Stream 2. We will bring an end to it.”

    The White House described Hersh’s story as “utterly false and complete fiction.” The article certainly included some dubious claims, not least that NATO Secretary General Jens Stoltenberg has “cooperated with the American intelligence community since the Vietnam War.” Stoltenberg, born in 1959, was 16 years old when the war ended.

    Russian leaders, however, seized on the report, citing it as evidence at the U.N. Security Council later in February and calling for an U.N.-led inquiry into the attacks, prompting Germany, Denmark and Sweden to issue a joint statement saying their investigations were ongoing.

    Theory 4: The mystery boatmen

    The latest clues — following reports on Tuesday from the New York Times and German media — center on a boat, six people with forged passports and the tiny Danish island of Christiansø.

    According to these reports, a boat that set sail from the German port of Rostock, later stopping at Christiansø, is at the center of the Nord Stream investigations.

    Germany’s federal prosecutor confirmed on Wednesday that a ship suspected of transporting explosives had been searched in January — and some of the 100 or so residents of tiny Christiansø told Denmark’s TV2 that police had visited the island and made inquiries. Residents were invited to come forward with information via a post on the island’s Facebook page.

    Both the New York Times and the German media reports suggested that intelligence is pointing to a link to a pro-Ukrainian group, although there is no evidence that any orders came from the Ukrainian government and the identities of the alleged perpetrators are also still unknown.

    Podolyak, Zelenskyy’s adviser, tweeted he was enjoying “collecting amusing conspiracy theories” about what happened to Nord Stream, but that Ukraine had “nothing to do” with it and had “no information about pro-Ukraine sabotage groups.”

    Meanwhile, Germany’s Defense Minister Boris Pistorius warned against “jumping to conclusions” about the latest reports, adding that it was possible that there may have been a “false flag” operation to blame Ukraine.

    The Danish Security and Intelligence Service said only that their investigation was ongoing, while a spokesperson for Sweden’s Prosecution Authority said information would be shared when available — but there was “no timeline” for when the inquiries would be completed.

    The mystery continues.

    “As prime minister, I owe everyone, but above all the relatives of the victims, a big SORRY,” Mitsotakis wrote on Facebook. “In the Greece of 2023, it is not possible for two trains to run on opposite sides of the same track without anyone noticing.”

    Two trains traveling at high speed in opposite directions on the same line collided head-on in Tempe in northern Greece on February 28, killing at least 57 people and injuring 85. A train with at least 350 on board including many university students hit a cargo train.

    “We can’t, won’t and shouldn’t hide behind human error,” added the prime minister. Mitsotakis previously said on March 1 that the disaster was “primarily down to a tragic human error.”

    The stationmaster for the city of Larissa faces charges of negligent homicide and admitted to some responsibility in his first court appearance on Sunday, according to Greek broadcaster ERT. 

    But Greece’s aging 2,550-kilometer rail network has been in desperate need of modernizing and has faced criticism for alleged mismanagement, unfit equipment and poor maintenance. 

    The deadly crash has prompted massive protests across the country about the government’s responsibility in the disaster as the first funerals of the victims were taking place. Thousands of people gathered on Sunday in front of the parliament in Athens, including several children. “This crime will not be covered up. We will be the voice of all the dead,” protesters chanted as they released black balloons into the sky.

    Clashes erupted between police and demonstrators during the protests in Athens, the country’s second-largest city of Thessaloniki and Larissa, the city where the accident took place, with police using tear gas and sound grenades.

    Protests have been staged over the last five days across the country and more have been called for the coming week. National rail services were halted as workers have been on strike since the crash.

    Mitsotakis, who is preparing for elections in the spring, has promised an independent expert committee will investigate the cause of the accident. He also said he will ask the European Commission and other EU capitals for help. 

    “I will immediately ask the European Commission and friendly countries for their contribution to know-how so that we can finally obtain modern trains,” said Mitsotakis. “And I will fight for additional community funding to quickly maintain and upgrade the existing network.”

    In the meantime, the European Public Prosecutor’s Office has launched an investigation into a contract for the upgrade of the signaling system and remote control on the Greek railway.

    “I can confirm that the EPPO has indeed an ongoing investigation, looking exclusively into possible damages to the financial interests in the EU,” an EPPO spokesperson told POLITICO, without providing any details regarding the “ongoing investigations in order not to endanger their outcome.”

    The Greek government quickly announced the formation of an experts’ committee to investigate the deadly train collision, causing strong reactions from the opposition who said the move doesn’t have cross-party approval and aims to take over the judicial investigation.

    “It is not possible for the person being audited to be an auditor at the same time,” main opposition party Syriza said in a statement.

    One member of the experts’ committee already has resigned.

    ATHENS — Greek Prime Minister Kyriakos Mitsotakis was supposed to be preparing to call an early election — instead he’s dealing with protestors throwing Molotov cocktails at police as a wave of public rage convulses Greece following a train crash that killed 57 people.

    Last week’s train collision was caused when a freight train and a passenger train were allowed on the same rail line. The station-master accused of causing the crash was charged with negligent homicide and jailed Sunday pending a trial.

    The crash has raised deeper questions about the functioning of the Greek state, following reports that Athens hadn’t updated its rail network to meet EU requirements and that the state rail company was accused of mismanagement.

    Mitsotakis initially blamed the incident on “tragic human error” but was forced to backtrack after he was accused to trying to cover up the government’s role. The first political victim was Transport Minister Kostas Karamanlis, who resigned soon after the accident. Mitsotakis put out a new message over the weekend saying: “We cannot, will not and must not hide behind human error.”

    “As prime minister, I owe everyone, but above all the relatives of the victims, a big SORRY. Both personal, and in the name of all those who have ruled the country for years,” Mitsotakis wrote on Facebook.

    His conservative New Democracy party is now weighing the political implications of the crash.

    Before Tuesday’s deadly event, it was widely expected that the government would hold a final Cabinet meeting where it would announce a rise in the minimum wage. Mitsotakis would then dissolve parliament, with the likeliest election date being April 9.

    But that’s now very uncertain. If the April 9 date slips away, alternatives range from a first round vote later in April, May or even July.

    “Anyone who hinted to the prime minister these days that we need to see what we do about the elections was kicked out of the meeting,” government spokesperson Giannis Oikonomou told Skai local TV. “It is not yet time to get into that kind of discussion.”

    Instead of election plans, the government is dealing with a massive outpouring of public rage at the accident that has seen large protest rallies and clashes between demonstrators and police.

    “When a national tragedy like this is underway, it is difficult to assess the political consequences,” said Alexis Routzounis, a researcher at pollster Kapa Research. “Society will demand clear explanations, and a careful and discreet response from the political leadership is paramount. For now, the political system is responding with understanding.”

    Opposition parties have so far kept a low profile, but that is starting to change.

    “Mitsotakis is well aware that the debate on the causes of the tragedy will not be avoided by the resignation of his [transport] minister, but becomes even more urgent,” the main opposition Syriza party said.

    Before the crash, New Democracy was comfortably ahead of its rivals, according to POLITICO’s poll of polls.

    That lead came despite a growing series of problems, including high inflation, skyrocketing food prices, financial wrongdoing by conservative MPs, a wiretapping scandal and reports of a secret offer by Saudi Arabia to pay for football stadiums for Greece and Egypt if they agreed to team up and host the 2030 World Cup.

    “The government has managed to weather previous crises, including devastating wildfires in 2021 and the recent surveillance scandal, while suffering only a minor impact to its ratings,” said Wolfango Piccoli, co-founder of risk analysis company Teneo.

    He added that the government is now scrambling to ensure it’s not hurt politically by the crash.

    “It is following a similar strategy in wake of the train crash, with Mitsotakis playing a central role in establishing the narrative and swiftly announcing action aimed at getting ahead of the story,” Piccoli said.

    Missed warnings

    People are especially outraged because the tragedy appears to have been avoidable.

    The rail line was supposed to use a modern electronic light signaling and safety system called ETCS that was purchased in the early 2000s, but never worked.

    Even the current outdated system was not fully operational, with key signal lights always stuck on red due to technical failure and station managers only warning one another of approaching trains via walkie-talkie.

    The rail employees’ union sent three legal warning notes in recent months to the transport minister and rail companies asking for speedy upgrades to railway infrastructure.

    “We will not wait for the accident to happen to see them shed crocodile tears,” said one sent on February 7.

    In mid-February, the European Commission referred Greece to court for the eight-year delay in signing and publishing the contract between the national authorities and the company that manages rail infrastructure.

    Last April, the head of the automated train control system resigned, complaining that trains were running at 200 kilometres per hour without the safety system.

    The government even voted to allow Hellenic Train a five-year delay in paying any compensation for an accident or a death, while EU rules call for a 15-day time limit. The company said on Sunday it would not use the exemption.

    On Monday, Mitsotakis met with Commission President Ursula von der Leyen, and she pledged that Brussels would help Greece “to modernize its railways and improve their safety.”

    All of that is grim news for a party aiming to win a second term in office.

     “Historically, when the state, instead of stability, causes insecurity, it is primarily the current government that is affected, but also all the governing parties, because the tragedy brings back memories of similar dramas of the past,” Routzounis said.

    In Kashmir valley, additional capacities were created during the winter to enable peak demand and 10 percent more power was supplied as compared to last year. For the first time, in a single year out of a total of 30 grid stations, 11 stations have been augmented, he added.

    The power supply position in the Jammu region has improved after the addition of new system capacities. These initiatives exemplify our commitment to inclusive development and to fulfill the needs of the common man, the Lt Governor further added.

    The Lt Governor highlighted the reforms introduced in the last three years to improve the power infrastructure; enhance power sustainability & efficiency in the UT.

    Under PMDP and Centrally Sponsored Schemes, a well-planned, systematic, and comprehensive program is being implemented for improvement and upgradation of transmission & distribution infrastructure to streamline and strengthen the power supply across J&K, he said.

    The target of 1727 MVA capacity addition has been achieved at 220 and 132 KV levels and 236 circuit km transmission line has been laid. We have added 2345 MVA capacity in the distribution sector and 8550 new distribution transformers have been installed in residential areas.  Four mega hydro projects will be completed in the coming years.

    In the first phase of the smart metering project, 57,000 meters have been installed and 1.25 lakh smart meters will be installed during Phase II, he informed.

    The Lt Governor directed the officials to avail the benefit of the RDSS scheme.

    Officers must evaluate the implementation of the Power Amnesty scheme, and make dedicated efforts to reduce AT&C losses. Remove apprehensions of people. Spread awareness regarding smart meters, he added.

    The Lt Governor sought participation from the citizens in the government’s efforts toward the socioeconomic progress of rural and urban areas.

    To make urban local bodies self-reliant, Housing & Urban Development Department has notified the introduction of property tax in Jammu & Kashmir like other parts of the country.

    The Lt Governor said the administration will ensure common people don’t face any inconvenience. Every decision will be made in the interest of the people. Administration and responsible citizens must make others aware of the Property Tax and how we can contribute to transforming the cities as engines of growth, he added.

    The property tax in Jammu and Kashmir is the least as compared to other states. There are around 5,20,000 houses in the cities of J&K. Out of these, 2,06,000 houses are less than 1000 sq ft which means 40% won’t have to pay any property tax.  2,03,680 houses are less than 1500 sq ft and  80% of these households will have to pay less than Rs 600 per annum while the rest will have to pay a nominal amount of Rs 1000 (maximum). This amount is one-tenth of the tax amount being paid in Shimla, Ambala, and Dehradun, the Lt Governor said.

    In commercial establishments, out of 1,01,000 shops in Srinagar, Jammu & other municipalities, and around 46% of shops ( 46,000 shops) are less than 100 sqft and they will have to pay up to Rs 700 per annum. Out of these 46,000 shops, 80% will have to pay Rs 500-550 per annum/ Rs 50 per month. 30,000 shops will have to pay taxes below Rs 2000 per annum which is also one-tenth of the amount being paid in Shimla, Ambala, and Dehradun. 76% of shops will be paying a nominal amount in the shape of Property Tax. No better arrangements can be made than this.

    The revenue generated won’t go to the J&K UT Government and will be deposited in the accounts of the corporations and municipalities. It will be utilized for improving public amenities, the Lt Governor noted.

    If a common man has any problem, he must reach out to the administration. It is our collective responsibility to build a J&K which is economically prosperous, with ample opportunities for livelihood generation so that people can live & work with dignity and peace, the Lt Governor added.

    The Lt Governor also spoke on the transformation taking place in agriculture & allied sectors and how the implementation of 29 projects recommended by the Apex committee will bring a favorable change in the lives of farming families.

    He further shared the achievements registered during Back to Village & employment opportunities extended to the youth; recruitment in Government jobs and streamlining the departmental promotions process.

    Smart Metering App – Smart Bill Sahuliyat launched today for the convenience of smart metered consumers. It will make consumers aware of the benefits of smart metering and provide them with information regarding power savings.

    The newly integrated Supervisory Control and Data Acquisition (SCDA) system in distribution for centralized control and monitoring of receiving stations will help in the early restoration of the power supply in case of any fault in the feeder, it was informed.

    While interacting with the media persons, the Lt Governor condemned the killing of a civilian in Pulwama. Our security forces will deal with those behind the killing. We are working with a 360-degree approach to improve the security situation, said the Lt Governor.
